Abstract

Jaminan Kesehatan Nasional (JKN) program is the policy of Indonesian Government to fulfil the basic needs of Indonesian public. JKN program began implemented for the first time on 1st of January in 2014 in all regions in Indonesia , including the city of Pekanbaru , Riau Province. JKN's program is the new program from government that still needs more suggestions and improvements so that it can be maximal in use. It takes the evaluation and monitoring of JKN program so that the program can run well.The purpose of this research is to evaluate the Jaminan Kesehatan Nasional Program in Pekanbaru period 2014-2015. Beside that, this research will explain the impact of aspect of implementation, consequence, and effectiveness from Jaminan Kesehatan Nasional (JKN) Program in Pekanbaru. The research method that used is descriptive quantitative. The main source of this research is taken by sharing some of kuisoners to the certain respondents and the secondary data that taken from the archives and documents that relate with the research. The analysis technical is using descriptive statistic analysis by presenting the datas that has collected into tables, graphics, and diagrams.From the result of the research could be known that the implementation process of JKN's program in pekanbaru is performed very well generally. Which became a little note is needs a little improvement in terms of payment of dues per month by the participants JKN , because the results of the research mentioned that the participants JKN still lacking discipline in paying dues per month. In the consequence aspect program, the hospital has helped the government to do JKN's program and made it success in Pekanbaru. In the aspect of the effectiveness impact program , averagely JKN participants had been satisfied and feel helped by the program JKN of government.Improving the services to the public  is the suggestion that could be given to BPJS Kesehatan Pekanbaru as the organizer of the JKN program in Pekanbaru so that the program of JKN can run better. The hospitals which being the partner of BPJS Kesehatan should doing the health services well to JKN participant. Hopefully the public become proactive to looking for the information and understand about Jaminan Kesehatan Nasional program.Keywords  : Jaminan Kesehatan Nasional (JKN) program, Pekanbaru

Abstract

Indonesia is a democratic country and knows a government system where a leader and his representative are elected by the public directly through elections. Election is a democratic party or people's party which becomes an arena of competition to fill political positions in government based on the formal choice of citizens who meet the requirements. Election of regional heads (Pilkada) directly held in the country since 2005, provides ample opportunity for voters to make their choices according to the wishes and conscience of each in the region. In the 2015 elections there were only two candidates, namely incumbent candidate number 1 pair H. Icek Baskoro, S.H., M.H. and H. Sugeng Prasetyo, S.E., M.M. is the Incumbent Deputy Regent of Grobogan, and sequence number 2 is Sri Sumarni, S.H., M.M. and Edy Maryono, S.H., M.M. who were former candidates for the previous Regent. Regent of Grobogan Hj. Sri Sumarni, S.H., M.M. in carrying out the duties of government by themselves or 'single leader'. Within the leadership of Grobogan Regent Hj. Sri Sumarni, S.H., M.M. carrying out his administrative duties assisted by regional secretaries and staff in the government. As Regional Head Mrs. Hj. Sri Sumarni, S.H., M.M. in his government he made many changes in his leadership. The research method used by researchers is a qualitative research method. The results of the study are related to the analysis of the performance and relations of the Grobogan Regent with the Grobogan District DPRD in the Grobogan District Deputy vacuum in the 2016-2019 period in this study. Researchers try to dig data about performance by using indicators of productivity, service quality, responsiveness, responsibility and accountability and analysis of power relations. The performance of the Grobogan Regent in the vacancy of the Deputy Grobogan Regent in the 2016-2019 Period can be said to be successful in referring to the results of the rapid increase in regional development.

Abstract

ABSTRACTDieng Plateau Area is a protected area which means that the conservation of nature in it must be maintained to ensure sustainable livelihood (sustainable livelihood). The biggest challenge in Dieng's recovery effort is the rehabilitation of critical land in community-owned land areas. This research uses descriptive qualitative approach method with case study located in Dieng Plateau area of Wonosobo Regency covering 6 Villages in Kejajar Subdistrict, Dieng, Sembungan, Buntu, Kreo, Patak Banteng, and Sigedang Village and one Village in Garung Subdistrict, Mlandi Village . Technique of data collection is done by observation, interview, and documentation.The results showed that critical land rehabilitation activities were carried out with the cooperation between communities and the government through the support of various related stakeholders including private parties, NGOs and other NGOs. Approaches are made through sustainable farming systems by farmers' Union through agroforestry, conservation plants (coffee, carica, eggplant, etc.), and intercropping with other commodities other than potatoes. While Bhineka Karya through off farm approach, that is tourism (agro tourism, nature tourism, history and culture) and geopark also become the most logical approach that strived. Both approaches are based on different biogeophysical potentials and conditions among the research sites so that critical land rehabilitation activities can be successful. The economic orientation of the community becomes the determinant of the sustainability of the programs of both approaches, to the extent that tourism activities are still inferior to agricultural activities. In addition, the socio-economic conditions of the community, such as low education and the increasingly narrow land ownership ratio, are also a hindrance to the success of critical land rehabilitation with off farm approach, so that sustainable agriculture approach is superior to off farm approach.Strengthening social capital in critical land rehabilitation activities through studies in three typologies of social capital (Bonding social capital, Bridging social capital and Linking social capital) viewed from social, economic, and cultural aspects of society shows that cooperation between communities and government through the support of the related stakeholders have increased the capacity of the community in controlling the problems of increasingly severe land degradation. So the role of the community, especially Bhineka Karya and Serikat Petani in critical land rehabilitation activities has reflected the community-based disaster governance practice in disaster management in Dieng Plateau district of Wonosobo regency.Keywords: Community Based Disaster Governance, Critical Land Rehabilitation, Dieng Plateau Area Wonosobo.

Abstract

Democracy is a form of a country's political system. Wilson Churchill said that the best successful system of government, but no system is better than that. Participation is very necessary in a country to advance the country itself, especially big countries in the world including Indonesia itself which has a heterogeneous society. Participation from the community can be a benchmark for the state to see what it wants. The general election is a forum for community members to elect their representatives because the people themselves will make that person their leader or president. But the reality is that Banguntapan District is still a sub-district with a low level of participation. The purpose of this paper is to identify the low participation factor, analyze the level of participation and find out the reasons for the low level of participation of rural communities in Banguntapan District in the 2019 Presidential Election. With the theory of public perception and the theory of motivation and indicators used, the reality that occurs in the field is that there are ideological factors that play a big role. The people of Banguntapan District have their perceptions regarding the 2019 Election, these perceptions are more negative. This means that they have the view that their vote does not influence government decisions. In general, the 2019 Election in Banguntapan District has been carried out well but there are still shortcomings, such as village people who are still politically indifferent or less aware of the election because they think that voices like them will not be heard. The suggestion that can be given to the Bantul KPU is to consider various solutions to overcome the low participation rate in Banguntapan District. The advice that can be given to the people of Banguntapan District is that they are expected to continue to participate in various democratic activities

Abstract

Perum Perhutani sebagai BUMN yang mengelola hutan negara memiliki tanggung jawab sosial kemasyarakatan (corporate social responsibility). Sebagai bentuk tanggung jawab sosial, Perum Perhutani membuat Sistem Pengelolaan Sumber Daya Hutan Bersama Masyarakat (PHBM). Sistem ini merupakan upaya pemberdayaan masyarakat desa hutan sebagai mitra sehingga masyarakat dapat mandiri dan sejahtera. Lembaga Masyarakat Desa Hutan (LMDH) Aman Sentosa dan LMDH Wonosari Lestari adalah LMDH turut bekerjsama dalam PHBM dengan Perum Perhutani KPH Pati. Pada Tahun 2016, hasil evaluasi menunjukkan LMDH Aman Sentosa berada pada kategori LMDH mandiri sedangkan LMDH Wonosari Lestari berada pada kategori LMDH muda. Adapun tujuan dari penelitian ini adalah untuk mengetahui implementasi pemberdayaan PHBM di kedua LMDH tersebut dan mengetahui faktor pendorong dan penghambat implementasi pemberdayaan tersebut.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data yaitu wawancara dan studi dokumen. Informan pada penelitian ini adalah Staff Divisi PHBM Perum Perhutani KPH Pati, Ketua LMDH Aman Sentosa, Ketua LMDH Wonosari Lestari, Sekretaris LMDH Aman Sentosa, sert Sekretaris LMDH Wonosari Lestari.Hasil peneltian menunjukan bahwa implementasi pemberdayaan yang dilakukan melalui Sistem PHBM di LMDH Aman Sentosa sudah mencakup pemberdayaan bina manusia, bina kelembagaan, bina usaha, serta bina lingkungan. Faktor yang mendorong serta menghambat implementasi pemberdayaan di LMDH Aman Sentosa dan LMDH Wonosari Lestari adalah komunikasi, sumber daya, stuktur organisasi, dan disposisi. Rekomendasi yang dapat diberikan untuk Perum Perhutani meninjau kembali peraturan yang mengatur proporsi sharing tanaman kehutanan. Rekomendasi yang dapat diberikan untuk Perum Perhutani Perum Perhutani KPH Pati adalah agar lebih banyak melakukan sosialisasi serta intensif menarik pihak ketiga. Kata Kunci: Sistem Pengelolaan Sumber Daya Hutan Bersama Masyarakat (PHBM), Implementasi Pemberdayaan

Abstract

The Tani card program is one of the programs of Ganjar Pranowo, the Central Java Governor, Tani Card program is a new program, in Kendal Regency, Tani Cards take effect on January 1, 2018. Tani cards are one of the solutions to overcome the scarcity of subsidized fertilizers and soaring prices of subsidized fertilizers when the fertilization period arrives. After the Tani card, the problem of scarcity of subsidized fertilizers and soaring prices of subsidized fertilizers can be overcome, however, the impact or problems caused by farm cards have not yet been resolved, and until now the Tani card has not been reused and the transaction manually applies again. In this study used the interview method, and related data collection regarding Tani cards. The speakers in this study were is Dinas Pertanian dan Pangan Kabupaten Kendal, Sumberdaya penyuluh pertanian Kecamatan Ngampel Kabupaten Kendal, Ketua Kelompok tani Sudirejeki, Petani Desa Sudipayung, dan pemilik atau penjaga KPL(kios pupuk lengkap). Farmers who have collected the requirements for ownership of Tani cards in Sudipayung village have reached 75%, but in reality there are still many farmers who do not want to take farm cards at Bank BRI as the main partners of Tani Card providers. the awareness of farmers to use Tani cards in Sudipayung village is still very low, this is caused by the existence of a transaction mechanism that is considered by farmers that the majority of the elderly are mostly quite complicated. Tani cards in Sudipayung Village only apply to one planting season, but because of the many problems that cannot be resolved, the Tani card has not been reused until now.

Abstract

BUMDES is a village business institution in the economic field that is managed by the community and the Village Government in an effort to strengthen the village economy and theeconomy of the village community which is formed based on the needs and potential of thevillage. This study aims to determine the management of BUMDes Silatri Indah and how itcontributes to creating an independent village in the economic field. The research method usedis a qualitative research with a descriptive approach. With data collection techniques throughinterviews with informants who are considered capable of providing detailed information aboutthe Management and Contribution of BUMDes Silatri Indah as an independent village moverin the economic field as well as through documentation that can support that information. Theresults of the study showed that BUMDes Silatri Indah was one of the best BUMDes inWonosobo Regency, because it was seen from various perspectives, such as good management,smooth business units, orderly administration and being able to contribute to the village. Themanagement process of BUMDes Silatri Indah is going well, this can be proven by planning,organizing and controlling which is not only done internally by BUMDes management but alsoto business units and business actors. While the contribution of BUMDes Silatri Indah inrealizing an independent village in the economic field can be seen through an increase inVillage Original Income (PADes) and being able to increase community income throughcommunity empowerment. Supporting factors include Natural Resources, Human Resources,Village Government Support and Cooperation with Other Parties. Abstract

This study was conducted to determine how the relationship between institutions andenforcement of Syariat Islam in Aceh as well how the process of cooperation as well as theseparation of powers between the relevant institutions. The objectives to be achieved in thisresearch is to identify and analyze the role of the Department of Syariat Islam and itsposition in the governance of Aceh. This type of research is qualitative descriptive researchtype with survey research, by analyzing data in the field on a direct source in the form ofwords, the picture is not numbers, data obtained include interviews, field notes, documentsand so on others. This study aims to describe, summarize a variety of conditions, varioussituations that arise on implementation of Islamic Law in Aceh local governance which is theobject of this study, based on what happened then raised to the surface of the character /picture of conditions and circumstances. The focus of research is the Islamic Lawenforcement agencies in Aceh who participated in providing support and assist theDepartment in enforcing the Syariat Islamic Law.From the data processing research showed that the relationship of the Department ofSyariat Islam in Aceh with the relevant institutions have close cooperation and mutualsupport in the enforcement of Shariah. Cooperation between the Department of Islamic Lawwith the relevant institutions have been better when compared to previously where therelevant institutions to help the enforcement of Syariat Islam only as guidance only, but nowthe Department of Islamic Law together with the relevant institutions can conduct training,investigation, interrogation until the execution which will be performed by the judiciary ofSyariat Islam law in Aceh on the legality and authority he had. Socialization provided by thegovernment of Aceh has also been quite good, with a positive response from the people ofAceh and the Aceh government's support of the enforcement of Syariat Islam in Kaffah torealitation.Keywords : Authority of Syariat Islam, Place of Syariat Islam,The Judiciary of Aceh, Acehgovernment.

Abstract

Partisipasi politik sangat berpengaruh terhadap masyarakat, karena setiap masyarakat memiliki pendapat untuk menentukan pilihannya yang akan dipilih disaat Pemilu. Di sini perempuan juga dapat menyalurkan suaranya dalam Pemilu, selain itu Ibu Rumah Tangga juga dapat menyalurkan suaranya dalam kegiatan Pemilu. Fokus penelitian ini berada di dua Desa yang ada di Kecamatan Jepon Kabupaten Blora yaitu Desa Balong dan Desa Jomblang, hal ini dikarenakan dua Desa ini memiliki komposisi penduduk Ibu Rumah Tangga sebagai mata pencaharian sehari-hari. Penelitian ini bertujuan guna menganalisis tingkat partisipasi politik yang dilakukan oleh Ibu Rumah Tangga Desa Balong dan Desa Jomblang. Penelitian ini merupakan penelitian lapangan yang memakai metode kuantitatif yang berisi angka-angka dan analisis yang menggunakan statistik. Metode kuantitatif data dengan menyebar kuesioner yang diberikan ke Ibu Rumah Tangga Desa Balong dan Desa Jomblang. Jumlah besaran sampel pada penelitian ini adalah 88 responden serta dibagi menjadi 44 responden Ibu Rumah Tangga Desa Jomblang dan 44 responden Ibu Rumah Tangga Desa Jomblang. Peneliti menggunakan teori Partisipasi Politik dari Huntington dan Nelson.Hasil penelitian ini adalah bentuk partisipasi politik yang dilakukan Ibu Rumah Tangga Desa Balong dan Desa Jomblang yaitu kegiatan pemilihan, sebagian besar Ibu Rumah Tangga Desa Balong dan Desa Jomblang turut berpartisipasi politik dalam memberikan hak pilihnya pada Pilpres 2019. Politik uang sangan mempengaruhi keinginan Ibu Rumah Tangga dalam menyalurkan hak pilihnya. Kesimpulan peneletian ini menunjukkan bahwa masih banyak Ibu Rumah Tangga yang mengharapkan politik uang, sebagai alasan memberikan suara dalam pemilihan umum.

Abstract

This research is based on utilization of nutritious plant diversity by people to be used as Indonesian traditional herbal medicine called Jamu. Along with development of technology, industry of herbal medicine start to popping up, but not as fast as development of chemical medicine and foreign herbal medicine. However, developing of herbal medicine becoming moved down and hence government intervening is needed. The problem of this research is the role office of industry and commerce in advacing traditional herbal medicine industry at Semarang in regulation, budgets and program during 2014.The goal of the research is explaining role of the office of industry and commerce in advacing traditional herbal medicine industry at Semarang whitin aspects such as regulation, budgets and program. This research using qualitative-descriptive method with the type of data used are primary and secondary data through interviews and collectif document.The result shows that in advacing traditional herbal medicine industry at Semarang, office of industry and commerce at Semarang in aspect regulation making an industy cluster which is focusing on small and medium industry to joined in a clusters of herbal medicine in Semarang. In budget aspect, to advacing herbs medicine industry cluster has a limited budget. Its because they must share it with another clusters. In program aspect, there are some program such as taking and drinking herbs medicine movement, using land area for medication planting utilization, socialization to take herbal medicine movement. The programs are good, but has not been efficient due to small budget and murky regulation.Researcher suggess to review aspects of the regulation, budget and program in advacing traditional herbal medicine industry at Semarang in order to optimizing and advancing that herbal medicine industry in Semarang.Keywords: office of industry and commerce Semarang, herbal medicine, regulation, budget, program.
