Abstract

Regulatory Disruption in Online Business Licensing has become a major subject in the modern legal and ethical landscape. The study highlights emerging regulatory challenges related to online business licensing, examining the impact of such disruptions on legal arrangements and emerging ethical issues. The cases discussed illustrate the complexities faced in adapting regulations to the dynamics of online business, including data privacy issues, transaction security, and consumer protection. Legal challenges include adapting regulations to technological innovation, while ethical challenges highlight openness, honesty, and protection of individual rights in an evolving online business environment. By analyzing the impact of disruption on online business licensing regulations, this study aims to identify solutions and approaches that can consider and balance legal and ethical aspects in regulating today's digital business world. This research uses a qualitative approach which is also intended to collect and utilize and distribute all information related to the subject matter raised.

Abstract

This paper provides a normative juridical analysis of Indonesia's carbon trading regulations, with a focus on environmental justice and fairness. It examines the legal framework established by Presidential Regulation No. 98 of 2021, which governs carbon pricing mechanisms, including carbon taxes and carbon credit trading. The analysis highlights key gaps in the regulation, particularly in terms of equitable benefit distribution and inclusion of vulnerable communities in decision-making processes. While Indonesia's carbon trading system aligns with global trends and its international obligations, significant improvements are needed to ensure that marginalized groups are not further disadvantaged. Recommendations include the redistribution of carbon trading revenues, enhanced public participation, stronger enforcement mechanisms, and alignment with international best practices.

Abstract

Tujuan penelitian ini adalah untuk mengungkap Dinas Pengendalian Penduduk,Pemberdayaan Perempuan Dan Perlindungan Anak Serta Pengendalian Penduduk Dan Keluarga Berencana (DP3AP2KB) Kota Surabaya membentuk fasilitator Puspaga tingkat RW se – Kota Surabaya bekerjasama dengan warga setempat, Kader Surabaya Hebat, dan pejabat terkait, Puspaga tidak hanya menanggapi permasalahan konkret di lingkungan RW tetapi juga berkontribusi pada peningkatan kualitas hidup dan kesejahteraan masyarakat secara keseluruhan. Ini mencerminkan peran aktif dalam pembangunan sosial dan pemberdayaan masyarakat. Selama program Pusat Pembelajaran Puspaga (PUSPAGA), berbagai kegiatan telah dilaksanakan untuk memberikan dukungan dan bimbingan kepada masyarakat. Beberapa kegiatan yang dilakukan meliputi Konseling Permasalahan Keluarga, Sosialisasi Kelas Parenting, Sosialisasi Pencegahan Permasalahan Anak di Sekolah-Sekolah, PUSPAGA berupaya memberikan dukungan komprehensif kepada individu dan keluarga dalam menghadapi berbagai tantangan kehidupan, serta berkontribusi pada peningkatan kualitas hidup dan kesejahteraan di komunitas setempat.

Abstract

Academic guidance is one of the success factors for students in completing their studies well and on time. The aim of this research is to find out what problems are faced by the Tarbiyah and Teacher Training Faculty of UIN Sultan Maulana Hasanuddin Banten regarding academic supervision, as well as to synthesize solutions to reinstate the role of academic supervisors. This research uses qualitative research methods, field research. The data collection methods used are interview and documentation methods. Data analysis uses the Miles and Huberman analysis model. The results of the research show that the problems faced by Tarbiyah and Teacher Training Faculty UIN Sultan Maulana Hasanuddin Banten are students who are less active, lack of communication between academic supervisors and students, lecturers who are difficult to find, not yet well programmed, lack of student initiative in raising problems and lecturer initiative in asking about developments. student. The solution offered in this research is to create and update academic guidance, socialization and digital platform guides.

Abstract

Pandemi Covid-19 merupakan peristiwa yang mengejutkan dan meluas yang berdampak pada berbagai sektor. Memerangi epidemi membutuhkan upaya semua pihak. Sekolah merupakan salah satu institusi yang berpotensi untuk menanggulangi pandemi. Kajian ini berupaya menjelaskan potensi sekolah dalam menghadapi pandemi secara kualitatif. Tinjauan pustaka terkait kesehatan, pendidikan, dan pelatihan guru dikembangkan dengan mengetahui hubungan tersebut. Hasil penelitian menunjukkan bahwa pencegahan covid-19 dapat dilakukan melalui sekolah. Sekolah menjadi wadah internalisasi perilaku hidup bersih dan sehat, pembiasaan makanan sehat dan bergizi, olahraga teratur sebagai upaya penanggulangan pandemi. Internalisasi perilaku hidup bersih dan sehat didukung oleh literasi kesehatan guru. Oleh karena itu, peningkatan literasi kesehatan guru merupakan salah satu upaya untuk menanggulangi pandemi tersebut.

Abstract

Concurrent with economic expansion and demographic growth, land scarcity has intensified, necessitating state intervention to maintain equilibrium among competing stakeholders. The Basic Agrarian Law establishes land reform provisions encompassing ownership restructuring and tenure relationships, with Articles 7 and 17 mandating restrictions to prevent land concentration amongst particular groups. Despite legislative requirements that residential land ownership limitations be codified through Government Regulation, such implementing regulation remains absent. Consequently, the State Minister of Agrarian Affairs/Head of the National Land Agency promulgated Decree Number 6 of 1998, restricting residential land ownership to five parcels not exceeding 5,000 square metres cumulatively. This research employs normative juridical methodology with statute approach, examining regulatory hierarchies and enforcement mechanisms. Analysis reveals that whilst Decree 6/1998 constitutes a regulation pursuant to Law 12/2011 Article 100, fundamental deficiencies compromise its efficacy. The Decree lacks prescribed sanctions for violations, contains no supervisory mechanisms, and inadequately addresses ownership restrictions, applying solely to rights elevation rather than rights transfer mechanisms. Furthermore, hierarchical incongruence exists whereby ministerial decree implements primary legislative mandates absent intermediary Government Regulation as constitutionally required. Land office administrative systems lack comprehensive ownership data, rendering declaration verification practically impossible. These findings corroborate previous scholarship documenting weak enforcement mechanisms whilst revealing novel dimensions concerning hierarchical legitimacy and category-specific regulatory dysfunction. The absence of administrative, civil, or criminal sanctions substantially undermines legal enforcement, rendering residential land ownership restrictions ineffective in preventing ownership concentration and achieving equitable distribution objectives.

Abstract

Pandemi Covid-19 yang terjadi di Indonesia pada tahun 2020 hingga 2023, telah menyebabkan hilangnya kebermaknaan pembelajaran di ruang-ruang kelas. Merespon permasalahan tersebut, pemerintah mencanangkan Kurikulum Merdeka untuk diimplementasikan di sekolah. Artikel ini bertujuan untuk mengkaji implementasi Profil Pelajar Pancasila dalam Kurikulum Merdeka di madrasah. Kajian ini penting dilaksanakan mengingat bahwa madrasah memiliki peran strategis dalam membentuk generasi muda yang religius sekaligus nasionalis. Hasil penelitian ini menunjukkan bahwa Implementasi Kurikulum Merdeka di madrasah dimulai tahun ajaran 2023/2024 untuk kelas 7. Dalam pembelajaran, kurikulum merdeka menekankan model pembelajaran berdiferensiasi. Selain itu, ada dalam bentuk kegiatan dengan berbagai projek P5 PPRA yang mengangkat tema demokrasi, keberlanjutan, kewirausahaan, dan kearifan lokal. Projek-projek tersebut diintegrasikan dengan kegiatan keagamaan dan pramuka untuk mengembangkan hard skill dan soft skill siswa. Kendala utama adalah terbatasnya pelatihan bagi guru, namun semangat berbagi dan mengikuti workshop menjadi faktor pendorong keberhasilan implementasi.

Abstract

This study aims to develop an English language learning model based on a differentiated instruction approach utilizing smartphone applications to reduce learning loss and enhance students' learning motivation. The development model adopted follows the ADDIE framework by Borg & Gall, which includes the stages of Analysis, Design, Development, Implementation, and Evaluation. The analysis stage was carried out through classroom observations, interviews, and questionnaires to identify learning needs, motivation levels, and students' access to technological resources. The design stage involved developing differentiated learning scenarios in terms of content, process, and product, integrated with smartphone applications such as YouTube, Pinterest, Wemoji and Quizzes for the "Hobby" topic. In the development stage, instructional materials and evaluation instruments were prepared and validated by experts. The implementation was conducted in an English class at a junior high school. This research involved 10 participants as preliminary testing and then 50 students (25 girls and 25 boys) as the main field testing. The students were grouped according to their abilities and interests. Formative and summative evaluations indicated a significant improvement in post-test scores compared to pre-test results, signaling a reduction in learning loss. Furthermore, questionnaire and observational data revealed increased student motivation, particularly in terms of active engagement and sustained interest in learning activities. These findings suggest that differentiated instruction integrated with smartphone applications is an effective and innovative strategy for English language learning, especially in the context of post–learning loss recovery.

Abstract

This study explores the integration of national legal policies with local wisdom values as a strategic approach to realizing optimal basic public services and ensuring social justice in Indonesia. It highlights challenges in policy implementation, including centralistic legal frameworks that often overlook indigenous cultural values, leading to social resistance and conflicts.. The research emphasizes the importance of harmonizing national laws with local wisdom through adaptive, pluralistic legal mechanisms and participatory governance models. Case studies demonstrate how local legal products, customary dispute resolutions, and community-based governance strengthen social cohesion and legitimacy of law. The paper further recommends enhancing legal literacy, capacity building for local actors, and multi-stakeholder collaboration involving government, customary institutions, academia, and civil society to foster inclusive, responsive, and sustainable legal frameworks. Innovative public service models rooted in local cultural practices are shown to improve accountability, participation, and resilience. This integrative approach not only protects constitutional rights and indigenous heritage but also supports environmentally sustainable development and equitable public service delivery, contributing to national cohesion and governance effectiveness.

Abstract

This community service program aimed to improve the English pronunciation skills of students at Anharul Ulum Islamic Junior High School, Blitar Regency, particularly in a pesantren-based educational context. Prior to the program, by conducting a pre-test, the students demonstrated moderate to low pronunciation proficiency, characterized by limited accuracy in segmental and suprasegmental features, low fluency, and a lack of confidence in oral production. To address these issues, the program was implemented through three stages: introduction, implementation, and evaluation. During the implementation stage, Interactive Whispering Games were employed as a game-based learning strategy to promote active participation, collaborative learning, and reduced speaking anxiety. The effectiveness of the program was evaluated through pre-test and post-test assessments involving 53 students, complemented by observation and reflective feedback from students and teachers. The results revealed improvements across all assessed pronunciation aspects, with the highest increase observed in fluency, indicating enhanced spontaneity and confidence in oral production. Qualitative findings further showed increased student engagement, motivation, and positive attitudes toward pronunciation practice. Overall, the program demonstrates that Interactive Whispering Games are an effective, low-technology, and contextually appropriate approach for enhancing pronunciation skills in pesantren-based junior high schools and offer a practical model for similar community service initiatives.
