Abstract

This study aims to improve the quality of tax audit results that can be maintained in the Tax Court Appeals Panel at the North Cikarang Pratama Tax Office, Bekasi Regency. The background of the problem in this study is the phenomenon of the percentage of Tax Court decisions on the victory of the Directorate General of Taxes being smaller than Taxpayers. This study was conducted using a qualitative descriptive analysis method to describe and explain in detail the existing phenomenon using interview techniques as a supporting instrument. In this study, the researcher used an evaluation theory which includes: effectiveness, adequacy, equity, responsiveness, and precision. The results of the study indicate that the quality of tax audit results at the North Cikarang Pratama Tax Office has not fully met the elements in the evaluation theory, namely effectiveness, adequacy, equity, responsibility and accuracy because not all tax records can be maintained in the Tax Court Appeals Panel. Obstacles in achieving quality tax audit results come from the North Cikarang Pratama Tax Office as the executor of tax audits and from the Taxpayer as the party being audited. The solution taken to overcome obstacles is to optimize the compliance of the committee's role to ensure the quality of tax audit results, improve the quality of tax auditors and provide socialization to taxpayers so that they have a cooperative attitude during tax audits.

Abstract

Local Revenue (PAD) or Local Own-Source Revenue (LOSR) is an important component in the local government budget, with Specific Goods and Services Tax (PBJT) as one of the main sources. In the Special Capital region of Jakarta, PBJT on Food and Beverages (previously known as Restaurant Tax) has become the most significant sector in contributing to PAD. However, taxpayer compliance in this sector remains a challenge, as evidenced by restaurant tax arrears reaching IDR 141.3 billion in 2023. This study aims to analyze the influence of taxpayer awareness, tax knowledge, service quality, tax sanctions, and tax audits on taxpayer compliance in the restaurant sector in Central Jakarta. The research method used is quantitative with a survey approach. Data were collected through questionnaires distributed to restaurant taxpayers and analyzed using the Partial Least Square Structural Equation Modeling (PLS SEM). Results of the study indicate that sanctions and service quality have a positive and significant effect on taxpayer compliance. However, the findings show that taxpayer awareness, tax knowledge, and tax audits do not significantly influence taxpayer compliance. Findings suggest that strategies to improve tax compliance should focus on enhancing service quality and implementing more optimal sanctions. With these efforts, it is hoped that local tax revenue from the restaurant sector can continue to increase and support sustainable regional development.

Abstract

This study examines the implementation of Regional Regulation Number 12 of 2019 on Disaster Management in Tanjungmekar Sub-district, West Karawang District, Karawang Regency. The research aims to analyze the policy implementation, identify obstacles, and evaluate strategies to address them. A qualitative approach with field research design was employed. Data were collected through interviews, observations, and documentation involving 6 key informants from government institutions, related agencies, and the community. Data analysis was conducted using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing/verification. The analysis also applied George C. Edwards III’s theory, emphasizing communication, resources, disposition, and bureaucratic structure as key variables of policy implementation. The findings indicate that the regulation has been moderately well-implemented, supported by clear bureaucracy and inter-agency communication. However, challenges persist, including limited human resources, insufficient budget, weak coordination, low community participation, absence of technical guidelines, and lack of regular evaluation.
