Abstract

General Background: Food security is a critical issue in rural areas, especially in developing countries, where sustainable agricultural practices and government support play a vital role in ensuring a stable food supply. Specific Background: In Sumorame Village, Candi District, Sidoarjo Regency, the local government has implemented a food security program aimed at improving agricultural productivity and community welfare. Knowledge Gap: Despite the program's significance, little is known about the specific factors influencing its success, particularly in the context of rural governance and local agricultural conditions. Aims: This study aims to describe and analyze the implementation of the food security program in Sumorame Village, focusing on four key factors: communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that communication between the village government, farmers, and community groups has been effective through targeted socialization efforts. Human resources are competent, with strong collaboration among farmer groups. Financial resources have been allocated in accordance with regulations, but physical infrastructure remains inadequate due to limited agricultural land, unfavorable geographical conditions, and suboptimal hydroponic yields. Disposition among stakeholders is positive, with high commitment observed. The bureaucratic structure has been functioning in accordance with established Standard Operating Procedures (SOPs). Novelty: This study highlights the importance of resource optimization, particularly in agricultural infrastructure, and stresses the need for improved technological integration to enhance program outcomes. Implications: The results suggest that strengthening communication and addressing physical resource limitations are crucial for improving food security program effectiveness in rural areas. This study provides valuable insights for policymakers seeking to enhance rural food security initiatives. Highlights: Communication is crucial for successful food security program implementation. Abstract

Public Street Lighting or commonly referred to as PJU is one of the services organized by the Regional Government that aims for the public interest and is used in lighting the streets at night, generally street lighting is located on the right or left side of the road including poles, lights, and electric cables. therefore lighting is very important in security and comfort for road users for the smooth running of users in the economic movement of an area. The purpose of this study was to determine the innovation of the Sidoarjo Regency Transportation Office in the Management and Development of Public Street Lighting (PJU) in Sidoarjo Regency. the research method used in this field survey is a qualitative method with a descriptive approach. the location of this research is at the Sidoarjo Regency Transportation Office. This research focuses on analyzing the innovation of the Sidoarjo Regency Transportation Agency in the Maintenance and Development of Public Street Lighting (PJU) in Sidoarjo Regency. this research uses 2 (two) types of data, namely secondary data and primary data. the data collection technique used in writing this article is to conduct direct observation of the field location, namely interviews, documentation, and observation. as well as informant determination techniques using purposive sampling techniques. The theory used is the theory of innovation in the public sector from Everett M. Rogers (2003), which produces several indicators, namely the Relative Advantages indicator and the Compatibility indicator. The research results on the Relative Advantages indicator explained that structurally, the organizational logic built by the Ministry of Home Affairs is that the PJU management policy in the Region is managed by the Local Government Transportation Office. In the Compatibility indicator, it is explained that the PJU management by Sidoarjo Regency Government is a portrait of the misconnection between policy innovation and organizational policy.

Abstract

This research analyzes the implementation of Basic Education Data (DAPODIK) at SMA Negeri 1 Porong in the context of optimizing data, with a focus on the role of bureaucratic structure, availability of resources, and effectiveness of collaboration between parties. Using a qualitative approach with a case study method, data was collected through semi-structured interviews and documentation analysis. Data analysis uses George Edward III's theoretical framework, which highlights the importance of communication, resources, disposition and bureaucratic structure in the implementation of public policy. The findings show that a well-defined bureaucratic structure, with clear SOPs and effective coordination, supports the smooth implementation of DAPODIK. The availability of competent human resources is also an important factor. The main challenges are limited ICT infrastructure and the need to increase active participation from students and parents. This research underlines the importance of regular evaluation and adaptation of implementation strategies to ensure the effectiveness of DAPODIK in supporting and improving the quality of education.

Abstract

General Background: The integration of technology in healthcare systems has become essential for improving service efficiency and quality. Health information systems, like the SiKuat application, are increasingly being adopted in public health centers to enhance healthcare delivery. Specific Background: The SiKuat application is a health information system developed to streamline healthcare services at public health centers. However, its effectiveness in practice, particularly in resource-constrained settings like the Candi District Public Health Center, remains under-explored. Knowledge Gap: Despite its potential, there is limited research on the real-world challenges and benefits associated with the implementation of SiKuat in public health centers, especially concerning technical infrastructure and human resource limitations. Aims: This study aims to analyze the implementation and impact of the SiKuat application in healthcare services at the Candi District Public Health Center, Sidoarjo Regency. Results: The study found that the SiKuat application positively impacted healthcare services by improving patient data access, medication stock monitoring, and medical record accuracy. It also facilitated more organized administrative management. However, challenges such as a lack of skilled personnel and occasional technical disruptions were observed. Novelty: This research contributes new insights into the practical application of the SiKuat system, particularly in terms of its impact on operational efficiency and the barriers to its full utilization in a public health center setting. Implications: The findings suggest that while SiKuat has the potential to improve healthcare services, successful implementation requires ongoing training for healthcare staff and infrastructure improvements to overcome the existing challenges.

Abstract

Objective: This study aims to analyze the effectiveness of the school administration service system at SMAN 1 Krembung in responding to the demands and challenges of the digital era. The research focuses on identifying strengths, weaknesses, and areas for development in the implementation of digital administrative practices within the school environment. Method: A mixed methods approach was utilized, combining both qualitative and quantitative techniques. Data were collected through structured interviews with administrative staff and school leaders, observations of administrative workflows, and surveys distributed to staff and stakeholders. The integration of these methods allowed for a comprehensive analysis of administrative practices and perceptions. Results: The findings reveal that SMAN 1 Krembung has begun to implement several digital technologies to support its administrative processes. However, a notable gap remains between the desired efficiency and the actual performance of the system. Key challenges include insufficient digital infrastructure, limited staff digital competencies, and a lack of system integration across different administrative units. Novelty: This study offers one of the few in-depth evaluations of school administration service systems in an Indonesian public high school context during the digital transformation era. It contributes practical recommendations for improving administrative service quality, emphasizing the importance of infrastructure upgrades, targeted staff training, and the development of an integrated administrative system to support educational management in the digital age.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan pemberdayaan masyarakat melalui usaha budidaya tambak udang dan bandeng yang dilakukan di Desa Prasung, Kec Buduran, Kab Sidoarjo. Studi ini memakai pendekatan kualitatif deskriptif dengan cara mengumpulkan informasi melewati observasi, tanya jawab, dan pencatatan dokumentasi. Menentukan informan dalam studi ini dilaksanakan dengan teknik purposive sampling, yang melibatkan Kepala Desa Prasung, Sekretaris Desa, serta petani tambak di Desa Prasung. Metode menentukan informan yang dipakai dalam studi ini adalah purposive sampling, yaitu suatu teknik yang bertujuan memilih individu dengan kriteria tertentu. Pendekatan analisis data yang dipakai dalam studi ini mengikuti model Miles dan Huberman (1984), yang mencakup proses pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukan bahwa program pemberdayaan di Desa Prasung Kec Buduran Kab Sidoarjo masih kurang optimal dikarenakan masih kurang rutin dalam mengadakannya sosialisasi dan pelatihan terkait budidaya tambak dengan baik dan menggunakan era modern,sehingga pengetahuan dan keterampilan pembudidaya ikan didesa prasung masih belum memadai. Masih lemahnya akses pembudidaya ikan terhadap permodalan. Pendapatan target panen tambak yang minim seimbang dalam setiap tahunnya karena dalam pembudiyaannya masih dilakukan secara tradisional. Hal tersebut membuat pemberdayaan masyarakat di Desa Prasung Kec Buduran Kab Sidoarjo masih belum efektif.

Abstract

This study aims to describe and analyze the implementation of the Micro Business Clinic (KUM) Program in Sidoarjo Regency using a descriptive qualitative research method. The program is designed to support Micro, Small, and Medium Enterprises (MSMEs) by providing consultations, guidance, and financial literacy training. Data collection techniques include observation, interviews, and documentation, with informants selected through purposive sampling. The informants consist of Customer Service staff at the Micro Business Cooperative Clinic and its customers, primarily MSME actors who seek business development assistance. The data analysis follows the Miles & Huberman (1994) model, which includes four stages: data collection, data reduction, data presentation, and conclusion drawing. The research findings highlight four key indicators of program implementation. (1) Communication: The Micro Business Cooperative Clinic actively conducts socialization, workshops, and seminars to educate MSME actors. (2) Resources: The clinic operates with only two human resources, faces budget constraints, and requires additional funding to optimize services. (3) Disposition: The implementation encounters obstacles due to occasional slow performance, impacting service effectiveness. (4) Bureaucratic Structure: The program follows an efficient Standard Operating Procedure (SOP), making it easier for MSME actors to register and access services. Despite its efforts to enhance service quality, the Micro Business Cooperative Clinic continues to face challenges, particularly in terms of human resources and system performance. Addressing these issues is essential to maximize its impact on MSME development in Sidoarjo Regency.

Abstract

General Background: Waste cooking oil has become a domestic environmental issue that potentially harms drainage and public health. Specific Background: In Kelurahan Durenjaya, Bekasi, household disposal practices remain high, while knowledge of alternative reuse is still limited. Knowledge Gap: Previous community services rarely focused on converting cooking oil into eco-friendly products through systematic training in local neighborhoods. Aims: This paper reports a community empowerment program that provides education, workshops, and mentoring on producing aromatherapy candles from used cooking oil. Results: The program increased residents’ awareness of environmental risks and enabled them to process waste oil into value-added products. Participants showed improved skills and initial attempts at simple product marketing. Novelty: This activity integrates environmental education with practical household-based candle production in a specific urban area. Implications: The program may support sustainability efforts and create small-scale economic opportunities for households. Abstract

Fenomena peningkatan volume sampah rumah tangga di Indonesia, khususnya sampah plastik, menimbulkan permasalahan serius pada pengelolaan dan pencemaran lingkungan. Di Desa Suko, Kabupaten Sidoarjo, pengelolaan sampah yang belum optimal dan praktik pembakaran terbuka konvensional menyebabkan polusi udara dan ketidaknyamanan masyarakat. Pengabdian ini menggunakan pendekatan transfer teknologi dan transfer knowledge melalui pelatihan serta sosialisasi berbasis komunitas. Program pengabdian masyarakat oleh Universitas Muhammadiyah Sidoarjo menerapkan teknologi pembakaran sampah tanpa asap (PESTA) dengan sistem incinerator ramah lingkungan berbahan bakar oli bekas dan dilengkapi scrubber untuk meminimalisir emisi asap. Kegiatan sosialisasi, pelatihan, pembuatan alat, dan pendampingan selama delapan bulan melibatkan masyarakat RW 09 Dusun Ketapang sebagai mitra. Hasil evaluasi menunjukkan program ini efektif menekan emisi asap hingga 95%, mengurangi bau dan polusi, serta meningkatkan kesadaran kolektif pengelolaan sampah yang bersih dan aman. Implementasi PESTA memberikan alternatif solusi praktis dalam menciptakan sanitasi sehat dan aman berbasis pemberdayaan masyarakat di tingkat desa.

Abstract

The main problem in this research is the absence of a comprehensive and structured development strategy for the Coban Binangun Waterfall Tourism Object in Plintahan Village, Pandaan District, Pasuruan Regency. This study aims to analyze the development strategy of the destination using the theoretical framework of strategy according to Kooten in Salusu (2006:104-105), which includes four indicators: organizational strategy, program strategy, resource strategy, and institutional strategy. This research uses a descriptive qualitative method with a case study approach through in-depth interviews, field observations, and documentation. The results of the study indicate that tourism management is carried out independently by the community through the Pokja and Pokdarwis, but is still weak in the aspects of legality and organizational structure. Program strategies are evident through simple promotions and community empowerment, but they are not yet based on long-term planning. Resource strategies still rely on entrance tickets and local businesses without a formal financial reporting system. Institutional collaboration is limited to the Fisheries Service and is not directly linked to tourism development. This research underscores the importance of strengthening formal institutions and cross-sectoral strategic planning to achieve sustainable and professional tourism management.
