Abstract

Climate change and natural disasters pose significant challenges to countries around the world. The Indonesian government has implemented various policies to address climate change issues and mitigate the impact of natural disasters. However, the effectiveness and impact of these policies remain unclear. This research aims to evaluate the current policies implemented by the Indonesian government in addressing climate change issues and mitigating the impact of natural disasters. It also aims to identify the key challenges faced by the Indonesian government in policy implementation and assess the effectiveness of these policies in reducing climate change risks and mitigating the impact of natural disasters in Indonesia. Additionally, potential areas for strengthening and improving government policies will be explored. A qualitative research method will be adopted, utilizing secondary data sources such as reports, academic journals, and government publications. These sources will be analyzed to gain insights into the current policies and their effectiveness. The research finds that the Indonesian government has implemented several policies to tackle climate change issues and natural disaster mitigation. Key challenges faced include limited resources, a complex bureaucratic structure, and difficulties in enforcement. While the current policies have had some impact in reducing climate change risks and mitigating the impact of natural disasters, their effectiveness is hindered by these challenges. The evaluation suggests the need for strengthening and improving Indonesian government policies on climate change and natural disaster mitigation. This includes enhancing resource allocation, streamlining bureaucratic processes, and improving enforcement mechanisms.

Abstract

This research investigates the optimization of the defense logistics transportation system in Indonesia, focusing on the Indonesian Armed Forces. The study aims to identify key components and stakeholders in the defense logistics transportation system, explore the main challenges and obstacles faced in optimizing the system, and propose strategies to improve its efficiency and effectiveness. Utilizing qualitative research methods, secondary data from government reports, academic publications, and industry sources are analyzed. Key findings reveal the intricate network of components and stakeholders involved in the defense logistics transportation system, including government agencies, military branches, private contractors, and international partners. Major challenges identified include inadequate infrastructure, limited resources, bureaucratic inefficiencies, and security concerns. These challenges impede the timely and cost-effective delivery of essential supplies to military operations. The research concludes by proposing strategies to address these challenges and enhance the efficiency and effectiveness of the defense logistics transportation system. These strategies encompass infrastructure development, capacity building, technology integration, collaboration among stakeholders, and policy reforms.

Abstract

In contemporary geopolitics, the formulation of defense policies is subject to a complex interplay of external factors, ranging from the influence of powerful actors to economic interests and ideational factors. This research aims to deepen our understanding of the external factors shaping defense policy decisions and their implications for national security strategies. Drawing upon qualitative research methods using secondary data analysis, this study investigates three key dimensions: "The Interplay of Power: External Actors and National Defense Policy," "The Intersection of Money and Muscle: Economic Interests in Defense Policy," and "The Power of Ideas: How Ideational Factors Shape Defense Policy." The findings reveal the significant role of external actors, such as superpowers and international organizations, in shaping defense policy decisions through various mechanisms of influence. Moreover, economic interests, including arms trade and energy security considerations, emerge as critical determinants of defense policy priorities. Furthermore, conceptual factors, such as security narratives and public perceptions of threats, profoundly influence defense policy formulation. This research contributes to the existing literature by comprehensively analyzing the multifaceted nature of external factors shaping defense policy decisions. The novelty lies in the holistic approach that integrates insights from political science, economics, and security studies. Abstract

The integration of the Internet of Military Things (IoMT) into national defense systems presents both opportunities and challenges for enhancing battlefield awareness and decision-making. This study explores the technical and operational barriers to IoMT deployment, such as interoperability, network bandwidth limitations, energy consumption, and cybersecurity vulnerabilities. Using qualitative research methods based on secondary data from academic articles, defense reports, and technical documents, the study investigates how these challenges impede the effective use of IoMT in military operations. The research findings highlight key issues such as the lack of standardized communication protocols across devices, the need for low-latency networks, and the heightened cybersecurity risks posed by a large number of interconnected devices. Furthermore, the study underscores the importance of energy-efficient solutions to ensure continuous device operation in combat zones. Conclusions suggest that addressing these challenges through standardization, enhanced cybersecurity measures, and adopting emerging technologies such as AI and blockchain is essential for realizing IoMT's potential. Future research should focus on human and organizational factors, geopolitical concerns, and sustainability in IoMT deployment.

Abstract

The increasing complexity and unpredictability of global threats, including cyberattacks and hybrid warfare, necessitate the integration of risk intelligence into defense policy frameworks. Risk intelligence, a proactive tool for anticipating and mitigating risks, plays a crucial role in enhancing situational awareness, resource optimization, and decision-making in defense strategies. This research aims to explore the integration of risk intelligence into defense policies through a strategic risk management approach, highlighting its importance, challenges, and practical implementation. A qualitative methodology was adopted, utilizing secondary data from government policy documents, international defense reports, and scholarly articles. Findings reveal that while risk intelligence enhances preparedness and adaptability in defense policies, its implementation faces barriers such as technological limitations, data silos, and resistance to change. Enablers include advancements in artificial intelligence, inter-agency collaboration, and structured policy frameworks. The study concludes that integrating risk intelligence into defense policies requires establishing dedicated units, investing in technology and training, and fostering international partnerships to share intelligence. These measures can bridge existing gaps, ensuring defense policies are resilient and proactive in managing contemporary and emerging threats. Abstract

Fenomena brain drain di Indonesia telah menjadi tantangan serius bagi pembangunan ekonomi dan inovasi nasional. Banyak tenaga kerja terampil, khususnya di bidang teknologi, kesehatan, dan akademik, memilih untuk bekerja di luar negeri karena insentif finansial yang lebih baik, lingkungan kerja yang lebih kondusif, serta peluang karier yang lebih menjanjikan. Pemerintah Indonesia telah menerapkan berbagai kebijakan untuk menahan migrasi tenaga kerja berbakat, termasuk insentif pajak, program diaspora, serta peningkatan ekosistem riset dan inovasi. Namun, efektivitas kebijakan ini masih menghadapi hambatan struktural seperti birokrasi yang kompleks, kurangnya fasilitas riset yang kompetitif, dan daya saing industri domestik yang masih rendah. Metode yang diterapkan dalam penelitian ini mencakup analisis komparatif dan survei kuantitatif. Analisis komparatif dilakukan dengan membandingkan kebijakan Indonesia dengan negara-negara yang sukses menekan brain drain seperti Singapura, China, dan Korea Selatan. Survei kuantitatif digunakan untuk mengumpulkan data mengenai faktor utama yang mempengaruhi keputusan tenaga kerja untuk bertahan atau bermigrasi, dengan responden dari berbagai sektor seperti teknologi, kesehatan, dan akademik. Hasil penelitian menunjukkan bahwa strategi yang lebih inovatif diperlukan untuk menarik dan mempertahankan talenta muda di Indonesia. Rekomendasi kebijakan yang diusulkan mencakup reformasi insentif finansial, peningkatan investasi dalam riset dan inovasi, serta penguatan kolaborasi antara pemerintah, sektor swasta, dan akademisi. Dengan pendekatan yang lebih progresif dan berorientasi pada kebutuhan tenaga kerja, Indonesia berpeluang membalikkan brain drain menjadi brain gain demi pembangunan nasional yang lebih berkelanjutan.

Abstract

Two decades after the implementation of Special Autonomy (Otsus), Papua remains one of Indonesia’s most underdeveloped regions. Although the policy introduced fiscal decentralization and recognized indigenous rights, it has failed to reform bureaucratic structures in ways that reflect local socio-cultural realities. This study explores the institutional disconnect between national administrative models and indigenous governance systems through a qualitative-descriptive analysis of secondary data. Findings show that the absence of structural integration, along with the symbolic role of bodies like the Majelis Rakyat Papua (MRP, undermines the legitimacy and effectiveness of governance. Meanwhile, customary logics based on restorative justice, consensus leadership, and clan-based redistribution remain active but excluded. The paper advocates a hybrid governance model that incorporates indigenous institutions as legitimate partners in public administration. Drawing from Melanesian practices and localized policy analysis, the study proposes a framework for partial institutional integration that balances formal state function with cultural legitimacy.
