Abstract

This study aims to analyze the implementation of the Sambimadu BUMDes Policy in supporting village economic independence through the development of Tourism Villages. This research method is descriptive qualitative. The type of data used in this research is qualitative data, which is divided into primary data and secondary data. Implementing BUMDes policies in the development of Tourism Villages is the focus of this research. Sources of data obtained through Library Research are available online and offline, such as scientific journals, books, and news from trusted sources. The results showed that the implementation of the BUMDes policy in supporting the village's economic independence through the development of the Sambibulu Tourism Village had not been fully successful, this was due to the incompetent Human Resources of the Sambimadu BUMDes. The characteristics shown by BUMDes staff are that they only prioritize their interests so that they underestimate their duties and responsibilities. And they do not fully understand the BUMDes policy in developing tourist villages regarding their cognitive abilities. On the one hand, there is good communication support between the Village Government and BUMDes Sambimadu because every week, it evaluates activities to correct deficiencies in the BUMDes Policy Implementation process.

Abstract

The purpose of this study was to determine the quality of Garuda Indonesia's flight services. The research method is qualitative using a descriptive approach. Data collection techniques conducted by researchers through observation, interviews, and documentation techniques. Data analysis in this study uses three components, namely data reduction, data presentation, and drawing conclusions. Research Results The level of competence of employees of PT. Garuda Indonesia is very good, because before becoming an employee, you must take the training that has been provided from various sub-variables such as education level, number of years of work experience, so that the quality of service provided by PT Garuda Indonesia through employees to passengers is very satisfactory. The quality of PT Garuda Indonesia's flight services provided to passengers is very satisfying, from the waiting room facilities and equipment from ticket reservations, check-in, boarding passes to take-off and take-off processes, very concerned about passenger comfort and safety, PT Garuda Indonesia's organizational culture through hospitality Indonesian hospitality is applied in an icon that indulges the senses. Abstract

This study seeks to assess the quality of population administration services in the Tanggulangin District of Sidoarjo Regency. In addition to understanding the elements that promote and impede service in Tanggulangin District, Sidoarjo Regency. Employing descriptive qualitative methodologies. Using observation, interviews, and documentation, data was obtained. This study's data analysis consists of three components: data reduction, data display, and deriving conclusions. The findings of this study indicate that the quality of public service delivery in the field of population administration in Tanggulangin District, Sidoarjo Regency has applied the dimensions of physical evidence (tangible), aspects of reliability, aspects of responsiveness, aspects of assurance, and aspects of empathy which cover all discussion of indicators, but there are a few indicators that run according to the wishes of the community. in this study to improve the quality of public services in Tanggulangin District, Sidoarjo Regency, namely Human Resources (HR), public awareness, facilities and infrastructure.

Abstract

Penelitian ini bertujuan untuk menganalisis evaluasi kebijakan relokasi Pedagang Kaki Lima (PKL) di sentra Kuliner Gajah Mada Sidoarjo. Teknik penelitian ini menggunakan deskriptif kualitatif, pengumpulan data dilakukan melalui wawancara, dan observasi. Informan dalam hal ini adalah Kabid Modifikasi Disperindag Sidoarjo. bagian pembinaan pedagang informal Disperindag Sidoarjo, koordinator PKL di sentra kuliner Gajah Mada, Satpol PP, di sentra kuliner Gajah Mada. Metode analisis data menggunakan analisis deskriptif kualitatif. Hasil penelitian evaluasi dimulai dari penilaian proses pelaksanaan yaitu proses sosialisasi, penataan, penertiban dan terakhir pembinaan. Mengetahui faktor faktor yang menghambat yaitu Perawatan dan pengelolaan sentra kuliner yang kurang, Sarana dan prasarana relokasi masih belum memadai. Mengetahui Dampak yang timbul dari relokasi PKL adalah telah mampu merelokasi dengan benar sebanyak 85 PKL pada awal tahun 2019 dan pada tahun 2020 sekitar 41 PKL dapat direlokasi, hal ini menunjukkan efisiensi relokasi PKL tersebut. Faktor penghambat antara lain kurangnya perlindungan dan pengelolaan sentra kuliner, sarana dan prasarana relokasi yang belum memadai

Abstract

The aim of the study was to analyze and describe the role of the East Java Provincial Forestry Service in developing the Panorama Petung Sewu Tourism in Mojokerto Regency. This research method is descriptive with a qualitative approach. Collection techniques using interviews, observation and documentation. Sources of data obtained through library research online and offline. The results of the study show that the government's role in the development of the Petung Sewu Panorama Tourism is still not fully successful, because the government only provides facilities in several objects such as building places of worship and pavilions, road repairs only in front of the tourist entrance and makeshift public toilet facilities, damaged photo spots and need renovation, cafes or stalls that are still not feasible. Apart from that, the lighting is still flowing to the Public Street Lighting (PJU) which will only turn on at certain times. The conclusion of this study is that the role of the East Java Provincial Forestry Service in the Development of Panorama Petung Sewu Tourism is not entirely of high quality and is achieved when considering 3 theoretical indicators regarding the government's role. Abstract

The village apparatus is a part of administrator of the village. They have an important role in realizing the progress of the nation through the village. This study described three competencies (basic, management, and technical) that were possessed by village apparatus, their performance, and the influence of these competencies towards performance of the village apparatus in providing village administrative services in Sidoarjo Regency. This quantitative research was conducted with the sample of 147 respondents from the village apparatus. Through simple random sampling technique, the data was collected by questionnaire distribution and interviews. After collecting and coding, the data were analyzed by frequency distribution and multiple linear regression based on SPSS 20. The results showed that basic competencies, management abilities, technical skills, and performance of village apparatus in Sidoarjo Regency were included poor category. Second, basic competencies, management abilities, and technical skills had an influence on the performance of village apparatus. The novelty of this research was that human resources who had good job competencies were able to show quality performance characteristics. The higher competency was possessed by an individual, the higher the quality of one's performance.

Abstract

The number of positive COVID-19 patients in the Sidoarjo area continues to increase. As of April 19, 2020, there were 11,028 positive COVID-19 patients, 6,068 suspect patients, 617 patients who were declared dead due to Covid-19 and 10,398 people declared cured of Covid-19. This study was conducted to identify and describe the implementation of policies in the form of the Decree of the Minister of Health of the Republic of Indonesia Number HK. 01.07/Menkes/382/2020 concerning Protocols for Public Health in Public Places and Facilities in the Context of Prevention and Control of Corona Virus Disease 2019 (Covid-19) in the Sidoarjo area. Data analysis was carried out by Miles and Huberman interactive analysis. The results showed that the implementation of the Decree of the Minister of Health of the Republic of Indonesia Number HK. 01.07/Menkes/382/2020 concerning Protocols for Public Health in Public Places and Facilities in the Context of Prevention and Control of Corona Virus Disease 2019 (Covid-19) in the Sidoarjo region can be seen from four things. First, communication, where policy communication is carried out through socialization and education related to 3M (wearing masks, maintaining distance and washing hands) to the people of Sidoarjo. However, in practice, socialization and education related to 3M (wearing masks, maintaining distance and washing hands) are considered insufficient to overcome the Covid-19 pandemic. Need to add 2M (limit mobility and stay away from crowds) so that it becomes 5M. This is because mobility and crowd problems are felt to have contributed to causing many Covid-19 virus infections. Second, resources, where the task of fixing the level of compliance with health protocols actually requires the help of many parties. Not only from themselves, the media is also tasked with providing a sense of security and positive messages to the community. Likewise, the government should also not instill too much fear, but rather recommendations that arouse the desire to comply with health protocols.

Abstract

The aim of this research was to discuss the model of recruiting candidates for legislative is conducted by political parties in Sidoarjo Regency. This research used descriptive qualitative. This research was conducted at the Governing Council of Political Parties in Sidoarjo Regency. Informants of this study were leaders of political parties in Sidoarjo, legislative candidates from political parties in Sidoarjo. The results showed that the model of recruiting candidates for legislative in accordance with collaboration models included models of Barber, Snowiss, Rush & Althoff et al. This can be seen from some of the steps in the recruitment socialization of registration, selection, after that determination of legislative candidate by a team of Election Campaign Boar (Bappilu) political party in the Sidoarjo Regency and the serial number in accordance with the criteria of the political party chairman and Election Campaign Boar (Bappilu). Furthermore, it is registered with the General Election Commission (KPU) Sidoarjo regency set to be candidates for Legislative (candidates) remain with serial numbers.

Abstract

Abstract

Penelitian ini dilaksanakan agar dapat mengetahui bagaimana implementasi kebijakan yang terdapat pada BUMDes Bina Sejahtera dalam mengembangkan Agrowisata Belimbing di desa Watesari Balongbendo Sidoarjo. Dalam penelitian ini menggunakan metode kualitatif dengan pendakatan wawancara dan dokumentasi. Adapun data yang digunakan berasal dari data primer dan data sekunder. Adapun narasumber penelitian ini antara lain. Kepala Desa Watesari, Kepala BUMDes Bina Sejahtera dan Staff–Staff BUMDes terkait Bina Sejahtera. Serta Analisa penelitian ini melalui pendekatan teori Edward III. Adapun indikator yang digunakan dalam teori ini terdiri dari komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan pada BUMDes Bina Sejahtera dalam mengembangkan agrowisata belimbing menurut pendekatan teori Edward III yaitu indikator komunikasi, komunikasi yang dilakukan oleh ketua BUMDes Bina Sejahtera dengan anggota berjalan dengan baik. Serta dalam proses komunikasi diantara ketua dengan para anggota selalu dilakukan secara baik dan mengarah langsung pada kebijakan yang telah disepakati. Indikator sumberdaya, tentunya dari pemerintahan desa telah disediakan baik sumber daya manusia yang mumpuni dalam kepengurusan BUMDes maupun sumber daya keuangan yang nantinya dipergunakan dalam pelaksanaan operasional dari BUMDes tersebut. Pada indikator disposisi berhubungan dengan sikap atau kecenderungan, didapati bahwa sikap atau kecenderungan staff–staff yang terdapat pada BUMDes sangat mendukung implementasi kebijakan yang terdapat pada BUMDes Bina Sejahtera, dan para staff juga memberikan baik kritik maupun saran apabila dalam implementasi kebijakan terdapat kesalahan dan kekurangan. Indikator struktur birokrasi didapati bahwa di BUMDes sudah terdapat prosedur operasional kerja atau SOP dan telah berjalan dengan baik. Akan tetapi meskipun sudah berjalan dengan baik masih terdapat kekurangan yakni masih belum sepenuhnya menjalankan SOP yang telah ditetapkan
