Abstract

Penelitian ini bertujuan untuk memberikan wawasan lebih lanjut mengenai alur pelayaran. Lebih tepatnya alur pelayaran Surabaya yang termasuk salah satu alur pelayaran yang cukup padat yang tidak lepas dari berbagai macam kapal. Penelitian ini dilaksanakan pada saat peneliti melakukan kegiatan praktek laut per tanggal 26 Agustus 2022 sampai dengan tanggal 27 Agustus 2023 di kapal AHTS ETZOMER 1601 dari perusahaan (PNEP) Pelayaran Nasional Ekalya Purnamasari yang mengarungi laut jawa, selat makassar dan sekitaran Bekapai Offshore. Untuk teknik analisis datanya sendiri peneliti menggunakan analisis yang bersifat kualitatif dimana penyusunannya dilakukan secara sistematis. Metode yang digunakan adalah Root Cause Analysis, Root Cause Analysis sendiri membantu mengungkap sumber sebenarnya dari suatu masalah. Pengumpulan data dilakukan dengan observasi saat peneliti melakukan penelitian di kapal Etzomer 1601, lalu dilakukannya wawancara terhadap petugas kapal dan kru kapal yang bertugas jaga saat kapal mengalami kandas, dan dokumentasi pribadi yang dipaparkan peneliti. Didapatkan beberapa faktor-faktor yang menyebabkan kandasnya kapal baik faktor internal yang merupakan kesalahan dari kru kapal maupun faktor eksternal.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab kebocoran tangki muatan pada MT. Sepinggan P.3008 sekaligus dapat menjawab terkait upaya apa saja yang dapat dilakukan untuk menanggulangi kebocoran pada tangki muatan MT. Sepinggan P.3008. Penelitian ini menggunakan metode penulisan deskriptif kualitatif dan menganalisis data menggunakan metode fishbone. Berdasarkan analisis faktor penyebab kejadian kebocoran tangki muatan kapal menggunakan diagram fishbone analysis, menunjukkan bahwa terdapat beberapa faktor penyebab kebocoran tangki muatan pada MT. Sepinggan P. 3008 antara lain korosi, usia kapal yang sudah tua, tidak adanya SOP yang mengatur tentang perawatan tangki muatan kapal, kurangnya crew yang bekerja di atas kapal, tidak dilaksanakannya perawatan secara maksimal di atas kapal, tidak dilaksanakannya tank inspection secara rutin, serta kondisi lingkungan disekitar kapal, dan upaya untuk menanggulangi kebocoran pada tangki muatan kapal MT. Sepinggan P. 3008 yaitu penambalan tangki muatan menggunakan lem besi, perawatan khususnya pada tangki muatan kapal, pengecatan, melaksanakan tank inspection, dan pencucian tangki muatan secara rutin.

Abstract

Untuk melindungi keselamatan awak kapal, mereka harus selalu menggunakan alat pelindung diri. Personal Protective Equipment (PPE) adalah peralatan yang dirancang untuk melindungi individu dari risiko di tempat kerja. Penelitian ini bertujuan untuk mengetahui penerapan PPE dalam proses Lifting di Platform, serta faktor penyebab ketidakdilaksanaan PPE di atas kapal SV. Fiona 38. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dimana data didapat dari hasil analisis peneliti selama melaksanakan praktik laut diatas kapal, adapun teknik pengolahan data peneliti menggunakan metode Root Cause Analysis yang akan menganalisa risiko bahaya yang dapat terjadi pada saat tidak melaksanakan penerapan personal protective equipment pada saat diatas kapal. Hasil penelitian ini mengindikasikan bahwa upaya penerapan Personal Protective Equipment untuk mencegah kecelakaan telah dilakukan, namun belum mencapai tingkat optimal. Terdapat beberapa faktor yang berkontribusi terhadap kurangnya optimalitas penerapan ini, termasuk kurangnya pemahaman akibat kesalahan manusia serta pengaruh faktor alam seperti kondisi cuaca buruk. Sebagai hasilnya, tingkat keselamatan di kapal SV Fiona 38 belum sepenuhnya tercapai secara optimal.

Abstract

KUPP II Rangga Ilung Organizing Unit Office, in implementing ship activity document management services, changed services from manual to integrated and systemized services through the Inaportnet application on July 1, 2023. The implementation of Inaportnet at the KUPP II Rangga Ilung Office, there are obstacles, namely the internet network and the readiness of the ship agency's human resources. Therefore, it is hoped that these obstacles can be resolved. This research aims to determine the influence of the internet network and the readiness of ship agency human resources on the implementation of Inaportnet in the KUPP II Rangga Ilung Office area. The type of research used in this research is a combination method. This research was carried out at the KUPP II Rangga Ilung Office over a period of 7 months. The population used in this research is a purposive sampling technique which includes a non-probability method totaling 30 agency company samples. The data sources in this research use primary and secondary data using data collection techniques: observation, interviews, documentation, questionnaires, and literature review. With data analysis techniques, namely multiple linear regression tests. The results of this research are that the internet network variables and human resource readiness have a positive and significant effect together on the implementation of Inaportnet in the KUPP II Rangga Ilung Office area with a coefficient of determination influence value of 98%.

Abstract

Pengelolaan dokumen merupakan faktor penting dalam menunjang kelancaran operasional perusahaan, khususnya pada perusahaan keagenan awak kapal seperti PT Arjuna Samudera Indonesia. Dalam rangka meningkatkan efektivitas dan efisiensi pengelolaan dokumen crew on board, perusahaan telah menerapkan sistem digital berbasis aplikasi, yaitu Avaca. Penelitian ini bertujuan untuk menganalisis implementasi penggunaan aplikasi Avaca serta mengukur tingkat efektivitasnya dalam pengelolaan dokumen crew on board. Metode penelitian yang digunakan adalah pendekatan kuantitatif deskriptif dengan teknik analisis Importance-Performance Analysis (IPA) untuk mengukur tingkat kepentingan dan kinerja dari beberapa indikator seperti usability, efektivitas, efisiensi, keamanan, kualitas informasi, dan dampaknya terhadap operasional perusahaan. Data dikumpulkan melalui observasi, kuisioner kepada 22 responden yang merupakan karyawan perusahaan, serta studi pustaka. Hasil penelitian menunjukkan bahwa aplikasi Avaca telah memberikan kontribusi positif dalam pengelolaan dokumen crew on board. Rata-rata tingkat importance berkisar antara 4,5 hingga 4,8 dan tingkat performance berkisar antara 4,3 hingga 4,7, menunjukkan bahwa seluruh indikator dinilai memiliki tingkat kepentingan dan kinerja yang tinggi. Namun, beberapa aspek masih belum berjalan secara optimal, terutama dalam hal struktur data yang belum sepenuhnya terorganisir dan ketergantungan pada server yang dapat menyebabkan keterlambatan pembaruan data. Berdasarkan hasil tersebut, disimpulkan bahwa implementasi aplikasi Avaca di PT Arjuna Samudera Indonesia sudah cukup baik, namun masih membutuhkan peningkatan dalam dukungan teknis dan pelatihan bagi pengguna agar sistem dapat berjalan lebih stabil dan maksimal. Saran yang diberikan adalah peningkatan infrastruktur teknologi informasi, optimalisasi fitur pencarian dan penyimpanan dokumen, serta pelatihan rutin bagi staf untuk meningkatkan kemampuan dalam menggunakan aplikasi secara efektif dan efisien.

Abstract

The Influence of Dry Bulk Cargo Discharge Activities on the Occurrence of Short Cargo at PT. Terminal Trluk Lamong Dry bulk unloading activities using grab ship unloaders (GSU) and conveyors often result in an unloading process that differs from the specified loading plan, resulting in a quantity of dry bulk cargo that is lower than stated in the document, known as short cargo.This research uses an associative quantitative method to determine the relationship between loading duration (X1), cargo volume (X2), and short cargo (Y), as well as the simultaneous influence of each factor on short cargo. Multiple linear regression data analysis techniques are used to test the hypothesis, and the data are processed using the SPSS version 27 program. The results showed that unloading duration and cargo volume have a significant, though partial, effect on short cargo. They have an influence of 176.5% and 0.6%, respectively. The variables of loading duration and cargo volume cause short cargo to occur simultaneously. Thus, each factor has an 85.2% simultaneous influence on short cargo, while the remaining 14.8% is influenced by factors outside the scope of the study.

Abstract

This research aims to explore and analyze the garbage management plan implemented on board ships. In this context, the author conducts direct observation to understand the problems encountered in executing the plan. Through firsthand experience, the author can identify various obstacles that may arise, especially those related to non-compliance with existing official procedures and regulations.The data collection methods used in this study include several approaches, allowing the author to obtain comprehensive information regarding waste management practices on ships. By using appropriate analytical techniques, the author seeks to find solutions to the problems faced in garbage management and provide applicable recommendations to improve the plan's effectiveness.The results of this research are expected to provide better insights into the challenges faced in waste management within the maritime environment, and to encourage the development of better policies for waste management on board ships. Thus, this research not only contributes to academic literature but also provides practical benefits for the shipping industry and environmental management.

Abstract

Grounding or stranding is a shipping accident where the ship stops due to the lowest part of the ship's side or what is known as the keel touching the bottom of the water because the water depth is insufficient so that the ship cannot move freely. Grounding incidents occur more often in shallow waters or narrow shipping lanes. One of the grounding incidents was experienced by researchers while practicing sailing on the MV. Belik Mas, a container ship. At that time, the MV. Belik Mas ran aground when entering the Kapuas River Pontianak shipping lane. Therefore, this study aims to analyze the causes of the grounding of the MV. Belik Mas ship on the Kapuas River shipping lane and analyze the rescue efforts made. The method used in this study is a qualitative approach with the root cause analysis method which aims to identify the cause of the problem to the root cause. The results of the study showed that the root cause of the grounding of the MV. Belik Mas ship was human error, namely due to the lack of consideration in decision making by the captain and bad weather in the form of strong winds.

Abstract

Work accidents when entering enclosed spaces (water ballast tank) pose a high risk that can endanger the safety of ship crew. This study aims to identify: 1) the factors causing work accidents during entry into the enclosed space (water ballast tank) on MT. Emmanuel; and 2) efforts to minimize the risk of such accidents. This research was conducted over 12 months during onboard practical training on MT. Emmanuel using fishbone analysis as the data analysis technique. Based on the analysis, accident causes include worker overconfidence, non-compliance with the permit to enter procedures, lack of oxygen and toxic gas monitoring, and poor communication among crew members. Suggested measures to minimize accidents are the regular implementation of safety meetings, internal sanctions for SOP violators, periodic drills for entering hazardous spaces, and disciplined enforcement of the permit to enter in accordance with ISGOTT 5th Edition Chapter 10 standards. The implementation of these steps is expected to improve crew safety and reduce the risk of accidents in enclosed spaces.

Abstract

Inaportnet is a digital port service system initiated by the Indonesian Ministry of Transportation to enhance efficiency and transparency in the clearance in and clearance out processes of vessels. This study aims to examine the impact of inaportnet implementation on the effectiveness of vessel clearance at PT. Pertamina Transkontinental, Balikpapan Branch. The research employed a quantitative approach, using questionnaires distributed to 30 respondents and documentation review. The findings indicate that the implementation of inaportnet has a positive and significant influence on the effectiveness of ship clearance procedures, contributing 60.84%, while the remaining percentage is influenced by other factors. The t-test results show a significance value of 0.01 < 0.05 and a t-count of 9.954 > t-table value of 2.048, confirming that the hypothesis is accepted. Despite its benefits, challenges such as limited human resources in operating the system and internet disruptions that hinder data input remain. Therefore, improvements in training and technological infrastructure are essential to optimize the inaportnet system in the future. Keywords: , clearance out, inaportnet
