Abstract

Penelitian ini bertujuan menganalisis strategi program pengelolaan simpan pinjam BUMDes Subur Makmur Desa Dukuhsari, Kecamatan Jabon, Kabupaten Sidoarjo berdasarkan teori Kotten dalam Salusu (2008) yang mencakup strategi organisasi, program, sumber daya, dan kelembagaan. Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan penelitian terdiri dari Kepala Desa, perangkat desa, dan pengurus BUMDes. Hasil penelitian menunjukkan strategi organisasi memiliki struktur formal dengan perbaikan administrasi sejak tahun 2022, namun belum memiliki divisi khusus pengumpulan dan sosialisasi serta SOP tertulis. Strategi sumber daya ditopang modal Rp 172 juta dan sarana memadai, tetapi terbatas SDM dengan tujuh manajer yang mengelola empat unit usaha. Program strategi mengatasi kendala keterlambatan pembayaran 30-40%, penurunan anggaran 71,4%, dan sosialisasi terbatas. Strategi kelembagaan masih transisi karena belum memiliki Perdes dan baru tahap kedua pendaftaran AHU Kemenkumham. Meskipun program memberikan manfaat dengan bunga terjangkau 1-1,5% per bulan, efektivitasnya belum optimal sehingga diperlukan penguatan aspek hukum, penambahan personel, modernisasi sistem, dan sosialisasi berkelanjutan.

Abstract

This study examines the process of implementing motor vehicle testing services in the Sidoarjo Transportation Department, East Java, using a qualitative approach. The aim is to describe and analyze the implementation process, supporting factors, and hindrances to motor vehicle testing services. The analysis reveals that the overall implementation of these services is relatively good, with positive outcomes in terms of communication, resources, disposition, and bureaucratic structure. Supporting factors include sufficient human resources and vehicle testing equipment, as well as community compliance with the Kir test program. However, budget constraints resulting from the diversion of resources to tackle the Covid-19 pandemic have hindered the program's expansion, particularly in terms of parking area regulations on the East Ring highway. The findings suggest the need for effective resource allocation and improved infrastructure planning to address bottlenecks and ensure smooth motor vehicle testing services, ultimately enhancing road safety and efficiency. Abstract

Law number 20 of 2008 concerning micro, small and medium enterprises (UMKM) stipulates that the empowerment of MSMEs in the village of Punggul is the responsibility of the Sidoarjo Regency Cooperative and MSME services. MSMEs have an important role for economic growth in Indonesia. The perpetrators of umkm hats in the village of Punggul have not been recorded as a whole and have experienced several obstacles in running the business. The important role of the Regional Government through the Office of Cooperatives and Micro Enterprises, the Office of Industry, and the District Trade Office is expected to be able to provide To strengthen the competitiveness of MSMEs in facing the global market is to improve product quality and standards, increase financial access, improve the quality of human resources and the entrepreneurial spirit of MSMEs, provide facilities SMEs related to access to information and promotions both domestically and abroad. Highlights: Legal Responsibility: Law No. 20/2008 designates the Department of Cooperatives and MSMEs in Sidoarjo District as responsible for empowering UMKMs in Punggul village, emphasizing the legal framework's role. Abstract

This research aims to analyze and describe the strategies implemented by BUMDES Sumber Lestari in developing the Sumber Dhuwur tourist attraction. Tourism development significantly influences regional and citizen income, job creation, and economic activities. Utilizing qualitative methods, data were collected through interviews with village officials, the BUMDES chairman, local residents, and visitors, along with observations and documentation. The study uses qualitative descriptive analysis, involving data reduction, presentation, and conclusion drawing. Results indicate that BUMDES Sumber Lestari has effectively focused on infrastructure and facility development, but has yet to optimize human resource management in tourism and the creative economy. The research provides insights into strategic planning for rural tourism development, emphasizing the need for comprehensive human resource strategies to enhance competitiveness and economic impact. Abstract

Studi penelitian berikut bertujuan untuk menganalisis Manajemen BUMDes Mutiara Welirang dalam Pengelolaan Usaha Air Minum (BPAM) di Desa Ketapanrame. Pada penelitian, menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Teknik analisis data ini menggunakan model miles dan huberman (1984), meliputi pengumpulan data,reduksi data, penyajian data, serta penarikkan kesimpulan. Hasil penelitian menunjukkan adanya temuan yaitu Pertama, perencanaan, adanya keberhasilan yang dibuktikan manajemen BUMDes dalam pengelolaan usaha air dengan beberapa perencanaan setiap tahunnya seperti penambahan jaringan air, pendistribusian air ke villa daerah Trawas pada tahun 2023. Kedua, struktur organisasi yang dibentuk oleh BUMDes dan pemerintah desa setempat menunjukkan keberhasilan dalam pengelolaan sumberdaya serta perekonomian ditingkat desa. Ketiga, pengarahan BUMDes sebagai motor penggerak berdiri nya usaha yang ada di Desa Ketapanrame, komunikasi dijalankan dengan baik. Hal ini berdampak pada keberhasilan yang dicapai oleh unit usaha yang ada di Ketapanrame, dibuktikan setelah berdirinya unit usaha air minum dibangun unit lain dan saat ini terdapat lima unit usaha yang ada di Desa. Keempat, pengkoordinasian BUMDes Mutiara welirang menunjukkan keberhasilan perencanaan yang telah terealisasikan pada distribusi air minum dengan pendapatan bersih pada tahun 2023 sekitar Rp. 1.474.452.850. Dapat diketahui dalam penelitian ini menunjukkan manajemen BUMDes telah mencapai keberhasilan dan sukses dalam pengelolaannya sesuai visi dan misi. Namun ada perencanaan pada unit usaha air minum yang masih belum terealisasikan terkait air minum dalam kemasan dikarenakan menurut izin BPOM belum memenuhi prosedur untuk izin memasarkan produk

Abstract

The purpose of this study was to analyze the waste management carried out by TPST Jatikalang Village, Krian District. The approach taken in this study is a descriptive qualitative approach, by conducting interviews, documentation, and observations. The data analysis model uses the analysis model according to Miles and Huberman (1994), with data collection techniques, data reduction, data presentation and drawing conclusions. The results of this study indicate that first, communication in the implementation of TPST management policies in Jatikalang Village where the Village Government has increased communication efforts that are more interactive, consistent and clear, and involve active community participation. Second, the resources in managing TPST are lacking in the number of workers needed so that a lot of rubbish accumulates in people's homes and there is also a lack of enthusiasm for TPST workers who often pick up the rubbish during the day even though they should be able to pick up rubbish from people's homes from 7 o'clock. Third, the attitude and disposition of policy implementers with positive responses and support from policy implementers, the appointment of appropriate bureaucracy, and the provision of appropriate incentives are the main keys in ensuring that waste management policies can run effectively. Abstract

This study aims to describe and analyze the empowerment of the Sidorukun Farmer Group in strengthening food security in Kendalpecabean Village, Candi Sub-district, Sidoarjo Regency. The research employed a qualitative method with a descriptive approach, purposive sampling technique, and data collection through observation, interviews, and documentation. Data were analyzed using an interactive model, which includes data reduction, data display, and conclusion drawing. The theoretical framework applied is empowerment theory, which consists of five indicators: welfare, access, critical awareness, participation, and control. The findings indicate that the welfare indicator has improved through the development of irrigation channels, water gates, pumping houses, and pest control to reduce crop failure risks. The access indicator is reflected in the utilization of farmland, pumping houses, and irrigation networks, as well as efforts to stabilize grain prices and maintain solidarity among members. The critical awareness indicator emerges from farmers’ initiatives such as collective riverbank rehabilitation, simultaneous planting, and crop schedule recording. The participation indicator is seen in involvement in village meetings and planting coordination, though still largely facilitated by the government. Meanwhile, the control indicator has begun to develop through the farmer group’s organizational structure, but strategic decisions remain dependent on the village and agricultural offices. Overall, the empowerment of the farmer group has proven effective in strengthening local food security, although further improvement in participation and control aspects is needed to achieve sustainable farmer independence.

Abstract

This research aims to analyze and explain the role of the village head's leadership in the development of Tlocor Marine Tourism and to assess the significant impact of the village head's leadership on this development. The methodology used is a descriptive approach with a quantitative approach, which includes descriptions of respondents and research variables in the form of frequency tables and percentages of questionnaire results, as well as data analysis with simple linear regression using SPSS V.23 software. The population in this study included 3,564 respondents, and the research sample consisted of 193 respondents selected based on the Slovin formula. The research results show that the leadership of the village head has a positive influence on the development of Tlocor Marine Tourism, with a significance value of 0.00 < 0.05. The calculated t value of 17.920 exceeds the t table of 1.653, so the research hypothesis is accepted (Ha is accepted and H0 is rejected). In addition, the correlation coefficient (R) of 0.792 describes the level of relationship between the independent variable and the dependent variable. Meanwhile, the coefficient of determination (R Square) is 0.627, which means that the village head's leadership contributed 62.7% to the development of Tlocor Marine Tourism, while 37.3% of his relatives were influenced by other factors not included in this research.

Abstract

This research aims to analyze the evaluation of the Family Planning Village program in Tambak Kalisogo Village and the impacts resulting from these activities. The research method is qualitative based through observation, interviews and documentation. Informants were determined using purposive sampling, which included family planning instructors from Jabon sub-district, the PKK chairman of Tambak Kalisogo Village, and the local community. The research focus refers to Edward A. Suchman's evaluation theory which consists of six indicators. 1) the aim of the program is to create a prosperous and independent society. However, the Family Planning Village program in Tambak Kalisogo Village needs to clarify and improve the evaluation mechanism. 2) problem analysis, which according to Edward's theory involves systematic stages, shows that in this village there are still obstacles that affect the program, such as limited signals that interfere with communication between the community and family planning cadres. 3) description and standardization of activities is an important element in evaluation, ensuring that the activities carried out comply with the provisions. 4) measurement of change is generally based on program impact, and in this village it is quite in line with existing measurements. 5), the result of this activity is increased public awareness about reproductive health and the importance of getting married at a mature age for teenagers. 6) the impact of the Family Planning Village program in Tambak Kalisogo Village received a positive response from the district in its village development efforts. However, there are still obstacles, such as the large area that only relies on word of mouth information, which can cause communication errors, as well as the low level of community education which affects village growth.

Abstract

Domestic violence (DV) is a human rights violation that impacts the physical, psychological, and social well-being of victims, especially women. This study aims to analyze the role of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) of Sidoarjo Regency in handling domestic violence cases. The approach used was descriptive qualitative with data collection techniques through observation, interviews, and documentation studies. The results show that UPTD PPA carries out three main roles: as a regulator in forming regulations and SOPs; as a facilitator providing facilities, infrastructure, and psychological and legal services; and as a coordinator in establishing synergies with various parties. However, challenges remain, such as limited resources and low public awareness. This study recommends improving inter-agency coordination and strengthening human resources for effective handling of domestic violence.
