Abstract

This study examines the clustering of crime incident data across Indonesia from 2000 to 2024 using the Fuzzy C-Means (FCM) algorithm, with a focus on the impact of data normalization. Comprehensive annual provincial crime statistics from Badan Pusat Statistik (BPS) were preprocessed to handle missing values and then standardized via the Standard Scaler. FCM clustering was performed separately on both the original and normalized datasets, with the number of clusters set to three. Cluster quality was evaluated over ten independent runs using five metrics: Davies-Bouldin Index (DBI), Silhouette Score (SS), Calinski-Harabasz Index (CH), Adjusted Rand Index (ARI), and Normalized Mutual Information (NMI). Results indicate that normalization consistently yields lower DBI values (average 0.824 vs. 0.830) and higher SS (average 0.367 vs. 0.363) and CH scores (average 55.35 vs. 54.09), while ARI and NMI remain stable across treatments. These findings demonstrate that normalization enhances cluster compactness and separation without altering underlying data structures, leading to more interpretable and reliable groupings. By uncovering regional crime patterns and highlighting the methodological importance of preprocessing, this research provides actionable insights for policymakers and law enforcement agencies to allocate resources more effectively and develop targeted crime prevention strategies.

Abstract

Diversity often triggers multicultural tensions. Conflict resolution frameworks appropriate to the Indonesian context are still rarely studied. This study offers a strategic framework consisting of three steps: increasing cultural awareness and sensitivity, facilitating inclusive dialogue, and collaborative problem-solving. Using a mixed-method approach, this study combines 25 semi-structured interviews with community leaders, mediators, and stakeholders in five conflict-prone provinces, as well as a survey of 312 respondents. The findings show that increasing cultural awareness strengthens mutual respect and reduces stereotypes; inclusive dialogue is effective in bridging social differences; and collaborative problem solving combines traditional approaches (consensus-based deliberation) with modern governance. However, there are still communication gaps between generations and a lack of follow-up mechanisms.

Abstract

In Afghanistan, the rate of technological development is balanced by the challenges of digital literacy due to sociopolitical instability, the lack of infrastructure, and educational disparities. This research not only examined the landscape of digital literacy and technology use for Afghan adults, but also the challenges and opportunities around using technology. A quantitative cross-sectional design was employed and data were collected from 300 individuals aged 18 and older, representing urban and rural areas. Demographic representation was assured through purposive sampling by gender, age, education, and occupation. Data to assess participants digital skills, technology use, and perceived barriers to digital literacy and technology were collected through a five-point Likert scale questionnaire which relied on previously validated digital literacy frameworks. The participants completed the survey questions either face-to- face as part of an interview, or an online survey available in Dari and Pashto. The findings indicate that there are considerable gaps in access to, and skills to use, digital technologies, especially for rural and lesser educated groups, and identify distance and as a consequence reinforcing the digital divide in Afghanistan. This study fills a major gap in the research literature on digital literacies and provides an empirical study from a conflict-affected country such as Afghanistan, which is one of the few on this topic. This study also provides insights into complex links between sociopolitical instability and gender inequities and educational impediments to digital exclusion. The study underscores the need for improved access to technology and infrastructure as key factors in digital literacy initiatives. By presenting data-driven evidence from Afghanistan, this research adds a critical perspective to global digital literacy discussions, serving as a model for similar contexts. Policymakers and development organizations can use these findings to close digital divides and foster long-term digital empowerment in Afghanistan.

Abstract

Blockchain application in educational administrative systems has emerged as a possible way to enhance transparency, accountability, and efficiency in administrative and academic operations. Despite its growing relevance, a systematic review of blockchain applications across public administration and the field of education is not abundant. With this inquiry, we intend to deliver an extensive literature review to highlight trends, benefits and limitations regarding the use of blockchain technology in educational governance and management in the interest of systematically reviewing and reporting empirical studies through the PRISMA methodology. A Systematic Literature Review (SLR) approach, consisting of synthesizing relevant literature according to the specification outlined by the PRISMA framework, resulted in 25 quality studies that were published between 2016-2025, selected from various peer-reviewed journals contained within the databases of IEEE Xplore, ScienceDirect, SpringerLink, Emerald Publishing, MDPI, and Wiley Online Library. Results of a thematic analysis revealed three significant themes: (1) blockchain enables secure verification of credentials, exchange of credits and green learning teaching learning processes; (2) blockchain supports public sector reform, enhancing transparency and accountability within government bodies; and (3) realization of blockchain technology has been hindered by concerns of cost, scalability, privacy and, resistance to implementation. Overall, this study suggests that blockchain can be catalytic for scaling teaching, learning and administrative processes in education and highlights the need for strategic frameworks in order to overcome technological and organizational challenges.
