Abstract

E-government merupakan penggunaan Information and Communication Technology (ICT) dalam pelaksanaan kegiatan pemerintahan baik negara maupun daerah untuk menerapkan pemerintahan yang lebih efektif dan efisien dari segi biaya maupun waktu, kemudahan fasilitas layanan pemerintah serta memberikan akses informasi terhadap masyarakat umum, dalam rangka menuju good governance. Sebagai salah satu kota besar dan ibukota Jawa Tengah, Semarang tidak ingin tertinggal dari daerah lain yang telah lebih jauh melaksanakan e-government. Oleh karena itu, e-government menjadi sarana penting untuk meningkatkan pelayanan publik. Hasil penelitian menunjukkan bahwa pendayagunaan website resmi telah mencapai tahapan interaksi melalui forum chat dan email, sudah mempunyai fungsi dan orientasi guna pencapaian visi dan misi Kota Semarang dan bagian-bagian terkait dalam rangka penyelenggaraan pemerintahan yang baik dan peningkatan pelayanan publik. Sedangkan proses back office dan aksesibilitas sudah cukup baik dengan adanya tim khusus dan jaringan yang terintegrasi antar SKPD. Pada portal/front office-nya struktur informasi dalam website cukup informatif dan mudah dicari maupun dipahami. Disarankan dalam pengembangan kedepannya agar selalu sesuai dengan kebutuhan masyarakat yang ada pada waktu berjalan, peningkatan tahapan informasi dalam website juga diperlukan untuk mempermudah masyarakat dalam mendapatkan pelayanan informasi.

Abstract

ABSTRACTPekalongan city is autonomous region, which means it has a self-governing management with respect to its local or internal affairs. Pekalongan city establishes a sub district merger policy in order to create public service effectiveness and budget efficiency. This research aims to describe the implication of implementation sub district merger policy toward social and political dynamics in Pekalongan city.The type of this research is analysis descriptive. Qualitative approach is applied, to describe situation or phenomenon in details. The data sources used are primary and secondary data. Informants are chosen using purposive sampling method. Informants are people who have knowledge, experience, and deep insight to the political and social dynamics of sub district merger policy in Pekalongan city. This research uses 3 (three) methods to collect the data: interview, observation, and document study.The results of this research find that the implication of implementation sub district merger policy by Pekalongan city government causes vertical and horizontal conflict. The sub district merger policy in Pekalongan city causes changes of region nomenclature. Pekalongan citizen who highly give respect to cultural values, considered that the change of region nomenclature imply the abolishment of the history.The dispute of sub district merger policy happened when Pekalongan’s mayor and vice mayor Election Day. Some candidates use this opportunity to acquire society sympathy by giving campaign related the solution of the dispute of sub district merger policy.This research suggest to Pekalongan city government to involve the society as the policy object to their decision making process, so that the following policy will not rise the conflict for the executive and legislative.Keywords: public policy, sub district merger, conflict

Abstract

Community participation is a determining factor in achieving the success of a development program, because the community here acts as the main actor in the implementation of a development program. In Wulungsari Village, it uses land use activities that aim to maximize the use of community land to fulfill the needs of the community. This research aims to find out how community participation both in planning, implementation and evaluation. The approach in this study uses a qualitative approach, the technique of data collection is done by interviews, observation and documentation.The research subjects consisted of the Wulungsari Village people, while the analysis used was qualitative descriptive analysis, The results obtained in this study: (1) The level of community participation in the implementation of land use is arguably good even though not all people expressed their opinions but they also influenced and were involved in decision making (2) Wulungsari Village community participation in terms of good funds , energy, material and thought are also good, even though at the beginning of the implementation of land use there has been no assistance at all from the government but residents voluntarily use their own self-help (3) for the obstacles faced, the need for socialization to increase community motivation.Keywords: Community participation, Land use, Welfare

Abstract

 ABSTRACT          The implementation of democracy in Indonesia have opted to include the public in the administration. Village Consultative Institution is a part of community participation in the implementation of the village administration, based on Law No. 32 of 2004 that Village Consultative Instiution has a function to set the village rules with the village chief, to accommodate, and share public aspirations. However, Village Consultative Institution of Sepoyu has not been propely functioned. This research aims to discover; (1) the cause of the ineffectiveness of Village Consultative Instiution function as a public representative body at the village administration of Sepoyu the period of office 2010-2014, in accordance with Law No. 32 of 2004, (2) and discover Lamandau District government's role in carrying out the functions of representation of the public in the implementation of the government of Sepoyu village.          This research is descriptive research with the qualitative approach. The methods of collecting data in this research use interview and documentation. The data’s analysis uses the descriptive analysis to describe the situation in the research obviously without any manipulation.          The study found that the function of Village Consultative Instiution in the rule-making village of Sepoyu were not optimal, which has only produced one rule Village during his tenure due to lack of coordination between the village chief and members of Village Consultative Instiution. Besides, the personal conflicts that occur between the Chairman of the Village Consultative Instiution and Village Chief of Sepoyu also become an obstacle to the performance of The Village Consultative Instiution of Sepoyu in carrying out its functions. Implementation of community representation function by the Village Consultative Instiution Sepoyu in accommodating aspirations of society was also not performing well. This was caused by the lack of communication in the public forum of Sepoyu village whereas the community of Sepoyu can only rely on the Musrenbangdes in regarding to communicate their aspirations. The role of Lamandau government through BPMD of Lamandau District in order to improve the function of government officers village and also include the Village Consultative Instiution has not been implemented well due to lack of budget and regional difficulty accessing.               In carrying out the functions, the Village Consultative Instiution needs to optimize the coordination between the village chief and members of Village Consultative Institution, repair relationships between the Village Chief and Chairman of Sepoyu, and also increase the budget of BPMD Lamandau due to the program that aims to improve the function of government officers village

Abstract

Kemiskinan merupakan permasalahan yang kompleks dan kronis. Kabupaten Wonosobo masih mengalami kemiskinan yang cukup tinggi, khususnya kemiskinan perdesaan. Penelitian ini bertujuan untuk menganalisis faktor-faktor penyebab tingginya tingkat kemiskinan di Desa Purwosari Kabupaten Wonosobo dari perspektif demokrasi sosial. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yang dilakukan melalui Wawancara, dan Studi Pustaka. Untuk menganilisisnya, penelitian ini menggunakan teori paradigma demokrasi sosial dengan menggunakan lima konsep penyebab kemiskinan (struktur sosial, institusi/lembaga, ketidakadilan, ketimpangan, dan tertutupnya aksesakses dalam memperoleh sumber kemampuan). Hasil penelitian menunjukan bahwa faktor-faktor penyebab tingginya tingkat kemiskinan di Desa Purwosari Kabupaten Wonosobo disebabkan oleh institusi/lembaga dan ketimpangan. Pertama, Institusi/lembaga. Terkiat dengan Institusi/lembaga disebabkan oleh Pemerintah Desa Purwosari belum mampu memberikan jaminan dan bantuan sosial dengan tepat sasaran, pembangunan infrastruktur fisik belum diimbangi dengan pembangunan Sumber Daya Manusia (SDM), penanggulangan kemiskinan belum menjadi bidang prioritas dalam APBDes serta belum adanya Peraturan Desa (Perdes) yang digunakan untuk urusan penanggulangan kemiskinan. Kemudian, fungsi dari Lembaga Kemasyarakatan Desa (LKD) kurang optimal dalam memberdayakan masyarakat. Badan Usaha Milik Desa (BUMDes) di Desa Purwosari juga belum mampu memperkuat perekonomian masyarakat. Kedua, ketimpangan. Ketimpangan dipengaruhi oleh faktor internal yaitu rendahnya kualitas Sumber Daya Manusia (SDM) dan faktor eksternal yaitu minimnya ketersediaan lapangan pekerjaan di Desa Purwosari

Abstract

ABSTRACTThe birth of the Village Act, namely Law number 6 of 2014 bring changes in the financialmanagement of the village, because the existence of Law of the village each get an extra sourceof income i.e. the village Fund (DD) estimated to be Rp 1.4 billion per year. The Batursarivillage is one of the recipients of the funding of the village as well as a recipient of funds (DD)the highest village in the Regency of Demak. With the income of the village with the sum high,certainly should be managed properly. If financial management of the village are not managedproperly, it will bring up a variety of issues.This research uses qualitative research methods with types of descriptive researchtechniques and data collection through interviews and documentation. The technique ofdetermination of informants in this study using a Purposive Sampling. As for thesubject/informants in this study is the head of the village, the village Secretary, Treasurer of thevillage, and BPD (Chairman) of the village of Batursari.The research indicates that the planning stages in the management of the village Fundthere are decision-making through deliberations undertaken the present hamlets to villages andinvolves elements of society. At this stage of implementation, the village Fund used properly aswell as the existence of the report and accountability for the use of the funds. At the stage ofmonitoring already exercised by the parties – the authorities do so. As for the implications of theexistence of the Village Laws against village fund management i.e. faster satisfy all the needsand wishes of the community, reporting APBDes using an application, its strategic role inescorting the BPD uses of the village Fund. However, the management of the Fund at the villageBatursari village can not be said to be fully transparent and accountable, yet the existence ofincome and expenditure details shapping Fund as well as the realization of the use of funds ofthe village on the information boards that are in the Hall of the village, the village so theGovernment must immediately pinned the financial details on the village Board the villageinformation so that the public is aware of and can supervise the use of the money.Keywords: Laws of the village, the Fund village, financial management

Abstract

This research was undertaken with the policy background Bali Ndeso Mbangun Deso the government of the province of central java. in Efforts to Realize economic development to the optimal -based society in the villages, then plays in Achieving financial assistance to the government developing village years 2009-2012 to 1776 village .The number of funds provided by provincial budget amounting to Rp 100,000,000,- (one hundred million rupiah) for the village call now. Financial aid funds this is a stimulus, just where is dedicated to increasing economic-based society (agriculture, animal husbandry, fisheries, Small and medium enterprises), as well as its use through a system of revolving. This study focused on the implementation of the in the fields of agriculture.Researchers used a method of the qualitative study that refers to the type of descriptive research on the subject of study is analytical. The parties that is concerned and is Involved in the implementation of a policy of financial assistance to the village administration of them developing years 2009-2012 provincial central java Bapermades BPMPKB pekalongan district, the village administration Sawangan, village babalan kidul, bebel village and the community. Data collection techniques through observation, interviews, documentation, the literature study and then Analyzed through a data reduction technique, presentation of the data and verification / draw any Conclusions. The result of this research Showed that the implementation of financial assistance to the village administration developing years 2009-2012 in the fields of agriculture has not produces Increased agricultural productivity Effectively, it is the absence of technical guidance about the business development of agriculture. Besides, to distribute the loans prone to congestion if the result of the harvest is not optimal, Thus reducing the Attainment of participatory by the society. To fix this policy, of course, the need for improvement both administratively and technically. A grant plus, intensivity coaching of Bapermades and related local government offices agriculture to farmers, maximizing control system and irrigation infrastructure improvements. Abstract

The urban as a civilization and the economy of the public faced with a problem like the degradation of the quality of the environment and over the function of land to be the center of the settlement residents, office complex, the road, shop, and shopping centers. The Cirebon regency start doing mending themselves to the city of green clean, beautiful and eternal through the development and management green open space. The purpose of this research is to analyze an action plan the green open space and described the management green open space at Sumber complex office area of Cirebon regency.The research used in this study is descriptive qualitative which aims to give an idea of a conditional of objectively. The source of data collected in this study is the primary data and secondary data. Primary data obtained through direct observation and interview while secondary data obtained from the reports of the realization of the building of the green open space at Sumber complex office area of Cirebon regency.The results of reserach can be know that an action plan the green open space at Sumber complex office area of Cirebon regency consists of the development of the Sumber city of the forest and city garden. Departmen of Regional Development in Cirebon Country in 2014 has been able to provide a leafy green new with widely 266,3 ha. While the management the green open space at Sumber complex office area of Cirebon regency consisting of the activities watering, turn of the plants, cleaner plants, butchering plants and fertilization plants. As for the management green open space to integrated and sustainable by Departmen of Regional Development in Cirebon Country in 2014 is new reaches 4,28% consisting of park city, tre area of sport, median and island of the road.Recommendation can be given the increas in the capacity Departmen of Regional Development in Cirebon Country and relevant agencies as Departement of Environmental, Departement of Tourism and Departement Farm and Ranch Plantation in Cirebon Country with expanding the reach of and increased scrutiny in management green open space at Sumber complex office area of Cirebon regency.Keyword: green open space, management and action plan

Abstract

Land is very essential issue because it concerns with life of many people to build houses, business area. To consider the importance of the land, requisition of the land often resulted in the conflict by competition to manage or to hold the land for farming and the situation produced the tension among the peoples themselves. Bandar Lampung City, it has often suffered from the land conflict among peoples because there was no absolute solution for the land conflict itself.            This was a research of analytical descriptive. It means, it was an analysis of data based on field research related to law theories especially in Land Law. The approach used was to present and analyze the problems found in fields to have the conclusion as the core of discussion. The data analysis was accomplished by concluding primary and secondary data and then evaluated and analyzed qualitatively to discuss the problems based on field data and statutes related to land law to get new description and to support the existing description to answer the problem and to draw significant conclusion.            The settlement of conflict in Bandar Lampung City was accomplished through Mediation by Land Office of Bandar Lampung City . Land Office of Bandar Lampung city role as mediators of land disputes that lead the mediation process with the aim of both parties to the dispute to reach a mutual agreement. From this research, it is known that the Land Office of Bandar Lampung City has to perform its role in accordance with the duties and functions of the Land Office as mediators of land disputes. Keywords : Land conflicts Resolution, Land office, Bandar Lampung City

Abstract

Pemimpin pemerintahan berperan penting dalam penyelenggaraan pemerintahan. Bupati merupakan pemimpin pemerintahan di tingkat Kabupaten memiliki kedudukan dan kedekatan emosional yang lebih kuat dengan daerah beserta masyarakatnya. Pada hakekatnya Bupati sebagai pemimpin memiliki korelasi baik secara langsung maupun tidak langsung dengan seluruh bawahannya yang bekerja di lingkungan organisasi yang sama sehingga pada akhirnya hubungan antara Bupati dengan seluruh birokrasi maupun stakeholders di luar birokrasi, seperti Dewan Perwakilan Rakyat Daerah (DPRD) dapat menimbulkan persepsi diantara mereka sebagai pihak yang bekerja dalam ranah yang sama yakni dalam melaksanakan tugas dan tanggungjawabnya melaksanakan tugas pemerintahan di Kabupaten. Hj. Sri Mulyani sebagai Bupati Kabupaten Klaten selama menyelenggarakan pemerintahannya dengan posisi kekosongan wakil bupati hingga masa kepemimpinannya berakhir. Permasalahan dalam penelitian ini adalah bagaimana persepsi birokrasi dan anggota Dewan Perwakilan Rakyat Daerah (DPRD) terhadap kepemimpinan Bupati Hj. Sri Mulyani dalam penyelenggaraan pemerintahan di Kabupaten Klaten pada periode 2017-2021. Metode penelitian yang digunakan adalah deskriptif-kuantitatif, data penelitian diperoleh melalui kuesioner, dokumen, dan beberapa sumber yang relevan seperti jurnal dan berupa teori yang berkaitan dengan penelitian ini. Lokasi penelitiannya di Kantor Pemerintah Daerah (Pemda) dan Kantor Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Klaten. Subyek dalam penelitian ini Sekretaris Daerah, Staf Sekretariat Pemerintah Daerah, dan Anggota Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Klaten. Hasil yang diperoleh dari penelitian ini yakni persepsi Birokrasi dilihat dari indikator pengarahan, motivasi, dan pengambilan keputusan dikategorikan baik, kemudian untuk persepsi Anggota Dewan Perwakilan Rakyat Daerah (DPRD) dilihat dari indikator membangun networking (jejaring kerja) dan akuntabilitas juga dikategorikan baik.
