Abstract

This study was aimed to evaluate one village one product program (OVOP) that is implemented by DISNAKERPERINKOP and UKM Kudus Regency in 2014-2017. The teory that uses in this study is four evaluation indicators which are: Indicator Input, Proses, Output, and Outcome. This study used a qualitative method with descripetive analysis. The primary data in this study derived from interviews data from informants who considered have knowledge about program that implemented at Loram Wetan Village, while the secondary data derived from documents, internet, and anything else that relate to this study.            The survey shows that the program has been well implemented accordance to the program planning. Since 2014-2017 year the implement program already can accommodate 36 craftmans groups at Loram Wetan Village. Impact of this program to the craftmans that perceived their business network help the craftmans to share information about how to solve problem they had also cooperate each other and the program have potency to absorb labor with tailor mastery.            Based on survey result this study conclusion is from four evaluation indicators show if indicator input not well implemented caused lack of human resource and lack of capital. OVOP Program that implemented at Loram Wetan Village in 2014 shows two obtacles which are: lack of labor with tailor mastery and lack of capital resouce to increase the production. Keyword: Evaluation, Program, OVOP

Abstract

There is an absence of a theory explaining the non-structural institutional  practice of autonomous regions in Indonesia, which is part of new public management form of decentralization. This has an effect on the increasingly unfamiliar role of civil society combined agencies and governmental elements in order to assist in the delivery of public services. Yet this relatively new institutional model, able to address the issue of substantial democracy in developing countries such as Indonesia, which affects the quality of development of a region. At the praxis level, the increasing variety of challenges both domestically and internationally and the demands of fast-paced and instant society make the central government institutions overwhelmed to answer the various policy issues. What is the role of nonstructural institutions in order to participate in local governance?This research analyzes the role of 3 non-structural institutional in  Semarang City such as Semarang City Bureau Management Board, Sima Polder Management Board and Town Planning Development Board of Semarang in local governance through interview, literature study and a series of observations on activities in the three of non-structural institutions during November 2016 until November 2017.The results show that the role of non-structural institutions involving  various stakeholders, both civil society elements and government elements, is able to accelerate the process of public participation in the framework of urban development, to present informal communication in the context of the effectiveness of public policy socialization, policy issues that are easily identified and able to present experts who comes from diverse educational backgrounds and experiences to take an active role in providing policy solutions and alternatives. Keyword : Functional decentralization, Substantial Democracy and  Non Structural Organization

Abstract

Management local government in an effort to empowerment SME’s carica products required to be done as activities management of the to achieve a purpose that have been planned. In this activity was conducted using the management function that is planning, organizing, actuating and controlling. Carica fruit is a superior product Regency of Wonosobo, therefore the government makes every effort to empowerment that carica product can compete in domestic market and international market.The results show that local government management in an effort to empowerment SME’s carica product can be concluded already done well but still need to be done synergy so that all program can be realized well. Planning activities have been done well, organizing activities are still needed further deepening for the activities of actuating more focused on human resources and controlling which is the final activity in management is done in the form of evaluation. As for encouraging factors and inhibit factors ; encouraging factors that include: tourism sector and the involvement of various parties ; inhibit factors that include : the low resources, raw materials and technological limitations.Key Words : Management local Government, SME’s

Abstract

As the under bow of one of the biggest socio-religious organizations in Indonesia, Muslimat NU has a great potential to empower women, specifically a village society. Unfortunately, the fact is Muslimat NU empowerment is still in religious literacy level, which is recitation. Besides, the strengthening of religious literacy through recitation, Muslimat NU of Tuwel village also has a number of empowerment activities aim at strengthening the economy and environment, such as goods credits, kube, and Rubbish bank.This research aims to analyze women empowerment process in Tuwel Village, Tegal Regency, including the implications of women empowerment by Muslimat NU of Tuwel Village in various aspects, that are economic, social and politics. The researcher used qualitative method by using observation and in-depth interview as data collection technique. Result of the study indicates that Muslimat NU of Tuwel Village empowerment relies on the board of low section (anak ranting) or people call by jamiyah or majelis ta’lim. Muslimat NU of Tuwel Village is recognized as active since long time ago, through Recitation activity and a series of social activities, but non-religious activities are pioneered around the last 7 years from 2011.Muslimat NU of Tuwel Village is supported by many resources, ranging from internalization of high religious value, economic ability, and cooperation relationship with other agencies that has been running well. For the sense of agency associated with power relation, it has started from some members. The empowerment impact is still largely at the level of gender practical needs fulfillment. From result of the study it can be concluded that Muslimat NU of Tuwel Village empowerment is limited on empowerment to fulfill gender practical needs, yet this empowerment began to lead to the strategic empowerment, in which women's participation in the establishment is started be involved, beside, male awareness in mainstreaming gender starts to increase.Keywords: Women, Empowerment, Muslimat NU

Abstract

This research is purpose to know the application of village fund management principles on 2016 based on Constitution number 6 year 2014 about village with the case study Kalirejo Village, district Wirosari, Grobogan Regency year 2016.In this Research, the method that used is qualitative descriptive and taken at kalirejo village, district Wirosari, Grobogan Regency. The subjects of this research are the officials in Village Governm that have duty in directly planning, implementation, and controlling the village fund management. Data was taken by the interviewing the subjects, observation and documentation the process of data taking.The results of this research show that (1) Village Fund Management at Kalirejo in 2016 was going well and by the rules. (2) With the village fund, village government and citizens feel the development of their village which can be useful for them. (3) village Government and the related parties in this management of village fund have worked their duty based on the rules.Keyword : village fund management, constitution number 6 year 2014 about village, allocation of village fund

Abstract

Ponggok village is one of the villages included in the Disadvantaged Village Inpres, since Ponggok Village was headed by the Village Head Junaedhi Mulyono, SH Ponggok Village tourism in Ponggok Village began to develop and received numerous awards from the regional to the national level. The question that arises: What is the leadership of the Ponggok Village Chief in the development of community-based tourism? The research objective was to determine the leadership of the Ponggok Village Chief in developing community-based tourism.Efforts to answer the problems and objectives of the research are carried out using the theory of leadership traits and also the theory of community-based tourism development. The object of this research is tourism in Ponggok Village.The results of the study showed that in the leadership of Ponggok Village Chief Junaedhi Mulyono, SH community-based tourism development can be seen through four dimensions possessed by leaders based on trait theory namely intelligence dimensions, maturity and freedom of social relations, self motivation and achievement motivation, human relations. Ponggok Village Chief Junaedhi Mulyono, SH has strategies in the form of spatial, sectoral, community resource and information technology approaches. Tourism development in Ponggok Village always involves the community from planning to the evaluation stage and always paying attention to environmental aspects and also the wisdom of the local culture.

Abstract

This research aims to analyze power relations between actors in developing local commodities through a cattle farm in the District of West Tasifeto, the Regency of Belu. The author applies descriptive qualitative research methods in disentangling power relations between actors who play their roles in drafting Belu?s Local Regulation (Peraturan Daerah/Perda) No. 6 of 2011. In collecting data, the author employs a qualitative approach, namely observation, and interviews with local farmers, Melus ethnic communities, Belu Regency?s government (Department of Farming Affairs), Local Businessmen, and secondary data from various documents. This study reveals that there are power relations among actors, namely local farmers, local authorities (Department of Farming Affairs, Belu Regency), and local businessmen, which are indicated by three indicators in drafting local regulation, selecting the farming area, and marketing the cattle products. Within these power relations, the actors influence each other at every moment and every connection. A strategy that is employed is not violence. Rather, it is through social relations and regulation system to promote various interests through politics of law, legal drafting, to enact a local regulation (Peraturan Daerah/Perda). Business people?s interests and political interests have been imposed in this process of extending local commodities, which compete with the local farmers? interests that less impacted by the government?s project. Therefore, the expansion of local commodities through a cattle farm in West Tasifeto results in the complexity of power relations interplaying with each other.

Abstract

This research will discuss the leadership pattern of Eko Mulyadi as the head village in empowering Tunagrahita people in an area known as Tunagrahita Village. Eko Mulyadi is considered successful in empowering people who have an impact on the lives of people with intellectual disabilities. According to the research of Putri and Haryanti (2017), Eko's success cannot be separated from the four characteristics of transformational leadership. However, the research has a theoretical gap because of the limited scope of Bass and Riggio's leadership who are unable to review the process of the leader approach to his followers. So there is a gap that results in the weakness of the theory to explain how the relationship between the leader and true followers. The purpose of this research focuses on the process and dynamics, as well as what contextual values are intertwined between Eko Mulyadi as a leader and people with intellectual disabilities so that they can successfully transform. This study uses a qualitative ethnographic method that is carried out for three weeks in the field with data collection techniques through observation and interviews. The results of this research indicate that the communication style, trust, reframing of the head village towards Tunagrahita, and full attention are the keys to the success of empowerment.

Abstract

The management of the Affairs of the administration of mineral resources and energy field is a very vital Affairs. Through an energy and mineral resources is subject to his life a lot of almost the entire population of Indonesia. In conjunction with the autonomous region, there is a division of duties and authorities delegated from the Centre and the province to the City/County is included in the management of energy and mineral resources. In the management of course there must be institutional authorities and get permission before carrying out exploration. The existence of an integrated one-stop permitting currently on the Government ease the Sragen district are expected to obtain permission in the management of energy and mineral resources. Based on the results of the research, it can be concluded that the institutional side of there is still overlap within the Division of duties and authorities between The SDA, DPU, BLH and BPTPM which resulted in complexity in the running tasks and authorities. the lack of qualified personnel resources in the field of energy and mineral resources, adding to the heavy workload that had to be in the way. In an effort to get permission apparently until recently there hasn't been good in terms of regulatory or permitting that specifically is an integrated one-stop licensing at BPTPM. This resulted in the applicant must be from table to table to get recommendations to the management of permissions. Therefore, it is necessary the presence of the Division of duties and authorities in detail through the applicable local regulations or Regent. Hiring employees with the competencies of the field of energy and mineral resources. As well as enforcing one-stop permitting at BPTPM in the management of mineral resources and energy with the help of a technical team consisting of SKPD related. Of course with such policies will support the Government in the framework of the management of Sragen district affairs governance areas such as energy and mineral resources.

Abstract

In managing village development, each village government strives to improvedevelopment performance so that it can affect the welfare of the community. Therefore, insupporting development improvement performance needs to be supported by good development planning. Development planning is one of the strategies compiled by the village government in planning and managing village development, in which the government also engages the private sector and community groups in it, so that the implementation of regional development can be carried out properly and can realize the regionally planned vision and mission. This is supported by a high level of community participation with a percentage of attendance of up to 80% in musrenbang activities. The formulation of the problem in this research is how the participatory planning process of building a mudslide retaining slope in Lerep Village, Ungaran Barat Subdistrict, Semarang Regency and what are the inhibiting factors and factors that encourage community participation in the mudsliding retarding talud development project in Lerep Village, Semarang Regency.This research uses descriptive qualitative method with data collection techniquesthrough interviews and documentation. In this study, primary data obtained through directinterviews with informants determined from the linkage of the informants with researchproblems, and secondary data obtained from documentations of village community proposals,journals, articles, laws and regulations, news in print media , electronic or online media. While the data analysis in this study uses several considerations in partitionative planning, namely (1) Gathering information; (2) Channeling community aspirations; (3) Diversity of the decision making process.The results of this study indicate that overall community participation in infrastructuredevelopment planning can be said to be good. This is because the community and othercommunity members participate in every stage of development planning. In this study foundseveral supporting factors including: good coordination between residents and villageofficials, community activity, high levels of community awareness in mutual cooperation andthe existence of controls carried out by the community. While the inhibiting factors include: avery wide area coverage, busy people and the lack of adequate facilities.Lerep Village Government is expected to continue to increase openness in the form oftwo-way communication to the community, should make more efforts to stimulate and optimize community involvement and other community members.Keywords: Community participation, Development planning.
