Abstract

The purpose of this research is to find out how the supervision of the distribusion of premium fuel oil (BBM) in the city of Pekanbaru and what are the inhibiting factors. This research was carried out in the Energy Resources Mineral Office Riau Province and SPBU in the Pekanbaru City. The theory used in this study is the theory of controlling by Hani Handoko, which sets the standard implementation (planning), the implementation of measuring activities, measuring the implementation of real real activities, comparing the implementation of activities with standars, and taking corrective actions if necessary. The study uses qualitative research with a descriptive approach using purposive sampling snowball sampling, and techniques obtained throught interviews, observation and documentation. The results of this study indicate that, controlling carried out by the department of Energy and Mineral Resources of Riau Province carried out has gane well but not yet maximally. Obstacle factor include human resource, budget, and controlling coordination. It isi better to increase the intensity of supervision for the welfare of the welfare of the community in meeting the needs of premium fuel.  Keywords: Controlling, Distribution, Premium Fuel (BBM)

Abstract

The high level of unemployment in Dumai City is of particular concern to the Dumai City Manpower Office. Job training is held and held to equip, improve, and develop work competencies in order to improve productivity and welfare capabilities. This study aims to determine the strategy of the Work Training Technical Implementation Unit (UPTLK) Region II of the City of Dumai in the implementation of education and training. This study uses the concept of theory quoting from Lawson (1977) in Rusdiana (2015), which explains that there are 3 strategies in the implementation of education and training namely strategies to increase knowledge, strategies to improve skills, and strategies to foster attitudes. The author uses qualitative research methods by analyzing the data descriptively. In data collection research uses interview, observation and documentation techniques. The results of this study can be seen that the strategy of the Work Training Technical Implementation Unit (UPTLK) Region II of the City of Dumai in the implementation of education and training is still not optimal, this can be seen from the problems found namely, the time of implementation of education and training is still lacking in improving the ability of the participants training, facilities and infrastructure in the implementation of education and training are still inadequate, and not yet in line with the plan and realization of training programs. Abstract

Goverment’s competence is the important aspect for the rural development of Surya Indah. Training which is done by the Goverment of Surya Indah must be fit to the general training in order to produce the quality human resources. But the budgetary funds for the training is too low. Informations which is gotten from villagers said that the goverment is not good enough for the administration services.This research used theory of Badan Kepegawaian Negara says that competence is defined by indicators of knowledge,skill, and attitude. This research is classified as qualitative descriptive, the technique of collecting data in this research through observation and interview from everyone who are involved as informen.The result of this research shows that the competence of goverment in the Surya Indah village runs well. This is proved from the result of interviews and observation data about aspects knowledge, skills and attitude of govermnet to improve rural development. Factors which influences of the competence of the rural goverment are formal education, training and working experience. Development in Surya Indah are good enough proved from facilities and infrastructures are complete for community life.Key words: Competence, Goverment, Development

Abstract

Determination of Regional Regulation No. 9 of 2011 on traffic arrangements that are commands, prohibitions and instructions on the roads is a safeguard for the public against risks inflicted due to accidents, traffic awareness and reduce the death rate from traffic accidents. The Regulation aims to Siak district government could more forcefully to improve facilities and infrastructures as well as completing the road markings, as well as running a firm sanctions on driver and riders who likes violating traffic signs or road markings. In fact this regulation after enactment has not made a significant impact even in the last four years the number of accidents is increasing in Siak. It can be seen from report of the Siak Police Departement from year to year. The purpose of this study to analyze implementation of traffic management that are commands, prohibitions and directions on roads in Siak and to know the factors that influence it. This study uses qualitative descriptive methods, data collection techniques by observation and interviews in which the parties involved in the implementation of the policy as an informant. Research using the theory of Van Meter Van Horn. These results indicate that the implementation of traffic management that are commands, prohibitions and directions on roads in Siak has not run optimally due to awareness and society comprehension will a traffic and safety sorely lacking, as evidenced by the many people who commit violations annually and also causes them to lose their lives. That factors become an obstacle in the implementation is the lack of action that makes a deterrent effect on the society, lack of driving directions, and public awareness is still lacking in safety.Keywords : Implementation, Traffic, Road Marking

Abstract

Tourism is one of the utilization of natural resources that can be pf high economic value for a regination that manage natural resources into a tourist spot that can attract visitors both from within and from abroard, in addition to econimic value is higt and can create jobs and encourage growth invesment, tourism can foster and enhance a sense of pride in the nation so that it wi grow more concerned about the people of a nation. This research is aims to determine the potential of which is owned by the attraction of Sipiso-piso waterfall and to describe the develoment as well as factors inhibiting and supporting the imlpementation of tourism develoment Sipio-piso Waterfall by Departement of Cultural and Tourism Karo.This study used a qualitative research method with descriptive data analysis. This concept of using tke teory of develoment tourism theory. In collecting data, the researcher used interview, observation, and documentation. By using key informants as a source of information and triangulation techniques as a sourch in view of data validation.The results of the research is implementation of develoment tourist attraction of Sipiso-piso Waterfall in district Karo has not been ralized with good. Abstract

Districs North Tambusai is one of the Northern Tambusai Sub-district is one of the districts in the Rokan Hulu Regency. North Tambusai Sub-district is also one of the areas that is implemented the program of KTP-el. Based on the results of research that is still found many residents of communities who have note done recording KTP-el. The data of residence of Sub-district of Tambusai North 2016 shows the total population about 56.871 people. While those who haven’t done the recording amouted to 13.211 people. Still many people who haven’t done recording, showed the lack of effectiveness of services pravided to public and also many still of information about KTP-el. The purpose of thisstudy is determine the effectiveness of the implementation of data Departement of Population and Civil Registration Northern Tambusai and to know the factors that influence the effectiveness of KTP-el service. The study uses a qualitative method. The data source is taken from the primary and secondary data. In data collection, researchers used interview techniques, observation and documentation. The informant is the head of Disdukcapil North Tambusai, Northern Tambusai Camat, Staff Employees Disdukcapil and Community while the data analysis techniques used is descriptive qualitative analysis. The result of the study show that the effectiveness of administrative KTP-el service in the Northern Tambusai District in terms of data recording is still achieved although there are still some indicators that have not been maximized in implementation. And from the target data recording expected by Disdukcapil Sub-district of Northem Tambusai only reach 70%. As well as factors affect the effectiveness of KTP-el services in the Departement of Population and Civil Registration Northern Tambusai is Employee Discipline, Public awareness about KTP-el and internet-conection which is often disconnected.Keywords: KTP-el, Effectiveness, Service

Abstract

In the era of globalization and reformation, one of the farm of services needed by the community is the service can provide convenence to get the service quickly, easily, and safely. Therefore, Polresta Pekanbaru makes facility to get driving license or SIM more easily, fastly and comfortably by using the mobile SIM car.In this study, the researcher wants to know how the service extention of a driver’s license that provided by Polresta Pekanbaru. The aim of this research are to know and describe about the service of SIM car in Pekanbaru. This research uses Widodo theory, (2001: 270-271), that is: (1) service procedures, (2) completion time, (3) service charge, (4) product service, (5) facilities and infrastructure, and (6) competence officer. The research uses qualitative descriptive approach, data collection technique is by interview, observation and documentation. The informant in this research is one of the head of unit reg ident, one part of the reg ident, and some people. The results of this research are one of the procedure is very easy and fast, understanding and implementation has been running well which is the applicants have no trouble in the management of the driver’s license. The resolution time is considered very quickly which is about 10-15 minutes. As for the cost that is in accordance with the Non Tax State Revenue (PNBP). The product service and competence of police officers ready considered good enough, but only in terms of facilities and infrastructure are still inadequate. The factors that affect the driver’s license in the city of pekanbaru, namely: often in internet network, still a lack of socialization the pekanbaru police to the public against the schedule and the driver’s license around, as well as less friendly officers in providing services to the community.Keywords: Public Services, Extention of Driver’s License, and Mobile SIM Car

Abstract

Career development in a government agency or organization is very important for the progress and success of the organization in achieving the planned goals. Career development of Civil Servants carried out must be based on competence, qualifications, performance appraisal. This research was conducted at the Riau Province Regional Personnel Agency. The formulation of the problem in this study was how career development of Civil Servants at the Provincial Civil Service Agency. With the aim of this research is to find out how the career development of Civil Servants in the Regional Personnel Agency of Riau Province.This study uses the concept of career development theory according to Siagian (2005: 207). This study uses qualitative research methods, namely research methods based on thoughts and responses from research informants about the problems examined from the research locus, with the type of phenomenological research which is research that specializes in phenomena and realities that appear to examine the explanations in them. The types of data sources are primary data and secondary data, while research data collection techniques use interview, observation, and documentation techniques. The results of this study are based on the results of the discussion that has been described regarding career development of Civil Servants in the Riau Province Regional Personnel Agency, namely fair treatment in careers, direct supervisor care, information about various promotional opportunities, interests to be promoted, and levels of satisfaction. That fair treatment, information about various promotional opportunities, and satisfaction levels are not maximized, because there are still many employees who have not been promoted in their positions even though these employees have attended training and there are also employees who have not participated in training but they already occupy a position, and lack transparency in procurement promotion which is not in accordance with the principles of career development patterns. Seen career development has not been evenly distributed to every employee, and is supported by the results of interviews with informants in the study.Keywords: Development, Career

Abstract

Penelitian inibertujuan untuk menguji secara empiris dan menganalisis apakah faktor apresiasi organisasi karyawan,otonomi kerja, dan kebijakan organisasi mempengaruhi kepuasan pelanggan internal pada KantorKementerian Agama di Kota Dumai. Populasi dalam penelitian ini adalah seluruh karyawan di KantorKementerian Agama di Kota Dumai berjumlah 43 orang. Sumber data dalam penelitian ini adalah dataprimer yang berasal dari kuesioner yang dibagikan kepada responden. Untuk menguji hipotesissecara simultan digunakan uji F dan uji t parsial. Hasil penelitian ini menunjukkan bahwa apresiasiorganisasi, otonomi kerja, dan kebijakan organisasi secara parsial maupun simultan mempengaruhikepuasan kerja pelanggan internal.Kata Kunci: apresiasi organisasi, otonomi kerja, kebijakan organisasi, kepuasan pelanggan

Abstract

This research aims at describing the process of services implementation through village information system based web and the villagers’ satisfaction from the aspects of satisfaction standardization. The method of the research was qualitative with hermeneutic phenomenology approach. It would see the texts of villagers’ life and experiences in using Village Information System Services. The data were analyzed by using the van kaam model. It was found that service satisfaction of the village information system in the context of individual experience identified from the staffs’ attitude, information, delivery, internal manager’s role, and time service accuracy. Based on the finding, it is recommended for further researcher to conduct a study about service implementation as well as e-government. The weakness of this research is that the researcher conducted it in a short time asking the individual’s experiences about the village service information system implementation.
