Abstract

Education is the most important for human being, because without it the human being can not achieve many things.UUD1945 said that education is one of the human right whereby state must fill it. Many legal policies about education are declared, for example Law No. 20 of 2003 and Law No. 14 of 2005, as a serious effort to make Indonesian educated people. But it must be realized that it was not adequate tool to see policy just from the law. It is needed contribution many sector eg: social, cultural, economics, and politics to develop great commitment and to make progress education.

Abstract

Kehadiran UU No. 6/2014 tentang Desa diharapkan berperan sebagai daya ungkit pembangunan desa, dimana secara eksplisit mengakui peran perempuan di dalamnya. Namun apakah perempuan yang tinggal di desa mampu menjawab persoalan ini melalui penelusuran tiga dimensi pemberdayaan perempuan yaitu politik, sosial, dan ekonomi ? Penelitian kualitatif non-doktriner dipilih dengan penggunaan teknik pengumpulan data wawancara mendalam dan FGD. Hasil penelitian menunjukkan di ranah politik keikutsertaan perempuan di struktur pemerintahan desa maupun di Badan Permusyawaratan Desa sangat sedikit dan  tidak ambil peran penting dalam proses pengambilan keputusan. Dalam dimensi sosial, perempuan terlibat  kuat di bidang pendidikan, kesehatan, pendampingan hukum, dan penanggulangan kemiskinan.. Dalam dimensi ekonomi perempuan juga kuat perannya dalam pengembangan ekonomi lokal, seperti pertanian dan industri rumah tangga. Simpulan riset menunjukkan bahwa pemberdayaan perempuan terlihat kuat di non-politik area.

Abstract

The issuance of Law No. 6/2014 that is followed with the distribution of village fund has led the rise of program initiatives from village people. One of the crucial elements of development that needs for attention is social and economic development for women. Women's roles in these two areas are significant as compared to the other sectors like politics. Developing women in these two sectors is expected to encourage further development in the village. The research aims to identify the involvement of women in village development, in one village in Central Java, Lerep Village, Ungaran Barat District, Semarang Regency, through two domains: social and economic in 2017. This research is based on qualitative research using first-hand data collected from interviews with selected informants. This research used a case study as an approach and was focused on one village, namely Lerep, Semarang District, Central Java. In Lerep, we can see that the government have strived to a prioritized woman in their empowerment programs. The areas of development include health, education, domestic violence minimization, agriculture, entrepreneurship, and poverty reduction. As a result, women in Lerep could gain more income and enjoy some public facilities provided by the village government, which contribute to the improvement of woman health. In the future, there is a need to encourage woman empowerment as a framework for village development. Therefore, the advantage of the village fund will bring further impacts on society as a whole.

Abstract

AbstractDevelopment programs implemented in Indonesia aimed to give greater attention to poverty alleviation efforts. One such program is the Revolving Loan Program PNPM Urban. Sub-District of Magelang District of Southern North Tidar including one of the areas subject to the PNPM Urban. It is interesting to study because it can be said that the Village is one of the areas in the district of South Magelang failure Revolving Loan Program PNPM Urban start of 2011 to February 2014 with the 0 % rate of return and the level of congestion reaches 100 %.The research method used in this research is descriptive qualitative research method. The purpose of the research is done by using the theory rogram evaluation according to Bridgman and Davis. Sources of data in this study was obtained from interviews with sources and records or documents related to the study. Data collection techniques is by interview, observation, and documentation. Data analysis techniques with data reduction, data display and conclusion.Basically failure Revolving Loan Program PNPM Urban Village in North Tidar of them influenced by the mindset of the population should differ from the rural population. But society in general more individual selfish and do not have an attitude of indifference. This can be reflected not only on the members of self-help groups (KSM) alone but also of good managers management of CommunitySelf-Reliance Agency (BKM), Financial Management Unit (UPK) and facilitatorswho are less focused on job performance is influenced by the other principal.Fixing a healthy communication systems can provide synergies betweeninstitutions that are able to run better in the future.Keywords: Evaluation Program, Revolving Loan, Village North Tidar

Abstract

  Kebumen Village is one of the villages that participated in the selection of village officials in 2017. Interesting incident had occurred in the selection of Kebumen village equipment. The results of the selection tests for the Kebumen village equipment state that the first rank of each position formation offered by a couple is accidentally achieved. This research aims to evaluate the selection process of Kebumen village according to “Peraturan Bupati Nomor 38 Tahun 2016 tentang Tata Cara Pengangkatan dan Pemberhentian Perangkat Desa“. This study uses a qualitative descriptive research method. Sources of data are taken from primary data based on information from sources and secondary data obtained from other sources and data. The results of this study found that the implementation of the Kebumen Village Toolkit, which had been implemented for the first time, had run smoothly. However, there are still some violations of the selection procedures for the Kebumen Village. In addition, there is no turmoil from the community so that the peace of society is more maintained because the results of the selection are objective that come from selection tests.

Abstract

Pada tahun 2007 muncul program pemberdayaan masyarakat yaitu PNPM-MPd(Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan). Untuk melaksanakankegiatan pada lokasi program maka dibentuklah UPK (Unit Pengelola Kegiatan) yangmerupakan salah satu pelaku PNPM-MPd di tingkat Kecamatan.Berkaitan dengan hal tersebut pada tanggal 2 Mei 2011, Unit Pengelola Kegiatan (UPK)Kecamatan Wonosalam Kabupaten Demak yang difasilitasi oleh Program NasionalPemberdayaan Masyarakat-Mandiri Pedesaan (PNPM-MPd) terpilih sebagai UPK terbaiktingkat nasional tahun 2011 dalam anugerah “SIKOMPAK Award” yang diselenggarakan olehKementrian Dalam Negeri Republik Indonesia. Penghargaan ini diberikan Dalam rangkamemberikan apresiasi kepada pelaku pembangunan dan insan pemberdayaan masyarakat, yangdinilai terbaik secara nasional.Penelitian ini bertujuan untuk mengetahui inovasi yang dilaksanakan oleh UPKKecamatan Wonosalam dalam melaksanakan PNPM-MPd. Mengingat semua pelaku memilikipedoman umum pelaksanaan yang sama yaitu PTO (Petunjuk Teknis Operasional) PNPM-MPd.Bagaimana pelaksanaan inovasi tersebut dan siapa saja yang terlibat dalam pelaksanaan inovasidi UPK Kecamatan Wonosalam juga akan diungkap dalam penelitian ini, termasuk kendalakendalayang menghambat terjadinya inovasi serta solusi yang ditempuh oleh UPK KecamatanWonosalam. Peran pemerintah Kabupaten Demak juga akan dilihat dari peran Tim KoordinasiPNPM-MPd Kabupaten.Penelitian ini menggunakan metode studi kasus intrinsik yangmerupakan salah satu model penelitian kualitatif dimana peneliti ingin mengetahui fenomenaterpilihnya UPK Kecamatan Wonosalam sebagai UPK terbaik tingkat nasional dan kekhususanapa yang dimiliki oleh UPK Kecamatan Wonosalam dibandingkan dengan UPK lain yang ada diseluruh Indonesia. Dalam pengambilan narasumber dilakukan dengan cara purposefull samplingmerupakan teknik sampling yang berdasarkan kepada ciri-ciri yang dimilliki oleh subjek yangdipilih karena sesuai dengan tujuan penelitian sehingga menghasilkan gambaran inovasi dalampelaksanaan PNPM-MPd oleh UPK Kecamatan Wonosalam.Hasil penelitian ini menggunakan cara triangulasi data yang menunjukan bahwa terdapatdua bentuk inovasi yang terjadi di UPK Kecamatan Wonosalam yaitu pembinaan kelompok danpenekanan angka tunggakan yang merupakan hasil insiatif dari masyarakat KecamatanWonosalam. Inovasi ini juga mendapatkan dukungan penuh dari pemerintah Kabupaten Demakmelalui Tim Koordinasi PNPM-MPd Kabupaten Demak.

Abstract

Sexual violence against children occurs in various places with various types of sexual violence. The majority of victims of sexual violence are children who have social problems example : poverty, children with disabilities and abandoned children who have no education and protection of the family is enough. Therefore, a program of social assistance is necessary. Wonogiri government show concern for child victims of sexual violence by launching Wonogiri Regulation 2 of 2013 on the implementation of the protection of victims of gender-based violence and child and continues to form an Integrated Services Center for Women and Children (P2TP2A) in 2013 as an intermediary between local government and child victims of sexual violence with social problem in a program of social assistance.This study aim is to know the origin Wonogiri local governments establish service centers Integrated Women and children as well as describe the performance of the programs Integrated Services Center for Women and Children on  District Wonogiri to child victims of sexual violence with social problem. Data were collected through observation, interviews and related research. Qualitative data analysis techniques with analyzing in the form of description, depiction and conclusions on the object under study.From this research, it can be concluded that since forming Integrated Services Center for Women and Children assistance to child victims of sexual violence in Wonogiri social problems can be managed properly. Management program performance of assistance done by them already effective and sustainable as well as cooperation among agencies and civil society are evolving very helpful in improving the welfare of child victims of sexual abuse, although the lack of human resources from the Integrated Service Center of Women and children (P2TP2A) and lack of supervision of the Local Government in the performance of the related SKPD when doing assistance program an obstacle than an assistance program was established.Keywords : Child Social Welfare, Child Sexual Abuse, Sosial Assistance

Abstract

The issue of green space, especially parks, often found in big cities in Indonesia. The existence of the city park is often underestimated, because they are considered to have a smaller financial value compared to other assets (such as buildings, infrastructure, roads, etc), when in reality the cost required for the maintenance of the park is quite large. That prompted the Government of Bogor City to cooperate with PT. Pilar Hijau Madani in structuring and maintaining the city parks. This study used qualitative research methods and the data was collected through observation, interviews, documentation and literature. The subjects of this study are Department of Hygiene & Landscaping of Bogor City and PT. Pilar Hijau Madani. The purpose of this study was to determine the application of the partnership between the Government of Bogor City and PT. Pilar Hijau Madani in structuring and maintaining the city park, and also to find out any obstacles thay may arise in estabilishing a partnership between the two sides. This agreement using lease contracts model with several elements in fit, including: 1) PT. Pilar Hijau Madani as the party that partnered in the arrangement and maintaining of the city park; 2) The objects of the partnership are Taman Air Mancur dan Taman Pulau across the Pangrango Plasa; 3) PT. Pilar Hijau Madani is responsible for the entire cost of the arrangement and maintaining of the park; 4) As the compensation,PT. Pilar Hijau Madani was given the permission to put up billboards in the parks area. The result of this study suggest several reason that encourage partnerships between government and the private sectors, such as: 1) as an alternative source of financing for regional development; 2) as a form of contribution of the private sector in regional development; 3) the involvement of the private sector in regional development is a way to encourage the private sector in order to contribute to the acceleration of development.Key Words: Public Private Partnership, Park

Abstract

Dana desa adalah dana APBN yang ditransfer melalui APBD kabupaten/kota dan diprioritaskanuntuk pelaksanaan pembangunan dan pemberdayaan masyarakat desa. Berdasarkan hasil evaluasitiga tahun pelaksanaannya, dana desa terbukti telah menghasilkan sarana/prasarana yangbermanfaat bagi masyarakat. Selain itu desa juga punya kesempatan untuk mengembangkanekonomi masyarakat, melalui pelatihan dan pemasaran kerajinan masyarakat, perkembangan usahapeternakan dan perikanan,, dan pengembangan kawasan wisata melalui BUMDes ( badan usahamilik desa ). Desa Margorejo Kecamatan Wedarijaksa Kabupaten Pati merupakan daerah yangsangat terbantu dengan adanya dana desa.Metode Penelitian yang penulis gunakan adalah Kualitatif deskiptif dengan teknik pengumpulandata berupa Observasi, Wawancara dan Dokumentasi. Dasar peneliti menggunakan pendekatankualitatif adalah peneliti ingin mengetahui secara mendalam tentang pengelolaan dana desa dibidang pemberdayaan masyarakat di Desa Margorejo Kecamatan Wedarijaksa Kabupaten PatiTahun 2017. Dana desa membawa manfaat positif bagi kesejahteraan masyarakat Desa Margorejo. terbuktidengan adanya peningkatan infrastruktur dan pemberdayaan masyarakat. Abstract

Development is a process of social change that is accompanied by or meaningful community participation in order to improve the standard of living of an unfavorable situation into a better one. Various development policies that have been made by the government as an effort to overcome the flood problem in the area of Jakarta has a lot to do, namely to build physical infrastructure such as roads, drainage, polders, as well as other supporting infrastructure. One of the government's efforts to control floods in the North-East region of Jakarta is by the efforts of the East Flood Canal project development / KBT, the concept has entered into the Master Plan (Master Plan) 1973. The Government through the Ministry of Infrastructure (now the Ministry of Public Works and Public Housing) and Jakarta Provincial Government are the institutes that are responsible for the implementation of the East Flood Canal project / KBT.The purpose of this study is to determine the implementation of flood control in the area of Jakarta through the East Flood Canal project / KBT, supporting factors and inhibiting factors in these implementations. The method of this study using a qualitative approach is descriptive-analytic. There are two variables in view of the implementation of flood control in the area of Jakarta through the East Flood Canal project / KBT, the contents of the policy and the policy context. Supporting factors of the implementation of flood control in the area of Jakarta are a clear policy, the commitment of implementing the policy, and the budget. While the inhibiting factors are the coordination of the implementation, supervision of government, land acquisition that is unresolved, people who do not have a sense of participation / awareness do not participate maintaining and caring for the existence of the East Flood Canal buildings / KBT.Implementation of Flood Control through the East Flood Canal project is considered as effective way for flood control in the area of Jakarta. However, there should be an improvement in surveillance and control channel region by the central government (Ministry of Public Works and Housing of the People) and local government (Jakarta). Thus, we need the cooperation of every institute private, and people to run in accordance with the development plan of the East Flood Canal project / KBT listed in the Regional Regulation (Perda) of Jakarta Number 06 of 1999 on Spatial Planning Year 2010 Jakarta.Keywords: Implementation, Flood Control, East Flood Canal / KBT
