Abstract

Kata Kunci: Papua, Strategi, Terorisme Abstract The conflict in the Papua region, especially acts of terrorism carried out by the Papuan Separatist Terrorist Group (KSTP), has become a major concern both nationally and internationally. Even though KSTP argues that their actions are a response to human rights violations and oppression of Indigenous Papuans (OAP) by the Indonesian government, in fact the majority of OAP want Papua to remain part of the Republic of Indonesia. Limited support from the Papuan people shows that the KSTP does not represent all the interests of the Papuan people. Terrorism in the Papua region is a separatist group that seeks to separate Papua from the Republic of Indonesia to create an independent state. The conflict in Papua is the use of violence by groups with the aim of achieving a certain political agenda through propaganda and mass demonstrations to support independence, referendums and issues of human rights violations (Karnavian, 2017). This is in line with the characteristics of the actions carried out by KSTP in Papua, which had political and separatist motives. KSTP's acts of violence and terrorism have had an extreme impact on the security, political and social impacts of society in Papua. The Indonesian government has implemented a multifaceted strategy in tackling terrorism, but challenges still remain. The formation of a Task Force from TNI Headquarters is one of the most effective steps in containing KSTP actions. However, the terrorism conflict in Papua requires a comprehensive and collaborative approach to find a peaceful and sustainable solution. In conclusion, terrorism in Papua is a serious threat to the sovereignty of the Republic of Indonesia which requires serious handling, including increasing the status of the KSTP threat to Military Emergency status and implementing War Military Operations (OMP). Abstract

Kata Kunci: Kontra Narasi Ekstremisme, Kontra Terorisme, Media Sosial, Self-control Abstract The research involves the development of digital technology and the role of social media in the spread of extremist messages, especially related to extremist groups such as ISIS. Counter-narrative, as an attempt to offer alternative thoughts and information as opposed to extreme messages, and self-control, as an individual's ability to control emotional responses and impulsive behavior, are the focus of this study. Theories used in this study include social influence theory to understand how individuals are influenced by counter-narratives and extreme messages on social media, and self-control theory to explore how self-control affects individual reactions to these messages. The research method used involves a qualitative approach using literature studies. Analysis of social media content was also conducted to track the spread of ISIS-related counter-narratives and messages of extremism. The results showed that strong counter-narratives can reduce individuals' interest in extreme messages on social media, but their effectiveness varies depending on counter-narrative content and individual characteristics. In addition, individuals' self-control also plays an important role in determining the extent to which they are affected by extreme messages on social media. Psychological factors such as group identity and the need for affiliation were also found to influence individual responses to counter-narratives and extreme messages on social media. This research provides valuable insights into the development of strategies to prevent radicalization and extremism in the digital age, highlighting the importance of effective counter-narratives and increased individual self-control in the face of extreme messages on social media. Abstract

Kata Kunci: Reinterpretasi, Pancasila, Neo-nasionalisme, Kemiskinan struktural, Terorisme Abstract In Indonesia's complex socio-political context, structural poverty and the threat of terrorism are two problems that require serious handling. Pancasila as the basis of the state offers values that can be the basis for overcoming these two problems. However, there needs to be a reinterpretation of Pancasila values in the context of neo-nationalism so that they are relevant to the challenges of the times that continue to develop. This research aims to explore how reinterpreting Pancasila values in the context of neo-nationalism can be a solution in alleviating structural poverty and countering terrorism in Indonesia. This study uses a qualitative approach by analyzing literature, public policies and related data. This approach provides an in-depth understanding of the values of Pancasila and the concept of neo-nationalism and how both can be interpreted to solve the problems of poverty and terrorism. This research is based on theories about the concepts of Pancasila, neo-nationalism, structural poverty and terrorism. These theories become a framework for interpreting and analyzing how the reinterpretation of Pancasila values in the context of neo-nationalism can provide solutions to the problems faced. The research results show that by adopting a neo-nationalist approach, the reinterpretation of Pancasila values can become a strong foundation in alleviating structural poverty and countering terrorism. The emphasis on the spirit of unity, social justice and democracy contained in Pancasila can be an effective instrument for building strong national strength. Reinterpreting Pancasila values in the context of neo-nationalism is the right step in facing the complex challenges of poverty and terrorism in Indonesia. By strengthening an inclusive national identity and empowering all elements of society, Indonesia can be more effective in dealing with internal problems that hinder the nation's progress. The implication of this research is the need for real efforts to revive the spirit of nationalism rooted in the values of Pancasila. By consistently applying this reinterpretation in public policy and practice, Indonesia can build a solid foundation to achieve sustainable national sovereignty and strengthen its position as a just and sovereign country. Abstract

This study delves into the nuanced landscape of India's defense diplomacy, emphasizing its engagement in the Quadrilateral Security Dialogue (QUAD) as an interesting case study. QUAD serves as a platform for collaborative efforts aimed at fostering regional security and stability. Against the backdrop of geopolitical complexities and evolving global dynamics, India's peacetime defense diplomacy within QUAD unfolds as a multifaceted endeavor. This study aims to understand the diplomatic initiatives and policy frameworks used by India to strengthen its defense capabilities through strategic collaboration with QUAD partners that include joint military exercises, technology transfer, information sharing agreements and economic partnerships. This research uses qualitative research methods with a case study method to analyse India's defence diplomacy within the Quad framework. India's defense diplomacy within QUAD during peacetime has had a positive impact on its defense capabilities. Strategic alignment with broader national security objectives, technological advancements, strengthened regional security and economic resilience demonstrate the effectiveness of the QUAD framework. Abstract

In light of the current global phenomenon, Indonesia is welcoming an increasing number of foreign cultures with ease. This can't be denied alongside the advancement of the inexorably fast globalization time and mechanical improvements that are progressively assisting people with having the option to acquire data rpidly and without any problem. Although it isnot against the law for foreign cultures to enter Indonesia, there are still a lot of Indonesians who are unable to distinguish between these cultures. This leang ds to a decline in nationalism values and a fear of a shift in national ideology, such as Pancasila, which is influencedby foreign cultures. has the potential to jeopardize the existence of the state and nation. The more youthful age is one of the variables that is enormously impacted by the section of this unfamiliar culture assuming it is inappropriate to answer and channel the approaching unfamiliar culture. There are currently a number of distinct generations of young people, beginning with generation X, also known as Millennials, and generation Z, each of which possesses its own set of characteristics. In this case there is a concern that there will be changes and shifts in culture and ideology with the influence of foreign culture and ideology entering Indonesia in the midst of the industrial revolution 4.0 which can threaten the sovereignty and existence of ideologies that are embedded in the Indonesian generation. This study uses qualitative research methods with the aim of seeing the character of each generation of the nation to be able to see and accept the impact of foreign cultural and ideological influences that enter Indonesia which will later have an impact on how to overcome and anticipate shifts in the nation's ideology, namely Pancasila from foreign cultural influences and external ideology that can threaten the sovereignty of Pancasila ideology.

Abstract

Legal politics as a defense system against asymmetric war is very important. War today is no longer conventional but has entered the 5th and 6th generations in an asymmetric and hybrid manner. This research uses an explanatory qualitative method. The analysis technique uses the soft system method (SSM) to provide structured, comprehensive and sharp analysis. In general, this research will discuss legal political alignments in Indonesia, urgency, mechanisms, and the model/concept of Counter Asymmetric War. Specifically, this research discusses political law as a defense system against asymmetric war in the 5th and 6th generation war era which is considered less comprehensive and non-specific. Then, this research determines 4 ideal criteria for Political Law as a defense system against asymmetric war in the 5th and 6th generation war era, including: defense budget, regulatory effectiveness, modernization of technology & defense equipment, and national defense education. These ideal criteria are used to analyze legal politics as a defense system against asymmetric war. The results of the analysis show that the criteria for political law as a defense system against asymmetric war do not comprehensively cover these 4 ideal criteria. As a recommendation, these 4 ideal criteria can be a refinement of the political legal criteria as a defense system against asymmetric war. So that legal political policy as a defense system against asymmetric war can realize the stability of Indonesia's national defense and security.

Abstract

Islamic Jurisprudence (Fiqh) as a Legal Framework seeks to guide the dynamics of human life comprehensively, including fiqh siyasah (political jurisprudence). In warfare contexts, fiqh siyasah encompasses the practice of war (siyasah harbiyyah). However, with the evolution of warfare, questions arise about the relevance of jurisprudence to contemporary phenomena such as asymmetric warfare. By exploring Islamic sources in fiqh, particularly siyasah harbiyyah, and sources discussing new warfare forms, this paper outlines Islamic principles of warfare in analyzing asymmetric warfare. This research uses a qualitative design to examine the relationship between contemporary warfare and Fiqh Siyasah (Islamic political jurisprudence) in asymmetric warfare contexts. The data includes primary sources like classical and modern Islamic legal texts, fatwas, and religious edicts, along with secondary sources such as academic articles, books, and reports on recent asymmetric conflicts. Additionally, semi-structured interviews with Islamic legal scholars, political scientists, and defense strategists provided expert insights. Analytical methods include thematic analysis to identify key themes, content analysis to detect patterns and contradictions, and triangulation to ensure data reliability. The findings conclude that siyasah harbiyyah within fiqh cannot address the challenges of asymmetric warfare linearly, as it involves both state and non-state actors, lacks significant military involvement, and includes different war stages. This form of warfare does not always conform to international war conventions. However, the framework of fiqh principles, particularly qawaid fiqhiyyah (juridical rules), can respond to these new warfare forms. Relevant principles include views on war motivations, consequences caused by state and non-state actors, and defensive, offensive, and active defensive principles according to Islamic jurisprudence. Therefore, fiqh siyasah, especially siyasah harbiyyah, needs to accommodate responses to contemporary warfare forms in the future.
