Abstract

This study examines the impact of community participation, multi-stakeholder collaboration, transparency, and accountability on village financial governance policies in Rokan Hulu Regency, Riau Province, within the framework of the New Public Governance (NPG) paradigm. This research used a mixed methods approach with a sequential exploratory design. Qualitative data were collected through semi-structured interviews, direct observation and document analysis, then analyzed using thematic techniques. Quantitative data was obtained through a Likert scale questionnaire survey involving 90 purposively selected respondents and analyzed descriptively and inferentially. The research findings show that community participation, multi-stakeholder collaboration, transparency, and accountability significantly improve the effectiveness, efficiency, and accountability of village financial governance. However, challenges such as low participation of vulnerable groups, weak synergy between informal actors, and unequal access to information are still major obstacles. The study concludes that strengthening formal collaboration, improving technical capacity through internal audit training, and adopting inclusive strategies to increase community participation are critical to advancing village financial governance. This study contributes to the theoretical development of the NPG paradigm and provides practical recommendations for designing policies for inclusive and sustainable village financial governance.

Abstract

Service quality is the level of excellence or specialty of a service that can meet the needs and expectations of the community. Public service is an activity carried out by the government and other institutions to meet the needs of community services in accordance with laws and regulations. This service can be in the form of public goods, public services, and/or administrative services. The purpose of this study was to determine the quality of service in issuing Business Identification Numbers for micro businesses at the Pekanbaru City Investment and One-Stop Integrated Service Office and its supporting and inhibiting factors. This study uses a qualitative approach. Data collection techniques use interviews. Data analysis in this study was carried out using qualitative descriptive. The results of the study explain that the quality of service is already in the good category which is assessed from the transparency in the services provided where there is openness in the service process, services that are in accordance with the rules and there is ease in the service process. The principle of accountability in improving service quality to ensure that each service can be accounted for and provide services in accordance with the conditions that have been set. Community participation in improving services has been carried out well by providing services according to rights and balance. Supporting factors in improving service quality include the ability of employees to serve, the availability of supporting facilities and infrastructure, and the development of a better service system as part of improving services. While inhibiting factors include increased supervision and complicated bureaucracy in efforts to improve services.

Abstract

This study aims to analyze the implementation of agile governance in public information management at the Riau Province Communication, Informatics and Statistics Service (Diskominfotik). Agile governance is a governance approach that emphasizes flexibility, responsiveness, and rapid collaboration in providing public services. The research method used is qualitative descriptive with an explanatory approach. Data collection was carried out through observation, interviews, and document studies analyzed using Nvivo 14 software. The results of the study indicate that the implementation of agile governance at Diskominfotik Riau is still faced with a number of obstacles, including limited knowledge and capacity of human resources (HR) in understanding the concept and a bureaucratic structure that does not fully support flexibility. In addition, performance evaluations that are not yet based on quick wins slow down the adaptation process. Nevertheless, Diskominfotik Riau has utilized various digital platforms to provide access to public information, although improvements need to be made in terms of responsiveness and timeliness of service. Recommendations from this study include increasing training for HR, implementing a more flexible governance model, and periodic evaluations based on short-term results. The implementation of agile governance is expected to improve the quality of public services and strengthen public trust in government transparency.

Abstract

Kampung Lalang Kecamatan Sungai Apit Kabupaten Siak menghadapi tantangan dalam meningkatkan kualitas pelayanan publik. Penerapan social capital, yang mencakup jaringan sosial, norma, dan kepercayaan dalam masyarakat, diidentifikasi sebagai strategi potensial untuk mendukung inovasi pelayanan pemerintahan. Pengabdian masyarakat ini bertujuan untuk memberdayakan komunitas lokal melalui pemanfaatan modal sosial dalam pengembangan layanan pemerintahan. Tujuan dari kegiatan pengabdian masyarakat ini adalah untuk mengidentifikasi elemen-elemen modal sosial, pengembangan inovasi pelayanan publik dan meningkatkan partisipasi masyarakat dalam proses pelayanan pemerintahan. Hasil dan manfaat yang diperoleh dari pelaksanaan kegiatan pengabdian ini adalah adanya peningkatan kapasitas pelayanan, adanya pemberdayaan masyarakat, serta adanya transparansi dan akuntabilitas. Kegiatan pengabdian masyarakat di Kampung Lalang Kampung Lalang Kecamatan Sungai Apit menunjukkan bahwa penerapan social capital dapat secara signifikan meningkatkan kualitas pelayanan pemerintahan. Melalui penguatan jaringan sosial, norma, dan kepercayaan, inovasi dalam pelayanan publik dapat dilaksanakan dengan lebih baik dan berkelanjutan. Kolaborasi antara pemerintah dan masyarakat merupakan kunci keberhasilan dalam upaya ini.

Abstract

This community service program aims to enhance the competitiveness of local products through the empowerment of coastal communities in Bengkalis Regency, particularly the Biene honey business group. The main problems faced by the partners are weak branding, simple packaging design, and limited market access, which hinder the honey products from competing broadly. The method used is Participatory Action Research (PAR) through training, mentoring, and joint evaluation stages. The interventions carried out include strengthening brand identity, redesigning packaging to meet food safety standards, and facilitating digital marketing through marketplaces and social media. The results of the program indicate an increase in partners’ capacity in business management, marketing, and product handling. The new Biene Honey brand identity has been registered as intellectual property, product packaging has become more attractive and hygienic, and market access has expanded through online sales channels and promotion via local media. Overall, this program has successfully fostered the economic independence of coastal communities by strengthening branding, packaging, and market access, while also contributing to the achievement of sustainable development goals, particularly in the areas of decent work, economic growth, and partnerships.

Abstract

Penelitian ini bertujuan untuk menganalisis peran kepemimpinan transformasional dalam meningkatkan kinerja pegawai melalui kajian literatur dari berbagai hasil penelitian terdahulu. Pendekatan yang digunakan adalah penelitian kualitatif dengan metode studi pustaka (literature review), dengan mengkaji empat artikel ilmiah yang membahas hubungan antara kepemimpinan transformasional, motivasi kerja, kepuasan kerja, budaya organisasi, dan kinerja pegawai. Hasil sintesis menunjukkan bahwa kepemimpinan transformasional memiliki pengaruh positif dan signifikan terhadap peningkatan kinerja pegawai, baik secara langsung maupun tidak langsung melalui variabel mediasi seperti motivasi dan kepuasan kerja. Pemimpin transformasional yang mampu menjadi teladan, menginspirasi, menstimulasi kreativitas, dan memberikan perhatian individual terbukti dapat menumbuhkan semangat kerja, loyalitas, serta rasa tanggung jawab pegawai terhadap organisasi. Selain itu, kesesuaian antara gaya kepemimpinan dan budaya organisasi menjadi faktor penting yang menentukan keberlanjutan pengaruh kepemimpinan terhadap kinerja. Dalam konteks birokrasi publik Indonesia, kepemimpinan transformasional menjadi kunci dalam menciptakan lingkungan kerja yang adaptif, kolaboratif, dan berorientasi hasil. Temuan ini menegaskan bahwa penguatan kompetensi kepemimpinan dan budaya kerja inovatif merupakan strategi penting untuk meningkatkan kinerja pegawai di sektor publik.

Abstract

Kinerja ASN merupakan salah satu aspek yang sangat penting dalam membangun dan mencapai tata kelola pemerintahan yang baik, efektif dan efisien. Pemberian reward dan punisment merupakan salah satu carayang dinilai dapat meningkatkan kinerja ASN. Artikel ini bertujuan untuk menganalisis penerapan sistem reward dan punishment dalam meningkatkan kinerja Aparatur Sipil Negara serta mengindentifikasi faktor pendukung dan penghambat dalam menerapkan sistem reward dan punishment. Metode yang digunakan adalah studi literatur dengan mengkaji beberapa sumber seperti jurnal dan artikel ilmiah yang relevan dan membahas tentang sistem reward dan punishment. Hasil kajian menunjukkan bahwa penerapan reward dan punishment dapat meningkatkan motivasi kerja, kepuasan kerja dan meningkatkan kedisiplinan, dimana hal ini membuktikan bahwa penerapan reward dan punishment terbukti meningkatkan kinerja ASN.  Untuk meningkatkan efektivitas penerapan sistem reward dan punishment diperlukan ketegasan dan keadilan pimpinan, kesadaran individual ASN, serta kejelasan standar dan indikator kinerja.

Abstract

Government in realizing the welfare of society, through public services that are still less than optimal. One of the causes is the less competent village apparatus in carrying out their duties and training carried outby the villageapparatus must be inaccordance with the training in general that is implemented so as to produce quality human resources. The purpose of this study is to describe and know the competencce of the village apparatus in realizing village and to know the factor that influnce the competence of village apparatusin Mekarsari village. This method used in this research is qualitative method. The data sources is taken from the primary and secondary data. Data collection techniques used interview techniques. Observation and documentation. The information is village head, village secretary, head of village affairs and society, while data analysis technique used in this research is descriptive qualitative analiysis. Basedon the results of the research note that the competence of the village apparatus in realizing village autonomy in the village of Mekarsari is good. This is evidenced by the data of observations and interviews on aspects of knowledge, skills, attitudees in the apparatus of Mekasrari village. The knowledge possessed by the Mekasrasi village apparatus is wellknown from the knowledge of the main tasks and functions. The skills of the Mekarsari village apparatus are also good in the implementation of village autonomy. Mekarsari village has a good attitude in inviting the community to participate in the implementation of village autonomy, but less optimalin service and less able to interact with the community. Factor influencing the competence of Mekarsari village apparatus in the participation of the village community and the absence of operational standard procedure. Abstract

Pelayanan publik yang berkualitas merupakan tuntutan utama dalam mewujudkan birokrasi yang profesional dan berintegritas. Namun, masih ditemui aparatur yang belum menerapkan nilai-nilai pelayanan prima dalam praktik kerja sehari-hari. Berdasarkan kondisi tersebut, penelitian ini bertujuan untuk mendeskripsikan peran Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Riau dalam meningkatkan kualitas pelayanan publik melalui pelatihan hospitality. Penelitian ini menggunakan metode pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan laporan dokumen. Data yang diperoleh dianalisis secara kualitatif untuk menggambarkan pelaksanaan pelatihan yang meliputi tahapan perencanaan, pelaksanaan, dan evaluasi. Hasil penelitian menunjukkan bahwa pelatihan hospitality tidak hanya meningkatkan kemampuan teknis, tetapi juga membentuk sikap ramah, empatik, dan komunikatif aparatur sehingga tercipta budaya pelayanan yang humanis. Pelatihan hospitality yang diselenggarakan oleh BPSDM Provinsi Riau menjadi langkah strategis dalam memperkuat budaya pelayanan prima dan meningkatkan citra positif birokrasi di mata masyarakat.

Abstract

Penelitian ini bertujuan untuk menjelaskan peran kompensasi non-Finansial dalam meningkatkan kinerja karyawan Generasi Z. Generasi Z memiliki kebutuhan dan harapan yang berbeda dibandingkan generasi sebelumnya, terutama terkait fleksibilitas kerja, pengakuan, kesempatan pengembangan, dan suasana kerja yang mendukung. Dengan mengkaji literatur dan hasil penelitian sebelumnya, studi ini menganalisis bagaimana jenis kompensasi non-Finansial seperti penghargaan non-materi, fleksibilitas kerja, dan peluang pengembangan karier dapat memengaruhi motivasi, kepuasan kerja, dan kinerja karyawan. Hasil kajian menunjukkan bahwa kompensasi non-keuangan berperan penting dalam meningkatkan motivasi intrinsik dan loyalitas karyawan. Karyawan Generasi Z cenderung lebih berkomitmen dan memiliki kinerja lebih baik apabila merasa dihargai, diberikan kesempatan berkembang, dan bekerja di lingkungan yang positif. Namun, efektivitas kompensasi non-Finansial dipengaruhi oleh kesesuaian antara kebutuhan individu, karakter organisasi, serta kualitas pelaksanaannya. Penelitian ini menekankan bahwa organisasi perlu menerapkan strategi kompensasi yang sesuai, adaptif, dan relevan dengan karakteristik Generasi Z agar dapat meningkatkan kinerja secara optimal dan berkelanjutan.
