Abstract

One of the negative impacts of the rapid growth of industry in the district of Tualang the environmental pollution, especially air pollution resulting from the rest of the business, and one of the businesses or large companies in the District Tualang Siak. One of the villages located close to major industrial companies are Pinang Sebatang Timur Village. The formulation of the problem in this study as to how responsibility Siak District government against Air Pollution in Sub Tualang especially in the Pinang Sebatang Timur Village. This study aims to determine the efforts made by the government of Siak in addressing the problem of air pollution caused by the company or factory in the Pinang Sebatang Timur Village District of Tualang. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Based on the findings, it seemed responsibility the implementation of control activities undertaken by the Environment Agency (BLH) Siak against air pollution have been good, but not optimally. Because the control activities against air pollution carried Environment Agency (BLH) Siak there are problems that the lack of supervision and control carried Environment Agency (BLH), only 2 times a year and less to promote the public about the importance of awareness of preserving the environment especially those located around the industrial companies in Siak. Air pollution control strategies can be done by increasing the inventory and identification of sources of air pollution, improving waste management, establish pollution load capacity, increase knowledge and participation in submitting complaints, increasing supervision of the activity of air pollution. Abstract

Water War Tourism is one of the attractions in the Meranti Islands Regency. Water War Tourism Object is a tourist attraction derived from the habits of coastal communities in the Meranti Islands Regency, but in its development at this time the water war tourism event has been managed by the Regional Government of the Meranti Islands Regency, so it has undergone many changes. The water war tourism event has the potential to be developed so that it will increase a big role for regional income, but in the tourism sector developed by the government not only to generate regional income, but also in the preservation of water war tourism carried out by the Meranti Islands regional government. guarantees to tourists who attend the war water tourism. The formulation of the problem of this research is How the Government of the Meranti Islands Regency in preparing social security for every tourist who came to take part in the water war in the Meranti Islands Regency 2016-2018?. This study aims to describe the government's actions in terms of regulation, structuring community norms in the preservation of water war tourism in the Meranti Islands District 2016-2018. This research uses a qualitative approach with the type of descriptive approach. Data collection techniques used were interviews and documentation. Data analysis is performed if the empirical data obtained is in the form of a tangible collection of words and not a series of numbers. The results of this study are the actions of the local government on the preservation of water war tourism in the Meranti Islands Regency as an effort to provide guarantees and protections for tourists who take part in the water war tourism event can be done by providing facilities such as accommodation and infrastructure, but in accommodation accommodation facilities are still not running optimally this is due to the inadequate capacity of the hotel then in an effort to provide a sense of security to tourists The Regional Government of the Meranti Islands Regency coordinates with the security and community organizations. Keywords: Government Actions, Guarantees, Protection

Abstract

Poverty is a serious problem experienced by some countries in the world. One of the efforts made by the Indonesian government in achieving the country's goals is a program that can prosper the community, and one of the programs made by the Indonesian government is the Family Hope Program (PKH). The Family Hope Program (PKH) has a goal, namely to reduce poverty and existing gaps. but in 2018 in Pekanbaru City, Tenayan Raya was the largest recipient of PKH assistance, the distribution of social assistance funds in Pekanbaru City faced obstacles, there were still those who had not received it, obstacles that arose, among others, invalid PKH data, savings books and ATMs that had not been distributed, lost participant card but has been replaced for a long time. This distribution system is an important part of the evaluation of the family of hope program.               This study aims to describe 1). To find out the Evaluation of the Family Hope Program (PKH) by the Pekanbaru City Social Service in 2018 and 2). Factors that hinder the Evaluation of the Family Hope Program (PKH) by the Pekanbaru City Social Service in 2018. The method in this study uses a descriptive qualitative approach. The location of the research was carried out at the Social Service and Tenayan Raya District, Pekanbaru City. Data collection techniques used are interviews and documentation. The data analysis technique used is an interactive model.               The results of the study concluded that based on the observations and analysis of the researchers were 1). Evaluation of the Family Hope Program by the Social Service in Tenayan Raya District provides an assessment of success for implementation based on an evaluation of the results. 2). Factors that hinder the Evaluation of the Family Hope Program (PKH) by the Social Service in Tenayan Raya Sub-district, Pekanbaru City, namely the lack of understanding of assistants on tasks, data differences between the Ministry of Social Affairs and the central bank which makes PKH social assistance recipients still not receiving assistance, Lack of participation of beneficiaries social services to PKH education. Keywords: Program Evaluation, Poverty, Social Assistance.

Abstract

The growing need for non-formal education services in the midst of society, the various components of society feel compelled to participate in setting up the CLC. CLC held aims to provide non-formal education as an enhancer, substitutes and complements formal education for citizens who need the knowledge, skills, life skills, develop self strive for independence, and or continuing education a higher level of community empowerment. Therefore, the principle of CLC is of, by, and for the public formulation of the problem in this study what factors are affecting the community learning center (CLC) Gasib Beautiful in District Koto Gasib Siak 2016 and barriers?The purpose of this study was to determine the Factors that affect the community learning center (CLC) Gasib Beautiful in District Koto Gasib Siak 2014 and resistance. The technique used to collect data in this study were (1) Interviews (2) Documentation.The conclusion of this study is Based on the research that has been done Concerning Factors That Affect Community Learning Center (CLC) Case Study: CLC Gasib Beautiful In District Koto Gasib Siak In 2014 researchers were able to conclude that, coaching is done by the District Head, Department of Education and Culture, PKBM against Community Learning Center is not maximized. Abstract

Community-Based Water Supply and Sanitation Program (PAMSIMAS) is one of the government's strategic programs in the context of realizing clean and healthy living communities through the provision of community-based water supply and sanitation services. Indragiri Hulu District has been implementing the PAMSIMAS program since 2008. The number of villages that received the PAMSIMAS program is spread out in each sub-district. The majority of non-functioning villages is in Sungai Lala and Pasir Batu Mandi sub-district is the village that receives the lowest percentage of proper sanitation compared to other villages since more than half of the villagers does not have access to proper sanitation.            This research aims to know the evaluation of the PAMSIMAS program and the factors that hampers the evaluation of the PAMSIMAS program in Pasir Batu Mandi Village in 2018. The location of the research is in Pasir Batu Mandi Village, Sungai Lala sub-district, Indragiri Hulu District. Furthermore, data collection technique is carried out by using interview and documentation.            The results of the research indicate that the evaluation of PAMSIMAS program in Pasir Batu Mandi Village in 2018 uses six indicators of evaluation criteria, namely effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. From all these aspects, it can be seen that the construction of the PAMSIMAS program is done well physically but the research shows that various achievements before and after the program have not changed for a better provision of clean water and sanitation to the community. PAMSIMAS is not used by the community since the village is along the riverbank. The budget of the PAMSIMAS program runs smoothly but the results given at the PAMSIMAS sustainability stage are in a non-functioning condition (red) and the inhibiting factors affecting the PAMSIMAS program include external factors namely unchanging of people's lifestyle, lack of community participation in the PAMSIMAS program, unfunctional facilities and drought springs. Abstract

According to Law Number 26 of 2007, Green Open Space (Ruang Terbuka Hijau) concerning Spatial Planning is an elongated area or lane and / or group, which is more open as a place to grow plants, whether grown naturally or intentionally planted. The existence of Green Open Space is one of the important elements in forming a comfortable and healthy city environment. The city of Pekanbaru has an area of 632.26 km2 with a population in 2018 of 1,064,566 people. Guided by the Minister of Public Works Regulation Number 05 / PRT / M / 2008, Pekanbaru City has at least a city park with an area of 319,369 m2 with a minimum area / capita of 0.3 m2. If adapted to existing regulations, ideally Pekanbaru City must have 2 to 3 city parks with an area of 144,000 m2 / unit.The purpose of this study is to determine the extent of the management of Pekanbaru Government in the procurement of City Parks in Pekanbaru City in 2018, as well as obstacles that hinder the process of procuring city parks in Pekanbaru City. The type of research used is qualitative research methods. The location of this research was conducted at the Public Works and Spatial Planning Office of Pekanbaru City. The technique of data collection is done by completing information through interviews and documentation asking for the data needed to the agency to be studied. While data analysis is done using qualitative analysis methods.Based on the results of the study, the author concluded that the management of the city of Pekanbaru in the procurement of city parks is still constrained by the weak law enforcement due to the absence of specific regional regulations. Besides, there’s more other problem such as land acquisition that will be used as a city park area is also still the main problem of the Pekanbaru City Government, as well as the many changes in the conversion of open land into built-up land.Keywords: Planning, Policy, City Park

Abstract

Adhikarya Pangan Nusantara rewards the overwhelming contribution to encourage participation and creativity, and builds synergy between governments and communities in an effort to achieve sovereignty, independence, and food security. By certain criteria, this award is a form of government appreciation to institutions, communities, individuals, as well as agencies. The seberang taluk village is one of the villages that have yielded apprasement Adhikarya Pangan Nusantara in 2015. The problemof this research is how to build institutions in villages in reaching the village of Adhikarya Pangan Nusantara in 2015?? And what are the supporting factors of the village in reaching the Adhikarya Pangan Nusantara Villages? This research is descriptive research with qualitative approach. Location of this research in Seberang Taluk village. Datagathering techniques are done with qualitative data analysis.Meanwhile, the results of this study may be concluded that efforts in strengthening the institutional villages to reach the Adhikarya Pangan Nusantara villages ran optimally. Judging from the five indicators of institutional strengthening, growing community concern and building partnership. Moreover, in the indicator effort to build organizations, build up well planned system.And notice that each process of institutional development has run optimally And found no significant problems. However, the underlying factors are influencing the development of village institutions in reaching Adhikarya Pangan Nusantara village there are both internal and external factors. The internal factors is high commitment of headman and the available of budget. When, the external factors is partnerships with private parties. Key word: village institusional, Village, capacity

Abstract

The problem of slum settlements is still the main problem faced by urban settlements in Indonesia to date, the rate of population growth through the urbanization process and the rate of population growth arising from the high annual birth rate and the availability of supporting facilities and infrastructure for residential areas have not been met properly and below the Standard Minimum Service (SPM) such as lack of provision of public service facilities and infrastructure, low quality of drinking water, drainage, solid waste, solid waste services and building density that can have an impact on fulfilling fire protection. One of the areas in Karimun Regency which is included in the slum area is Tanjung Balai Karimun. Tanjung Balai Karimun has a slum area of 49.76 Ha, of which there are 4 sub-districts with different slum areas, the Telaga Tujuh and Kuda Laut areas in Sungai Lakam Barat and Baran Barat Villages 25.79 Ha, Pulau Kambing and Kampung Orari, Kelurahan Sungai Lakam Barat and Sungai Lakam Timur is 17.20 Ha, Gang Asoka Area, Kelurahan Baran Timur 4.67 Ha, and Baran Barat Area Kelurahan Baran Barat 2.10 Ha. This study aims to determine the implementation of the City Without Slums Program (KOTAKU) in Tanjung Balai Karimun, Karimun Regency in 2017 and to analyze the factors that influence the implementation of the KOTAKU Program, namely problem characteristics, policy characteristics, and policy environment. The research locations are the Department of Housing, Settlement Areas and Cleanliness of Karimun Regency, KOTAKU Program Coordinator of Karimun Regency, and Tanjung Balai Karimun of Karimun Regency which is the main source of this research. The result of this research is that the implementation of the KOTAKU Program in Tanjung Balai Karimun, Karimun Regency in 2017 has not been optimal. This is because the implementation of the KOTAKU program in Tanjung Balai Karimun, Karimun Regency in 2017 has not met the characteristics that affect the successful implementation of a program.Keywords: KOTAKU, Problem Characteristics, Policy Characteristics, Policy Environment.

Abstract

Mutations in general ia an activity of employees from one agency to another agency with the objective to improve the efficient and effectiveness of the organization concerned. Basic foundation has been listed in the mutation process Peraturan Pemerintah Nomor 63 Tahun 2009 about Wewenang Pengangkatan, Pemindahan, dan Pemberhentian Pegawai Negeri Sipil. And in the decision Badan Kepegawaian Daerah Nomor 70/KEP/2003 about Pendelegasian Wewenang Kepala Kantor Regional Badan Kepegawaian Negara for Menetapkan Surat Keputusan and Persetujuan about Mutasi Kepegawaian Negeri Sipil. Activities aimed mutation as a form of refreshment functions and duties. There are 4 systems on which to base the implementation of personnel transfers that: (1) Merit System, (2) Seniority System, (3) Spoil System, (4) Nepotism System.Thus study was conducted in order to determine the politicization of the bureaucracy over the lot and routine tansfer of civil servants of local government environment Kabupaten Indragiri Hulu. Location of this research is conducted in Badan Kepegawaian Daerah and Regent’s office Kabupaten Indragiri Hulu. This type of research is qualitative research with descriptive methods. Abstract

Karimun Regency is a national strategic area in the form of the Indonesian sea border area and a free trade area and port. This is the background of the importance of regional development efforts. One of the efforts is to have adequate transportation facilities and supporting infrastructure because the presence of the airport is very important to encourage monetary growth and tourism for the growth of Karimun Regency. The interests and needs of the community for representative air transportation continue to increase, while the available aircraft are unable to meet the needs of the community due to very few routes and flight schedules. This must be a serious concern from both the central and regional governments. Then the authors sees the implementation of government affairs in transportation sector (sub-field of air transportation) in Karimun Regency in 2018.The purpose of this study is to find out how the implementation of government affairs in the transportation sector (air transportation sub-sector) in Karimun Regency in 2018. This study used a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.The results of this study are the implementation of government affairs in transportation sector (sub-field of air transportation) in Karimun Regency carried out by the Central Government namely the Ministry of Transportation through the Directorate General of Civil Aviation which is authorized to regulate, control and supervise in transportation activities namely airport standardization, airport order and the environment, airport infrastructure and airport operations and services.
