Abstract

One of the important documents that guarantees the safety and security of a ship is the Sailing Approval Letter (SPB). One of the requirements for issuing an SPB is a Port Health Quarantine Certificate (PHQC) issued by the Health Quarantine Agency (BKK). Shipping agents play a crucial role in ensuring that all requirements, including the PHQC, are met before submitting an SPB. However, in practice, obstacles often arise, such as delays in inspections, lack of information system integration, and suboptimal coordination between agencies. This study uses a qualitative descriptive method to describe in detail the operational procedures for issuing a PHQC at PT. Wistara Shipping Agency. Data collection was conducted through interviews, observations, literature studies, and documentation. Based on the results of the study, it is known that Health Quarantine plays a crucial role in the process of issuing a Port Health Quarantine Certificate (PHQC). The process of issuing a PHQC by the Class I Health Quarantine Agency (BKK) of South Sumatra has been carried out according to established procedures. This process begins with the submission of documents by the shipping agent, followed by a physical inspection by BKK officers, and finally the issuance of the PHQC. Every ship departing or arriving must be declared free from disease risks to maintain the health of the port and its crew. Obstacles to issuing PHQC documents relate to delays in updating health documents and technical issues such as internet connectivity, which sometimes complicate the application process through the SINKARKES system

Abstract

Maritime transportation plays a crucial role in supporting the global economy, including Indonesia, which is an archipelagic country. One of the important components in ship operations is the anchor windlass, which functions to lower and raise the anchor and ensure that the ship can moor safely. However, in practice, the maintenance of the anchor windlass is often not carried out optimally, leading to various technical problems at critical moments, such as when the ship must anchor in emergency conditions. This research was conducted on board to identify and optimize the maintenance of the anchor windlass to minimize damage and disruptions during anchoring operations. Through a qualitative descriptive research method involving direct observation, interviews with the crew, and literature study, It was found that the lack of lubrication, limited spare parts, and uneven crew competencies are the main causes of disruptions to the anchor machinery. Therefore, a planned and periodic maintenance system in accordance with safety of life at sea (SOLAS) is needed, as well as improved technical training for the ship's crew. This optimization is expected to enhance the ship's readiness in facing emergency situations, reduce the risk of accidents, and extend the service life of the anchor machinery. Abstract

Availability and use of work safety equipment are crucial efforts to prevent or minimize workplace accidents. Often, the availability and use of safety equipment are neglected by crew members, which can increase the risk of work-related accidents. Therefore, there is a need for research on the availability of work safety equipment in accordance with applicable standards and regulations. This research was conducted on the longline vessel KM XX, which operates in the waters around Bali. The study presented the conformity of the implementation of occupational health and safety (OHS) equipment with applicable regulations on the longline vessel KM XX. The research method used was descriptive research.The results of this study showed that there was still work safety equipment that was not available on the ship in accordance with the applicable standards. Therefore, there is a need for evaluation and procurement of work safety equipment that is not yet available on the vessel, in accordance with the applicable standards.

Abstract

Port service efficiency plays a crucial role in supporting maritime logistics and national trade performance. One key indicator of port service efficiency is ship turnaround time, which is influenced by various operational factors, including ship type and cargo volume. This study examines the effect of ship type and cargo volume on ship turnaround time at Tanjung Priok Port, Indonesia, using a case study of PT Buana Lintas Lautan Tbk. Quantitative analysis was conducted using monthly operational data collected over a twelve-month period (August 2022–August 2023). Multiple linear regression was applied after fulfilling classical assumption tests, including normality, multicollinearity, heteroscedasticity, and autocorrelation. The results indicate that ship type and cargo volume simultaneously have a significant effect on turnaround time. However, partial analysis reveals that only cargo volume has a significant positive impact on turnaround time, while ship type does not show a statistically significant effect. These findings suggest that operational delays are primarily driven by cargo handling intensity rather than vessel characteristics. This study provides practical insights for ship agency companies and port operators in estimating service time, optimizing operational planning, and improving port service efficiency through better cargo management strategies. Efisiensi pelayanan pelabuhan merupakan faktor penting dalam mendukung kelancaran logistik maritim dan kinerja perdagangan nasional. Salah satu indikator utama efisiensi pelayanan pelabuhan adalah ship turnaround time, yang dipengaruhi oleh berbagai faktor operasional, termasuk jenis kapal dan volume muatan. Penelitian ini bertujuan untuk menganalisis pengaruh jenis kapal dan volume muatan terhadap ship turnaround time di Pelabuhan Tanjung Priok, Indonesia, dengan studi kasus pada PT Buana Lintas Lautan Tbk. Penelitian ini menggunakan pendekatan kuantitatif dengan data operasional bulanan selama periode Agustus 2022 hingga Agustus 2023. Analisis data dilakukan menggunakan regresi linear berganda yang didahului dengan pengujian asumsi klasik, meliputi uji normalitas, multikolinearitas, heteroskedastisitas, dan autokorelasi. Hasil penelitian menunjukkan bahwa jenis kapal dan volume muatan secara simultan berpengaruh signifikan terhadap ship turnaround time. Namun, secara parsial hanya volume muatan yang berpengaruh positif dan signifikan terhadap ship turnaround time, sedangkan jenis kapal tidak menunjukkan pengaruh yang signifikan. Temuan ini mengindikasikan bahwa lamanya waktu pelayanan kapal lebih dipengaruhi oleh intensitas penanganan muatan dibandingkan karakteristik jenis kapal. Hasil penelitian ini diharapkan dapat menjadi acuan bagi perusahaan keagenan kapal dan pengelola pelabuhan dalam memperkirakan waktu pelayanan kapal, meningkatkan perencanaan operasional, serta mengoptimalkan efisiensi pelayanan pelabuhan.

Abstract

This study aims to determine shipping companies' satisfaction with the performance of cadets from the Polytechnic of Banten Shipping during sea practice. The method used is descriptive quantitative with data collection through questionnaires distributed to 141 respondents consisting of recruitment staff and supervising officers on ships. Data were analyzed using linear regression analysis and percentage. The results showed that overall, cadet performance received a positive perception with an average value above 85% in all aspects, namely: technical knowledge and skills (86.64%), attitude and work ethics (90.20%), safety and security (88.19%), managerial and leadership skills (85.94%), interpersonal skills (88.48%), and self-development and professionalism (85.39%). The conclusion of this study is that shipping companies are satisfied with the performance of Poltekpel Banten cadets, with recommendations for improvement in aspects of maritime law and certain technical abilities.

Abstract

Environmental, Social, and Governance (ESG) criteria have become a central mechanism for assessing corporate sustainability, while the United Nations Sustainable Development Goals (SDGs) provide a universal framework for addressing global challenges. Aligning these two frameworks is essential for shipping companies, as unclear prioritization of ESG criteria may lead to ineffective allocation of resources or missed opportunities to generate meaningful sustainability outcomes. This study aims to identify which ESG criteria—and their associated practices—within the commercial shipping sector contribute most significantly to global sustainability by mapping their alignment with relevant SDGs. This qualitative research employs document analysis, drawing from peer-reviewed scientific literature retrieved through Google Scholar and Scopus, as well as professional and industry sources produced by maritime practitioners across ship design, operations, management, crewing, training, classification, finance, and insurance. The documents analyzed include technical standards, guidelines, regulations, policies, reports, and commentary on industry trends. The findings highlight the ESG practices with the strongest contribution to sustainability, offering shipping companies clearer direction for prioritizing actions that deliver the highest global impact.

Abstract

Peti kemas merupakan komponen vital dalam sistem logistik dan rantai pasok maritim karena perannya dalam menjamin efisiensi, keamanan, dan standardisasi distribusi barang. Namun, proses bongkar muat di pelabuhan masih sering dihadapkan pada berbagai permasalahan teknis dan operasional yang berpotensi menyebabkan kerusakan peti kemas dan menurunkan keandalan operasional. Penelitian ini bertujuan untuk mengidentifikasi jenis-jenis kerusakan peti kemas, menganalisis faktor-faktor penyebabnya, serta merumuskan strategi mitigasi yang dapat diterapkan dalam proses bongkar muat di pelabuhan. Metode yang digunakan adalah studi literatur dengan teknik purposive sampling terhadap 20 artikel ilmiah yang dipublikasikan pada periode 2005–2025 dan bersumber dari jurnal nasional maupun internasional bereputasi. Data dianalisis menggunakan analisis isi dan analisis tematik, serta diperkuat dengan triangulasi sumber untuk meningkatkan validitas temuan. Hasil kajian menunjukkan bahwa kerusakan peti kemas dapat diklasifikasikan ke dalam tiga kategori utama, yaitu kerusakan struktural, kerusakan fungsional, dan kerusakan spesifik atau elektronik, khususnya pada reefer container. Faktor penyebab dominan meliputi kesalahan manusia, kondisi teknis peralatan bongkar muat, pengaruh lingkungan, ketidakefisienan sistem kerja, serta keterbatasan teknologi monitoring. Strategi mitigasi yang direkomendasikan mencakup peningkatan kompetensi operator, inspeksi dan pemeliharaan rutin, penguatan penerapan SOP keselamatan, serta integrasi teknologi deteksi dini berbasis sensor, RFID, dan kecerdasan buatan. Studi ini menegaskan pentingnya pendekatan integratif yang mengombinasikan aspek manusia, teknis, dan teknologi guna meningkatkan keselamatan, efisiensi, dan keandalan operasional bongkar muat peti kemas di pelabuhan.   Containers play a critical role in modern maritime logistics by ensuring efficiency, safety, and standardization in cargo distribution. However, loading and unloading operations at ports are frequently affected by technical and operational challenges that may result in container damage and reduced operational reliability. This study aims to identify the types of container damage, analyse the underlying causal factors, and formulate effective mitigation strategies applicable to port loading and unloading activities. A literature review method was employed using purposive sampling of 20 scientific articles published between 2005 and 2025, sourced from reputable national and international journals. Data were analysed using content analysis and thematic analysis, supported by source triangulation to enhance the validity of the findings. The results indicate that container damage can be classified into three main categories: structural damage, functional damage, and specific or electronic damage, particularly in refrigerated containers. The dominant causal factors include human error, technical conditions of handling equipment, environmental influences, inefficient work systems, and limited monitoring technologies. Recommended mitigation strategies include improving operator competence, implementing routine inspection and maintenance, strengthening safety standard operating procedures, and integrating early detection technologies based on sensors, RFID, and artificial intelligence. This study highlights the importance of an integrated approach that combines human, technical, and technological aspects to improve safety, efficiency, and operational reliability in port container handling operations.

Abstract

Main air compressor merupakan salah satu permesinan bantu yang sangat vital dalam operasional kapal karena berfungsi menyediakan udara bertekanan tinggi untuk proses starting engine dan pengoperasian sistem pneumatik. Penurunan kinerja main air compressor dapat berdampak langsung pada keandalan mesin induk, keselamatan pelayaran, serta kelancaran operasional kapal. Penelitian ini bertujuan untuk menganalisis penyebab utama penurunan kinerja main air compressor di atas kapal MT SC Gold Ocean serta merumuskan langkah perawatan yang tepat berdasarkan kondisi aktual di lapangan. Penelitian ini menggunakan pendekatan mix-method dengan mengombinasikan data kuantitatif dan kualitatif yang diperoleh melalui observasi langsung selama praktik laut, analisis data operasional kompresor, wawancara dengan awak mesin, serta studi literatur. Metode USG (Urgency, Seriousness, and Growth) digunakan untuk menentukan prioritas permasalahan yang paling berpengaruh terhadap penurunan kinerja kompresor. Hasil penelitian menunjukkan bahwa penyebab utama penurunan kinerja main air compressor adalah kerusakan pada suction valve dan delivery valve, serta patahnya piston ring. Kerusakan tersebut dipicu oleh keterlambatan penggantian komponen berdasarkan jam operasi, penumpukan kerak pada katup, serta sistem pelumasan yang tidak optimal. Kondisi ini menyebabkan kebocoran udara, menurunnya tekanan kerja, dan meningkatnya waktu pengisian botol angin. Penelitian ini menegaskan pentingnya penerapan Planned Maintenance System (PMS) secara konsisten sesuai buku manual untuk menjaga keandalan main air compressor. Hasil penelitian diharapkan dapat menjadi referensi praktis bagi perwira mesin dan awak kamar mesin dalam meningkatkan efektivitas perawatan serta mencegah terulangnya kegagalan serupa pada sistem pneumatik kapal. The main air compressor is one of the most critical auxiliary machinery systems on board a vessel, as it supplies high-pressure air required for engine starting and pneumatic system operation. Performance degradation of the main air compressor may directly affect main engine reliability, navigational safety, and overall ship operations. This study aims to analyze the primary causes of performance degradation of the main air compressor on board MT SC Gold Ocean and to propose appropriate maintenance measures based on actual operational conditions. This research employs a mixed-method approach by integrating quantitative and qualitative data obtained from direct onboard observations during sea practice, analysis of compressor operational data, interviews with engine crew, and literature review. The USG (Urgency, Seriousness, and Growth) method is applied to prioritize the most critical factors contributing to compressor performance degradation. The results indicate that the main causes of performance degradation are damage to the suction valve and delivery valve, as well as fractured piston rings. These failures are primarily caused by delayed component replacement based on operating hours, scale deposits on valves, and inadequate lubrication systems. Such conditions lead to air leakage, reduced working pressure, and increased air bottle charging time. This study highlights the importance of consistent implementation of the Planned Maintenance System (PMS) in accordance with the manufacturer’s manual to maintain the reliability of the main air compressor. The findings are expected to serve as a practical reference for marine engineers and engine room personnel in improving maintenance effectiveness and preventing similar failures in ship pneumatic systems.

Abstract

PT Sinarmas LDA Usaha Pelabuhan is a port company that provides ship pilotage and towing services. However, its implementation faces several challenges, including inadequate towing services, suboptimal human resource skills and professionalism, and suboptimal safety and security aspects. These challenges have affected the company's operational targets. This study aims to analyse the effect of ship pilotage and towing services on the achievement of operational targets. This study uses a quantitative method with a descriptive approach. Sixty respondents were selected using purposive sampling, taking into account certain criteria. Data were collected through an online questionnaire from respondents involved in ship pilotage and towing operations. The results show that both ship pilotage and ship salvage services, either partially or simultaneously, have a significant influence on the achievement of operational targets. Improvements in response time and discipline in the use of personal protective equipment (PPE), regular soft skills training, and the development of a real-time monitoring system are necessary to identify and overcome operational constraints.

Abstract

Seluruh tagihan yang dikeluarkan oleh agen pelayaran atas nama ship owners sehubungan dengan pelayanan kapal yang dilakukannya sering kali disebut sebagai Final Disbursement Account (FDA). Tujuan utama dari makalah ini adalah mengupayakan penyelesaian FDA dari berbagai macam kendala yang dihadapi. Jenis penelitian ini adalah penelitian kualitatif dengan metode observasi, dokumentasi, dan interview/wawancara. Adapun kendala yang menyebabkan terhambatnya penyusunan Final Disbursement Account (FDA) antara lain terdapat beberapa biaya dan lampiran dokumen pendukung yang tidak terkumpul, keteledoran dalam menyimpan berkas sehingga menyebabkan beberapa dokumen hilang dan tercecer, kurangnya informasi dan tenaga sumber daya manusia tambahan dalam menunjang keefesienan kegiatan operasional perusahaan. Hasil penelitian menunjukkan tiga hari setelah kapal berangkat pihak admin perusahaan menghubungi instansi terkait mengenai penerbitan tagihan jasa kepelabuhan yang telah digunakan, memonitor setiap dokumen yang datang di perusahaan, melakukan pengonfirmasian ulang mengenai beberapa biaya yang belum dilaporkan oleh pihak boarding kapal agar dapat dilakukan proses pendataan, mengelompokkan setiap dokumen ke dalam folder tertutup, memberikan pelatihan dengan mendatangkan sumber daya manusia yang sudah ahli di bidangnya. Penelitian ini menyarankan agar perusahaan dapat melakukan pencadangan data, membuat Standart Operating Procedure (SOP) guna memastikan pekerjaan dilakukan dengan konsisten, efisien, dan sesuai dengan standar yang telah ditetapkan dan dijalankan oleh perusahaan.
