Abstract

The environment as a gift and mercy from the Almighty God to the people and nation of Indonesia is a space for life in all aspects and dimensions in accordance with the insight of the archipelago. But the growth and development of the industry in Riau Province every year is increasing, resulting in pollution and environmental damage in the industrial area of Riau Province from year to year the accumulation is always increasing. Based on the description of the background of the problem, the author makes a problem statement, namely: How is the implementation of government policies on the environment in Riau Province in 2014-2017 and what are the obstacles to implementing government policies on the environment in Riau Province in 2014-2017, with the aim This study is: Describing government policy on environmental safeguards in Riau Province in 2014-2017. This research was conducted using secondary data (data that has been collected and analyzed by others) through literature studies from books, scientific research, newspaper articles and electronic news. This research was conducted in Riau Province. Riau Province was chosen as the location of the study because of frequent cases of environmental pollution. This research was conducted with qualitative analysis. Qualitative analysis is carried out if the empirical data obtained is qualitative data in the form of a collection of words and not a series of numbers and cannot be arranged in classification categories / structures. Based on the results of research and discussion it can be concluded that the implementation of government policies on the environment in Riau Province in 2014-2017 can be said to have not been realized, this is seen from the pollution that occurred in Riau Province since 2014-2017 continues to increase every year, such as fires forests and land (peat) are still an annual disaster, and in watersheds (DAS) in critical conditions result in water quality status of 4 heavily polluted rivers. Abstract

The study was background by the Interior Minister no. 114 in 2014 regulation on village development guidelines. Planning for village development in a long-term way includes the village's mid-term development plan that is then described in the form of an annual development plan or village RKP. The building of Sustainable Waterproofing and Infrastucrure at Tanjung Medan Village 2017 is find a discrepancy between the village RKP and the village APB on development. The formulation of the problem in this study is how the effectiveness  of sustainable  waterproofing and infrastructure at Tanjung Medan Village 2017.            The study aims to learn of the effectiveness of Sustainable waterproofing and infrastructure at Tanjung Meda village 2017. The research  method used in this study is a qualitative approach with a descriptive study. The type of the research data is the primary and secondary data.  The data collection techniques in this researchs are documenting and interviewing. The data analysis technique used is qualitative data analysis.            The results of this study show that the effectiveness of Sustainable waterproofing and infrastructure at Tanjung Medan  is not effective because of the inadequate benefit of the program, the lack of socialization, the attainment of ill-suited gols, the failure of monitoring of the quality of execution and adaption to planing.     Keywords: Target accuracy , socialization, goals, program monitoring

Abstract

One of purpose to make division of distric is to improve public administration services for people with responsive, accountable, and effisient. But, based on interview result with Mr. Rahmad as elder of Tanjung Village on July, 12 2017, public administration services in Koto Kampar Hulu district Kampar regency not fully run facile because the process is still takes a long time. Formulation of the problem: how is Performance Of Public Administrative Services In Koto Kampar Hulu District Kampar Regency in 2016? What factors that inhabiting Performance Of Public Administrative Services In Koto Kampar Hulu District Kampar Regency in 2016? Research purpose: To known Performance Of Public Administrative Services In Koto Kampar Hulu District Kampar Regency in 2016, To known What factors that inhabiting Performance Of Public Administrative Services In Koto Kampar Hulu District Kampar Regency in 2016. Data obtained is analyzed by descriptive-qualitative. Dimension SERVQUAL in public administration services Koto Kampar Hulu district Kampar Regency 2016. The tangibles is goverment services, community services, development services. Reabilty, durability reability performance of administration is not yet maximal. Responsiveness, information of requitmen to be complicated to get administration service need to see the sticky information. Assurance, is administration service implementers already have knowledge and abilities about system, mechanism, and procedure. Emphaty is after get complaint, advice, and input so Camat doing internal controlling to check the truth of complaint, advice, and input then will be evaluated performance administration implementer for improvment. The factors that inhabiting: some time, there is no administration service implementer, adminisration service completation is take many time, there is empty posiion, lack of number administration services computer operators, electricity is often extinguished, and there is no internet network. Abstract

 Teluk Kelasa village is a village located in Keritang District of Indragiri Hilir Regency of Riau Province with a width of 4,000 Km and a length of 5,000 Km. The village of teluk kelasa is divided into 4 hamlets, Referring to the Vision and Mission of the Head of Teluk Kelasa Village and considering the evaluation and review of RKP and RPJM Desa the previous year through the village deliberation process then in general the Village Development Program is the same as the direction of village development policy, one of which is the Infrastructure Basic Service Program, infrastructure found in Kelasa Bay Village namely roads and bridges in 2018 is still in a concerned condition where the road that every day becomes the basic service needs of the community can not meet the needs or does not meet the expectations of the community.The purpose of this research is to find out the implementation of road and bridge construction in Teluk Kelasa village year 2108. This research uses a qualitative approach with descriptive methods. In data collection, authors use interview techniques, document searches and documentation. Village Development aims to improve the welfare of villagers and the quality of human life as well as poverty reduction through the fulfillment of basic needs, development of village facilities and infrastructure, development of local economic potential, and sustainable utilization of natural and environmental resources, Village Development includes the planning, implementation, and supervision stages.The result of this research is that the village of kelasa bay has carried out economic development activities using the village budget from the central and the allocation of provincial and district village funds, which is carried out by the village government and assisted by the partispasi of the villagers carrying out village development both in terms of roads and bridges, but from the result of the construction of roads and bridges in the village of kelasa bay has not been implemented to the maximum in 2018 due to several factors such as delays in the development of village funds and the allocation of village funds , difficulty access to heavy equipment for the construction of roads and bridges, poor weather conditions, and the certainty of less people.Keywords : Community Participation, Consensus Oriented, Effectiveness and Efficiency.

Abstract

The background of this study to the vision set by the Government between Pekanbaru years 2012-2017 that seeks to realize the Pekanbaru city as a metropolis civil. The study was conducted to analyze the implementation of Pekanbaru City Government conducted concerning security and public order in an effort to achieve the vision of Pekanbaru city, especially to the problems of society's ills and identification obstacles that are found in the implementation process. Pekanbaru City Government has outlined a vision coherently start of a mission that supports the realization of the vision, then the goals, objectives, strategies, policies and institutions that have been entrusted the task of safety issues, including the Civil Service Police Unit and the National Unity and Political Pekanbaru, then the police also have a fundamental duty safety issues.This type of research is descriptive qualitative study aimed to describe the real state of the field systematically and accurately related facts and research analysis unit, as well as field observations based on data (information) in particular. Methods of data collection is by interview, documentation and observation.The results of this study describes the implementation of the implementation of the community to address issues of disease based on the goals that have been set from the beginning. Development of community protection efforts to maintain and preserve security, order, unity, and the unity and harmony of society. In the implementation of each institution performing the task, although in the implementation find obstacles, the task can still be accomplished either in a raid, secure in-prone areas by municipal police, socialization activities conducted by Unity, and also operations that support community safety conducted by Police. Abstract

This research was motivated by the government of Kampar regency very aggressively to achieve zero unemployment namely Kampar free from unemployment. But the realization condition after four years running from 2011 to 2014 unchanged improved. The unemployment rate in Kampar regency is still very high and even the highest ranks second in Riau. There are two formulation of the problem in this research is "How Kampar regency government's efforts in realizing zero unemployment in 2013-2014 and what are the barriers and obstacles encountered in achieving zero unemployment in 2013-2014". The research is a qualitative descriptive method. Data collected by the author using interview techniques and documentation. The data used are primary data obtained from informants and further research was supported by secondary data obtained from various government agencies associated with this research.The results showed that in the effort to achieve zero unemployment Kampar regency government has issued a policy regarding the use of local labor that local regulation No. 5 of 2009 on employment, but in the implementation of the policy is not going well. Department of Social Welfare and Labor as the leading sector has been carrying out activities that support these policies such as socialization policy, compulsory reporting of vacancies, job canvassing, online job market, as well as job training. For the long term the government seeks to increase the Vocational High School in Kampar regency. Kampar District Government is faced with various obstacles such as the clarity of the policy itself, job seekers public educational background and do not have the skill. In addition to internal factors such as inadequate infrastructure and instructors who have professional work. Lack of jobs and job-seekers which are selective inhibitors also become Kampar regency government.Keywords: Effort, Zero Unemployment, Regional Regulation, Kampar District

Abstract

Trans Metro is one of the transport is managed by the Regional Development Company of Pekanbaru in order to meet the needs of the public transportation services in the city of Pekanbaru. Society can use these transport services to facilitate their activities in travel. But Trans Metro Pekanbaru in providing transportation services not in accordance with the expectations that people want. It is seen from there were few complaints from the public. This study aimed to find out how exactly the Trans Metro Pekanbaru services and to determine the factors that affect transport services on Trans Metro Pekanbaru using five indicators in public service namely Physical Evidence, Reliability, Responsiveness, Assurance and Empathy. This study used a qualitative approach and descriptive research type with data collection techniques do is interview and documentation. The results of this study, that the Service Provisioning Services Trans Metro Pekanbaru by the Regional Development Company has not done well. It can be seen from some of the factors that affect, among others, limited human resources available, is still a lack of infrastructure and also the lack of community participationKeywords : Public Services, Local Transportation, Local Company

Abstract

This study based on several problems found on health facilities service level 1 non Puskesmas at Tangkerang Tengah Marpoyan Damai Pekanbaru City, which are : (1) The doctors and midwifes are not work everyday (2) Lack of Human Resources (3) Lack of facilities such as, there is no ambulance at Arrabih Clinic. The formulation of problem in this study are (1) How the quality of health service level 1 non puskesmas at Tangkerang Tengah Marpoyan Damai Pekanbaru City (2) The factors that affect the quality of health facilities service level 1 Non Puskesmas at Tangkerang Tengah Kecamatan Marpoyan Damai Kota Pekanbaru 2017. The aims of this research are (1) To find out the quality of health facilities service level 1 non puskesmas at Tangkerang Tengah Marpoyan Damai Pekanbaru City Year 2017 (2) To find out the hamper factors that affect the health service at Tangkerang Tengah Kecamatan Marpoyan Damai Kota Pekanbaru 2017. The theory used is MENPAN Number 17 year 2017 about publiv service indicator: service procedure, service time, cost, service product, facilities and competency of the employee. This study is qualitative study with descriptive method. The result of this study shows that the quality of health service Tangkerang Tengah Kecamatan Marpoyan Damai Kota Pekanbaru 2017 not optimal yet. The factors that hamper the quality of health service still lack of human resources and the lack of facilities. Key Words : health service , health facilities, service quality

Abstract

is an integral part of national development is done in a systematic, integrated, sustainable, and responsible while providing protection against religious values, cultures living in the community, sustainability and environmental quality, as well as the national interest stipulated in the Act No.10 of 2009 on Tourism. As stated also in the vision and mission of Riau Province in 2020. Looking at the condition of Cultural Property in Rokan Hulu are Benteng Tujuh Lapis that need management, in the process there is a barrier for some of the land in this country sites hereditary there are people who live across the region, a problem that too continued in the absence of serious management of the local government which caused this cultural sites almost in name only, then this is the responsibility of local governments in the management of cultural extinction for the site and can be enjoyed by future generations.In this study the authors use the theory as a tool of analysis in this research is the theory of decentralization and local government management. While the approach used in this study is a qualitative approach with descriptive kind, which seeks to analyze the dynamics and explain the data obtained from observations and aim to reinforce and strengthen a theory so as to obtain information about the current situation. Data collection techniques in this research is to use interview techniques, documentation and observation.Results The study authors concluded that the Management Consisting Of the preservation and development of Benteng Tujuh Lapis, Very minimal budget although the Government has formulated the Strategic Plan for Tourism Rokan Hulu , causing Efforts hearts Forms of rescue and restoration is only limited to discourse , Up At The singer is unclear by the Government Subscription Management Fortress seven Layer .
