Abstract

The purpose of this study was to analyze the waste management carried out by TPST Jatikalang Village, Krian District. The approach taken in this study is a descriptive qualitative approach, by conducting interviews, documentation, and observations. The data analysis model uses the analysis model according to Miles and Huberman (1994), with data collection techniques, data reduction, data presentation and drawing conclusions. The results of this study indicate that first, communication in the implementation of TPST management policies in Jatikalang Village where the Village Government has increased communication efforts that are more interactive, consistent and clear, and involve active community participation. Second, the resources in managing TPST are lacking in the number of workers needed so that a lot of rubbish accumulates in people's homes and there is also a lack of enthusiasm for TPST workers who often pick up the rubbish during the day even though they should be able to pick up rubbish from people's homes from 7 o'clock. Third, the attitude and disposition of policy implementers with positive responses and support from policy implementers, the appointment of appropriate bureaucracy, and the provision of appropriate incentives are the main keys in ensuring that waste management policies can run effectively. Abstract

This study examines the process of implementing motor vehicle testing services in the Sidoarjo Transportation Department, East Java, using a qualitative approach. The aim is to describe and analyze the implementation process, supporting factors, and hindrances to motor vehicle testing services. The analysis reveals that the overall implementation of these services is relatively good, with positive outcomes in terms of communication, resources, disposition, and bureaucratic structure. Supporting factors include sufficient human resources and vehicle testing equipment, as well as community compliance with the Kir test program. However, budget constraints resulting from the diversion of resources to tackle the Covid-19 pandemic have hindered the program's expansion, particularly in terms of parking area regulations on the East Ring highway. The findings suggest the need for effective resource allocation and improved infrastructure planning to address bottlenecks and ensure smooth motor vehicle testing services, ultimately enhancing road safety and efficiency. Abstract

Law number 20 of 2008 concerning micro, small and medium enterprises (UMKM) stipulates that the empowerment of MSMEs in the village of Punggul is the responsibility of the Sidoarjo Regency Cooperative and MSME services. MSMEs have an important role for economic growth in Indonesia. The perpetrators of umkm hats in the village of Punggul have not been recorded as a whole and have experienced several obstacles in running the business. The important role of the Regional Government through the Office of Cooperatives and Micro Enterprises, the Office of Industry, and the District Trade Office is expected to be able to provide To strengthen the competitiveness of MSMEs in facing the global market is to improve product quality and standards, increase financial access, improve the quality of human resources and the entrepreneurial spirit of MSMEs, provide facilities SMEs related to access to information and promotions both domestically and abroad. Highlights: Legal Responsibility: Law No. 20/2008 designates the Department of Cooperatives and MSMEs in Sidoarjo District as responsible for empowering UMKMs in Punggul village, emphasizing the legal framework's role. Economic Significance: UMKMs are vital for Indonesia's economic growth, underscoring their pivotal role in the nation's economic landscape. Strengthening Competitiveness: To enhance UMKMs' global market competitiveness, measures such as product quality improvement, financial access, human capital development, and information/promotion support are essential.

Abstract

This research aims to analyze and describe the strategies implemented by BUMDES Sumber Lestari in developing the Sumber Dhuwur tourist attraction. Tourism development significantly influences regional and citizen income, job creation, and economic activities. Utilizing qualitative methods, data were collected through interviews with village officials, the BUMDES chairman, local residents, and visitors, along with observations and documentation. The study uses qualitative descriptive analysis, involving data reduction, presentation, and conclusion drawing. Results indicate that BUMDES Sumber Lestari has effectively focused on infrastructure and facility development, but has yet to optimize human resource management in tourism and the creative economy. The research provides insights into strategic planning for rural tourism development, emphasizing the need for comprehensive human resource strategies to enhance competitiveness and economic impact.
