Abstract

Recruitment of children as part of the armed conflict has enormous impacts, suchas the recruitment of children who are recruited by the Boko Haram group, manychildren are recruited as spies, suicide bombers, cooks, messengers and others. Therecruitment of these children which is the involvement of children in armed conflicts is aviolation of children's rights, so the UN as an international organization gives amandate, namely to UN agencies specifically having one special organ that deals withchildren, namely UNICEF. UNICEF is a place to protect children so that they canremain free and obtain their rights. UNICEF and the UNICEF program will protectchildren from serious violations of their rights. So that the purpose of writing this thesis,namely: First to find out violations of the rights of children who become ChildProtection against the recruitment of children by the Boko Haram group, Second, therole of UNICEF as child protection for children recruited by the Boko Haram group innon armed conflicts in Nigeria, the three obstacles of UNICEF in carrying out its roleas child protection for children recruited by the Boko Haram group in non-internationalarmed conflicts in Nigeria.This type of research can be classified into this type of research, namelynormative legal research, namely a legal research conducted by examining librarymaterials with secondary data. Then, the data that has been collected will be processedand analyzed using descriptive methods by sorting the data so that a conclusion can bedrawnThe results of the research problem there are three main things that can beconcluded. First, there are many violations of children's rights against recruitment byBoko Haram. Both UNICEF as an international organization has an important positionas an IGO, and an international legal subject that has a role as an independent actorand UNICEF is carrying out its role with various efforts to protect children recruited bythe Boko Haram group by asking the Nigerian authorities to sign the Optional ProtocolThe Convention on the Rights of the Child concerning the Involvement of Children inarmed conflicts also prohibits the forced recruitment or conscription of children and thesigning of an action plan to end and prevent the recruitment and use of children. Abstract

International organization take a role in the problem of space explorationand exploitation, for this reason an international organization that is engaged inspace law is needed, namely the United Nations Committee. on the Peaceful Usesof Outer Space (UNCOPUOS technology. In the case of COVID-19 remotesensing technology plays a role in mitigating the spread of COVID-19, butproblems arise when not all can take advantage of satellite technology, especiallydeveloping countries like Indonesia.The type of research used in this paper uses normative legal researchmethods. In this research, the authors conducted research on legal principles inspace treaties and theories about the role of international organizations whichwill examine the extent of UNCOPUOS role and how to use remote sensingsatellite technology during the COVID-19 pandemic.The results of the problem research it was found that: First, UNCOPUOShad not carried out its role in making the regulations listed in UN MU ResolutionNo. 1472 (XIV) dated December 12, 1959, especially in the regulations for the useof remote sensing technology which were not yet adequate and could even be saidto be still a vacuum in relation to remote sensing activities via satellite. Second,the use of remote sensing satellite technology during the COVID-19 pandemicwhere LAPAN only provided information and was not directly involved in its use.UNCOPUOS' efforts as an international organization are only limited todiscussions at the UNOOSA scientific sub-committee, therefore it is stillconsidered not to guarantee that developing countries like Indonesia will get theirrights.Keywords: Space Law - UNCOPUOS - Remote Sensing Satellite

Abstract

Regional Goverments manage and manage their regions inthe hope of creating community welfare in their respective areas, one of which is the policy made by local goverments to improve the welfare of the people in the area, namely by Implementing Market Arrangement Authority in Pekanbaru City. The agency authorized and responsible for managing the people’s market is the market office. The Pekanbaru City Goverments, especially the Market Service, must be able and obliged and always strive for the People’s Market (including the Main Market and Supporting Market) to become an effective and profitable trading facility for the lower middle class community. For this reason, People’s Market should get support from the Pekanbaru City Goverments, both in the form of revitalization (market rejuvenation) and the daily management of the People’s Market in the form of structuring, empowering, fostering and monitoring that is carried out strictly. The purpose of writing this thesis, namely: First, to find out the implementation of the Regional Regulation Number 9 of 2014 conceming the Management of the People’s Market. Shopping Centers and Supermarkets in Pekanbaru City. Second. To find out the inhibiting factors that affect the Regional Government in the Pekanbaru Market Arrangement. This type of research is sociological legal research, where research wants to see the correlation between law and society, so as to be able to reveal the effectiveness of law enforcement in society and identify unwritten laws that apply to people in the field or to society. The data sources used were primary data and secondary data consisting of primary legal materials, secondary legal materials, and tertiary legal materials. The data collection techniques in this study were observation, interview, and literature review. After the data was collected, it was analyzed to draw conclusions. From the results of the study, it was concluded that, First, the implementation of Sukaramai Trade Center Market Development Based on Article 34 paragraph (2) letter C of Pekanbaru City Regional Regulation Number 9 of 2014 has not been carried out optimally by the government. Second, the inhibiting factors that influence the Regional Government in the Implementation of Pekanbaru Market Development are the legal factor itself, official staff factors, and unclear regulatory factors. Suggestions from the author, namely, the Pekanbaru City STC Market and Market Management Office pay more attention to the rights of traders in accordance with Regional Regulations Article 34 paragraph (2) letter C Number 9 of 2014

Abstract

Currently, activities in outer space are commonplace for both developed and developing countries. Technological developments affect the intensity of the country's activities in space. All human activities in outer space have been regulated in the 1967 space treaty. However, many launches have been carried out by countries in outer space, outer space has begun to be filled with various celestial bodies that used to be empty space. Pollution that occurs in outer space must be avoided, because it is detrimental to the earth's environment caused by the entry of material from outer space. The purpose of writing this thesis, namely, First, The reason for space trash must be cleaned up. Second, who is responsible for space junk. The type of research used in this research is normative legal research. Normative legal research, library materials are basic data in (science) research classified as secondary data. Based on this approach, the main material to be reviewed is secondary legal material. Which focuses on positive legal norms in the form of conventions, namely the 1967 Space Treaty on activities in space related to space and objects in space. From the research results, there are two main things that can be concluded. First, the public problem that often occurs in the space environment is the safety of astronauts and the safety of artificial satellites from debris that fills space. The thing that makes space trash a problem in the future for the world is because the amount continues to grow. If this increase continues, the density in certain orbital regions will one day be too high so that it will become a collision between two objects, so that the debris that occurs will trigger another collision. Second, the party that harms other countries, then the responsibility is borne by the owner of the satellite who has harmed another country, in other words, the direct actor, unless there is an agreement from the space subjects for the responsibility owned by the satellite.

Abstract

Homeless children are children who spend most of their time doing daily living activities on thestreets, to make a living or roam the streets and other public places. One of the social welfare problems thatare still flourish in Pekanbaru today is homeless children. Children are the next generation the ideals of thestruggle of a nation that has s strategic role and have special characteristics and properties that areexpected to ensure the continued existence of the nation and the state in the future.given the position andhope to the children as the potential and future of the nation so that the child may deserve the attention ofall parties so that children can grow and develop naturally and avoid the treatment and the wrong action,violence, discrimination which would undermine the development of the child, wheter physical, mental, andsocial development.This research is motivated by the high number of homeless children in Pekanbaru City so the authorconsiders it’s important to know how the responsibility of the provincial government for the protection ofhomeless children, what causes the number of homeless children in Pekanbaru City, and what are the effortsof the provincial government in overcoming the number of homeless children in Pekanbaru City. This studyuses Riau Province Regional Regulation Number 3 of 2013 about the Protection of Children’s Basic Rightswhich has 4 (four) indicators, namely: 1. Social Rehabilitation; 2. Mentoring; 3. Empowerment; and 4.Social Assistance. Based on this regional regulation, the authors obtained research results that: 1. Theimplementation of the protection of homeless children is still not optimal; 2. Obstacles in implementing theprotection of homeless children, namely the limited resources owned by the City of Pekanbaru, both humanresources and non-human resources.This research was conducted at Pekanbaru Departement of Human Service and Riau Departement ofHuman Service, while the population and samples were all parties related to the problems studied in thisstudy. The data collection methods used in this study were observation, interviews, questionnaires, andliterature study. Abstract

One of the problems that is of concern to the author at this time is thecirculation of cigarettes that is not controlled, anyone can consume cigarettes,including those who are not allowed to consume cigarettes, such as childrenunder the age of 18 and pregnant women. In line with Government RegulationNumber 109 of 2012 concerning the Protection of Materials Containing AddictiveSubstances in the Form of Tobacco Products for Health. In GovernmentRegulation Number 109 of 2012 Concerning the Protection of SubstancesContaining Addictive Substances in the Form of Tobacco Products for Health, itappears that there is an intention to put more emphasis on the distribution ofcigarettes.Therefore, researchers conducted research with a normative approach.Normative legal research is legal research conducted by examining secondarydata or library materials consisting of secondary, tertiary, and primary legalmaterials. In Government Regulation Number 109 of 2012 Concerning theProtection of Materials Containing Addictive Substances in the Form of TobaccoProducts for Health, researchers see a deficiency regarding which agency has theright or responsibility to enforce sanctions that apply in the event of circulation ofcigarettes that are not in accordance with applicable law.In the Juridical Analysis of Government Regulation Number 109 of 2012concerning the Protection of Materials Containing Addictive Substances in theForm of Tobacco Products for Health. Abstract

Supervision of the distribution and sale of alcoholic beverages in PekanbaruCity really needs to be carried out in an orderly manner with the aim ofprotecting the public from drinking drinks that are intoxicating and are not verygood for human consumption. Alcoholic drinks may be traded in accordance withthe provisions set by the government as stated in the Regulation of the Minister ofTrade of the Republic of Indonesia Number 20/M-Dag/Per/4/2014 concerningControl and Supervision of the Procurement, Distribution and Sales of AlcoholicBeverages.This type of research is sociological legal research, which is research thatwants to see the correlation between law and society, so as to be able to revealthe effectiveness of the enactment of law in society and identify unwritten lawsthat apply to people in the field or to society. The data sources used are primarydata and secondary data which consist of primary legal materials, secondarylegal materials, and tertiary legal materials. The data collection technique in thisstudy is by observation, interview, literature review. After the data is collected, itis then analyzed to draw conclusions.From the results of the study it was concluded that, First, Supervision of thePekanbaru City Industry and Trade Service in the Circulation and Sales ofAlcoholic Beverages has not been carried out properly. Second, the inhibitingfactors in carrying out Supervision of the Distribution and Sales of AlcoholicBeverages are due to the lack of raids, the lack of community participation, lawenforcement factors and the absence of regional regulations on liquor inPekanbaru City, This is due to the lack of public awareness regarding thenegative impacts of liquor and the lack of strict regulations regarding liquor inPekanbaru City.Keywords: Inhibiting Factors - Alcoholic Beverages - Monitoring

Abstract

It can be said that the implementation of public services for patients withBPJS health insurance at RSUD Dr. RM Pratomo is good, but it has not reachedthe minimum service standards expected based on Rokan Hilir Regent RegulationNumber 35 of 2018 concerning Service Standards for the Regional GeneralHospital dr. RM Pratomo Bagansiapiapi City. The main problems in this studyare: How is the implementation of public services for BPJS patients at RSUD Dr.RM Pratomo, Bagansiapiapi City; what are the supporting and inhibiting factorsin the implementation of public services provided by the hospital to patients; andwhat efforts have been made by the hospital to improve the quality of publicservices to make it better. This type of research is a type of sociological legalresearch carried out at Dr. RM Pratomo Hospital, Bagansiapiapi City, the datasources used are primary data sources and secondary data sources. Datacollection techniques carried out in this study were observation, interviews,questionnaires and literature. Data were analyzed using qualitative methodswhich produced descriptive data and were concluded with deductive thinkingmethod.The results showed that the implementation of RSUD Dr. RM Pratomo canbe said to be good, but has not reached the expected minimum service standards.One of the supporting factors in the implementation of services is the existence ofbudgetary assistance from the government, education and training of humanresources and so on. In addition, the inhibiting factors can be in the form offacilities and infrastructure, low public knowledge regarding the BPJS flow, andthe large number of patients seeking treatment.
