Abstract

Illegal logging in Papua's forest areas has been a cause of unresolved degradation or deforestation and has developed into a complex problem. This study intends to elaborate on the complex dynamics of illegal logging in Papua, Indonesia, using Niklas Luhmann's Social System theory. The findings of this study are expected to provide a better understanding of the complexities of illegal logging and to encourage stakeholders to respond with more appropriate decisions and policies in accordance with their respective roles and authorities. The results of the research show that illegal logging in Papua is a social system that is formed from a simplification of the meaning of forests by actors who are purely economic-oriented. In facing the pressure from efforts to eradicate this system, the system has been reproducing in an autopoietic manner through differentiation to penetrate all other social systems pointed toward handling illegal logging and sustainable forest management, especially the law enforcement system and the customary forest community system. The ability of autopoietic to reproduce makes this system very flexible and cannot be handled by a rigid and bureaucratic system for dealing with illegal logging. It is suggested that the system for dealing with illegal logging must also be transformed into one of an autopoietic nature through collaborative management.

Abstract

The need for electricity supply in Indonesia is increasing amid the availability of main raw materials which can be considered "insufficient". Departing from this, the government plans to increase power generation capacity which is then outlined in the Electricity Supply Business Plan (RUPTL) since 2017. However, instead of using renewable energy, the power plant used is a power plant with coal as raw material. Even though the threat of climate change is increasingly real for the whole world. Indonesia's dependence on coal was increasingly felt when the Government issued PP No. 22 of 2021 concerning the Implementation of Environmental Protection and Management which is a derivative of Law no. 11 of 2020 concerning Job Creation. In this regulation, Fly Ash and Bottom Ash (FABA) dust, which is the result of burning coal, is removed from the Hazardous and Toxic Waste (B3). The purpose of this study is to provide alternative policies for policy makers by using descriptive qualitative methods in the review process. This study uses a qualitative method by utilizing secondary data with the results in the form of an explanation of alternative policies in overcoming the problem of coal policy which is summarized in PP no. 22 of 2021.

Abstract

Lanskap di Kawah Kamojang, Kecamatan Ibun, Kabupaten Bandung terdiri dari kawasan konservasi, kawasan lindung dan kawasan budi daya yang memiliki keanekaragaman hayati yang tinggi. Penelitian ini bertujuan untuk mengidentifikasi keanekaragaman jenis tumbuhan bawah dan serangga yang terdapat di kawasan budi daya. Metode yang digunakan adalah eksploratif deskriptif dengan pengambilan sampel secara transek garis berjalur sejauh radius 500m di empat lokasi kawasan budidaya yang berbeda, yaitu di dekat Cagar Alam (CA), Taman Wisata Alam (TWA), lahan pertanian dan Hutan Lindung (HL). Penelitian ini dilaksanakan pada bulan Juli hingga November 2022. Hasil penelitian menunjukkan ditemukannya 41 famili dan 96 spesies tumbuhan bawah serta tiga famili yang memiliki Indeks Nilai Penting (INP) tertinggi, yaitu Asteraceae, Fabaceae, dan Poaceae. Tumbuhan bawah Ageratina riparia banyak ditemukan di dekat CA dan TWA, sedangkan Imperata cylindrica banyak ditemukan di dekat lahan pertanian dan HL. Keanekaragaman jenis tumbuhan bawah terkategori tinggi dan tersebar di semua lokasi secara merata. Kelompok serangga yang ditemukan termasuk ke dalam 9 ordo dan 78 famili dan tiga famili dengan nilai INP tertinggi yaitu Cicadellidae, Acrididae dan Drosophilidae.  Famili Cicadellidae banyak ditemukan di dekat CA dan HL, Acrididae di dekat TWA dan Drosophillidae di  dekat lahan pertanian. Sebagian besar serangga memiliki peran fungsional sebagai herbivor (32 famili) dengan INP tertinggi yaitu Cicadellidae, predator (11 famili) dengan INP tertinggi yaitu Formicidae, parasitoid (16 famili) dengan INP tertinggi yaitu Braconidae, dan polinator (3 famili) dengan INP tertinggi yaitu Syrphidae. Serangga lainnya memiliki peranan sebagai dekomposer, netral, hama ternak, serangga air, vektor entomopatogen, dan vektor penyakit. Keanekaragaman jenis serangga terkategori sedang dan menyebar secara merata.

Abstract

Abstract The mining sector is one of the significant contributors to revenue structure of the country but despite evident material benefits, certain problems often occur. One example is found in Tin mining, where aside from creating pits, reclaimed post-mining areas still retain the potential for community cultivation due to residual tin deposits. To address these concerns, efforts have been made to engage various stakeholders through the collaborative management method in the post-mining area. Currently, this method is being implemented in Kampoeng Reklamasi Air Jangkang, Merawang District. Therefore, this study aimed to measure the achievements of collaborative post-mining area management implemented at Kampoeng Reklamasi Air Jangkang. The mixed methods were used with a concurrent design measured through three variables, namely Economic, Social, and Ecological. The results showed that collaborative post-mining area management fell into the "successful" category with a success coefficient of 83.64%. Although positive changes were observed, improvements were needed in several aspects to achieve greater impacts. The impacts were also currently localized to specific program indicators within the region showing the need for more in-depth studies at a broader level and scale to measure the changes generated on a larger scope. Keywords: Management; Collaborative; Post-mining Area Abstrak Sektor pertambangan menjadi salah satu sektor yang berkontribusi besar dalam struktur pendapatan negara. Namun, dibalik keuntungan materiil yang diterima, persoalan-persoalan yang ditimbulkan kerap terjadi. Salah satu contoh terjadi pada pertambangan Timah, selain menyisakan lubang-lubang bekas galian, kawasan pascatambang yang telah dilakukan upaya reklamasi oleh perusahaan masih berpotensi untuk digarap kembali oleh masyarakat karena masih dapat ditemukan sisa-sisa endapan timah. Salah satu upaya yang dilakukan pada kegiatan reklamasi yaitu dengan melibatkan berbagai stakeholders melalui pendekatan Collaborative Management. Saat ini, pengelolaan kawasan pascatambang yang telah dilakukan dengan menggunakan pendekatan Collaborative Management berada di Kampoeng Reklamasi Air Jangkang, Kecamatan Merawang. Penelitian ini bertujuan untuk mengukur capaian pengelolaan kawasan pascatambang secara kolaboratif yang dilaksanakan di Kampoeng Reklamasi Air Jangkang. Metode yang digunakan dalam penelitian ini yaitu Metode Penelitian Campuran (Mixed Methods) dengan model concurrent design yang diukur melalui tiga variabel yaitu Ekonomi, Sosial dan Ekologis. Dari penelitian yang telah dilakukan diperoleh hasil capaian pengelolaan kawasan pascatambang secara kolaboratif yang dilakukan di Kampoeng Reklamasi Air Jangkang masuk ke dalam kategori “berhasil” dengan koefisien keberhasilan sebesar 83,64%. Secara dampak yang dihasilkan telah memberikan perubahan ke arah positif namun masih perlu adanya perbaikan di beberapa sisi agar dapat membawa perubahan yang lebih baik lagi. Selain itu, pada beberapa indikator, dampak masih dirasakan dalam skala program yang berada dalam lingkup kawasan. Perlu dilakukan kajian yang lebih mendalam serta pada level dan skala penelitian yang lebih luas, agar dapat mengukur dampak yang dihasilkan dalam lingkup yang lebih besar. Abstract

Studies on the social impacts of oil palm development have focused on various communities with distinct characteristics. Due to the rarity of comparative investigations, this study aimed to examine the impact of oil palm plantation expansion on the Suku Anak Dalam, Jambi Malay, and the Javanese transmigrant, the three communities with different socio-economic characteristics. In-depth interviews and observations were conducted to understand the communities' interaction and dependence on forest resources. The study also conducted a household census to assess 67 Malay and 66 Javanese transmigrant families. However, a household census could not be conducted to asses 45 families of the Suku Anak Dalam due to some limitations. This necessitated indirect data collection through the community leader. The results showed that the oil palm development significantly and negatively impacts the Suku Anak Dalam more than the Malay community and the Javanese transmigrant. The Suku Anak Dalam face difficulties in meeting their basic needs because the conversion of forest areas into oil palm plantations has reduced their access to these resources. In contrast, the Malay community and the Javanese transmigrants have enjoyed various benefits, such as ownership of oil palm gardens, employment opportunities as daily laborers, and partnerships with companies through the nucleus-plasma program. Therefore, it is crucial for the government to protect the Suku Anak Dalam community from the negative impacts of oil palm plantation development activities.

Abstract

This study aims to describe rationality of the people who live in the eruptionprone areas of Mount Merapi and who refuse to be relocated. A qualitative research method with interpretative phenomenological analysis is used in this research. Informants are selected by snowball sampling technique. The location of research is in Pangukrejo village which is a village in the southern slopes of Merapi. The results show that people think Merapi as a place of origin where they obtain senses of comfort and safety. Merapi is also a place where they acquire and preserve community value system. Merapi is a symbol of their dignity that must be maintained. In this relation, eruption is interpreted as destiny, eruption is interpreted as destiny of God that can not be circumvented. At that time, their living conditions were on the bottom and could be overcome by means of mutual cooperation to return to normal condition. The value rationality motivate them to resettle in their homes after the great eruption of Merapi.

Abstract

Kapabilitas human agency merupakan issue penting bagi pengembangan keilmuan dan praktik pekerjaan sosial, mengingat pekerjaan sosial merupakan profesi yang bersentuhan langsung dengan intervensi sosial dan salah satunya bertujuan untuk menangani permasalahan sosial ataupun memenuhi kebutuhan masyarakat. Penelitian ini bertujuan sebagai refleksi bagi pekerja sosial profesional berdasarkan praktik nyata penggunaan kapabilitas human agency dalam intervensi sosial sekaligus menunjukkan pentingnya pengarusutamaan konsepsi human agency dalam keilmuan pekerjaan sosial yang salah satunya berfokus pada upaya pengembangan keberfungsian sosial. Metode explanaroty dengan pendekatan kualitatif digunakan untuk menganalisis kapabilitas human agency Istana Belajar Anak Banten (ISBANBAN) Foundation dalam menangani permasalahan pendidikan di pedalaman Banten. Hasil penelitian menunjukkan bahwa eksistensi kapabilitas human agency merupakan komponen penting di antara berbagai komponen lainnya dalam menangani permasalahan yang terjadi dan kehadiran aktor dengan kapabilitas human agency tidak dapat dipisahkan dari kelompok ataupun organisasi sebagai wadah dalam melakukan program. Namun demikian, program dan kelompok ataupun organisasi dapat berjalan karena adanya eksistensi aktor dengan kapabilitas human agency yang berperan sebagai motor penggerak. Kolaborasi, networking dan partnership yang terjalin diantara berbagai pihak telah mendorong pelaksanaan program dengan baik dan berkelanjutan sekaligus sebagai infrastruktur dan fasilitasi yang mendukung program sebagai bentuk tindakan nyata (agentic action) yang mereka lakukan.

Abstract

Natural resource management and biodiversity protection in conservation areas require the involvement of local communities. However, these efforts are often hampered by conflicts in the use of resources among the population, including among the indigenous people. In this regard, this study examines the contestation of the management and utilization of natural resources between local indigenous Papuans and indigenous Papuan migrants in the Cyclops Mount Nature Reserve (CMNR). The study explored a wide range of information related to this issue qualitatively by using a mini-ethnography method. The study conducted in-depth interviews with informants from local and migrant communities and participant and non-participant observations. The study shows that the local indigenous Papuan utilized the area on a relatively sustainable basis. However, they were not able to prevent the use of natural resources in the CMNR by the indigenous Papuan migrants, resulting in environmental damage. To avoid further environmental damage to the CMNR, this study recommends the need for collaborative management of the CMNR area by involving both local indigenous Papuans and indigenous Papuan migrants with support from the government.

Abstract

Community empowerment programs seem to be a necessity, especially when development and industrialization programs have negative impacts on various groups, including indigenous communities. However, community empowerment, which is intended to improve the lives of affected communities, in practice often has unanticipated impacts. This study analyzes the social dynamics of the Sakai community in Riau Province related to the empowerment programs received by the community. This study used a mini-ethnography method by conducting participant observation and non-participatory observation techniques as well as in-depth interviews in data collection. To complete the data, secondary data collection was also carried out, including those that could be obtained online. The results of the study indicate that the empowerment programs that have been carried out, in addition to providing benefits to some members of the community, have also created gaps among community members which have led to the social disintegration of the Sakai community. The implementation of community empowerment programs by companies evenly and the involvement of the government and other stakeholders in program implementation are necessary.

Abstract. Climate change currently threatens 60 percent of Indonesia's total population residing in coastal areas at risk of land inundation due to sea level rise. Based on IPCC predictions, the coastal area of Ujungalang Village, Cilacap Regency, Central Java Province, will be affected. Efforts to increase adaptation to the impacts of climate change through the Climate Village Program are an alternative to minimize impacts. Uniquely, the empowerment program refers to Green Social Work which involves multi-parties such as Green Social Workers, Professions or experts (transdisciplinary), communities, and partnerships. Therefore, through this research, the role of Green Social Work in the Climate Village Program can be explored with a case study in Ujungalang Village, Cilacap Regency. The role of Green Social Workers is presented using qualitative data sourced from primary and secondary data. The in-depth interview process, semi-participant observations, and literature studies obtained research findings that Green Social Workers in the Climate Village Program played roles as Co-producers, Dialogue agents, Lobbyists, Coordinators, Translators, Curriculum changers, Mobilisers, screenwriters, Protectors, Consciousness-raisers. Through the role carried out by Green Social Workers in the Climate Village Program, it shows the success of a sustainable program for the people of Ujungalang Village. Keywords: Climate Village, Green Social Workers, Role. Abstrak. Perubahan iklim saat ini mengancam 60 persen dari total penduduk Indonesia yang bertempat tinggal di wilayah pesisir risiko tergenangnya daratan akibat kenaikan muka air laut. Berdasarkan prediksi IPCC wilayah pesisir Desa Ujungalang Kabupaten Cilacap Provinsi Jawa Tengah akan terkena dampaknya. Upaya peningkatan adaptasi dampak perubahan iklim melalui Program Kampung Iklim menjadi alternatif meminimalisir dampak. Uniknya program pemberdayaan tersebut merujuk pada Green Social Work yang melibatkan multi pihak seperti Green Social Worker, Profesi atau ahli (transdisiplin), masyarakat, dan kemitraan. Oleh karenanya, melalui penelitian ini dapat tereksplorasi peranan Green Social Work pada Program Kampung Iklim dengan studi kasus di Desa Ujungalang Kabupaten Cilacap. Peranan Green Social Worker disajikan menggunakan data kualitatif yang bersumber dari data primer maupun sekunder. Proses wawancara mendalam, observasi semi partisipan, dan studi kepustakaan memperoleh temuan penelitian bahwa Green Social Worker di Program Kampung iklim berperan sebagai Co-producers, Dialogue agents, Lobbyists, Coordinator, Translators, Curriculum changers, Mobilisers, pembuat skenario, Protectors, Consciousness-raisers.
