Abstract

This research was motivated by the implementation of development in the village of Sei Putih, Tapung Subdistrict, Kampar Regency in 2016 which ran less effectively according to the village musrenbang that had been made by the Village Government. The development in Sei Putih Village is the construction of the TPA building, the construction of the MDA building Nurul Iman, the construction of mosques and mushalla, the construction of the market market for Sei Putih Village, cattle support, livable houses, construction of public buildings, construction of high school buildings, construction of auxiliary health centers, pavement of lotus roads 1, 6 and 7, environmental road lotus 2.3 and 5 as well as village gate construction. The formulation of the problem in this study is why is the development in Sei Putih Village less than optimal?. This study aims to determine the development in Sei Putih Village is less optimal. As a theoretical basis, this research uses the theory of village development from Rahardjo Adisasmita and Village theory from Juliantara. This study uses a qualitative approach, while the type of data research uses qualitative descriptive research. Data collection techniques were carried out by literature study, tracking of official state documents such as Law No. 6 of 2014, Government Regulation No. 43 of 2014, Minister of Home Affairs Regulation No. 113 of 2014, Minister of Home Affairs Regulation No. 114 of 2014 Minister of Village Regulation 2016. Field findings show that the implementation of development in Sei Putih Village, Tapung District, Kampar District has not been optimally realized. This can be seen from the implementation of development in Sei Putih Village, which is still largely abandoned. There are obstacles that make development in Sei Putih Village not optimal. such as the general lack of knowledge of the community on the importance of development, very low community solidarity and ignorance of the community towards village development. Lack of socialization of village government regarding village development is relatively low. Lack of LKMD responsibility for its tasks in development affairs. Sei Putih Village, Supervision of the village government which is still lacking in overseeing the implementation of development in the village of Sei Putih. Abstract

The agricultural and tourism sectors play a strategic role in the development of the national economy. Not only as a provider of foodstuffs, industrial raw materials, feed, labor absorbers, sources of livelihoods and sources of foreign exchange, agriculture and tourism also serves as a driver of regional development and at the same time a driver of populist economic development.. These strategic roles are in line with the national economic development goals of improving the welfare of Indonesians, accelerating economic growth, reducing poverty, providing jobs, and maintaining the balance of natural resources and the environment. Seeing the condition of Indonesian people who are mostly agrarian people and also many interesting tourist attractions so that potentially in the economic development of the community one of them, by showing by most of their income comes from agriculture such as food crops and plantations.Community empowerment is an effort to develop the independence and welfare of the community by improving knowledge, attitudes, skills, behaviors, abilities, awareness, and utilizing resources through the determination of policies, programs, activities, and mentoring in accordance with the essence and priority of community needs. The formulation taken is How empowerment is done by the Siak District Government in empowering farmers who are in the agrotourism area of Bunga Raya Subdistrict in 2017-2018 and What is an inhibitory factor in empowering farmers in Bunga Raya Subdistrict.The purpose of this research is the first to find out the empowerment conducted by the Siak Regency Government to farmers who are in the agrotourism area in 2017-2018. To know the inhibitory factors in empowering farmers in Bunga Raya Subdistrict. The research method used is Qualitative Research. This type of research is Descriptive Qualitative Location of this research in the Department of Agriculture Siak and agricultural areas Bunga Raya District. Data collection techniques by means of Interviews, Observations or observations and documentation studies. Data analysis techniques by qualitative descriptive method.The results of the research showed that in empowering farmers in Bunga Raya Subdistrict there are several ways that create the potential of the community Allows it to develop, Strengthen the potential of the community (Empowering) and To Prevent the Weak From Getting Weaker (Protecting). The factors that hinder farmers are divided into two, namely: There is no follow-up from the Government, especially the tourism office in conducting training on farmers living in agrotourism areas, the absence of guaranteed capital budgets to government farmers who are less able to bridge between farmers and buyers. Abstract

The reform era was marked by the demands of good governance that required transparency, effectiveness and efficiency, accountability and public participation in every process of public policy. Technological advances are very fast motivating the government to create a new revolution in the form of the shifting of manual work systems into digital by implementing E-Government as a form of governance governance reform to realize more affordable service practices and expand public access to information. Based on Presidential Instruction No. 03 of 2003 concerning National Policy and Strategy for E-Government development.Based on the background of the problem that the author mentioned above, then the related matter is the main problem in this study, namely: How is the development of E-Government in the implementation of Regional Governance in Riau Province in 2016 and what are the inhibiting factors for E-Government development in implementation of regional governance in Riau Province in 2016. In carrying out this research, the author uses a qualitative approach and descriptive type of research, which conducts research directly at the location or place studied aims to obtain a clear and complete description of a situation or problem under studyThe results of the study found that the development of E-Government in the Regional Government of Riau was already at the maturation stage with the implementation of each level of E-Government development strategy in accordance with Presidential Instruction No. 03 of 2003. While the obstacles encountered in E-Government development were internalized: maximum network security, less availability of general data, development data and spatial data, and budget constraints. External barriers: low public knowledge of information technology, lack of commitment of each Riau Province SKPD and District / City SKPD on data integrity, data exchange and data entry and high public information disputes.Keywords: Development, E-Government, Governance

Abstract

The simultaneous election in 2019 cannot be separated from the decision of the Constitutional Court (MK) Number 04/PUU-XI/2013. According to the Constitutional Court the urgency of holding simultaneous elections is to be more efficient both in terms of time and cost, but it will also reduce time wastage and reduce conflict or horizontal friction in society, and in accordance with original intent and systematic interpretation of article 22 E paragraph 2 of the 1945 Constitution. However, this simultaneous election has several weaknesses in terms of voters, as a result of the large variety of choices that must be chosen by voters both president, vice president, DPR, provincial DPRD, regency/city DPRD and DPD, so that many voters do not know the capacity of political choices the voter chooses. The formulation of the problems in this study are (1) how does the University of Riau students' political participation compare between the presidential and vice presidential elections with the legislative elections in 2019?This study aims to (1) Identify, process, and analyze data, and describe and provide an explanation of the political participation of students of Riau University between the presidential and vice presidential elections with the legislative elections in the simultaneous general elections in 2019. This research is a type of descriptive research and explanation using a quantitative approach. Data collection techniques in this study used a field survey technique by taking samples of 99 people from Riau University students, the margin of error was 10%, the data analysis used was quantitative analysis.The results of the study concluded that the political participation of Riau University students towards the presidential and vice presidential elections and the 2019 legislative elections was considered low with an average score recapitulation of 22.7%. While based on the output of the "statistical test", it is known that Asymptotic Significance (2 tailed) is worth 0,000. Because the value of 0,000 is smaller than <0.10, it can be concluded that the "hypothesis is accepted". This means that there is a comparison of the political participation of Riau University students between the presidential and vice presidential elections with the 2019 legislative elections. The comparison is in the category of political participation by Riau University students, namely at the campaign stage and simultaneous election results in 2019. For the category of university student political participation Riau with the 2019 presidential and vice presidential elections was 77.3% in the 'high' category, while for the University of Riau student political participation category in the 2019 legislative elections it was 7.5%, with a 'very low' category. Keywords: Student Political Participation, Simultaneous Elections.

Abstract

Puskesmas accreditation is acknowledgment of puskesmass that is given by an independent institution that administers the accreditation stipukated by the Minister after it has been assessed that the puskesmas has met the health center service standards set by the Minister to improve the quality of puskesmas services on an ongoing basis. All of the puskesmas in Pekanbaru City have received accreditation, but none of the puskesmas have received complete accreditation, which is the highest accreditation.The purpose of this study is to determine the role of the Pekanbaru City Health Office in realizing an accredited health center in Pekanbaru City in 2019 and its inshibiting factors the role of the Pekanbaru City Health Office in realizing an accredited health center in Pekanbaru City in 2019. This study uses a qualitative approach with descriptive method. In collecting data, the writer used interview and documentation techniques.The results of this study found that the role of the Pekanbaru City Health Office in realizing accredited health centers in Pekanbaru City in 2019 has not been carried out optimally, there are still problems found in the field due to several factors, both from internal such as alack of budget then external factors such as the number of employees. Puskesmas that do not yet understand what puskesmas accreditation is, so implementation of puskesmas accreditation activities in Pekanbaru City has not been maximized.Keywords : Puskesmas Accreditation, Planning, organization, Actuating, supervision.

Abstract

The high rate of population growth in Indonesia makes the government need to strengthen the Population, Family Planning, and Family Development (KKBPK) program. Kampung Keluarga Berencana is present in the realm of national development and is one of the government's flagship programs. Kampung Keluarga Berencana is a regional unit that has certain criteria, where there is an integration of population programs, family planning, family development, and related sector development that is carried out systematically. Kampung Keluarga Berencana is one of the models chosen by the President to be a role model for hamlets, villages to realize the norms of quality, happy, and prosperous small families. The purpose of this research is to describe the implementation of the Kampung Keluarga Berencana Meranti Mandiri program in Meranti Pandak Village in 2019 and analyze the factors that influence the implementation of the Meranti Mandiri Family Planning Program, namely program elements, implementing organization elements, and target group elements. This research is descriptive research with a qualitative approach. The location of this research was conducted in Kampung Keluarga Berencana Meranti Mandiri Village Meranti Pandak District Rumbai Pesisir, Pekanbaru City. Data collection techniques are carried out through interviews and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and conclusion. The results of this study concluded that the implementation of theKampungKeluargaBerencanaMeranti Mandiri program in Meranti Pandak Village in 2019was seen through program elements, and the implementing elements of the program were not yet fully optimal. This is because the implementation of Kampung KB Meranti Mandiri does not meet all the characteristics that affect the successful implementation of the program such as not all activity groups and working groups that are realized, the unavailable business units of community empowerment, and insufficient budget availability. Keywords: Kampung Keluarga Berencana, Program, Implementing Organization, Target Group

Abstract

Planning is an important key to starting a program. When Planning, choices are made, steps are arranged to guide so that the will can be grasped at the time that has been outlined such as the preparation of the local government work plan. Planning is defined as the process of setting goals and determining the choice of actions taken, and deciding steps to achieve goals. A plan is a statement that is needed and must be executed so that the goal is reached. The formulation of the problem in this research is how the preparation of the Dumai city regional government work plan what are the factors that cause the dynamics in the preparation of the Dumai city regional government work plan. The purpose of this study is to describe the preparation of the Dumai city regional government work plan and describe the factors that cause in the preparation of the Dumai city regional government work plan. The research method used is a qualitative method with a descriptive approach. Abstract

This research was motivated by the village development planning which is a deliberative democratic processes and institutions in the village. but in actual experience various problems, such as attendance musrenbangdes dominated by the village government, and the proposed development of communities in rural development planning meetings were not accommodated and realized according to the wishes and expectations of society. This study aims to determine the deliberation of interest in rural development planning and deliberation impact on rural development. The method used in this research is method descriptive approach to qualitative research. Type of research data is primary data and secondary data. Data collection techniques in this study were interviews and documentation. Technical analysis of the data used is descriptive qualitative data analysis.The results showed that the deliberation of interest in rural development planning is still not going well. In addition deliberation in rural development are still not able to have a significant impact. It can be seen from some of the data obtained from the Village, District, as well as the field data collected. The right solution to overcome these problems is the village government should encourage and increase community involvement in the process of deliberation on interest in the development plan of the village, and the village government should cooperate with existing institutions in villages to create a better deliberations.Keywords : Deliberation, Village Development.

Abstract

The government is responsible for meeting all the needs of decent health services for the community. The government's policy to meet the needs of the community in health services is the existence of the Social Security Administering Agency (BPJS) Health. In Kuantan Singingi Regency there is the only hospital with type C that is District General Hospital (RSUD) Teluk Kuantan which is a regional technical institution as health service provider in cooperation with Social Security Administering Body (BPJS) Health.The purpose of this study is to determine (1) Quality of service for participants BPJS Health at Regional General Hospital (RSUD) Teluk Kuantan Year 2016. (2) Factors that affect the quality of service for participants BPJS Health at Regional General Hospital (RSUD) Teluk Kuantan Year 2016. Type of research used is descriptive research using qualitative approach. Data analysis used is qualitative data analysis.The results showed that the quality of service for participants BPJS Health at Regional General Hospital (RSUD) Teluk Kuantan in 2016 can be said not good. Facts found in the field are facilities and infrastructure and medical support equipment is still inadequate, drug supply is also very limited, in providing services Doctors and Nurses are not friendly and still found differences in service provided by the hospital to patients BPJS Health. Service is also not timely and officers are still less responsive in serving patients. Factors affecting health services for patients BPJS Health in this hospital is the availability of facilities, human resources, funds and knowledge of the community.Keywords: Quality of Service, Hospital Service, BPJS

Abstract

E-Government is an information technology system developed by the Government to improve public services by providing options for the public to gain access to public information. The Riau Provincial Government has innovated to assess civil servants online through the legal basis of the Riau Governor Regulation Number 8 of 2018 concerning the Electronic Apparatus Performance Assessment System (E-SIKAP) in the Riau Province Government Environment. Electronic Performance Appraisal System, hereinafter referred to as e-SIKAP, is a bold-based system (in network) that can record and store data on targets and achievements of SKP PNS or CPNS connected to the PNS database. The assessment is used as the basis for payment of the salary system or it can be known as Additional Employee Income (TPP). The application of e-SIKAP helps to facilitate inputting and documenting elements of work performance. However, in reality many employees complained about the lack of socialization resulting in a lack of understanding of the employees of the new employee appraisal system.            This study seeks to answer the following research questions, namely: what is the form of e-government application in the employee performance appraisal carried out by the Riau Province Regional Personnel Agency in 2018-2019, what factors affect the application of e-government in employee performance in the year 2018-2019. This study also aims to describe the application of e-government in employee performance appraisals in 2018-2019, then also to describe the factors that affect the application of e-government in employee performance appraisals in 2018-2019.This type of research used by the author in this study is descriptive. Data techniques are interviews, literature study and documentation. The data analysis technique in this study was conducted qualitatively. The results of this study explain that the application of E-Government in employee performance reports conducted by the Regional Personnel Agency of Riau Province is not optimal, because there are still complaints such as lack of socialization delivered by employees.Keywords: E-govt, E-govt to Employees, E-sikap.
