Abstract

This study employs a mixed-method approach with an explanatory sequential design (QUAN→qual) to analyze the influence of job enlargement, cognitive crafting, and motivation on team member job satisfaction at the Regional Office of the Directorate General of Treasury of Aceh Province, in the context of implementing TREFA (Treasurer, Regional Chief Economist, and Financial Advisor) and shadow organization. The quantitative phase was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) on 47 employees divided into two clusters: 21 officials and 26 staff members. The qualitative phase was carried out through in-depth interviews with 11 key informants. The findings reveal a significant hierarchical disparity. Job enlargement positively affected officials (T-statistic = 2.871) but not staff members (T-statistic = 0.701). Cognitive crafting did not show a significant effect, although employees applied gamification and goal framing strategies. Motivation demonstrated a positive and significant effect at all levels (T-statistic = 3.158), with the highest path coefficient. The combined analysis identified three main phenomena: the Hierarchy-Differentiated Job Design Effect, the Cognitive Crafting Paradox, and Universal Public Service Motivation. The three variables had a significant influence with a coefficient of determination of 53.1%, although their contributions varied. This study contributes to developing Contextual Job Design Theory for the public sector and the Bounded Cognitive Crafting Model. It provides recommendations for implementing TREFA that are more aligned with the hierarchical characteristics of employees in the public sector.

Abstract

Abstract : Endurance of asphalt concrete pavement on traffic load and temperature depends on the type and composition of aggregates, asphalt and filler used. Many attempts have been made to improve the quality of the mixture, such as using modified asphalt. Modified asphalt made by mixing asphalt pen. 60/70 with addition material. In this research, we used crumb rubber as an aggregate substitute material on AC-BC mixture. This study aims to determine the influence of additional substitution of used crumb rubber. The first step of the research is to find the optimum asphalt content (OAC), then add the crumb rubber as an aggregate substitute material from 0%, 1%, 2%, 3%, 4% and 5% to the weight of the mixture. The results showed that the percentage of crumb rubber influenced Marshall parameters value, especially the value of stability, VIM and VMA at 5.285% asphalt content. The highest stability value was found in the mixture of 2% crumb rubber is 1128.48 Kg. The highest VIM value is in the 5% mixture of the used crumb rubber is 16.94%. The highest VMA value is in the 5% mixture of the used crumb rubber is 27.88% and the highest flow value is in the 5% crumb rubber mixture of 4.97 mm. However, in MQ value increase and decrease that happened very big. No big changes in the density and VFA values for all substitutions of crumb rubber. For the durability value of AC-BC mixture with crumb rubber variation 90% requirement only on crumb rubber 1%.Abstrak: Ketahanan perkerasan beton aspal terhadap beban lalulintas dan temperatur sangat tergantung pada jenis dan komposisi agregat, aspal serta filler yang digunakan.

Abstract

This study examines the implementation of entrepreneurial management by primary school principals in addressing the limitations of School Operational Assistance (BOS) funding in Bireuen District, Aceh, Indonesia. Using a qualitative multiple case study design, the research explores how two public primary schools—SDN 8 Peusangan and SDN 18 Peusangan—develop and sustain entrepreneurship-based financial models under resource constraints. Data were collected through semi-structured interviews, observations, and document analysis, and analyzed thematically with the aid of NVivo 12 software. The findings reveal that transformational leadership plays a central role in mobilizing internal resources, stimulating innovation, and fostering collective participation in entrepreneurial initiatives. Entrepreneurial programs such as canteens, herbal gardens, and school bazaars generated an average of 5.3% additional income relative to BOS funds and contributed to improving educational quality and financial transparency. Through the lens of the Resource-Based View (RBV), effectuation theory, and stakeholder theory, the study identifies dynamic capabilities in sensing and seizing opportunities, as well as building multi-level stakeholder collaboration for sustainable school financing. This research extends the literature by developing an integrative “Transformative-Effectual Model” that links transformational leadership with entrepreneurial management and dynamic capabilities within the context of basic education. Unlike prior studies that focus on higher education entrepreneurship, this study empirically demonstrates how elementary schools can transform limited resources into value-creating ventures, offering a replicable framework for education systems in developing regions. The results have implications for policy on hybrid school financing, leadership development, and innovation in public education governance.
