Abstract

This research is focused on outlining experiences in rural human resource management through the introduction of a new professional farmer training process. The aim is to provide insights and references for developing countries in implementing farmer training and improving their human resource structure. The research methodology explores the literature combined with an inductive approach to describe and analyse experiences and lessons learned during training programmes to strengthen human resource capacity in the agricultural sector. The results of this study emphasise the importance of new professional farmer training in rural human resource management, with the Indonesian government prioritising the entire training process. The Indonesian government has taken strategic steps in farmer training, which include identifying appropriate training targets, selecting influential investment entities, developing practical training models, and designing supportive policies. These initiatives have significantly improved the quality and structure of rural human resources. The uniqueness of this research lies in its selection of topics that are less widely covered in the literature, especially regarding the training process and the new professional farmer model. This research is also important in enhancing the skills of rural individuals, increasing farmers' income, strengthening the role of agriculture, and supporting economic growth in rural areas. Furthermore, this research makes a significant contribution to the literature by enriching the theory of human capital investment in rural areas.

Abstract

This study aims to explore the impact of digital transformation on employee performance, considering the level of employee engagement in the work environment of the General Bureau of the North Sumatra Provincial Secretariat (Setdaprovsu). The North Sumatra Provincial Government, specifically through the General Bureau of the Setdaprovsu, has begun implementing a digital technology-based work system to adapt to central government policies and developments in other regions that have already adopted digitalization. This implementation is expected to accelerate work processes, increase efficiency, and encourage increased employee productivity. However, some older employees experience difficulties adapting to the latest technological devices and systems. Low digital literacy among certain employees is a barrier to adapting to these changes. Therefore, it is important to explore the extent to which digitalization actually contributes to employee performance, and whether the level of employee work engagement can be a supporting factor in facing the challenges of digital adaptation. This study relies on quantitative methods by distributing an online questionnaire via the Google Form platform to 76 employees of the General Bureau of the Setdaprovsu as respondents. The data obtained is processed in numerical form using a Likert scale to assess the influence of independent, dependent, and intermediary variables. All data were analyzed using Smart-PLS (Partial Least Squares) statistical software. Based on the data processing results, it was found that digitalization positively contributes to employee performance. The higher the intensity of digital technology utilization in work activities, the better the resulting performance. Furthermore, employee engagement has been shown to play a moderating role, strengthening the relationship between digitalization and performance. This means that the positive effect of digitalization on performance will be greater if employees have a strong emotional attachment and commitment to their work.

Abstract

This study aims to analyze the influence of work discipline, motivation, and competence on employee performance with job satisfaction as an intervening variable at the National Narcotics Agency (BNN) of Langkat Regency. The independent variables in this study are work discipline, motivation, and competence; the dependent variable is employee performance; while the intervening variable is job satisfaction. This study uses a quantitative method with the Partial Least Squares – Structural Equation Modeling (PLS-SEM) approach through the SmartPLS application. The research sample was 39 respondents selected using a purposive sampling technique. The research instrument was a questionnaire with a Likert scale. Data analysis was carried out through evaluation of the outer model (validity and reliability) and the inner model (direct and indirect hypothesis testing). The results showed that: Work Discipline (X1) has a positive effect on Job Satisfaction (Z), with a path coefficient value (Original Sample column) of 0.173, and is significant, with a P-Value = 0.012 (Hypothesis Accepted). Work Discipline (X1) has a positive effect on Employee Performance (Y), with a path coefficient value (Original Sample column) of 0.235, with P-Value = 0.002 (Hypothesis Accepted). Job Satisfaction (Z) has a positive effect on Employee Performance (Y), with a path coefficient value (Original Sample column) of 0.942, with P-Value = 0.000 (Hypothesis Accepted). Competence (X3) has a positive effect on Job Satisfaction (Z), with a path coefficient value (Original Sample column) of 0.466, with P-Value = 0.000 (Hypothesis Accepted). Competence (X3) has a positive effect on Employee Performance (Y), with a path coefficient value (Original Sample column) of 0.472 with P-Value = 0.000 (Hypothesis Accepted). Motivation (X2) has a positive effect on Job Satisfaction (Z), with a path coefficient value (Original Sample column) of 0.502, with a P-Value = 0.000 (Hypothesis Accepted). Motivation (X2) has a positive effect on Employee Performance (Y), with a path coefficient value (Original Sample column) of 0.458, with a P-Value = 0.000 (Hypothesis Accepted). Employee Performance (Y) significantly mediates the relationship between Work Discipline (X1) and Job Satisfaction (Z), with a P-Value = 0.017 < 0.05 (Mediation Hypothesis Accepted). Employee Performance (Y) significantly mediates the relationship between Competence (X3) and Job Satisfaction (Z), with a P-Value = 0.000 < 0.05 (Mediation Hypothesis Accepted). Employee Performance (Y) significantly mediates the relationship between Motivation (X2) and Job Satisfaction (Z), with P-Value = 0.000 < 0.05 (Mediation Hypothesis Accepted). The implication of this study is the need for the management of the Langkat Regency BNN to continue to improve work discipline, work motivation, and employee competence, as well as create a work environment that supports job satisfaction, so that employee performance can be improved sustainably.
