Abstract

The act of maladministration is a behavior that is not in according with the principle of exellent public services that resulted in material or immaterial losses to society. Maladministration is also incompatible with the principles of good governance , clean and efficient . Representatives of Ombudsman of the Republic of Indonesia Riau Province is a representative of the Ombudsman of the Republic of Indonesia in Riau that serves to monitor and prevent acts of maladministration which occurred in the province of Riau . Representatives of Ombudsman of the Republic of Indonesia Riau Province oversee implementation of public service with follow up reports / complaints from the community to produce a decision in the form of recommendations and suggestions . The purpose of this study was to analyze the performance and also the factors that influence the performance of the Ombudsman of the Republic of Indonesia Representative Riau Province in Handling Reports Pekanbaru city community .The concept of theory that researchers use is performance. By looking at the responsiveness , responsibility and accountability of the Ombudsman Representative Riau Province . This study uses qualitative research methods with an assessment of descriptive data . In collecting the data , researchers use interviewing techniques , observation , documentation and literature. By using key informants as a source of information and triangulation techniques as a source of data authenticity .After doing research, it was found that the performance of the Ombudsman of the Republic of Indonesia Representative Riau Province in the handling of public reports Pekanbaru city has been running well , but still not optimal due to the completion of reports requires a procedure that is quite complex and is still the lack of public knowledge of Pekanbaru on the existence of the Ombudsman as well as the functions and tasks.Keywords: Performance , maladministration , Responsiveness , Responsibility , Acountability.

Abstract

The ground is supporting the welfare and prosperity of the whole society of indonesia, because the ground has a major role both in the industrial sector and agricultural sector. Because almost all of human utility comes from ground, then human race the race to have the ground. Things related to the ground included in the constitution of the republic of Indonesia year 1945. See the importance of ground as a human life support, so the research is based on human needs for the ground and the importance of having a ground certificate for the whole society including the economically weak to medium. PRONA Policy is a public policy made by Indonesia government as one of the efforts in achieving orderly ground administration in the entire territory of indonesia. The implementation of the PRONA Policy is also implemented in the Pekanbaru see there are still many ground that is not owner. To realize the orderly administration of the ground throughout the territory of Pekanbaru the government is implementing a PRONA Policy is in accordance with the provisions of laws and regulations. The PRONA Policy aims to provide ground registration services the first time with a simple process, easy, quick and cheap in order to accelerate the ground registration throughout the territory of Indonesia.This research uses the qualitative research method which obtains data through observation, interviews and documentation. In this research the writer uses Donald S. Van Meter and Carl E. Van Horn theory with the analysis of descriptive data qualitative that reveals the genesis or the fact, situation, phenomenon, variable and circumstances that occur during the research by presenting what actually happened. This research interprets and describes the data concerned with the situation that is happening, attitudes and views that occur in a society, a conflict between two states or more, relationship between variable that arise, difference between the facts and its influence on a condition and so on.After the writer conducted the research in the ground office national ground agency of pekanbaru city (BPN) the writer can take conclusion that during the last five years of the implementation of the PRONA Policy in the Pekanbaru has been running pretty optimal. Although still found some obstacles in implementation, such as communication that are less good and lack of society participation because the lack of information derived by the public from BPN Pekanbaru city about PRONA Policy.Keywords: Policy, Public Policy, Ground affairs, The orderly administration

Abstract

Levies are local taxes as payment for services or granting special permits provided and granted by the regional government for the benefit of individuals or bodies. A phenomenon that can be seen in the field, namely: 1. The collection of the levy exceeds a predetermined from tariff of local regulations No. 10 of 2012 concerning levy waste services / cleanliness. 2. Facilities and infrastructure is inadequate due to a lack of fleets. 3. Less irregular schedule due to lack of transport of the fleet. This study aims to find out what are the factors that affect the implementation of Regulation No. 10 Year 2012 on Service Fees Waste / Hygiene in Marpoyan Damai District in 2014.This research uses descriptive analysis with a qualitative approach. The data source consists of primary data is data that is obtained from the Marpoyan Damai District. While secondary data is data sourced from the Marpoyan District documentation of Peace as well as revenue. The collection of data through observation, interviews and documentation. Analysis techniques of data is presentation of data analysis techniques, and drawing conclusions and testing.The results showed that the order to determine the factors that inhibit the levy garbage / hygiene in the Marpoyan Damai district includes variables as follows: (1) The communication is meant process of delivering the policy objectives of retribution garbage from the District Marpoyan Peace by means of socialization to the community topdown. (2) Resources are defined in this study is for the overall financial and nonfinancial factors needed to carry out the organizational activities of the activities in the program districts fare collection and transportation of garbage. (3) Disposition referred to in this research is the attitude of the district head has shown firmness to the janitor in fare collection and transportation of garbage. (4) The structure of the bureaucratic point is the composition and the relationship between the unit and its functions and operational procedures within institutions related agencies working unit.Keywords: public policy, policy implementation, public service

Abstract

Disaster land and forest fires are a serious problem that must faced in Riau Province nearly every year during the dry season. as part of efforts to reduce the level of forest fire in the area around PT, PT RAPP units APRIL GROUP Company initiated Fire Free Village Program ( FFVP) which began in 2015. The aim of this study is to explain how the performance of PT RAPP in prevention through FFVP in District Merbau, Meranti Islands. And explain what are the factors supporting PT RAPP performance in the prevention of forest fires and land through FFVP in District Merbau, Meranti Islands. The concept of the theory is the measurement of organizational performance by Muhammad Mahsun in (Lijen Poltak Sinambela, 2016) consisting of: set goals, objectives and strategies, formulate indicators / measures of performance, achievement of the objectives, performance evaluation. The method used is a qualitative research with case study approach, the selection of informants using purposive sampling technique. The technique of collecting data through observation, interviews and documentation. The results of this study explained that the performance of PT RAPP in the prevention of forest fires and land in the District Merbau is optimal, this is evidenced by the level of land and forest fires decreased even within the last 2 years did not fire. it is not independent of the supporting factors such as community participation, budget, socialization and communication. * Keywords :Organizational Performance, Prevention, Programs

Abstract

Taxation in Indonesia has experiencing rapid development. It is evidenced by the existence of a reform in the payment of the tax that was previously using manual methods and proceed with e-billing. E-billing is one innovation made by the Directorate General of Taxing in the field of tax payment. Payment reform is expected to facilitate taxpayer to make tax payment, Because taxpayesr do not have to come to tax office. The purpose of this research to find out effectiveness of electronic personal tax payments (e-billing) and factor inhibiting of Effectiveness of Electronic Personal Tax Payments (e-billing) at the Tax Services Office Pratama Pekanbaru Tampan. The theory used in this research is theory of the effectiveness of Duncan cited by Steers (2008:53), with indicators : Achievement of goals, Integration, Adaptation. The research methods used is the qualitative descriptive with case study. Selection of informants using the purposive sampling method. The data collection through interviews, observations and documentation. This research result that the payment of electronic personal tax (e-billing) at the Tax Services Office Pratama Pekanbaru Tampan has been not effectively measured based on 3 (three) indicators that are Achievement of goals, Integration, and Adaptation. Inhibiting factors of Effectiveness of Electronic Personal Tax Payments (e-billing) at the Tax Services Office Pratama Pekanbaru Tampan is down the server, network connection and the existence of technological gaps among taxpayers.  * Keywords : e-billing, Tax Payment System, Effectiveness

Abstract

Conflict in an organization is a difference that arises between two parties or more objects being contested. and in the organization, conflicts often occur frequently because the difference in taking a decision and taking an action in the organization. As one of the organizations in the forestry sector, SPORC must required to think quickly, and act appropriately in tackling problems especially in the forestry sector.The Purpose of this research is to know and analyze how the conflict management of the Forestry Police High-Speed Squad (SPORC) of Brigade Beruang Riau Province and also the factors which influencing that conflict Management. This research is using a research-qualitative method which it'd explore the problem ,Identify causes of factors, and Composing theory which it has basically investigate. The theory of this research is Theory of Conflict Management by Wirawan with Three Indicators of Conflict Managament. And the technical analyze data using qualitative method.After the research it found that Conflict Management at Forestry Police High-Speed Squad (SPORC) Of Brigade Beruang Riau Province causes by Focussing to Vision, Mission, and Goals of Organization, Facilitating realization of activity, and Increasing Decision through Opinions. and the factors of incluiding conflict is : Integrity, Technical Ability, and Interaction.Keyword: Conflict Management,Conflict Management in Organization

Abstract

Empowerment has been given by BPDASHL Indragiri Rokan to sailan honey farmer group, but sailan honey farmer group has not been independent because of the limited technology supporting production, capital, the existence of forest destruction, and lack of adequate marketing facilities. The theory used in this research is empowerment according to Winarni (1998:75), namely: (1) enabling, which includes motivating and awakening consciousness; (2) empowering, which includes education or knowledge, health, capital, technology, information, employment, markets; and (3) the creation of independence. This research uses qualitative method with descriptive research type. Data collecting technique used is interview technique, observation, and documentation. The result of the research can be concluded that: (1) empowerment of forest honey farmer community by Balai Pengelolaan Daerah Aliran Sungai dan Hutan Lindung (BPDASHL) Indragiri Rokan in Sahilan Darussalam Village, Gunung Sahilan Sub-District of Kampar Regency has not been optimal. Especially the aspect of empowering and the aspect of self-reliance. The empowering aspect has not been optimal because of the lack of attention to the level of knowlage of the farmer group in managging forest honey, paying less attention to the farmer group health, lack of appropriate technology aid, and lack of capital aid. So the aspect of creating self-sufficiently has not been optimal. (2) the inhibiting factors of the empowerment of forest honey farmers by Balai Pengelolaan Daerah Aliran Sungai dan Hutan Lindung (BPDASHL) Indragiri Rokan in Sahilan Darussalam Village, Gunung Sahilan sub-district, Kampar Regency are factors: (a) budget or funding; (b) there are still many people who have not been incorporated into farmer group; (c) lack of appropriate technology; and (d) illegal logging.Keywords : Empowerment, Honey Farmer, Forest

Abstract

             The cases of HIV and AIDS increase every year. These cause the importance of the role of KPA and LSM in HIV / AIDS prevention efforts. One of the efforts is the good coordination between KPA and LSM. The purpose of the coordination is to reduce the rate of cases of HIV and AIDS.The purpose of this research is to analyze the act of the coordination between KPA Pekanbaru with LSM, and also the facts that influence coordination in HIV / AIDS prevention efforts in Pekanbaru. This research uses the concept of coordination theory by Henry Fayol and Cyrill O?Donnell. The research is qualitative with data collection using interview method, observation and documentation.Based on the result of this research by interviewing and observation, it can be seen that the coordination between KPA Pekanbaru and LSM has been good. This is seen from the good communication and cooperation, regular meetings which are held to give reports and informations and to evaluate the performance of both. There are some facts that influence this coordination. They are facilities and infrastructures, human resources and funds. Keywords : Koordination, Prevention, HIV and AIDS

Abstract

Application of best practices in motorcycle tax service by Revenue Body of Pekanbaru at Technical Executor Unit was conducted by upgrading service quality, increasing people awareness (taxpayer), can raise service quality on the motorcycle taxpayer and also affected to determined target achievement of vehicle tax of Riau Province at Technical Executor Unit of Revenue Body Pekanbaru Kota. The research used qualitative descriptive method with research instruments referenced to Prasojo Theory (2004) and data collecting technique were interview, observation and documentary study that related to research purposes. The results indicated that application of best practices in motorcycle tax service by Technical Executor Unit, Revenue Management of Pekanbaru Kota was applied in order to increase service quality, such as the addition of working hours and service at day-off. However, yet to be optimal in reaching targets. Partnership is explored by controlling tax delinquents together with related institution. Beside that, complaint management that has not been available of tax payers become an obstruction to optimize of strategy continuity of service towards tax payers. Affected factors in applying best service on motor cycle tax service are lack of informational and technological personnel programmer in facing technological development, and lack of taxpayer awareness in paying motor cycle tax. Another factor was commutation of organisational main structure of Technical Executor Unit had been changed to Revenue Body in 2017.Keywords: Best Practices, Motorcycle Tax, Taxpayer.

Abstract

The lack of socialization towards teens/students that impact the lack of knowledge about the problems that teens are very complex surrounding the Triad KRR (sexuality, HIV, AIDS, and Drugs). In addition also still lack of motivation and support from the education and Training Generasi Berencana Program (GenRe) that caused some factors.The aint of this research is to know the implementation of the education and Training of the GenRe Programs at Perwakilan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) in Riau ProvinceThe concept of the theory that researchers use is the implementation of education and training where educational standards and implementation consists of training needs, goal setting, the determination of the content of the programmes, principles of learning, implementation of programs, the identification of benefits, and an assessment of the implementation of the program. This training using qualitative method with descriptive data review. In the data collection of researchers using the technique of interviewing, observation, and study of librarianship as a source of information.The results showed that the implementation of the education and Training GenRe have been concluded but not yet optimal. This is evidenced by the existence of training needs, goal setting, the determination of the content of the programmes, principles of learning, implementation of programs, the identification of benefits, and an assessment of the implementation of the program could not be implemented as a whole. As for restricting factors that affect the implementation of the education and training programs of the Genre is the participants of the education and training and also the cost that would be sure not required at the time of the implementation of education and training.Keywords: Education and Training, GenRe
