Abstract

This study examines the impact of community participation, multi-stakeholder collaboration, transparency, and accountability on village financial governance policies in Rokan Hulu Regency, Riau Province, within the framework of the New Public Governance (NPG) paradigm. This research used a mixed methods approach with a sequential exploratory design. Qualitative data were collected through semi-structured interviews, direct observation and document analysis, then analyzed using thematic techniques. Quantitative data was obtained through a Likert scale questionnaire survey involving 90 purposively selected respondents and analyzed descriptively and inferentially. The research findings show that community participation, multi-stakeholder collaboration, transparency, and accountability significantly improve the effectiveness, efficiency, and accountability of village financial governance. However, challenges such as low participation of vulnerable groups, weak synergy between informal actors, and unequal access to information are still major obstacles. The study concludes that strengthening formal collaboration, improving technical capacity through internal audit training, and adopting inclusive strategies to increase community participation are critical to advancing village financial governance. This study contributes to the theoretical development of the NPG paradigm and provides practical recommendations for designing policies for inclusive and sustainable village financial governance.

Abstract

Service quality is the level of excellence or specialty of a service that can meet the needs and expectations of the community. Public service is an activity carried out by the government and other institutions to meet the needs of community services in accordance with laws and regulations. This service can be in the form of public goods, public services, and/or administrative services. The purpose of this study was to determine the quality of service in issuing Business Identification Numbers for micro businesses at the Pekanbaru City Investment and One-Stop Integrated Service Office and its supporting and inhibiting factors. This study uses a qualitative approach. Data collection techniques use interviews. Data analysis in this study was carried out using qualitative descriptive. The results of the study explain that the quality of service is already in the good category which is assessed from the transparency in the services provided where there is openness in the service process, services that are in accordance with the rules and there is ease in the service process. The principle of accountability in improving service quality to ensure that each service can be accounted for and provide services in accordance with the conditions that have been set. Community participation in improving services has been carried out well by providing services according to rights and balance. Supporting factors in improving service quality include the ability of employees to serve, the availability of supporting facilities and infrastructure, and the development of a better service system as part of improving services. While inhibiting factors include increased supervision and complicated bureaucracy in efforts to improve services.

Abstract

This study aims to analyze the implementation of agile governance in public information management at the Riau Province Communication, Informatics and Statistics Service (Diskominfotik). Agile governance is a governance approach that emphasizes flexibility, responsiveness, and rapid collaboration in providing public services. The research method used is qualitative descriptive with an explanatory approach. Data collection was carried out through observation, interviews, and document studies analyzed using Nvivo 14 software. The results of the study indicate that the implementation of agile governance at Diskominfotik Riau is still faced with a number of obstacles, including limited knowledge and capacity of human resources (HR) in understanding the concept and a bureaucratic structure that does not fully support flexibility. In addition, performance evaluations that are not yet based on quick wins slow down the adaptation process. Nevertheless, Diskominfotik Riau has utilized various digital platforms to provide access to public information, although improvements need to be made in terms of responsiveness and timeliness of service. Recommendations from this study include increasing training for HR, implementing a more flexible governance model, and periodic evaluations based on short-term results. The implementation of agile governance is expected to improve the quality of public services and strengthen public trust in government transparency.

Abstract

Government in realizing the welfare of society, through public services that are still less than optimal. One of the causes is the less competent village apparatus in carrying out their duties and training carried outby the villageapparatus must be inaccordance with the training in general that is implemented so as to produce quality human resources. The purpose of this study is to describe and know the competencce of the village apparatus in realizing village and to know the factor that influnce the competence of village apparatusin Mekarsari village. This method used in this research is qualitative method. The data sources is taken from the primary and secondary data. Data collection techniques used interview techniques. Observation and documentation. The information is village head, village secretary, head of village affairs and society, while data analysis technique used in this research is descriptive qualitative analiysis. Basedon the results of the research note that the competence of the village apparatus in realizing village autonomy in the village of Mekarsari is good. This is evidenced by the data of observations and interviews on aspects of knowledge, skills, attitudees in the apparatus of Mekasrari village. The knowledge possessed by the Mekasrasi village apparatus is wellknown from the knowledge of the main tasks and functions. The skills of the Mekarsari village apparatus are also good in the implementation of village autonomy. Mekarsari village has a good attitude in inviting the community to participate in the implementation of village autonomy, but less optimalin service and less able to interact with the community. Factor influencing the competence of Mekarsari village apparatus in the participation of the village community and the absence of operational standard procedure. Abstract

Tulisan ini mengkaji tentang perubahan atau pergeseran otoritas/kewenangan pada suatu organisasi publik lembaga Pemerintah Non Kementerian yaitu Badan Pengawas Pemilihan Umum (Bawaslu). Putusan Mahkamah Konstitusi (MK) Nomor 104/PUU-XXIII/2025 tanggal 23 Juli 2025 telah menjadi faktor penting yang merubah otoritas Bawaslu khususnya pada penanganan pelanggaran administratif dalam rezim Pemilihan Kepala Daerah (Pilkada). Fenomena tersebut menarik untuk dianalisis dengan pertanyaan bagaimana perubahan otoritas tersebut bisa memperkuat kewenangan Bawaslu di dalam rezim Pilkada? Melalui pendekatan kualitatif dengan metode deskriptif analitis tulisan ini akan menganalisis fenomena tersebut melalui studi literatur. Hasil penelitian menunjukkan bahwa perubahan otoritas yang terjadi pada Bawaslu adalah otoritas legal rasional. Perubahan otoritas tersebut dapat meningkatkan efektifitas otoritas Bawaslu dalam menangani pelanggaran administratif dalam rezim Pilkada. Perubahan tersebut juga memperkuat dan menyetarakan otoritas Bawaslu dalam rezim Pilkada dengan rezim Pemilu dalam melaksanakan peran pengawasannya dalam tahapan penyelenggaraan Pilkada, mencegah dan menindak pelanggaran administratif.

Abstract

Penelitian ini menganalisis perbandingan implementasi kebijakan pembangunan jalan di Kabupaten Pelalawan dan Kabupaten Kampar, Provinsi Riau, dengan mengacu pada Peraturan Presiden Nomor 12 Tahun 2021 sebagai kerangka hukum tunggal. Meskipun berada dalam payung regulasi yang sama, kedua kabupaten menunjukkan pendekatan yang berbeda dalam merespons tiga variabel utama: urgensi kebutuhan infrastruktur, tantangan geografis berupa lahan gambut dan akses terbatas, serta pertimbangan strategis-politis dalam alokasi anggaran. Kabupaten Kampar mengoptimalkan Dana Alokasi Khusus (DAK) dan Bantuan Keuangan Provinsi untuk membangun jaringan jalan desa secara merata, didukung oleh struktur pengadaan daerah yang responsif dan metode pengadaan fleksibel. Sebaliknya, Kabupaten Pelalawan lebih fokus pada proyek skala besarkhususnya Jalan Lintas Timur yang didanai APBN dan melibatkan koordinasi dengan instansi pusat. Hasilnya, Kampar mencatat 68,2% jalan dalam kondisi baik dan 91,3% desa terhubung jalan layak, sedangkan Pelalawan masih menghadapi kerusakan jalan signifikan (42,6%) di wilayah pedalaman. Perbedaan ini mencerminkan orientasi pembangunan yang kontras: Kampar menekankan pemerataan akses dan kebutuhan lokal, sementara Pelalawan cenderung responsif terhadap kepentingan korporasi dan koridor ekonomi strategis.

Abstract

Stunting is a chronic nutritional problem threatening Indonesia’s human resource quality. Although the government issued, implementation shows results across regions. This research analyzes and compares stunting reduction policy implementation in Kuantan Singingi and Rokan Hulu Regencies, Riau Province, using George Edward III’s policy implementation theory. This qualitative research with comparative case study approach employs in interviews, observation, and documentation. Results show both regencies face different challenges in communication, resources, disposition, and bureaucratic structure. Kuantan Singingi experienced increased stunting prevalence from 17.8% (2022) to 23% (2023), while Rokan Hulu successfully reduced from 58.9% (2013) to 17.9% (2021). Implementation success differences are caused by variations in cross-sectoral coordination, resource adequacy, implementer commitment, and bureaucratic structure effectiveness.

Abstract

Waste management problems in Indonesia have become a crucial challenge, especially in major cities. This study aims to analyze the comparative implementation of waste management policies in Pekanbaru City and Padang City using the George C. Edward III policy implementation model. This qualitative research with a literature study approach analyzes four variables: communication, resources, bureaucratic structure, and disposition. The results show that Pekanbaru City faces significant constraints in all four variables, with a waste management achievement of 66.49% and even experiencing a waste emergency status in 2025. In contrast, Padang City achieved 94.02% and received various international awards. This difference is caused by more effective policy communication, massive community empowerment through 182 waste banks, strong fiscal commitment with a budget of Rp 70 billion, solid multi-stakeholder coordination, and a high implementer disposition in Padang City.

Abstract

This research examines how decentralization policy in Indonesia shapes public administration strategies in tourism destination development across two major cities in West Sumatera: Padang City and Bukittinggi City, which possess distinct geographical characteristics, governmental structures, and fiscal capacities. Through a comparative literature study finds that Padang City adopts a coastal modernization strategy oriented toward infrastructure and MICE (Meetings, Incentives, Conventions, and Exhibitions), whereas Bukittinggi City develops a heritage conservation and community based governance approach. Decentralizations demonstrates a characteristics of asymmetrical governance, where fiscal capacity and geographical context significantly determine the local government’s ability to formulate tourism strategies. This study contributes to the theory of destination governance and decentralizations by ooffering the perspective that regional autonomy does not automatically enhance policy effectiveness: rather, it must be supported by institutional capacity, collaboration, and policy fit with the unique characteristics of the tourist destination.

Abstract

This study aims to explore and analyze the comparative level of regional budget transparency between Pekanbaru City and Bengkalis Regency based on the availability of budget documents, financial reports, and public information accessibility through official local government websites. The data used are official documents published by the Regional Financial and Development Supervisory Agency (BPKAD), the Regional Public Information Agency (PPID), the Central Statistics Agency (BPS), and local government websites. The literature review indicates that both regions have implemented transparency principles, but Bengkalis has more comprehensive documents available on the PPID portal, while Pekanbaru demonstrates consistent publication of its Regional Government Accountability Report (LKPD) and annual budget documents. This research provides input for local governments to improve the quality of fiscal information disclosure.
