Abstract

In terms of rural development, community participation is essential to increase the community’s life quality and welfare. Youth generation, as the agent of change, has major rule in the empowerment since they have pure motivation to develop their area. The Community Empowerment Program in Rural Areas (PNPM Mandiri Perdesaan/PNPM-MD) had facilitated the development program in Buluroto Area from 2009 to 2014. From that background, this undergraduate thesis discussed the research question: “How the youth in Buluroto Village participated in the Community Empowerment Program in Rural Areas (PNPM Mandiri Perdesaan/PNPM-MD)? and What were the obstacles faced by the youth during the implementation of the Community Empowerment Program in Rural Areas (PNPM Mandiri Perdesaan/PNPM-MD) in Buluroto Village?The research used descriptive-qualitative method using the samples obtained based on purposive sample method that was designed by the author and conducted by performing in-depth interview, observation, and documentation. The data were then analyzed by data reduction, data presentation, and making conclusion.The result showed that the level of youth participation in planning process, implementation, monitoring and evaluation as well as implementation of the program was low, while the youth participated well enough in maintaining the outcome of the program. The obstacles during the planning process were less dissemination from the village administration and no youth organization. During the program implementation, the obstacle was that the program was done completely by contractors so that in monitoring and evaluating process, the youth had no chance to monitor and give input related to the problems occurred during the implementation. While in maintenance stage, the obstacles were less information related to SPP and strict selection from the village administration and the implementation team. The village administration is suggested to givemore information to the youth about the development of the area, while the youth is suggested to be more proactive and care about the development in Buluroto Village.Key words: Youth, participation, empowerment.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan penanganan kekerasan domestik di Jawa Tengah dalam perspektif kesetaraan gender karena sudah adanya kebijakan dan upaya penanganan kasus kekerasan domestik tetapi kasus korban kekerasan juga semakin meningkat di Jawa Tengah. Untuk menganilisisnya, penelitian ini menggunakan teori Perspektif Gender dalam Penanganan Kekerasan Domestik dengan tiga poin yaitu penguatan kesadaran gender, aktor-aktor yang terlibat, dan perlindungan keamanan. Peneltian ini juga menggunakan teori Kekerasan Domestik dan Perspektif Gender dalam Kebijakan. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yang dilakukan melalui Wawancara, Dokumentasi, dan Studi Pustaka. Hasil penelitian menunjukan bahwa penanganan kekerasan domestik dalam perspektif gender di Jawa Tengah dengan menggunakan tiga poin yaitu penguatan kesadaran gender masih harus dikuatkan lagi untuk korban dan pelaksana kebijakan. Untuk aktor-aktor yang terlibat perlu adanya penambahan peran keluarga karena faktor pertama dalam kejadian terjadinya KDRT dan sejauh ini sudah ada keterlibatan laki-laki sebagai bentuk pencegahan KDRT di dalam dinas, lembaga, masyarakat, dan kepolisian. Untuk poin perlindungan keamanan perlu adanya penambahan pada sistem regulasi terutama bagi pelaku KDRT untuk mendapatkan tindakan pidana tambahan berupa konseling dan batas minimal-maksimal penjara atau denda. Untuk undang-undang tentang penanganan KDRT di Jawa Tengah secara stuktural sudah berjalan dengan semestinya oleh pelaksana undang-undang, seperti sudah banyak korban yang melaporkan hanya saja secara fungsinya dirasa oleh korban belum mampu dalam menyelesaikan kasus dengan baik. Para korban hanya bertahan untuk melapor kepada pihak berwenang, mendapatkan pendampingan serta lembaga bantuan hukum, tetapi prosesnya terkadang banyak sekali kendala yang terjadi.

Abstract

The purpose of this study was to determine the appointment of Secretary of Rural Policy Implementation (Sekdes) become civil servants (PNS) in the year 2007 to 2012 in Demak. In analyzes using 4 indicators George C. The results showed that the implementation of policy in the appointment of a civil servant Sekdes Demak has been successful, although in practice there are constraints on the Sekdes who reject this policy because they are earning so crooked revenues will decrease drastically after appointed as civil servants and civil service retirement if prior to 65 years after PNS to 56 years so that the losses of 9 years. As well as gaps and sense of discrimination for the village of Kadesh and other devices that are in the minus because they are not earning so crooked they are jealous and want to be appointed civil servants to be more prosperous. Find solutions for local government in Demak Sekdes want to be a civil servant appointed by Regulation No. 3 of 2010 is about 50% additional income from former crooked garapannya cashed and given every month, so it does not lose too big Sekdes.Keywords: Public Policy, Secretary of the village and civil servants.

Abstract

ABSTRACTRegional splitting is a part of important things common way in any democratic countries such as Indonesia as the form and impact caused by decentralisation. Regional splitting is one of the way to increasing the public service in the purpose of creation for welfare society.The plan of regional split for west cilacap which discussed on this thesis. The writer will trying to describe how the political dynamic that occur in west cilacap regional splitt process. Start from how the political actor and organization in kabupaten Cilacap designing the plan of regional split for west cilacap could make a dynamic political constelation between them.This thesis, using a qualitative metodh with many technic such as observation and interview with many stakeholders which participating in the plan for west cilacap regional split and also using study documentation to collect some documents related to this thesis. Data analysis technique used by writer is data reduction where the writer sorting, simplifying, and transform the data obtained in the field.The results of this thesis shows the dynamics of the political forces in the District Cilacap influenced by political actors and organizations in the District Cilacap.Keyword : Regional splitting, West Cilacap, Political analysis

Abstract

Community empowerent is a solution to alleviate poverty problems in Indonesia. By looking at the potential of rural tourism is very abundant, the government issued a community empowerment program through the tourist village. Kebondowo Tourism Village is one of the first of 14 tourist villages in the district of Semarang. However, since early 2009 the village was used as a tourist village did not show significant impact on the reduction of the number of poor families and the welfare of Kebondowo village. Thus this study aims to determine the factors that hinder the development of this tourist village program and to provide suggestions for the village and Pokdarwis Tourism Village Kebondowo to face many obstacles that exist so that this tourist village program can run smoothly and improve the welfare of citizens.               The purpose of this study was to identify factors for the failure of community empowerment through Village Tourism Kebondowo program and to provide input in overcoming the obstacles that hinder the development of tourism village Kebondowo. This study is a qualitative research method, the type of research used in this research is descriptive analytic study. Data taken from the interview has yet, documentation, and data from documents of the village.               By looking at the studies in the field and interviews, the factors that inhibit include the human resource due to the low level of education of rural communities and its minimal training to improve human resources rural communities. The second thing is a non-human resource factor (SDNM), among others, the lack of facilities in tourist areas, a lack of funding to the passage of a tourist village program, the shortage of accommodation and infrastructure is not good. The last factor is communication, poor communication between government and Pokdarwis Tourism Village Kebondowo with the Municipality of Semarang and Central Java Provincial Government. Therefore it is very necessary concrete efforts from the government and village communities to jointly develop tourism villages by improving rural infrastructure, building adequate facilities, makes the work of the villagers into a tourist attraction, giving special attention to providing special funding for tourist villages and improve communication patterns between rural and government.               Some of the factors that hinder the development of village tourism is a human resources, village facilities, rural infrastructure, communication is woven villages and lack of funding. Some of the solutions offered are training to villagers Kebondowo human resources, giving special budget for tourism activities, Improving your rural infrastructure and increase community participation.

Abstract

ABSTRACTBurial ground is one of social needs that should be fulfilled by theGovernment of Semarang City. They have provided a public burial ground inKelurahan Randusari called TPU.Bergota which has 30 hA in large, but thecondition of TPU.Begota today is getting narrow (overload). The operation ofburial ground’s setup in Semarang refers to Government Local RegulationNumber 10 of 2009 about Operation and Retribution of Burial in Semarang City.The method of this research is qualitative approach with observation andinterview as the method of collecting data. The informan in this research is theHead of Gardening Department of Housing and Residential Area of SemarangCity, the Head of Gardening and Funeral Section, officers of UPTD region IV,and people of Kelurahan Randusari and Meteseh.The result shows that the operation of Government Local RegulationNumber 10 of 2009 about Operation and Retribution of Burial Services inSemarang has not yet operated well. It can be proven by the condition of the placethat shows amount of gravestone that being a house, inappropriate size of thegravestone, no grass planted on the funeral, and not well organized.The recommendation for the Government of Semarang is they had betterhold an open socialization for all of Semarang society and do a revision ofGovernment Local Regulation according to the condition right now.Keywords: Burial Ground, Evaluation, Semarang

Abstract

One of the programs launced by PNMP Mandiri Perkotaan which is a part ofBLM (Community Direct Assistance) is a Revolving Loan aimed to communities and community groups that own small and medium enterprises as well as newly started businesses and require loans or assistance for business capital at interest affordable. One of the villages in Mojoagung sub-district, Jombang regency of East Java, which implements revolving loan is Gambiran and Mancilan Village, but in both villages there is a difference of sustainability level and success of the Revolving Loan from 2014 to 2016. The research method used in this research is qualitative approach with data collection technique that is data analysis, observation and interview. The informants in this study were Head of Gambiran Village and Head of Mancilan Village, UPK Gambiran Village and UPK Mancilan Village, Economic Facilitator of Gambiran and Mancilan Village, Gambiran and Mancilan Village Community which uses the revolving loan. The result of the research shows that there is a difference of sustainability level and success of the Revolving Loans in Gambiran and Mancilan Village. If it is seen from the analysis of indicators of sustainability and success, the Revolving Loans in Gambiran Village are categorized as continuous and successful while the Revolving Loans in Mancilan Village are categorized as continuous but not successful. Recommendations that can be made to the Government and UPK Mancilan Village is to improve coordination with facilitators and other Community Leaders in 2 the process of socializing and billing the Revolving Loans to the community in order to avoid an installment of credit jam.Keywords: Revolving Loans, PNPM Mandiri Perkotaan, Jombang Regency

PARTAI KEADILAN SEJAHTERA (PKS) CAMPAIGN STRATEGY IN 2014LEGISLATIVE ELECTION IN BOYOLALIElection is a phenomenon that always happens in a democracy. In the elections, thepolitical parties need a plan that is prepared in an effort to win the competition with the otherparticipants and gained the most votes in the election. An accurate planning is a key requirementfor the success of political parties in achieving the goals set.The formulation problem in this research is: “How Strategy Campaign of Partai KeadilanSejahtera (PKS) Legislative Election 2014 in Boyolali?”Meanwhile, the purpose of this researchis to provide an overview of Partai Keadilan Sejahtera (PKS) legislative election strategy 2014 inBoyolali.The method of this research used qualitative, with the Chairman of DPD PKS Boyolali,General Secretary DPD PKS Boyolali, Chairman of the PKS Success Team in Boyolali, DPDPKS members in Boyolali, and DPRD PKS Council Staff in Boyolali as informants of thisresearch. While interviews and documentation used to collect the data, with the analysis ofqualitative data through the stages of data reduction, data display and conclusion.The results of this research indicate that the strategy of PKS legislative election in the2014 in Boyolali applying political strategy with political marketing approach of segmentation byselecting a particular group of people that are most likely to be influences by PKS campaignstrategy program (mapping the voters); Targeting by targeting a particular group of constituentswho are expected to achieved their voice easily; Positioning which is the strategy to instill acertain image to one or several groups of voters. In the campaign strategy, PKS has 2 campaignsconducted in Boyolali by using Media and Direct Selling.Based on the results of the election in 2014, PKS only achieved 36.042 votes or equal to 4DPRD parliament chairs and in the 2009 election PKS also only get 4 DPRD parliament chairs inBoyolali, it means the strategy that is adopted assessed stagnant. The political strategy of PKS inBoyolali is classified into a failed campaign. However, PKS should still have repaired thestrategies to face the next election.Keywords: Election, PKS, Strategy

Abstract

EVALUATION OF PROGRAM JAMKESDA IN SEMARANG REGENCY 2015ABSTRACTHealth is a fundamental right of everyone and every citizen desire to get health service. When doing daily activity, every people are need healthy body. For some peoples, health is so expensive, even there’s a quote said “orang miskin dilarang sakit”. Why that prespective could be happened, because of the topic that has revealed lately is about how difficult for poor peoples to get their good health service from the government. This thing happened because of economic problems, because poor peoples can’t pay the medical threatment that they should be pay.But, as that prespective, it doesn’t mean that the government is quiet. Especially the government of Semarang Regency has released a policy JAMKESDA (The Guarantee of Regional Health) in Semarang Regency that ruled in Perbup No. 7 in 2015 to give a help in health service for poor peoples. That’s why, to know the effectivity of this policy, the writer is formulates the problem of this research to “What effect from JAMKESDA program for civil society in Semarang Regency?”This research has a purpose to describe the implementation process of JAMKESDA program in Semarang Regency, and also to figure out the impact from that program. Type of this research is descriptive research. The primary source of this research is from inerviews with the informants used purposive sampling technique. The data analysis technique is by used data reduction, served and took the conclusion.From this research, the result is known that JAMKESDA policy was helped poor peoples for get financing assistance for health service. This policy shown the satisfaction of civil society whom have a low economic. Suggestion from the writer is the budget of JAMKESDA program that still in less is need to be add, in case the price of health needs is keep increasing every year. Abstract

Penelitian ini bertujuan untuk mengukur partisipasi politik Santri NU Lasem; dan memetakan perilaku memilih Santri NU Lasem berdasarkan pendekatan sosiologis, psikologis, dan pilihan rasional dalam kontestasi Pilpres 2019. Analisa dalam penelitian ini berdasar pada UU Nomor 7 Tahun 2017 tentang Pemilihan Umum; teori partisipasi politik menurut Gabriel Almond; dan perilaku memilih menurut Denis Kavanagh. Subjek penelitian ini adalah para santri yang berada dalam lingkup MWCNU Lasem yang berjumlah 3.017 santri. Penelitian ini menggunakan rumus slovin dengan nilai kritis 10% dan dengan jumlah sampel sebesar 97 orang santri. Pengumpulan data dilakukan dengan teknik penyebaran angket/kuesioner yang didukung dengan teknik dokumentasi. Data diolah dengan tahap editing, coding, dan tabulasi yang kemudian disajikan dalam bentuk diskripsi. Hasil penelitian menunjukan bahwa tingkat partisipasi politik santri NU Lasem masih tergolong cukup rendah, yaitu jika dilihat dari segi keikutsertaan santri dalam pendidikan dan diskusi politik; afiliasi santri dengan partai politik; dan partisipasi santri menjadi panitia pemilu. Sementara jika dilihat dari segi partisipasi penggunaan hak pilih tergolong tinggi, yaitu sebesar 86,6%. Faktor arahan dari keluarga dan kiai/ulama masih menjadi pengaruh dalam perilaku memilih santri. Namun demikian, pilihan santri lebih ditentukan oleh pertimbangan rasional. Temuan penelitian menunjukan sebanyak 87,6% santri NU Lasem menggunakan pertimbangan rasional untuk memberikan pilihan politik pada Pilpres 2019.
