Abstract

This research paper examines how digital governance evolves and intersects with collaborative governance to reshape the principles and practices of public administration. The research explores how digital platforms facilitate stakeholder collaboration, co-production of public services and evidence-based decision-making. The study also discusses the challenges that public institutions face in adapting to this new paradigm, including issues of digital divide, institutional resistance and governance capacity. These findings underscore the importance of aligning technological innovation with inclusive governance practices to achieve more effective, accountable and citizen-centred governance. The implications of this research suggest that future public sector reforms should prioritise digital inclusion, invest in collaborative capacity building, and strengthen governance networks to respond more adaptively to complex societal needs. Ultimately, this research suggests that the fusion of digital and collaborative governance offers significant potential to address complex policy challenges and enhance democratic legitimacy in contemporary public administration.

Abstract

Mangrove conservation is essential for enhancing coastal resilience with sustainable development, particularly in areas vulnerable to environmental degradation. This study explores the many factors that influence sustainable mangrove management from both a collaborative governance and public administration perspective. Using a quantitative approach with potential analysis and the MICMAC method, data were collected through expert sampling involving stakeholders with extensive knowledge in environmental policy and coastal governance. The analysis revealed four key enabler variables—stakeholder engagement, regulatory framework, economic conditions, and environmental awareness—all of which showed high influence with low dependency, thus positioning these variables appropriately as critical elements for establishing an effective green governance system. In addition, elements such as environmental education, institutional quality, law enforcement, socio-cultural values, technological innovation, and tourism potential were considered to contribute to long-term sustainability, but with less weighting. Integration and strengthening of these planned enablers remain essential to improving mangrove conservation outcomes, as well as ensuring the long-term well-being of coastal communities. This study highlights the importance of how we should foster a collaborative multi-actor governance model. This will support sustainable coastal ecosystem management within a public administration framework.

Abstract

This study aims to analyze the optimization of PSR in a sustainable manner in Indragiri Hilir Regency and identify the inhibiting factors. Using a descriptive qualitative method with a case study approach, this research found that the optimization of PSR in Indragiri Hilir Regency has not been optimal. The goal indicators have not yet been achieved, although initial successes can be seen from physical changes in the plantation, increased farmer participation, and the area of rejuvenated land. Although various alternatives have also been carried out, there are still constraints on limiting resources, such as limited post-planting funds and PSR assistants, obstacles related to legality, lack of cooperation with partners, and technical assistance in the field. For this reason, researchers recommend the addition of assistants, accelerating the completion of land legality, and increasing cooperation with partners. In addition, future research can examine more effective partnership models, the social impact of PSR, and the optimization of PSR on peatlands.

Abstract

Despite the government of Indonesia’s best efforts, several issues have arisen from the lack of policy integration on implementing comprehensive policies for appropriate peatland management. Criticism claims that many current policies put short-term financial gain ahead of long-term sustainability. This study looks at the dynamics resulting from Indonesia’s disjointed implementation of the country’s peatland policy. This research examines laws and regulations on policy concerns adopted in peatland management through a public policy and legal approach. The study’s conclusions highlight the contradictory state of Indonesia’s peatland policy, which is marked by shifts that highlight competing values—giving development and sustainability equal weight, for example. During the dry season, smoke, recurrent fires, and associated health issues are inevitable.

Abstract

Ruang Terbuka Hijau (RTH) merupakan suatu hal yang sangat diperlukan demi menjaga kualitas lingkungan hidup suatu wilayah khususnya di wilayah perkotaan seperti halnya di Kota Pekanbaru yang memiliki berbagai permasalahan yang berkaitan dengan masalah ruang yang sedemikian kompleks. Adapun tujuan dari penelitian ini adalah: 1) Untuk mengetahui peran yang dilakukan oleh Dinas Lingkungan Hidup dan Kebersihan khususnya dalam meningkatkan ruang terbuka hijau, 2) Untuk mengetahui faktor kendala pemerintah dalam meningkatkan ruang terbuka hijau. Penelitian ini menggunakan Teori menurut Musa (2017) peran pemerintah terdiri dari: Pemerintah sebagai Regulator, Pemerintah sebagai Dinamisator, Pemerintah sebagai Fasilitator. Penelitian ini menggunakan Metode Penelitian Kualitatif. Metode pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian dapat disimpulkan bahwa Peran Dinas Lingkungan Hidup dan Kebersihan sebagai regulator, dinamisator dan fasilitator sudah dilaksanakan namun masih perlu peningkatan lagi. Adapun faktor kendalanya yaitu: Keterbatasan lahan dimana hal ini disebabkan karena minimnya kepemilikan lahan oleh pemerintah yang sebagian besar dikuasai oleh masyarakat. Adanya perusakan dan penebangan liar, dan terbatasnya anggaran biaya yang menghambat pelaksanaan program dan peningkatan ruang terbuka hijau.

Abstract

Pengelolaan sampah merupakan salah satu aspek penting dalam upaya menjaga lingkungan hidup yang bersih dan sehat di kuantan singingi, Dinas Lingkungan Hidup bertanggung jawab atas pengelolaan sampah. Sampah dan pengelolaannya masih menjadi masalah utama dalam aspek lingkungan, kesehatan, sosial dan budaya yang sampai saat ini belum terselesaikan. Penelitian ini dilatarbelakangi oleh berbagai permasalahan persampahan yang ada di pasar tradisional berbasis modern kuantan singingi di antaranya kurangnya tingkat kesadaran masyarakat terhadap sampah,dan banyaknya sampah berserakan di sekitar TPS karena TPS yang ada tidak cukup penampung sampah,dan juga operasional pengangkutan sampah yang tidak efektif tidak sesuai dengan SOP yang ada. Penelitian ini bertujuan untuk mengevaluasi efektivitas pengelolaan sampah di pasar tradisional berbasis modern kuantan singingi.Metode penelitian yang digunakan adalah kualitatif dengan pendekatan analisis deskriptif. Data dikumpulkan melalui wawancara,observasi,dan dokumentasi dengan petugas DLH dan pedagang yang ada dipasar. Penelitian ini menggunakan teori Efektivitas menurut Duncan dalam (Yoga, 2019) dengan tiga indikator yaitu: Pencapaian Tujuan, Integrasi dan Adaptasi. Berdarasarkan hasil penelitian,kemudian disimpulkan bahwa Efektivitas pengelolaan sampah di pasar tradisional berbasis modern belum berjalan dengan maksimal.adapun faktor penghambat dalam efektivitas pengelolaan sampah dipasar tradisional berbasis modern meliputi, Jam Operasional pengangkutan sampah tidak sesuai dengan SOP,Kurangnya sarana dan prasarana dalam kegiatan pengelolaan sampah, Belum tertatanya pembagain kerja dalam kegiatan pengelolaan sampah.

Abstract

Penelitian ini bertujuan untuk menegetahui dan menganalisa sejauh mana peran Dinas Pendidikan Kabupaten Indragiri Hilir dalam menjalankan tugas dan fungsi pokok serta untuk mengetahui faktor penyebab terjadinya anak putus sekolah. Masalah utama dalam penelitian ini adalah kurangnya minat anak untuk sekolah,lemahnya ekonomi keluarga,teman sepergaulan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan sumber data dari hasil wawancara,observasi dan dokumentasi. Berdasarkan dari hasil penelitian dapat disimpulkan bahwa belum maksimalnya Peran Dinas Pendidikan Kabupaten Indragiri Hilir dalam menjalankan tugas dan fungsinya karena masih adanya anak yang tidak bersekolah dan putus sekolah. Hal ini dikarenakan jumlah yang terdata anak yang tidak sekolah dan putus sekolah di Kabupaten Indragiri Hilir berjumlah 101 anak. Berdasarkan analisis penelitian dan kendala yang ditemukan hendaknya Dinas Pendidikan Kabupaten Indragiri Hilir perlu terus melakukan sosialisasi guna untuk meningkatkan kesadaran masyarakat mengenai pentingnya pendidikan.sosialisasi tentang bantuan KIP (Kartu Indonesia Pintar),perlu melakukan kerjasama yang terpadu antara pihak-pihak yang terkaitdalam menekankan angka anak putus sekolah secara terprogramseperti tokoh masyarakat dan orang tua siswa.

Abstract

The existence of the Peat Arboretum is very important for environmental preservation, especially in areas that have extensive peatlands. It's just that its existence is less of a concern to the parties concerned. The manager has experienced a lack of income due to the absence of adequate management activities. The purpose of this community service activity is to improve the managerial competency of managing the Post-Covid 19 Pandemic Peat Arboretum in Bengkalis Regency. The implementation method used is a participatory approach and counseling and active assistance aimed at the management of the Peat Arboretum in Bukit Batu District, Bengkalis Regency. The results of the dedication show that the management of the Peat Arboretum as eco-tourism requires support from various parties. It is not enough just to rely on corporate CSR or government projects. Especially since the Covid 19 pandemic practically the activity of visiting tourists to locations has been greatly reduced. Managerial competence is felt to be important to the attention of all stakeholders in the management of the Peat Arboretum, because all team members can experience an increase in their leadership competence. Managerial competence makes coordination and communication easier, members are more open, and members feel valued and there is member attachment to the team.

Abstract

State border areas are areas that have strategic positions. Because of this weakness becomes a strategic issue in the border area as the front porch of the country. The border area of Indonesia as the external face of the country is impressed if its management is more predicated on a safety approach (safety belt approach). Villages in Indonesia are still areas that are quite difficult to untangle; it is often narrated that he is lagging in development affairs so that social, economic, infrastructure and other developments seem to be neglected. The Village Sustainable Development Goals are a development concept that places more emphasis on environmentally friendly development and protects the culture and interests of the local community. This study aims to see how the goals of sustainable development (SDGs) are in the border villages of the Rokan Hilir district. This study uses a qualitative approach. Data collection was carried out through in-depth interviews, observation, and interactive photography techniques to gain an in-depth understanding of the research problem. Informants were determined by purposive sampling technique. After the data has been collected, it is analyzed using an analytical approach using the N-Vivo 12 to explain, present and place the data so that conclusions can be drawn and drawn. To achieve sustainability, cooperation is needed in the 3 dimensions of the SDGs which balances development on the economic, social, and environmental dimensions. The results of the study show that the Village Sustainable Development Goals, especially Teluk Pulai Village in the border area of Rokan Hilir District, have not been realized based on indicators of fulfilling sustainability. Apart from that, it can also be seen from the SDGs achievement targets that were not achieved which ultimately had an impact on the Village SDGs Score of 35.96 and the Developing Village Index (IDM) with a Developing status. The SDGs goals in the border area have not been realized, including a lack of village development programs where the planned programs only focus on meeting the needs of the village community so the SDGs Village goals needed by the community are not planned.
