Abstract

The article aims to emphasize the communication approach of the Indonesian halal certification authority on Instagram in explaining halal policy changes, including the halal logo change and the halal certification authority. The article’s method is qualitative, with a content analysis approach. Data was collected by observing the official Instagram accounts of the Indonesian Ministry of Religious Affairs and the Halal Product Guarantee Agency (BPJPH). The posts observed were from March to December 2022. The data obtained were then analyzed using the Miles and Huberman interactive qualitative analysis model: data display, data reduction, and conclusion. The study found that public communication implemented by the Ministry of Religious Affairs and the Halal Product Guarantee Agency (BPJPH) on Instagram is aimed at convincing the public of the arguments for changing the halal logo and the authority of halal certification in Indonesia. The design and rhetoric of posts are aimed at building narratives and arguments that the new halal logo is more representative of Indonesian identity than the previous logo. The narration is also built to convince the public that the change in the authority to issue halal certificates to the Halal Product Guarantee Agency (BPJPH) is not to eliminate the role of the Indonesian Ulama Council but to make its role and function more explicit in halal certification. The study also found that the Halal Product Guarantee Agency (BPJPH) posted positive testimonials from influential public figures exposed to changes in logos and halal certification policies in Indonesia. These testimonials are used to legitimize arguments and narrations to gain public acceptance, approval, and trust.

Abstract

This paper aims to describe and analyze the reality of the involvement of local governments in legal aspects that have a function as a means of connecting dialogue that the Singkawang City FKUB will carry out within the framework of maintaining social harmonization between religious communities in this city. This paper will focus on the communication of tolerance carried out by FKUB based on the means of legislation and regulations set by the local government. This type of research is qualitative, and the technique of obtaining data is using observations and interviews. This paper finds that local government laws related to harmonization are contained in the Regional Regulation on the RPJMD and the Mayor's Decree. FKUB's efforts in building social harmonization are by establishing FKPELA and FK. PLATO as a more specific forum for dialogue. The absence of other regional laws and regulations on harmonization arrangements as a derivative form of the RPJMD makes the tolerance communication built by the provincial government unable to connect for FKUB to innovate in conducting a dialogue about tolerance. Thus, the involvement of local governments in the harmonization aspect is only limited to slogans and formalities and places more emphasis on the role of FKUB.

Abstract

The emergence of new media has a considerable impact on religion, including religious authorities’ dissemination of religious information and fatwas. This article explored on how exposure to new media affects the dissemination of religious information. Specifically, this article aimed to analyze the dissemination of the Indonesian Ulama Council (MUI) fatwa on Instagram. The article is a normative legal study of contemporary Islamic laws. Data has been collected by observing posts by the Indonesian Ulama Council (MUI) on Instagram from 2017 to 2023. The data was analyzed using content analysis methods with a socio-legal approach. This approach highlighted how fatwas work as legal norms disseminated, accepted, and interpreted by society on social media. This study found that from 2017 to 2023, there were 1093 content posted on the official Instagram account of the Indonesian Ulama Council (MUI). However, of all the content, only 9.6% (105 posts) were related to fatwa. This study also found that the posted of fatwa content tends to be response-based rather than indeed programmed in a conceptualized and patterned way to build Islamic law literacy in the community. Based on these findings, it concluded that Instagram has yet to be used as a tool to build public fatwa literacy and a medium for disseminating Islamic law issued by the Indonesian Ulama Council has. The findings have significance as an academic reference for the Indonesian Ulama Council (MUI) and religious authority institutions in Indonesia in designing religious fatwa dissemination policies in response to the exposure of new media.

Abstract

This study aims to answer the research problem: how is the Effectiveness of the Implementation of Regional Regulation of Sambas Regency Number 4 of 2004 Concerning the Prohibition of Gambling in the Region? What is the Position of Regional Regulation No. 4 of 2004 in the Hierarchy of legislation. The research method is qualitative, with the type of field research and using an empirical legal approach. The results reveal that Sambas Regional Regulation No. 4 of 2004 is not running effectively and cannot be applied to ensnare criminal acts of gambling in the region. Currently, the application of criminal acts of gambling in Sambas Regency applies Article 301 of the Criminal Code. While the position of Regional Regulation No. 4 of 2004 in the hierarchy of legislation is below the Law. The consequence of this is that the Regional Regulation in question is contrary to the Criminal Code as a Law in terms of the content of Gambling and has an impact on the implementation of the Regional Regulation which in reality, the Regional Regulation has never been used to ensnare Gamblers, so the Regional Regulation should be null and void by law. So to create the principle of legal certainty, Regional Regulation No. 4 of 2004 must be revoked by using Regional Regulations as well.

Abstract

Institutional and government structures at all levels of government, village government must be directed to be able to create a government that is sensitive to developments and changes that occur in society. Therefore, a synergy relationship is needed between the village government, BPD, the community, and others to support village development. The focus of research is how the role of village government and BPD in village development according to Law no. 6 of 2014 concerning the Village in Sepuk Tanjung Village, Sebawi District, and what factors support the village government and the BPD in carrying out government relations in order to increase village development in the village. The results of the study concluded that the relationship between the village government and the BPD in the scope of development of Sepuk Tanjung Village has a very central role, but there are factors that become the village government and the BPD in implementing village development.
