Abstract

This study aims to determine and analyze the use of SIAKAD, inhibiting and supporting factors for the use of SIAKAD, and the impact of the use of academic information system technology in providing academic services to students of Sembilanbelas November University Kolaka. This study uses a qualitative descriptive method, the research informants are 12 permanent employees, 30 students of Sembilanbelas November University Kolaka. Data collection was carried out using observation, interview, and documentation instruments. The results of the study indicate that the use of SIAKAD has not been maximized, there are still many obstacles in its implementation, namely the network system often experiences disruptions, inhibiting factors include; weak network, unavailability of computer facilities in accessing the academic portal/siakad online in each building and supporting factors include; availability of adequate access devices, both hardware, software and networks, financial support from the leadership, and the impact of SIAKAD is widely felt, including being able to see the requested data, especially academic data, for students themselves it becomes faster because it is connected to the internet, efficient because they do not need to come to campus but can be done at home or via the internet wherever they are.

Abstract

The Fisheries Office of Lebak Regency is responsible for the management of capture fisheries, aquaculture, resource monitoring, and the marketing of fishery products. However, geographical challenges, the difficulty of obtaining real-time data, and the use of conventional monitoring and reporting methods hinder effective and sustainable fisheries governance. In addition, limited market reach—primarily targeting only local areas—further restricts the region’s economic potential. This study aims to address issues related to monitoring, reporting, and marketing through the development of an Integrated Fisheries Information System (SIPATIN), a smart mobile-based fisheries governance application integrated with a web-based monitoring platform. SIPATIN features include fishery area mapping, real-time reporting, an E-Commerce marketing platform, and a recommendation system that provides detailed information on products, seller locations, prices, reviews, estimated delivery times, and proximity-based suggestions for users. The system was developed using a prototyping method, consisting of needs analysis, design, development, testing, and evaluation based on user feedback. The application was evaluated using the System Usability Scale (SUS), which scored 74.26 (Good), and User Acceptance Testing (UAT), involving 246 respondents and resulting in a score of 79.13 (Acceptable). The results of this study show that SIPATIN effectively supports integrated fisheries governance, enhances service efficiency at the Lebak Regency Fisheries Office, and empowers fishery business actors including fishers, fish farmers, and small and medium enterprises (SMEs) in processed fish products. Furthermore, this research also produces a data-based fishery system for sustainable economic development

Abstract

This paper aims to see the legal consequences of the clause of transfer of responsibility in foreign exchange transactions. Doing a foreign exchange trading business is not an easy matter, it requires special expertise in reading world market conditions. Every actor must have the ability to read foreign exchange charts, accurately and precisely. Understanding world market sentiment can make the right decision to buy and exchange foreign currency. Legal issues arise, in essence, to be able to transact in the field of foreign exchange in this case forex margin trading, customers must go through a futures brokerage company. The company is engaged in the field of forex market commodities. There is a transfer of responsibility to consumers made at the beginning of the agreement by the brokerage company which ends up having to bear all losses in the future. The writing method used in this paper is descriptive, collecting data from literature studies. Based on the results of the analysis, consumers who experience losses are less protected by the regulations that govern them. The concept of this transfer of responsibility is contrary to the principles of freedom of contract, legal protection and justice for investors in foreign exchange trading transactions.

Abstract

This study aims to find out why it is necessary to resolve agricultural land mortgage disputes with agreements under hand in North Sumatra Province. The need for dispute resolution is a protection effort for the parties, namely in agricultural land mortgage disputes, when resolving problems and is also a solution to problems if they occur again like today in the future. The research method used is a qualitative research method, with a normative type of research. The research approach is a legislative approach, and a conceptual approach. The sources of research data based on secondary data are laws and regulations, book publications, research, journals and research supporting documents. Literature and documentation data collection tools. The need to resolve agricultural land mortgage disputes with an agreement under hand is due to the legal protection of the interests of the parties which must be prioritized to terminate the legal relationship between the parties in the underhand lien agreement that has been made.

Abstract

The condition of BUMN is one step ahead compared to the business activities carried out by BUMD. Another problem lies in the Human Resources (HR) and management of BUMD management. The relatively small share of the Regional Company's profit as one of the sources of regional PAD is that most of its businesses are relatively medium and small scale, in addition to many of which have not been organized based on the principles of the company's economy, but are relatively more based on considerations of public serviceIn a limited liability company, shares owned by an individual or legal entity provide rights in the form of dividends to him as regulated in Article 52 paragraph (1) of Law Number 40 of 2007 concerning Limited Liability Companies. In order to realize these conditions, ideally the construction of BUMD is directed to be in the form of a corporation. In order to manage BUMD in the form of a corporation, it can adopt the concept of managing state-owned companies under the auspices of the Ministry of BUMN which has implemented Good Corporate Governance in its management. In order to realize Good Corporate Governance in BUMD, a good governance structure is needed. Governance Structure or termed governance structure can be interpreted as a framework in an organization to apply various principles so that these principles can be shared, implemented and controlled. Specifically, the governance structure must be designed to support the running of organizational activities in a responsible and controlled manner

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas kegiatan organisasi mahasiswa dalam meningkatkan kesiapan kerja dan employability mahasiswa semester akhir di Universitas Muhammadiyah Surakarta. Penelitian menggunakan pendekatan kuantitatif dengan jenis penelitian evaluatif dan bersifat explanatory. Variabel penelitian meliputi efektivitas organisasi mahasiswa sebagai variabel independen, soft skills sebagai variabel mediasi, serta kesiapan kerja dan employability sebagai variabel dependen. Data dikumpulkan melalui kuesioner tertutup berskala Likert 1–5 yang disebarkan secara daring kepada mahasiswa semester akhir yang aktif berorganisasi. Teknik pengambilan sampel menggunakan purposive sampling dengan jumlah responden sebanyak 240 mahasiswa. Analisis data dilakukan menggunakan Structural Equation Modeling–Partial Least Squares (SEM-PLS) melalui pengujian outer model dan inner model serta bootstrapping untuk menguji hubungan langsung dan tidak langsung antarvariabel. Hasil penelitian menunjukkan bahwa efektivitas organisasi mahasiswa berpengaruh positif dan signifikan terhadap soft skills, kesiapan kerja, dan employability. Selain itu, soft skills terbukti memediasi secara signifikan pengaruh efektivitas organisasi mahasiswa terhadap kesiapan kerja dan employability. Temuan ini menegaskan pentingnya peran organisasi mahasiswa dalam pengembangan kompetensi non-akademik dan peningkatan daya saing lulusan di dunia kerja.

Abstract

This study examines the profit-sharing system in franchise business agreements through a comparative analysis between the Indonesian Civil Code (KUH Perdata) and Islamic law. As the franchising sector expands in Indonesia, the equitable regulation of profit-sharing arrangements between franchisors and franchisees assumes greater significance. This study endeavors to examine the legal structure that governs profit-sharing systems, the application of the principle of freedom of contract, and the legal obstacles encountered in their practical application. The research utilizes a normative juridical methodology, incorporating a comparative approach through the analysis of statutory regulations, legal doctrines, and pertinent DSN-MUI fatwas related to franchising and profit-sharing agreements. The principal findings are as follows: (1) profit-sharing systems within franchise agreements, as governed by the Civil Code (KUH Perdata), are fundamentally reliant on the validity criteria for contracts, as outlined in Article 1320 in conjunction with Article 1338; while the principle of freedom of contract affords considerable autonomy, it does not adequately safeguard substantive justice; (2) Islamic law prioritizes justice, transparency, and the avoidance of uncertainty (gharar) in profit-sharing arrangements; musyarakah is considered more suitable than mudharabah for contemporary franchise models, given the franchisee's capital investment; (3) considerable legal challenges persist, including the lack of specific profit-sharing regulations within franchise law, the potential for information asymmetry, and an unresolved legal gap concerning the enforcement of DSN-MUI fatwas in the context of dispute resolution.

Abstract

Land and Building Acquisition Tax (BPHTB) is a source of Regional Original Income that plays a strategic role in supporting regional fiscal independence. However, in practice, the determination of BPHTB in several districts/cities in North Sumatra Province still faces various problems that impact on weak legal certainty for taxpayers. These problems include differences in the assessment of the Taxable Object Acquisition Value (NPOP), regulatory fragmentation between regions, limited apparatus capacity, and the lack of integration of tax and land administration information systems. This study aims to analyze weaknesses in the determination of BPHTB and formulate strategies to strengthen legal certainty to support regional development in North Sumatra. This study uses a normative legal research method with a statutory, conceptual, and limited empirical approach through an analysis of BPHTB administrative policies and practices in the region. Data were obtained through a literature review of relevant laws and regulations, policy documents, and scientific literature, then analyzed qualitatively. The research results indicate that the weak legal certainty in determining the Land and Building Tax (BPHTB) is caused by the lack of standardization of the NPOP assessment methodology, disparities in administrative procedures between regions, limited capacity of regional tax officials, and the lack of integration of information systems between institutions involved in land administration and taxation. To overcome these problems, a strategy is needed to strengthen legal certainty through standardization of taxable object assessment methodology, digitization and integration of the BPHTB administration system, strengthening the objection mechanism, and increasing the capacity of regional tax officials. With effective and transparent policy implementation, the BPHTB determination system is expected to provide legal certainty for taxpayers while enhancing the role of BPHTB as a supporting instrument for sustainable regional development in North Sumatra Province.

Abstract

This study aims to forecast the sales performance of Micro, Small, and Medium Enterprises (MSMEs) in the Mandalika Special Economic Zone (SEZ) by integrating tourism dynamics into the analysis. Employing the Seasonal Autoregressive Integrated Moving Average with Exogenous Factors (SARIMAX) model, external variables such as the COVID-19 pandemic, MotoGP policies, and tourist arrivals were included to enhance predictive accuracy. The analysis covered four major MSME sectors: HoReCa, Fashion & Crafts, Transport & Services, and Agro-based Products. The results demonstrate that the HoReCa and Fashion & Crafts sectors are the most responsive to increases in tourist arrivals, while the Transport & Services and Agro-based Products sectors exhibit more stable growth patterns. These findings contribute to the theoretical advancement of micro-level forecasting in the MSME context and highlight the strategic role of tourism dynamics in shaping entrepreneurial performance. From a practical perspective, the study provides evidence-based recommendations for policymakers to design tourism-driven MSME development strategies in Mandalika SEZ. The novelty of this research lies in its application of SARIMAX forecasting to tourism-related MSME performance, integrating crisis events and international sports policies into the model, thus offering a robust framework for anticipating business fluctuations in tourism-dependent regions.
