Abstract

Technological advances produce a different culture of readers, there is a new culture of comic readers who change the way readers read comics, as a result of technological advances it created a digital platform published online called LINE Webtoon, so that it can be identified the purpose in this article to know the presentation of comic content on LINE webtoon or website and cartoon by facilitating readers who no longer read without having to buy comics in physical form but already using the application. This research uses a descriptive qualitative method by looking at LINE webtoon to find out the presentation of comic content on LINE webtoon, which is supported using McCloud's Making Comic theory. The results of this study suggest that the experience of reading comics on LINE Webtoon has a variety of attractions, readers' factors in reading comics can also be influenced by social and cultural interactions around them, for example if a comic is trending or widely discussed on social media, readers tend to be interested in trying to read it as well as being influenced by comic content and comic authors themselves such as with emotionally evocative storylines and strong characters, tend to be more captivating and make readers come back to read the next episode, by paying attention to these aspects, it can be seen how works of fine art in the form of comics can create interesting comic content.

Abstract

This study explores the representation of toxic masculinity in the film ”Ngeri-Ngeri Sedap”, as exemplified by the character Mr. Domu, the patriarch of a Batak family. His behavior mirrors the patriarchal structure embedded within his family dynamics. The research employs a qualitative approach, utilizing John Fiske’s semiotic analysis, which is structured into three levels: the Level of Reality (focusing on behavior and expression), the Level of Representation (analyzing camera shots and lighting), and the Level of Ideology (uncovering underlying ideological messages). Data was gathered through observation, interviews, and documentation. Through semiotic analysis, the study reveals both verbal and non-verbal signs, such as the characters' behaviors, expressions, and dialogues within the film. Toxic masculinity in Mr. Domu manifests in various ways, including his stubbornness, insistence on appearing strong, authoritarian attitude, refusal to be contradicted, and obsession with achieving high social status to earn respect. He also enforces emotional suppression, such as prohibiting expressions of sadness or crying, especially in front of his family. These behaviors are indicative of the harmful aspects of masculinity that are often misinterpreted, misused, and imposed upon others. Moreover, the film highlights an ideology of individualism, which tends to disregard the needs and desires of others.

Abstract

New voters from Gen Z do not have experience in voicing their aspirations in the General Election (Pemilu). Meanwhile, their political participation is necessary, considering that they are one of the two majority groups of voters in the 2024 elections. On the other hand, these first-time voters from Gen Z have good digital skills, even though they are not yet accompanied by a high level of civility. They are also a group that is vulnerable to being exposed to hoaxes and does not yet have the knowledge and skills to use several digital methods and tools to check the validity of the information they receive.The digital literacy program in this service activity was carried out to increase awareness of the political participation of novice voters (Gen Z) in the 2024 Election and strengthen the digital literacy of novice voters (Gen Z) to carry out fact checking using fact checking tools or applications from Mafindo and Google. The service program is carried out in the form of training and adopts material from the Tular Reasoning Program initiated by Mafindo. The training applies a debunking approach that focuses on fact-finding to counter false information.In its implementation, the training activity involved Class XII students from SMAN 4 and SMAN 7 Cirebon City aged between 17-19 years as participants. They are among Gen Z who are exercising their right to vote for the first time in the 2024 elections. By implementing a debunking approach, they are trained to be critical of the information they receive, so that they do not easily believe or carelessly re-distribute information whose truth is not certain. They are also encouraged to participate in the 2024 elections and are equipped with the knowledge and skills to check the validity of information using fact-checking tools or applications

Abstract

Information technology facilitates access and interactive communication. Digital-based public services cut queues and increase efficiency. Good governance requires excellent service. The SAMBARA application simplifies vehicle tax payments, provides information, and improves service effectiveness. The purpose of this study is to determine how effective the Motor Vehicle Tax Payment Service through the SAMBARA Application is at the Regional Revenue Management Center of Cirebon Regency 1 Sumber. This study applied a descriptive qualitative approach using data collection techniques such as observation, interviews, and documentation. Data analysis used is data reduction, data presentation, and conclusions. The informants of this research are regulators and the public who use the SAMBARA Application. The theory used is Campbell's theory with five indicators: Program Success, Goal Success, Program Satisfaction, Input and Output Levels, Overall Goal Achievement. The success of the SAMBARA Application program in paying Motor Vehicle Tax is influenced by practicality and efficiency, providing solutions for users by avoiding queues at service offices. Despite obstacles such as unstable internet connection, the success of this program depends on clear regulations and intensive socialization by related parties. The high level of satisfaction is reflected in its ease, speed, and practicality, increasing the effectiveness of services without consuming much time and human resources. The implementation of SAMBARA provides  significant outputs by facilitating payments, reducing queues, and providing easy access to tax information. This success is a successful step in achieving organizational goals, increasing the regularity of tax payments, preventing the practice of brokers, and facilitating access to information for the public.

Abstract

This study aims to analyze the application of the E-Ticket system in prosecuting traffic violations in Cirebon City. E-Tilang is an electronic ticketing system implemented by the Indonesian National Police (Polri) in an effort to enforce traffic law and order. The research method used is a qualitative method with data collection techniques through observation, interviews, and documentation. The informants in this study were the Head and Members of the Cirebon City Police Traffic Unit. The results showed that E-Tilang in Cirebon City has not run optimally. Some of the obstacles faced are accountability such as limited human resources in the police who only have 22 members of Satlantas, lack of socialization to the public and the number of people unfamiliar with technology so that E-Tilang is considered complicated. In terms of centralization such as the lack of E-Tilang camera devices installed, and the inaccuracy of vehicle ownership data that has not been changed. The security of violator data is an important concern. E-Tilang camera devices are planned to be used in the future, along with the improvement of the mobile E-Tilang system.

Abstract

Banyak gejala-gejala yang belum sesuai terkait optimalnya pelayanan angkot di Kota Cirebon. Penelitian ini diarahkan untuk mengetahui bagaimana Kinerja Pegawai Dinas Perhubungan Pada Bidang Angkutan Dalam Pelayanan Angkutan Kota Di Kota Cirebon. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan mengambil lokasi penelitian di Dinas Perhubungan Kota Cirebon pada Bidang Angkutan. Informan kunci dalam penelitian ini adalah Seksi Perencanaan Jaringan Trayek. Sedangkan informan pendukungnya yaitu Sopir Angkot dan Penumpang Angkot. Teknik pengumpulan data yang digunakan merupakan studi kepustakaan, studi lapangan (observasi, wawancara dan dokumentasi). Sedangkan teknik penguji keabsahan data menggunakan teknik triangulasi. Hasil Penelitian menunjukan bahwa kinerja pegawai dalam meningkatkan pelayanan angkot di kota cirebon yaitu program peningkatan pelayanan angkot, identifikasi angkot, pengecekan uji kelayakan angkot dan evaluasi trayek angkot, efektivitas dan efisiensi angkot, keterampilan dan semangat kerja dalam pelayanan angkutan kota. Penelitian ini diperoleh hasil bahwa permasalahan terhadap pelayanan angkot di kota Cirebon belum optimal dan bersifat elementer yang masih mampu diatasi melalui pendekatan solusi peningkatan kinerja yang berkelanjutan yang di lakukan oleh Dinas Perhubungan Kota Cirebon. Kata Kunci: Kinerja, Pelayanan, Bidang Angkutan, Transportasi, Uji Berkendara

Abstract

Family communication is one of the most important aspects in creating a harmonious family environment. This research aims to find out the picture of family communication in the movie Home Sweet Loan through semiotics using Charles Sanders Peirce's theory. There are 10 scenes that represent family communication. Each scene in this movie will be decomposed into signs, objects, and interpretations that describe the complex dynamics of communication regarding the challenges faced by large families in maintaining harmony and balance in the family. This research is descriptive with a qualitative approach based on Charles Sanders Peirce's semiotic theory. Data collection techniques in this research include observation, interviews with Home Sweet Loan movie viewers, and documentation. Observations were made at the Home Sweet Loan movie, and in-depth observations were made through the Home Sweet Loan Press Conference. Based on the 10 scenes taken by the author to be observed, the findings obtained are Sign, interaction that shows the communication process established in the Kaluna family, Object a cut picture of the Kaluna family, Interpretant a picture of communication in the film about the reality of the family displayed and felt by the audience.

Abstract

Technological advances create new innovations for social media, such as X which provides community features that can be utilized by its users, one of which is the Komunitas Murah-Murah. This research aims to find out how social interactions and communication processes are carried out in the Komunitas Murah-Murah and the impact felt by its members. The research method used is qualitative with a case study approach and conducts observation, interviews and documentation as data collection techniques. The data validity test was carried out using the source triangulation method. This research uses symbolic interaction theory which includes five basic concepts: self, action, object, interaction, and collective action to analyze the dynamics of communication in the community. The results of this study show that social interactions carried out using symbols in the form of images and clear language can determine the decision-making process. Community members feel positive impacts such as ease of interaction, time flexibility, and wider information dissemination. The researcher identified negative impacts that hindered the interaction process, namely user dissatisfaction and fraud cases. The communication process applied in the Komunitas Murah-Murah is interactional, where members provide feedback to each other to create interaction and transactions. This research can contribute to the literature related to social interaction on social media.

Abstract

With the rapid advancement of technology and social change, how people from different generations interact and communicate has been transformed. Higher education is dominated by a multigenerational environment. This study aims to explore the differences in perspectives and communication patterns between generations, namely Generation X, Y (Millennials), and Z. This study uses a qualitative method with a phenomenological approach to explore the differences in perspectives and communication patterns between generations. This research uses a qualitative method with a phenomenological approach to explore how different values, experiences, and use of technology affect social and academic interactions among students. The results of this study show differences in the way of communicating in each generation, with Generation X tending to value communication more with face-to-face and formal communication, while Generation Y and Z prefer digital and informal communication. However, differences in values, experiences, and access to technology shape communication patterns in the classroom or student organization activities between generations. Gap generation is prone to conflict, such as gaps in age, appearance and lifestyle, perception, experience, behavior, and communication. It is important to build effective communication and inclusion across generations to form an understanding and perspective in creating harmonious relationships, especially in a diverse academic environment.

Abstract

The rapid development of technology provides easy access to information. The success of the community in utilizing the internet optimally is the key to realizing a Smart City. Smart City in Cirebon City has one of the programs called "Cirebon Internet Literate". This program is carried out by the Cirebon City Information and Statistics Communication Office (DKIS). This program provides free Internet services in public areas and provides socialization to the public about digital literacy. The formulation of the problem in this study is how to implement the Cirebon Melet Program policy. The research method used is a qualitative research method with a descriptive method. which includes data reduction, data presentation, and conclusion drawn. Data collection was carried out by means of interviews and observations at the Cirebon City Information Communication and Statistics Office (DKIS). The purpose of the research is to find out how the Cirebon Melet Program Implementation Policy is running effectively. The results of this study show that the implementation of the Cirebon Melet Program Policy Implementation has been running but is still not optimal, because there are factors that affect due to limited Internet access so that wifi coverage is not evenly distributed throughout the Cirebon City area, inadequate infrastructure because the infrastructure to support the Cirebon Internet Literacy program is still limited.
