Abstract

The enactment of Law No. 6 of 2014 concerning Villages became a new spiritfor democracy in the village, which in article 58 paragraph 1 discussed the representation ofwomen in the Village Consultative. Women's participation in village development, especiallyin the policy making process is still very low, where women are still stuck in private matters.In this study using qualitative research, Data collection uses in-depth interviews,uninvolved observation and documentation, and data analysis uses the Creswell data analysisstage.The results of this study indicate on the comparison of the roles of women BPDmembers in village development in the villages of Gunung Tumpeng and Pillow Village,shows that the difference in the number of women BPD members is also one of the factorsthat is less than the maximum activeness of women BPD members in the village developmentprocess, seen from Gunung Tumpeng Village where the majority of BPD members are malemen who make women BPD members less active.The advice given is based on an explanation of the analysis of the role of women inBPD in village development in the villages of Gunung Tumpeng and Bantal villages bymaximizing the participation of BPD Perempuan members, holding special hearings onwomen's issues in the village because new ideas and mental courage in delivering suggestionsare needed. The role of BPD women members is not only related to empowerment, but alsophysical development, and the protection of women and children so that there is no moreomission of acts of violence against women and children.Key Words: BPD, Villages, Development, Women, Participation

Abstract

Abstract: Analysis of the Supervision Process in Managing Village Funds for Infrastructure Development in Pacar Village, Tirto District, Pekalongan Regency in 2018. The process of overseeing village fund management carried out by the community has not proceeded properly. Of the three important aspects of supervision, namely:decision making on the use of village funds, implementation of the use of village funds and supervision of village funds. There are two aspects that are still running properly. The decision making stage for the use of village funds has not been carried out properly, especially in the Aspect of Conformity in the Compilation of Village Fund Planning Procedures because the village head did not make a decree on the Village Fund Implementing Technical Officer (PTPD) but only made a direct appointment to the village secretary and the head of Financial affairs, and the stage of the use of village funds namely in the aspects of the implementation of deliberations and the implementation of village development field activities. the implementation of village deliberations and village development which often coincides with work time are the main reasons for community exclusion. At the stage of supervision everything is proceeding properly, SPJ and LPJ reports on each activity and use of village funds have been made by the village government each time village funds are used. SPJ and LPJ reports become evidence that the use of village funds is not used for personal gain so that the misuse of village funds can be minimized

Abstract

In legislative election many political parties faces the some problem, theexistence of female representation. The existence of 30% quota system and zyppersystem makes all political parties focusing on preparing their femalerepresentative even more.In this research, the writer used qualitative method which focuse onrecruitment of female representative in DPC PPP in Semarang. The result ofshows that the recruitment by DPC PPP in Semarang resulting femalerepresentative who are not to join the election itself.DPC PPP in Semarang is one of the representative of legislative election2014 in Semarang City. To prepare its female legislative representative DPC PPPin Semarang has already held a recruitment which is followed by its femalerepresentatives. The result of the recruitment is DPC PPP in Semarang can fulfillboth rules mentioned before in legislative election 2014.Most of them join the elections because of the encouragement frompolitical parties staffs. In this year election, DPC PPP in Semarang itselft lacks offemale representative. Therefore, political staffs encourages its femalerepresentative to join the legislative election 2014. The recruitment process forfemale representative done by DPC PPP in Semarang can make this partiessuccesfully join in election. Abstract

Pakualam Ground is communal land that is regulated under Law No. 3 Year 1950 on the Establishment of the Special Region of Yogyakarta that land sector into domestic affairs and obligations of the Government of Yogyakarta Special Region (DIY). So that Law No. 5, 1960 (Basic Agrarian Law) does not apply fully in Yogyakarta. As owner of the land Pakualaman Ground, Paku Alam has not been recognized as a legal entity in Indonesian positive law so it is entitled to a certificate as evidence of ownership of land. This resulted the certainty about the location and boundaries of the land becomes less clear. So frequently lead to land dispute, such as mutual claims of land ownership Paku Alam Ground.This study aims to identify the factors causing land dispute and the role of Kulon Progo District Land Office to resolve land dispute in Karangwun village. The research method used is qualitative. Analysis techniques using analysis interactive models of Miles and Huberman with analysis in the form of data collection, data presentation, data reduction and then drawing conclusions / verificationBased on research that has been done, it is known that factors causing land dispute in Karangwuni village is the disorganized land administration in the past are boundary Paku Alam Ground. The second factor is the conflict of data related to different perceptions about the land boundary. Kulon Progo District Land Office plays a role in conducting an inventory of land and issuance of certificates. It can be concluded that the Kulon Progo District Land Office role in the settlement of land dispute in the village Karangwuni.Keywords : Land disputes, Paku Alam Ground, Role

Abstract

The main problem in this study was how the social significance of the existence of local autonomy regulation through the Law No. 32 of 2004. The specific questions tried to be answered in this study were whether the Law could preserve the social values rooted from the local culture, could increase the participation of the society, and finally could prosper the local society.Law No. 32 of 2004 contains local authority in the sea area which includes two categories, “to receive profit share” and “to have the authority to manage the resources in sea area” as far as 4 miles from coast line for the regions which own the sea. Through the delegation of authority in managing the coastal area, it was expected that the regional governance would develop the coastal society to be more prosper.The local government and the coastal society didn’t realize and couldn’t give an appropriate response to the change design in Law. The application of local autonomy which regulated territorial power division hadn’t yet been meaningful for the coastal society in Semarang City. Society development programs could not increase the participation yet. Meanwhile, economic development hadn’t yet been able to increase the costal society’s prosperity.Keywords: Local autonomy, the coastal society, prosperity.

Abstract

Pandemi Covid – 19 merupakan masalah yang mempunyai dampak besar bagi kehidupan sehari – hari masyarakat terutama ekonomi. Berbagai kebijakan seperti PSBB, PPKM menjadi salah satu alasan terjadinya penurunan tingkat ekonomi, dikarenakan terdapat pembatasan kegiatan dalam kehidupan sehari – hari termasuk bekerja. Oleh karena itu, pemerintah telah menyiapkan kegiatan program bantuan sosial bagi masyarakat untuk membantu mereka agar dapat memenuhi kebutuhan hidupnya dalam masa pandemi. Adapun program bantuan sosial tersebut adalah Bantuan Sosial Tunai dari Kementerian Sosial dan Bantuan Langsung Tunai Dana Desa. Penelitian ini dilakukan di Desa Pasekaran Kabupaten Batang dan menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Adapun teknik pengumpulan data yang digunakan adalah teknik wawancara, observasi, dan dokumentasi. Kemudian penelitian ini didasarkan pada konsep utama mengenai proses dan bersumber pada Peraturan Bupati Batang No. 31 tahun 2020 tentang Penyaluran Bantuan Sosial. Hasil dari penelitian ini menunjukkan bahwa pemberian bantuan sosial tunai pusat dan bantuan langsung tunai dana desa di Desa Pasekaran sudah berjalan sesuai dengan rangkaian tahapan atau proses yang baik berdasarkan pada Peraturan Bupati Batang No. 31 tahun 2020. Abstract

Community participation in the use of voting rights becomes the most important indicator of the success of regional elections. However, the recapitulation result of PILGUBSU year 2018 shows the participation rate of the city of Medan as big 55.80%, so not achieved target of KPU Medan City for 78% and community participation of Medan Maimun subdistrict only 48.12% which makes the participation lowest of the 21 subdistricts in the city of Medan. This research aims to analyze the political participation of the city of Medan in PILGUBSU in 2018 (case study: community of subdistricts Medan Maimun. The research method used is a qualitative descriptive. Analysis of data used refers to the opinion of Milles and Huberman among others: data reduction, display data and draw conclusions. The results showed first, the hierarchy of political participation of the subdistricts community. Medan Maimun is dominated by participation in the giving of votes and apathy total. Secondly, the factors influencing community participation in PILGUBSU year 2018 are: Political consciousness, belief in government, social status and economic status, political affiliation of parents and organizational experience.

Abstract

This study aims to know the financial management of the Indonesian Democratic Party-Struggle (Partai Demokrasi Indonesia-Perjuangan) in the District of Jepara Regency and its connection to public trust. The financial management in the party determines its existence and electability in the political field. To increase the party‘s electability and to maintain the confidence of its members and public trust, financial transparency should be improved. Financial transparency of the political party is still beyond the expectations. Ideally, as a public institution, Indonesian political parties have a very large role in maintaining democracy and good governance. This research investigates the Branch (Dewan Pimpinan Cabang) of the Indonesian Democratic Party-Struggle (PDI-P) in the district of Jepara, Central Java. This party won the 2014 General Election in the district. Although, its financial management is not transparent. This research applies quantitative methods to portray the phenomenon. This research chose 100 people as samples from the total population of the Jepara District who has the right to vote. The sample has been taken by probability sampling techniques. The results show that DPC-PDIP in Jepara District manages its finance with discipline and following law. PDIP is considered to know about good financial reporting. This increases public trust and the party‘s confidence.

Abstract

This research will discuss the leadership pattern of Eko Mulyadi as the head village in empowering Tunagrahita people in an area known as Tunagrahita Village. Eko Mulyadi is considered successful in empowering people who have an impact on the lives of people with intellectual disabilities. According to the research of Putri and Haryanti (2017), Eko's success cannot be separated from the four characteristics of transformational leadership. However, the research has a theoretical gap because of the limited scope of Bass and Riggio's leadership who are unable to review the process of the leader approach to his followers. So there is a gap that results in the weakness of the theory to explain how the relationship between the leader and true followers. The purpose of this research focuses on the process and dynamics, as well as what contextual values are intertwined between Eko Mulyadi as a leader and people with intellectual disabilities so that they can successfully transform. This study uses a qualitative ethnographic method that is carried out for three weeks in the field with data collection techniques through observation and interviews. The results of this research indicate that the communication style, trust, reframing of the head village towards Tunagrahita, and full attention are the keys to the success of empowerment.

Abstract

This research aims to analyze power relations between actors in developing local commodities through a cattle farm in the District of West Tasifeto, the Regency of Belu. The author applies descriptive qualitative research methods in disentangling power relations between actors who play their roles in drafting Belu’s Local Regulation (Peraturan Daerah/Perda) No. 6 of 2011. In collecting data, the author employs a qualitative approach, namely observation, and interviews with local farmers, Melus ethnic communities, Belu Regency’s government (Department of Farming Affairs), Local Businessmen, and secondary data from various documents. This study reveals that there are power relations among actors, namely local farmers, local authorities (Department of Farming Affairs, Belu Regency), and local businessmen, which are indicated by three indicators in drafting local regulation, selecting the farming area, and marketing the cattle products. Within these power relations, the actors influence each other at every moment and every connection. A strategy that is employed is not violence. Rather, it is through social relations and regulation system to promote various interests through politics of law, legal drafting, to enact a local regulation (Peraturan Daerah/Perda). Business people’s interests and political interests have been imposed in this process of extending local commodities, which compete with the local farmers’ interests that less impacted by the government’s project. Therefore, the expansion of local commodities through a cattle farm in West Tasifeto results in the complexity of power relations interplaying with each other.
