Abstract

Changing the policy from Large-Scale Social Restrictions (PSBB) to the “new normal” policy during the Covid-19 pandemic requires effective and targeted public communication. Therefore, this study aims to analyze and describe the implementation of the Crisis and Emergency Risk Communication (CERC) model in the public communication of the Sidoarjo Regency government during the new normal period in the Covid-19 pandemic. The method used in this research is a qualitative study, with data sources from interviews analyzed using the CERC model. The results showed that the Sidoarjo Regency government's public communication was mainly done through social media, websites, and outdoor-indoor publications in the form of banners. However, this public communication model is not by the needs of the heterogeneous Sidoarjo community, especially with the unequal distribution of media literacy. Thus, the necessary public communication is through community participation with two-way communication channels, persuasive interpersonal communication, as well as group and organizational communication, in accordance with the CERC model.

Abstract

The following research aims to describe and analyze the effectiveness of the Elderly Posyandu Program in Tambak Kalisogo Village. This research uses a qualitative descriptive method with data collection techniques through observation, interviews and documentation. The informants in this research were determined through purposive sampling, consisting of the Head of the Posyandu for the Elderly, the Village Treasurer, the Elderly Community, and the Head of Services as the person in charge of the Posyandu for the elderly program. The informant selection technique used in the following research is purposive sampling, namely technique. The data analysis model is carried out through the Miles Huberman analysis model (1984), namely data collection, data reduction, data presentation, and drawing conclusions. The results of the research show that the effectiveness of the elderly posyandu program in Tambak Kalisogo Village, Jabon District, Sidoarjo Regency is not optimal due to the lack of participation of elderly people in taking part in elderly posyandu activities. has not been implemented in its entirety. This means that the effectiveness of the elderly posyandu program in Tambak Kalisogo Village cannot be said to be effective.

Abstract

This research aims to analyze and explain the role of the village head's leadership in the development of Tlocor Marine Tourism and to assess the significant impact of the village head's leadership on this development. The methodology used is a descriptive approach with a quantitative approach, which includes descriptions of respondents and research variables in the form of frequency tables and percentages of questionnaire results, as well as data analysis with simple linear regression using SPSS V.23 software. The population in this study included 3,564 respondents, and the research sample consisted of 193 respondents selected based on the Slovin formula. The research results show that the leadership of the village head has a positive influence on the development of Tlocor Marine Tourism, with a significance value of 0.00 < 0.05. The calculated t value of 17.920 exceeds the t table of 1.653, so the research hypothesis is accepted (Ha is accepted and H0 is rejected). In addition, the correlation coefficient (R) of 0.792 describes the level of relationship between the independent variable and the dependent variable. Meanwhile, the coefficient of determination (R Square) is 0.627, which means that the village head's leadership contributed 62.7% to the development of Tlocor Marine Tourism, while 37.3% of his relatives were influenced by other factors not included in this research.

Abstract

The implementation of the zoning system program is carried out for equitable education efforts. The analysis technique in this research is qualitative analysis, referring to the theory of Miles and Huberman. The results show that, the analysis of the implementation of the zoning system program in the acceptance of new students includes strengths starting with the existence of clear regulations contained in the regulation of the Minister of Education and Culture Number 14 of 2018 PPDB starting from elementary, junior high, high school and state vocational schools which carry out under control. local government, namely the implementation of the zoning system. There is a weakness in its implementation, namely where the distribution of public schools is not evenly distributed in each region. However, there is an opportunity for students whose homes are close to schools and are more likely to be accepted. In the challenges contained in the implementation of this zoning system program where the program will not run continuously. The impact in the implementation of this zoning system program is that teachers cannot see the quality of students, then it causes student achievement to decline and also triggers disappointment with parents of outstanding students who will register their children's schools to state schools.

Abstract

The implementation of public services is still considered ineffective and inefficient. The main factor that causes this to happen is service time, namely timeliness in completing services, speed of service, and certainty of service time. Based on this problem, the Sidoarjo Police Satintelkam innovated by providing an online SKCK website with the aim of making it easier for the public to manage SKCK and increasing public satisfaction with services. The aim of this research is to find out and describe clearly and in detail the improvement in the quality of SKCK services at the Satintelkam Polresta Sidoarjo. This research uses a qualitative descriptive approach with data collection using interview, observation and documentation techniques. The results of this research show that the SKCK Satintelkam Polresta Sidoarjo online website innovation is in accordance with the mechanisms and procedures starting from the timeliness of service completion, speed of service, and certainty of service time. The Sidoarjo Police Satintelkam's efforts in carrying out its role as a provider of transparent and accountable SKCK services are 1) providing understanding to the public regarding the requirements that must be met in issuing SKCK, 2) Providing excellent service without differences in treatment to the entire community, 3) Making sure the time for issuing SKCK is consistent. not a long period of time.AbstrakPenyelenggaraan pelayanan publik masih terbilang belum efektif dan efisien. Faktor utama yang menyebabkan hal tersebut terjadi adalah waktu pelayanan, yaitu ketepatan waktu dalam penyelesaian layanan, kecepatan pelayanan, serta kepastian jangka waktu pelayanan. Dari permasalahan tersebut, Satintelkam Polresta Sidoarjo berinovasi dengan menyediakan sebuah website online SKCK dengan tujuan untuk memudahkan masyarakat dalam pengurusan SKCK serta meningkatkan kepuasan masyarakat terhadap layanan. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan secara jelas dan terperinci terkait peningkatan kualitas pelayanan SKCK di Satintelkam Polresta Sidoarjo. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan pengumpulan datanya menggunakan teknik wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa inovasi website online SKCK Satintelkam Polresta Sidoarjo sudah sesuai antara mekanisme dan prosedur mulai dari ketepatan waktu penyelesaian layanan, kecepatan pelayanan, serta kepastian jangka waktu pelayanan. Upaya Satintelkam Polresta Sidoarjo dalam menjalankan peran sebagai pemberi pelayanan SKCK yang transparan dan akuntabel yaitu 1) memberi pemahaman terhadap masyarakat terkait persyaratan yang harus dipenuhi dalam penerbitan SKCK, 2) Memberi pelayanan prima tanpa perbedaan perlakuan kepada seluruh masyarakat, 3) Mengupayakan waktu penerbitan SKCK dengan jangka waktu yang tidak lama.

Abstract

BPJS Kesehatan merupakan badan hukum yang dibentuk untuk menyelenggarakan program Jaminan Kesehatan Nasional (JKN) sesuai dengan Undang-Undang Republik Indonesia Nomor 24 Tahun 2011 Tentang Badan Penyelenggara Jaminan Sosial. Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan sebagai implementor program JKN memiliki target perkembangan kepesertaan perorangan maupun badan usaha. Cakupan kepesertaan BPJS Kesehatan di akhir tahun 2021 masih mencapai 86% meskipun memasuki tahun kedepalan pelaksanaan. Oleh karena itu, diperlukan strategi untuk memperluas cakupan kepesertaan, saluran pendaftaran dan pembayaran. Strategi telah dilakukan oleh BPJS Kesehatan dengan sosialisasi langsung dan tidak langsung. Sosialisasi langsung dilakukan dengan forum diskusi, seminar, serta komunikasi kelompok yang dilaksanakan oleh BPJS Kesehatan melalui pegawai dan kader-kadernya. Sosialisasi ini bermaksud untuk menyampaikan informasi yang lebih lengkap dibandingkan komunikasi melalui media massa. Sosialisasi tidak langsung dapat dilakukan di media massa dengan tujuan untuk menyentuh semua kalangan, baik tua dan muda, peserta PBI dan Non PBI secara cepat, serentak, heterogen, tersebar luas di berbagai tempat dan mampu mencapai pembaca dalam jumlah besar. Namun ditemukan hambatan dalam penerapan strategi tersebut, yaitu kurangnya sosialisasi, ketidak-patuhan masyarakat dalam membayar iuran tepat waktu, tidak adanya sanksi yang tegas bagi masyarakat yang belum terdaftar menjadi peserta, terjadinya penolakan terhadap kelas terendah, kurangnya koordinasi dengan Dinas Sosial, dan Kader BPJS yang kurang merata.

Abstract

The purpose of this study is to describe and analyze the Implementation of the Sidoarjo People's Service System (SIPRAJA) in Banjarbendo Village, Sidoarjo District, Sidoarjo Regency. In this study using a qualitative descriptive research method. Sources of data obtained from interviews, observations, literature studies. indicators in this study using communication, resources, disposition, bureaucratic structure. This research focuses on the Implementation of the Sidoarjo People's Service System (SIPRAJA) in Banjarbendo Village, Sidoarjo District, Sidoarjo Regency. The results of this study indicate that the implementation of sipraja in Banjarbendo Village, Sidoarjo District, Sidoarjo Regency is considered to be lacking in outreach to the people of Banjarbendo Village regarding services using SIPRAJA. So far, the financial resources to support the existence of the Sidoarjo People's Service System are still lacking because it has never been budgeted for. This makes the implementation of the Sidoarjo People's Service System (SIPRAJA) in Banjarbendo Village not optimal and effective.

Abstract

This study investigates public satisfaction with service provision in Desa Larangan, Kecamatan Candi, Kabupaten Sidoarjo, focusing on nine key elements outlined in the Ministry of Administrative and Bureaucratic Reform's guidelines. Evaluating citizen satisfaction in areas ranging from requirements to infrastructure, the research surveys Organisasi Perangkat Daerah (OPD) and the Village Government as service recipients. Findings reveal an overall favorable assessment, showcasing a commendable service quality and performance with a Satisfaction Index of 79.02. Notably, infrastructure facilities garnered the highest average score (3.28), while requirements scored the lowest (3.02). This study highlights the positive quality of rural public service provision and underscores areas for potential enhancement, serving as a benchmark for governance optimization. Highlights: Comprehensive Assessment: Evaluated nine dimensions of service satisfaction. Favorable Findings: Overall positive performance with notable room for improvement. Abstract

This study delves into the pivotal role of service quality in organizational development, focusing on public service satisfaction at the Suko Village Office, Sidoarjo Sub-district, Sidoarjo Regency. Employing a descriptive quantitative approach through survey methodology, 390 respondents were randomly sampled. Data collection involved primary and secondary sources, while analysis utilized the Community Satisfaction Index (CSI) based on 9 service elements following the Indonesian Minister of Administrative and Bureaucratic Reform Regulation No. 14/2017. Results reveal an average score of 0.111 across the 9 service elements, with the perception interval indicating service quality and performance falling within the "Very Good" category (A). Notably, Service Element U7 (Service Behavior) attained the highest score with an interval value of 3.48 (A), while U9 (Facilities and Infrastructure) marked the lowest with a score of 3.30 (A). This underscores the need for continued focus on infrastructure improvements despite commendable service quality and performance across most domains. Highlights: Methodology: Utilized quantitative survey methodology with 390 randomly sampled respondents. Service Element Analysis: Revealed varying satisfaction levels across 9 service elements, highlighting high performance in Service Behavior and the need for improvement in Facilities and Infrastructure. Abstract

This study aims to provide a thorough examination of Population Administration Services and its impact on the performance of the Banjarbendo Sidoarjo Village Government. Utilizing qualitative descriptive research methods, including interviews, observation, and documentation, the research follows Agus Dwiyanto's analytical framework for data collection, reduction, presentation, and conclusion. The results reveal a commendable performance in implementing Population Administration Services, showcasing high village government productivity. The assessment of service quality, encompassing nine essential elements, demonstrates overall effectiveness. However, challenges are identified, including internal issues related to information technology readiness and external constraints such as aligning service schedules with community preferences. This research contributes valuable insights to public service enhancement, emphasizing the need for adaptive strategies in addressing internal and external obstacles. Highlight : Comprehensive Analysis: The study provides an in-depth examination of Population Administration Services, offering a holistic perspective on its implementation and impact on rural governance.
