Abstract

Balai Kekarantinaan Kesehatan (BKK) memiliki peran strategis dalam menjamin kesehatan kapal, awak kapal, dan lingkungan pelabuhan melalui penerbitan Port Health Quarantine Clearance (PHQC) sebagai salah satu persyaratan utama penerbitan Surat Persetujuan Berlayar (SPB). Agen pelayaran berperan sebagai penghubung antara kapal dan instansi terkait dalam pemenuhan persyaratan administrasi dan teknis tersebut. Namun, dalam praktiknya masih ditemukan berbagai kendala yang dapat mempengaruhi kelancaran proses penerbitan PHQC. Penelitian ini bertujuan untuk menganalisis peran Balai Kekarantinaan Kesehatan dalam proses penerbitan PHQC sebagai persyaratan SPB di PT. Wistara Shipping Agency serta mengidentifikasi hambatan yang dihadapi dalam pelaksanaannya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, studi pustaka, dan dokumentasi. Hasil penelitian menunjukkan bahwa proses penerbitan PHQC oleh Balai Kekarantinaan Kesehatan Kelas I Sumatera Selatan telah dilaksanakan sesuai dengan prosedur yang berlaku, dimulai dari pengajuan permohonan oleh agen pelayaran, pemeriksaan fisik kapal dan kelengkapan dokumen kesehatan, hingga penerbitan PHQC. Meskipun demikian, masih terdapat hambatan berupa keterlambatan pembaruan dokumen kesehatan kapal serta kendala teknis jaringan dalam pengajuan melalui sistem SINKARKES. Penelitian ini diharapkan dapat menjadi bahan evaluasi bagi instansi terkait dalam meningkatkan efektivitas pelayanan karantina kesehatan guna mendukung keselamatan dan kelancaran operasional pelayaran. The Health Quarantine Office plays a strategic role in ensuring the health of ships, crews, and port environments through the issuance of the Port Health Quarantine Clearance (PHQC) as one of the main requirements for obtaining a Sailing Approval Letter (SPB). Shipping agencies act as intermediaries between vessels and relevant authorities in fulfilling both administrative and technical requirements. However, in practice, several obstacles may affect the effectiveness of the PHQC issuance process. This study aims to analyze the role of the Health Quarantine Office in issuing PHQC as a requirement for SPB at PT. Wistara Shipping Agency and to identify the constraints encountered during its implementation. This research employs a qualitative descriptive method, with data collected through interviews, observations, literature reviews, and documentation. The results indicate that the PHQC issuance process conducted by the Class I Health Quarantine Office of South Sumatra has been implemented in accordance with established procedures, starting from the submission of applications by shipping agents, followed by physical inspections and verification of ship health documents, to the issuance of PHQC. Nevertheless, obstacles remain, including delays in updating ship health documents and technical issues related to internet connectivity during submissions through the SINKARKES system. The findings of this study are expected to serve as an evaluation reference for relevant stakeholders in improving the effectiveness of health quarantine services to support maritime safety and operational efficiency.

Abstract

Mesin jangkar (anchor windlass) merupakan peralatan vital dalam mendukung keselamatan dan kelancaran proses berlabuh kapal. Kegagalan fungsi mesin jangkar dapat menimbulkan keterlambatan operasional dan meningkatkan risiko kecelakaan pelayaran. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan perawatan mesin jangkar serta mengidentifikasi faktor-faktor yang memengaruhi keandalan operasional mesin jangkar pada kapal MV. Trifosa. Penelitian menggunakan metode deskriptif kualitatif dengan pengumpulan data melalui observasi langsung di atas kapal, wawancara dengan awak kapal, serta studi dokumentasi. Hasil penelitian menunjukkan bahwa perawatan mesin jangkar belum dilaksanakan secara optimal, yang ditandai dengan kurangnya pelumasan berkala, keterbatasan suku cadang dan pelumas khusus, serta belum terstrukturnya sistem perawatan terencana. Selain itu, perbedaan tingkat kompetensi teknis awak kapal turut memengaruhi kualitas perawatan yang dilakukan. Kondisi tersebut menyebabkan perawatan bersifat reaktif dan berpotensi menurunkan keandalan mesin jangkar saat digunakan. Penelitian ini merekomendasikan penerapan Planned Maintenance System (PMS) secara konsisten, peningkatan kompetensi awak kapal melalui pelatihan teknis berkelanjutan, serta penguatan koordinasi antara departemen dek dan mesin. Optimalisasi perawatan ini diharapkan mampu meningkatkan keandalan mesin jangkar, meminimalkan gangguan operasional, dan mendukung keselamatan pelayaran. The anchor windlass is a critical piece of ship machinery that plays a vital role in ensuring safe and efficient anchoring operations. Failure of this equipment may lead to operational delays and increased maritime safety risks. This study aims to evaluate the implementation of anchor windlass maintenance and to identify factors affecting its operational reliability on board MV. Trifosa. A qualitative descriptive approach was employed, with data collected through direct onboard observation, crew interviews, and documentation review. The findings indicate that anchor windlass maintenance has not been optimally implemented, as evidenced by insufficient routine lubrication, limited availability of spare parts and specialized lubricants, and the absence of a structured planned maintenance system. Variations in crew technical competence also contribute to inconsistent maintenance practices. These conditions result in reactive maintenance, which may reduce equipment reliability during anchoring operations. This study recommends the consistent implementation of a Planned Maintenance System (PMS), continuous technical training for crew members, and improved coordination between deck and engine departments. Such maintenance optimization is expected to enhance anchor windlass reliability, minimize operational disruptions, and improve overall maritime safety.

Abstract

Keselamatan dan Kesehatan Kerja (K3) merupakan aspek fundamental dalam operasional kapal perikanan karena tingginya risiko kecelakaan kerja di lingkungan laut. Tingkat kepatuhan terhadap penyediaan dan penggunaan alat keselamatan kerja menjadi faktor penentu dalam pencegahan kecelakaan bagi awak kapal. Penelitian ini bertujuan untuk menganalisis kepatuhan penerapan K3 pada kapal longline berdasarkan regulasi nasional dan standar keselamatan internasional. Penelitian menggunakan metode deskriptif dengan pendekatan observasional melalui pemeriksaan langsung terhadap ketersediaan alat pelindung diri, fasilitas kesehatan kerja, serta peralatan keselamatan kapal. Acuan penilaian meliputi Undang-Undang Nomor 1 Tahun 1970 tentang Keselamatan Kerja, Undang-Undang Nomor 36 Tahun 2009 tentang Kesehatan, Peraturan Menteri Tenaga Kerja dan Transmigrasi Nomor 8 Tahun 2010, serta ketentuan SOLAS 1974. Hasil penelitian menunjukkan bahwa sebagian besar alat keselamatan kerja telah tersedia dan digunakan, namun masih ditemukan beberapa ketidaksesuaian terhadap standar yang berlaku, terutama pada aspek perlindungan kepala, kelengkapan kotak Pertolongan Pertama Pada Kecelakaan (P3K), serta ketersediaan rakit penolong. Temuan ini menunjukkan perlunya peningkatan pengawasan, pemenuhan standar keselamatan, dan penguatan budaya K3 guna meminimalkan risiko kecelakaan kerja di kapal perikanan. Occupational Health and Safety (OHS) is a critical aspect of fishing vessel operations due to the high risk of workplace accidents in the maritime environment. Compliance with the provision and use of safety equipment plays a key role in preventing accidents among crew members. This study aims to evaluate OHS compliance on longline fishing vessels based on national regulations and international safety standards. A descriptive research method with an observational approach was applied through direct inspection of personal protective equipment, occupational health facilities, and onboard safety equipment. The assessment criteria were based on Law Number 1 of 1970 on Occupational Safety, Law Number 36 of 2009 on Health, Regulation of the Minister of Manpower and Transmigration Number 8 of 2010, and the Safety of Life at Sea (SOLAS) Convention 1974. The results indicate that most safety equipment is available and implemented; however, several non-compliances with established standards were identified, particularly regarding head protection, first aid kit completeness, and the availability of liferafts. These findings highlight the need for improved supervision, full compliance with safety standards, and the strengthening of OHS culture to reduce occupational accident risks on fishing vessels.

Abstract

Port service efficiency plays a crucial role in supporting maritime logistics and national trade performance. One key indicator of port service efficiency is ship turnaround time, which is influenced by various operational factors, including ship type and cargo volume. This study examines the effect of ship type and cargo volume on ship turnaround time at Tanjung Priok Port, Indonesia, using a case study of PT Buana Lintas Lautan Tbk. Quantitative analysis was conducted using monthly operational data collected over a twelve-month period (August 2022–August 2023). Multiple linear regression was applied after fulfilling classical assumption tests, including normality, multicollinearity, heteroscedasticity, and autocorrelation. The results indicate that ship type and cargo volume simultaneously have a significant effect on turnaround time. However, partial analysis reveals that only cargo volume has a significant positive impact on turnaround time, while ship type does not show a statistically significant effect. These findings suggest that operational delays are primarily driven by cargo handling intensity rather than vessel characteristics. This study provides practical insights for ship agency companies and port operators in estimating service time, optimizing operational planning, and improving port service efficiency through better cargo management strategies. Efisiensi pelayanan pelabuhan merupakan faktor penting dalam mendukung kelancaran logistik maritim dan kinerja perdagangan nasional. Salah satu indikator utama efisiensi pelayanan pelabuhan adalah ship turnaround time, yang dipengaruhi oleh berbagai faktor operasional, termasuk jenis kapal dan volume muatan. Penelitian ini bertujuan untuk menganalisis pengaruh jenis kapal dan volume muatan terhadap ship turnaround time di Pelabuhan Tanjung Priok, Indonesia, dengan studi kasus pada PT Buana Lintas Lautan Tbk. Penelitian ini menggunakan pendekatan kuantitatif dengan data operasional bulanan selama periode Agustus 2022 hingga Agustus 2023. Analisis data dilakukan menggunakan regresi linear berganda yang didahului dengan pengujian asumsi klasik, meliputi uji normalitas, multikolinearitas, heteroskedastisitas, dan autokorelasi. Hasil penelitian menunjukkan bahwa jenis kapal dan volume muatan secara simultan berpengaruh signifikan terhadap ship turnaround time. Namun, secara parsial hanya volume muatan yang berpengaruh positif dan signifikan terhadap ship turnaround time, sedangkan jenis kapal tidak menunjukkan pengaruh yang signifikan. Temuan ini mengindikasikan bahwa lamanya waktu pelayanan kapal lebih dipengaruhi oleh intensitas penanganan muatan dibandingkan karakteristik jenis kapal. Hasil penelitian ini diharapkan dapat menjadi acuan bagi perusahaan keagenan kapal dan pengelola pelabuhan dalam memperkirakan waktu pelayanan kapal, meningkatkan perencanaan operasional, serta mengoptimalkan efisiensi pelayanan pelabuhan.

Abstract

Penelitian ini bertujuan untuk menganalisis kepuasan perusahaan pelayaran terhadap kinerja kadet Politeknik Pelayaran Banten selama pelaksanaan praktik laut. Pendekatan yang digunakan adalah kuantitatif deskriptif dengan pengumpulan data melalui kuesioner berbasis skala Likert yang disebarkan kepada 141 responden, terdiri atas staf rekrutmen perusahaan pelayaran dan perwira pembina di kapal. Kinerja kadet dievaluasi melalui enam dimensi utama, yaitu pengetahuan dan keterampilan teknis, sikap dan etika kerja, keselamatan dan keamanan, kemampuan manajerial dan kepemimpinan, keterampilan interpersonal, serta pengembangan diri dan profesionalisme. Analisis data dilakukan menggunakan statistik deskriptif berbasis persentase dan regresi linier untuk mengidentifikasi kontribusi masing-masing dimensi terhadap tingkat kepuasan perusahaan. Hasil penelitian menunjukkan bahwa tingkat kepuasan perusahaan pelayaran berada pada kategori sangat baik, dengan nilai rata-rata keseluruhan 87,47%. Dimensi pengetahuan dan keterampilan teknis memiliki pengaruh paling signifikan terhadap kepuasan perusahaan, diikuti oleh sikap dan etika kerja. Meskipun demikian, beberapa aspek masih memerlukan peningkatan, khususnya pemahaman hukum maritim, pengambilan keputusan dalam situasi kritis, serta kebiasaan pengembangan diri secara profesional. Temuan ini memberikan implikasi penting bagi penguatan kurikulum dan strategi pembelajaran praktik laut guna meningkatkan kesiapan lulusan dalam memenuhi kebutuhan industri pelayaran. This study aims to analyze shipping companies’ satisfaction with the performance of cadets from the Banten Shipping Polytechnic during sea training. A descriptive quantitative approach was employed, with data collected through Likert-scale questionnaires distributed to 141 respondents, consisting of recruitment staff from shipping companies and supervising officers on board. Cadet performance was assessed based on six key dimensions: technical knowledge and skills, work attitude and ethics, safety and security, managerial and leadership abilities, interpersonal skills, and self-development and professionalism. Data were analyzed using percentage-based descriptive statistics and linear regression analysis to examine the contribution of each dimension to overall company satisfaction. The findings indicate that shipping companies’ satisfaction with cadet performance falls within the very high category, with an overall average score of 87.47%. Among the evaluated dimensions, technical knowledge and skills exert the strongest influence on company satisfaction, followed by work attitude and ethics. However, several areas require further improvement, particularly in maritime law comprehension, decision-making under critical conditions, and continuous professional development. These results highlight the importance of strengthening sea-training curricula and instructional strategies to better align maritime vocational education with industry expectations.

Abstract

Environmental, Social, and Governance (ESG) criteria have become a central mechanism for assessing corporate sustainability, while the United Nations Sustainable Development Goals (SDGs) provide a universal framework for addressing global challenges. Aligning these two frameworks is essential for shipping companies, as unclear prioritization of ESG criteria may lead to ineffective allocation of resources or missed opportunities to generate meaningful sustainability outcomes. This study aims to identify which ESG criteria—and their associated practices—within the commercial shipping sector contribute most significantly to global sustainability by mapping their alignment with relevant SDGs. This qualitative research employs document analysis, drawing from peer-reviewed scientific literature retrieved through Google Scholar and Scopus, as well as professional and industry sources produced by maritime practitioners across ship design, operations, management, crewing, training, classification, finance, and insurance. The documents analyzed include technical standards, guidelines, regulations, policies, reports, and commentary on industry trends. The findings highlight the ESG practices with the strongest contribution to sustainability, offering shipping companies clearer direction for prioritizing actions that deliver the highest global impact.

Abstract

Peti kemas merupakan komponen vital dalam sistem logistik dan rantai pasok maritim karena perannya dalam menjamin efisiensi, keamanan, dan standardisasi distribusi barang. Namun, proses bongkar muat di pelabuhan masih sering dihadapkan pada berbagai permasalahan teknis dan operasional yang berpotensi menyebabkan kerusakan peti kemas dan menurunkan keandalan operasional. Penelitian ini bertujuan untuk mengidentifikasi jenis-jenis kerusakan peti kemas, menganalisis faktor-faktor penyebabnya, serta merumuskan strategi mitigasi yang dapat diterapkan dalam proses bongkar muat di pelabuhan. Metode yang digunakan adalah studi literatur dengan teknik purposive sampling terhadap 20 artikel ilmiah yang dipublikasikan pada periode 2005–2025 dan bersumber dari jurnal nasional maupun internasional bereputasi. Data dianalisis menggunakan analisis isi dan analisis tematik, serta diperkuat dengan triangulasi sumber untuk meningkatkan validitas temuan. Hasil kajian menunjukkan bahwa kerusakan peti kemas dapat diklasifikasikan ke dalam tiga kategori utama, yaitu kerusakan struktural, kerusakan fungsional, dan kerusakan spesifik atau elektronik, khususnya pada reefer container. Faktor penyebab dominan meliputi kesalahan manusia, kondisi teknis peralatan bongkar muat, pengaruh lingkungan, ketidakefisienan sistem kerja, serta keterbatasan teknologi monitoring. Strategi mitigasi yang direkomendasikan mencakup peningkatan kompetensi operator, inspeksi dan pemeliharaan rutin, penguatan penerapan SOP keselamatan, serta integrasi teknologi deteksi dini berbasis sensor, RFID, dan kecerdasan buatan. Studi ini menegaskan pentingnya pendekatan integratif yang mengombinasikan aspek manusia, teknis, dan teknologi guna meningkatkan keselamatan, efisiensi, dan keandalan operasional bongkar muat peti kemas di pelabuhan.   Containers play a critical role in modern maritime logistics by ensuring efficiency, safety, and standardization in cargo distribution. However, loading and unloading operations at ports are frequently affected by technical and operational challenges that may result in container damage and reduced operational reliability. This study aims to identify the types of container damage, analyse the underlying causal factors, and formulate effective mitigation strategies applicable to port loading and unloading activities. A literature review method was employed using purposive sampling of 20 scientific articles published between 2005 and 2025, sourced from reputable national and international journals. Data were analysed using content analysis and thematic analysis, supported by source triangulation to enhance the validity of the findings. The results indicate that container damage can be classified into three main categories: structural damage, functional damage, and specific or electronic damage, particularly in refrigerated containers. The dominant causal factors include human error, technical conditions of handling equipment, environmental influences, inefficient work systems, and limited monitoring technologies. Recommended mitigation strategies include improving operator competence, implementing routine inspection and maintenance, strengthening safety standard operating procedures, and integrating early detection technologies based on sensors, RFID, and artificial intelligence. This study highlights the importance of an integrated approach that combines human, technical, and technological aspects to improve safety, efficiency, and operational reliability in port container handling operations.

Abstract

Main air compressor merupakan salah satu permesinan bantu yang sangat vital dalam operasional kapal karena berfungsi menyediakan udara bertekanan tinggi untuk proses starting engine dan pengoperasian sistem pneumatik. Penurunan kinerja main air compressor dapat berdampak langsung pada keandalan mesin induk, keselamatan pelayaran, serta kelancaran operasional kapal. Penelitian ini bertujuan untuk menganalisis penyebab utama penurunan kinerja main air compressor di atas kapal MT SC Gold Ocean serta merumuskan langkah perawatan yang tepat berdasarkan kondisi aktual di lapangan. Penelitian ini menggunakan pendekatan mix-method dengan mengombinasikan data kuantitatif dan kualitatif yang diperoleh melalui observasi langsung selama praktik laut, analisis data operasional kompresor, wawancara dengan awak mesin, serta studi literatur. Metode USG (Urgency, Seriousness, and Growth) digunakan untuk menentukan prioritas permasalahan yang paling berpengaruh terhadap penurunan kinerja kompresor. Hasil penelitian menunjukkan bahwa penyebab utama penurunan kinerja main air compressor adalah kerusakan pada suction valve dan delivery valve, serta patahnya piston ring. Kerusakan tersebut dipicu oleh keterlambatan penggantian komponen berdasarkan jam operasi, penumpukan kerak pada katup, serta sistem pelumasan yang tidak optimal. Kondisi ini menyebabkan kebocoran udara, menurunnya tekanan kerja, dan meningkatnya waktu pengisian botol angin. Penelitian ini menegaskan pentingnya penerapan Planned Maintenance System (PMS) secara konsisten sesuai buku manual untuk menjaga keandalan main air compressor. Hasil penelitian diharapkan dapat menjadi referensi praktis bagi perwira mesin dan awak kamar mesin dalam meningkatkan efektivitas perawatan serta mencegah terulangnya kegagalan serupa pada sistem pneumatik kapal. The main air compressor is one of the most critical auxiliary machinery systems on board a vessel, as it supplies high-pressure air required for engine starting and pneumatic system operation. Performance degradation of the main air compressor may directly affect main engine reliability, navigational safety, and overall ship operations. This study aims to analyze the primary causes of performance degradation of the main air compressor on board MT SC Gold Ocean and to propose appropriate maintenance measures based on actual operational conditions. This research employs a mixed-method approach by integrating quantitative and qualitative data obtained from direct onboard observations during sea practice, analysis of compressor operational data, interviews with engine crew, and literature review. The USG (Urgency, Seriousness, and Growth) method is applied to prioritize the most critical factors contributing to compressor performance degradation. The results indicate that the main causes of performance degradation are damage to the suction valve and delivery valve, as well as fractured piston rings. These failures are primarily caused by delayed component replacement based on operating hours, scale deposits on valves, and inadequate lubrication systems. Such conditions lead to air leakage, reduced working pressure, and increased air bottle charging time. This study highlights the importance of consistent implementation of the Planned Maintenance System (PMS) in accordance with the manufacturer’s manual to maintain the reliability of the main air compressor. The findings are expected to serve as a practical reference for marine engineers and engine room personnel in improving maintenance effectiveness and preventing similar failures in ship pneumatic systems.

Abstract

Pelayanan kepanduan dan penarikan kapal merupakan komponen penting dalam menjamin kelancaran, keselamatan, serta efisiensi operasional pelabuhan. PT Sinarmas LDA Usaha Pelabuhan sebagai badan usaha pelabuhan menghadapi tantangan dalam pencapaian target operasional yang dipengaruhi oleh kualitas layanan pemanduan dan penarikan kapal. Penelitian ini bertujuan untuk menganalisis pengaruh pelayanan kepanduan dan pelayanan penarikan kapal terhadap pencapaian target operasional perusahaan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Data dikumpulkan melalui kuesioner yang disebarkan kepada 60 responden yang terlibat langsung dalam kegiatan operasional kepanduan dan penarikan kapal, dengan teknik purposive sampling. Analisis data dilakukan menggunakan regresi linier berganda dengan bantuan perangkat lunak SPSS versi 26, didukung oleh uji validitas, reliabilitas, dan uji asumsi klasik. Hasil penelitian menunjukkan bahwa pelayanan kepanduan dan pelayanan penarikan kapal berpengaruh positif dan signifikan terhadap pencapaian target operasional, baik secara parsial maupun simultan. Koefisien determinasi menunjukkan bahwa kedua variabel independen mampu menjelaskan sebagian besar variasi pencapaian target operasional. Temuan ini menegaskan bahwa peningkatan kualitas layanan kepanduan dan penarikan kapal merupakan faktor strategis dalam mendukung efektivitas, efisiensi, serta keselamatan operasional pelabuhan. Pilotage and ship towing services play a crucial role in ensuring the smoothness, safety, and operational efficiency of port activities. PT Sinarmas LDA Usaha Pelabuhan, as a port service provider, faces challenges in achieving its operational targets, which are influenced by the quality of pilotage and towing services. This study aims to analyse the effect of pilotage services and ship towing services on the achievement of the company’s operational targets. A quantitative approach with a survey method was employed in this study. Data were collected through questionnaires distributed to 60 respondents directly involved in pilotage and towing operations, using purposive sampling techniques. Data analysis was conducted using multiple linear regression with the support of SPSS version 26, complemented by validity, reliability, and classical assumption tests. The results indicate that both pilotage and towing services have a positive and significant effect on the achievement of operational targets, both partially and simultaneously. The coefficient of determination reveals that the independent variables explain a substantial proportion of the variation in operational target achievement. These findings highlight that improving the quality of pilotage and towing services is a strategic factor in enhancing port operational effectiveness, efficiency, and safety.

Abstract

Final Disbursement Account (FDA) merupakan instrumen penting dalam keagenan kapal yang berfungsi sebagai dasar penagihan seluruh biaya aktual pelayanan kapal kepada ship owner. Ketidaktepatan penyusunan FDA dapat berdampak pada keterlambatan penagihan, meningkatnya piutang, serta terganggunya arus kas perusahaan keagenan. Penelitian ini bertujuan untuk menganalisis proses penyusunan Final Disbursement Account serta mengidentifikasi strategi penyelesaian terhadap kendala yang dihadapi pada perusahaan keagenan kapal. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus di PT Forecastle Indonesia Cabang Merak. Teknik pengumpulan data dilakukan melalui observasi lapangan, wawancara dengan pihak terkait, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa proses penyusunan FDA diawali dengan penyusunan Estimated Port Disbursement Account (EPDA), pengajuan payment request, pengumpulan bukti pengeluaran, penyusunan settlement, hingga penerbitan FDA. Kendala utama yang ditemukan meliputi keterlambatan penerbitan invoice biaya kepelabuhanan, ketidaklengkapan dokumen pendukung, keterbatasan sumber daya manusia, serta kurangnya standar operasional yang terintegrasi. Strategi penyelesaian yang dilakukan meliputi percepatan koordinasi dengan instansi terkait, penguatan sistem pengendalian dokumen, peningkatan kompetensi sumber daya manusia, serta penyusunan Standar Operasional Prosedur (SOP) penyusunan FDA. Penelitian ini diharapkan dapat memberikan kontribusi praktis dalam meningkatkan efisiensi pengelolaan FDA dan pengendalian keuangan pada perusahaan keagenan kapal. Final Disbursement Account (FDA) is a crucial instrument in shipping agency operations as it serves as the basis for billing all actual vessel service costs to the ship owner. Inaccurate preparation of the FDA may result in billing delays, increased receivables, and disruptions to the financial cash flow of shipping agencies. This study aims to analyze the process of preparing the Final Disbursement Account and to identify resolution strategies for the obstacles encountered in shipping agency operations. The research employs a qualitative method with a case study approach conducted at PT Forecastle Indonesia Merak Branch. Data were collected through field observations, interviews with relevant stakeholders, and document analysis. The findings indicate that the FDA preparation process begins with the formulation of the Estimated Port Disbursement Account (EPDA), followed by the submission of payment requests, collection of expenditure evidence, settlement preparation, and the issuance of the FDA. The main obstacles identified include delays in the issuance of port service invoices, incomplete supporting documents, limited human resources, and the absence of integrated standard operating procedures. Resolution strategies implemented involve strengthening coordination with related institutions, improving document control systems, enhancing human resource competencies, and developing a Standard Operating Procedure (SOP) for FDA preparation. This study is expected to provide practical contributions to improving the efficiency of FDA management and financial control in shipping agency companies.
