Abstract

In implementing a development, the government always involve the community in decision-making that will provide benefits and welfare for the people. Development aimed at achieving better conditions than before. Even so, the government should consider the rules for managing the resources used and the smallest effects arising for the smoothness of a development. Such as Reservoir Development Jatibarang aimed handlers flooding in Semarang which would require the materials to build a dam that is not little. Until eventually determined that the materials used are from Gunung Turun, located in the Village Mangunsari.This study aims to determine the socialization process between the government and the impacts arising from taking Gunung Turun of material in the process of implementation in village communities Mangunsari. The methodology used in this research is descriptive qualitative method, which seeks to describe the state of the real condition of the corresponding data collection was done by in-depth interviews of the informants are considered to know clearly seated problems. It also synthesize several documents that are considered important in this study.From the results obtained are socializing the government in the implementation of development Jatibarang Reservoir is intended to provide the public an overview of the goals and objectives of development and of the impacts that will occur regarding taking the material Gunung Turun. In the process of making the material more or less the same impact as the economic, social and cultural impacts, and environmental impacts that could affect people's lives either directly or indirectly.Keywords: Development, Jatibarang Reservoir, Gunung Turun

Abstract

Local wisdom be considered as the identity that determines the dignity a society in their community. In other words, an embodiment which is manifested through the way of life, behavior, and knowledge of activities performed by the local people to answer problems in fulfilling the life, and maintain their cultural matters. .This concept of these is a philosophy in every motion public life in Tabanan, including in political life. This research aims to determine the role of local knowledge in the government to achieving good governance in order to reduce the rate of corruption in Tabanan by explain the implementation of local knowledge on public policy and its actualization in the practice of government.This research uses the method of qualitative study, with data collection method through the interviews and literature. The data sources used in this reseach was primary and secondary data which reviewed and analyzed by descriptive approach.The results of this research is the values of local wisdom in tabanan are the basis of the principles of public life, including in the governance aspect. Parameters that indicate the values of local wisdom in Tabanan government contained on accountability, transparency and public participation. That point was characteristic in efforts to achieve good governance in Tabanan. Some empirical manifestations of local wisdom contained in the actualization of governance practices in achieving good governance in order to reduce the rate of corruption include making the procurement of goods and services policy in an accountable and transparent and make a model of electronic transactions and the transparency of budget management so that people can participate oversee groove in and out of government funds.There needs to be planting the thought of democracy based on ethics and morality in order to end the political taboo in most societies tabanan. .The form of relation the village community pakraman with village administration agency as an extension “hand” the country better have been decentralized than centralized as a form of recognition of the diversity of the village which has the right to manage themselves. Abstract

The regional head and deputy regional head directly for the first time for the district Holy. The process of the election of the Holy regent and deputy regent has taken place on April 12 2008 Everyone knows, that is the Holy city of clove cigarette industry, a place where there are thousands of factories large and small cigarettes which give employment to the inhabitants. More than a hundred thousand people working in this sector. Most of them are as cigarette workers. The interesting thing is that in the This election their voices became seizure, even one candidate targeting him main, the pair Mansour As'ad and Agus Darmawan. This study aims to determine and identify the dominant factors affecting voter behavior cigarette workers in the implementation of direct elections in the Holy district. The process of data collection conducted through literature review, interviews, direct observation, then manage and analyzing the data with the results of a descriptive qualitative techniques. Based on the results of the study concluded that the first of the factors that affect voter behavior in elections Holy cigarette workers in 2008, the first row is a factor interpreter campaign or the campaign team. It is heavily influenced by the attitude of cigarette workers who tend to be passive in political activities, most of them are women, most of the time is used to work and they tend to not want to engage the conflict so that their voices of people who depend on surrounding.The second factor is the political incentives or grants or whatever. It is very closely related with a pragmatic attitude, they lack confidence in whether the elections will bring changes to the future for the better. The third factor is the identification of a candidate, they will select candidates according to behavior is good news and want to come and visit the community down. The fourth factor is issue campaign or candidate's vision and mission. Vision Mission and campaign promises of candidates that are too long will not be read, remembered and understood by the workers, campaign promises are practical and can be billed if laterelected more hit. The fifth factor is party identification, candidate of major parties such as PDI-P, Golkar, PKB and PPP has an influence as well known but solid party factor is more prominent, for they how the party would govern if care is not just incompetent. The sixth factor is the pressure group or pressure groups. Most of them are women and the lower class workers, who extremely susceptible to mobilization and pressure. At first, researchers consider the most pressure groups is the dominant union because the union chairman has a target, it turns out the workers are not afraid of dreaded union not a union but the company owner, while the owner of the company committed to neutral. Pressure groups are more dominant is the surrounding non-Sabet liberate their thinking and determine their own choice. Abstract

Eradicating poverty is one of the main case in Indonesian lifelihood. Sincethe independence day of Indonesia's republic. The exertions to increased life'squality and eradicating poverty always efforted by them till this recent time. Itsthroughed by PNPM urban private. Based on empowerement which has purposesas sustaiable development and can be synergized through societies withinpoverty's problem solving. This research is limited by limitation space and alsofactors which can be called as obstacle of implementation in Wonogiri regency.Particularly in Bulusulur village. This research uses descriptive qualitative bycollege data technique through interview. Its name preferencing informanpurposive sampling.The result of roll loan giving program PNPM urban private towards smalland medium enterprises in Bulusulur village, Wonogiri district, Wonogiri regencyshowed that this program was able to reached the purposes and targets throughedstandart dimension and policy's goal, implementation sources, communication,implementor agency characterictics, implementor disposition, and environmentalcondition towards sosial,economy and politics. The loan giving program has beenassisted the lowest societies in giving loan modal towards the small enterprisesand also assisted to improved the family's income. Yet in this case is still facedmany obstacles. Such as the less of loan or KSM within giving back of loan, andthere's no an available ingredients in that surrounding.Recomendation.this research is expected to be able keep along andincrease the same program, and build closer relationship between implementor,all target communities and founding the other new enterprises.Keywords : Program impelementation, Loan Revolving, Small and MediumEnterprises, Village of Bulusulur.

Abstract

  AbstractThe purpose of this paper is to examine Hatta's thoughts on the urgency of decentralization as well as his criticism of clientelism in Indonesia. This research uses the type of literature study research. The data obtained in this study were analyzed using descriptive discourse analysis methods and critical discourse analysis. The results of this study indicate that Mohammad Hatta prepared for the implementation of decentralization to rely on the autonomy of the Village and District Governments, as well as the implementation of periodic General Elections from the village to the central level. The goal is to organize community participation from the lowest level so that the aspirations of the people can be achieved. This view, both directly, is criticism and suggestion of clientelism that occurs in Indonesia. This practice took place from the beginning of independence until the post-1998 reform era in different ways. Thus, there has been a gap between Hatta's views and hopes for Indonesian democracy with the reality that has occurred in Indonesia's political situation since the beginning of independence until now.

Abstract

This research is motivated by the deepen concern toward  the fenomena of poverty in Indonesia, in otherhand application of decentralization is exist for a while. So, it’s important thing to study how to make poverty reduction with innovation programes in decentralization era. Result this research describes that the capasity of Walikota to puss four social institutions: Badan Keswadayaan Masyarakat (BKM), Lembaga Pemberdayaan Masyarakat (LPM), Pendidikan Kesejahteraan Keluarga (PKK), and Karang Taruna can solve the poverty problems in Kota Pekalongan. There are many innovation programes in Kota Pekalongan, where All programes are community based: Replication of Program Penangggulangan Kemiskinan Perkotaan (P2KP), Program Percepatan Pembangunan Keluarga Sejahtera Berbasis Masyarakat (P2KSBM), Program Daerah Pemberdayaan Masyarakat (PDPM), and Replication of Pembangunan Lingkungan Permukiman Berbasis Komunitas (PLPBK) that focused in neighborhood develompent.By means of strengtening capacityof social institution at Kelurahan also integrated planning and budgeting, innovation programs can be done succesfully.

Abstract

The existence of Law No. 6 of 2014 on Village has constructed the management of village governance, where the central government consider village as autonomous region. On the one hand, the central government accommodate the management of village government through principle of recognition, subsidiarity, diversity, unity, mutual assistance (gotong royong), kinship, deliberation, democracy, independent, participation, equality, empowerment and sustainability. Does the legal construction has implication on the social meaning of village governance? The focus of this study is to analyze changes in the meaning and reality of the implementation of the village governance, and the relation between the authority of the village and the village government structure. Qualitative method was selected, and perspective of emic was used. Data collection prioritize the use of first hand data, which were obtained from several informants through in-depth interview and focus group discussion (FGD). The results of this study show several important issues. First, four areas of village authorities, namely managing village governance, implementation of rural development, coaching rural community, and empowerment of rural community, relate to each other, where the field of development, social and community empowerment, are interpreted as a way of governing. Second, the spirit of village governance is in the local value; that is mutual assistance (gotong royong). The head of village is considered successful in running the village governance if he succeeded in building the spirit of mutual assistance of rural communities. Third, the village government managed to adapt to such change, resulting organizational structure of village government that accommodate traditional structure as well as modern organizational structure, as constructed by the State under Law No. 6 of 2014 on Village.

Abstract

Penelitian ini merupakan penelitian yang membahas mengenai collaborative governance sebagai langkah pengembangan pariwisata di kabupaten Pesisir Barat. Tujuan penelitian yaitu untuk memberikan desain baru dalam proses pengembangan pariwisata yaitu menggunakan desain kolaborasi. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Pengumpulan data melalui wawancara kepada satu pegawai Dinas Pariwisata, dua masyarakat Pulau Pisang ( pengrajin tapis), satu sektor swasta yaitu pemilik café Malika dikawasan wisata. Analisis data yaitu dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa desain baru yaitu collaborative governance untuk pengembangan pariwisata di Kabupaten Pesisir Barat masih belum sepenuhnya berhasil diterapkan yaitu dari delapan kriteria keberhasilan kolaborasi. Terdapat tiga kriteria yang sudah diterapkan oleh pemerintah dalam proses pengembangan pariwisata yaitu governance, access to authority, information sharing

Abstract

This study discusses how PSIS as a form of social asset contributes to the election of Yoyok Sukawi in the 2019 legislative elections. The social asset discussed in this case are the resources that strengthen Yoyok Sukawi's social assets in the 2019 legislative elections. This makes it easier for Yoyok Sukawi to be able to prepare and get vote support to be able to be elected in the 2019 legislative election. This study uses a qualitative method. Data collection techniques used are structured interviews. The location of this research took place in the city of Semarang, Central Java. As supporting data, this research also uses both primary and secondary sources of data. The data analysis used includes data collection, reduction, and conclusions This research shows that the social assets owned by Yoyok Sukawi in the 2019 legislative elections, one of which puts PSIS and includes the blue panzer containing the supporters, which is the basis of his voice support. The use of supporters as targets is closely related to the close relationship that has been established by Yoyok Sukawi as CEO of PSIS Semarang. The social asset involved in this study also discusses social networks and trust as a strong source of social asset. This social asset contains the resources owned by Yoyok Sukawi and then used for materials that can be seen and assessed by his political targets, which are none other than the supporters. Social network as part of social asset is a pattern of social interaction that is intertwined repeatedly, in these social relationships there is a common goal together therefore that from this similarity can be tied with a sense of trust between each other regarding progress in Semarang. The social trust that emerged among the supporters made the two of them increasingly have a close social relationship and arise based on knowing well the individual they will choose. This study recommends that Yoyok Sukawi maintain the pattern of social relations that have been established and be able to mobilize supporters to participate in other activities besides football interests thus as to create more balance in society

Abstract

Penelitian ini termasuk dalam penelitian kualitatif dengan tujuan untuk menjelaskan mengenai evaluasi Program Desa Mandiri Pangan di Desa Ngadiwarno Kecamatan Sukorejo Kabupaten Kendal. Program Desa Mandiri Pangan ialah salah satu program pemberdayaan yang digagas oleh Badan Ketahanan Pangan, Kementerian Pertanian. Tujuannya agar meningkatkan ketahanan pangan masyarakat melalui pengembangan kelompok usaha produktif yang selanjutnya diharapkan dapat berimplikasi pada menurunnya angka kemiskinan. Tingginya angka kemiskinan di Desa Ngadiwarno menjadikan Desa Ngadiwarno dipilih menjadi salah satu lokasi sasaran pelaksanaan Program Desa Mandiri Pangan. Metode yang digunakan dalam penelitian ini ialah deskriptif kualitatif dengan pengumpulan data melalui wawancara, studi pustaka, dan dokumentasi. Wawancara dilaksanakan kepada pihak-pihak yang terkait dengan pelaksanaan Program Desa Mandiri Pangan di Desa Ngadiwarno, Kecamatan Sukorejo, Kabupaten Kendal. Dari penelitian ini, didapatkan hasil mengenai pelaksanaan Program Desa Mandiri Pangan di Desa Ngadiwarno, Kecamatan Sukorejo, Kabupaten Kendal belum berjalan secara optimal sesuai dengan tujuan yang ditetapkan sebelumnya. Hal ini ditunjukkan dengan tidak tercapainya keberlanjutan dari usaha produktif yang dijalankan kelompok afinitas, tidak sesuainya hasil yang didapatkan dengan sumber daya input dan biaya produksi yang dikeluarkan, tidak cukupnya program yang dijalankan dalam mengatasi permasalahan yang muncul selama pelaksanaan program, serta tidak tepatnya program yang dijalankan dengan sumber daya lokal Desa Ngadiwarno
