Abstract

ABSTRACT Kepulauan Seribu known as Thousand Islands is one of the sea cucumbers producing centers in Indonesia. Sea cucumber has been considered as one of the fishery export commodities with high selling prices. In the last two decades, the catch has been indicating a serious declining. The high intensity of catching and habitat degradation are two main factors that threaten the sustainability of sea cucumber fisheries. In order to recovery the stock, a restocking program in frame of ecosystem approach to fishery has been piloted in Thousand Islands, Jakarta. This research covers the bio-technical aspects of sea cucumber fisheries in an integrated manner with the ecosystem approach. There were several steps in conducting the restocking study, namely the study of habitat status and feasibility, preparation of maintenance sites for biota, seed spreading, monitoring and evaluation. A well coordination and collaboration with local institutions (Kepulauan Seribu National Park) was needed to build previously. The results of the study indicated that efforts to restore sea cucumber fisheries should be integrated with conservation of seagrass ecosystems which as sea cucumbers habitat and a proper maintenance system. Eight species of sea cucumbers, consist of 4 species of Holothuridae (Bohadschia bivittata, Actinopyga lecanora, Holothuria leucospilota, H. scabra), and 4 species Stichopodidae (Stichopus herrmanni, S. ocellatus, S. horren, S. monotuberculatus) have been identified and restocking in this area. The released biota can live and grow well and breed at the research site. The construction of seagrass-based sea cucumber ecosystem restocking system has become one of the new tourist attractions integrated with the Thousand Islands National Park tourist facilities, which are very attractive to visitors. Teripang merupakan salah satu komoditi ekspor perikanan dengan harga jual yang tinggi. Dalam dua dekade terakhir, tangkapan teripang telah menunjukkan penurunan tajam. Tingginya intensitas penangkapan dan degradasi habitat merupakan dua faktor utama yang mengancam keberlanjutan perikanan teripang. Salah satu upaya untuk pemulihan stok teripang melalui pendekatan ekosistem telah diujicobakan di wilayah Kepulauan Seribu, Jakarta. Tulisan ini mencakup aspek bio-teknis upaya pemulihan perikanan teripang secara terintegrasi dengan pendekatan ekosistem. Upaya pemulihan dilakukan melalui beberapa tahap, yaitu studi status dan kelayakan habitat, penyiapan wadah pemeliharaan biota, penebaran benih, monitoring dan evaluasi. Sebelum kegiatan dilakukan, terlebih dahulu melakukan koordinasi dengan institusi lokal (Balai Taman Nasional Kepulauan Seribu). Hasil kajian menunjukkan bahwa upaya pemulihan perikanan teripang harus diselaraskan dengan upaya konservasi ekosistem lamun sebagai habitat teripang dan sistem pemeliharaan yang layak secara teknis. Delapan spesies teripang, terdiri dari 4 spesies Holothuridae (Bohadschia bivittata, Actinopyga lecanora, Holothuria leucospilota, H. scabra), dan 4 species Stichopodidae (Stichopus herrmanni, S. ocellatus, S. horren, S. monotuberculatus) telah terindentifikasi dan di-restocking di lokasi ini. Biota yang dilepas dapat hidup dan tumbuh dengan baik dan berkembangbiak di lokasi penelitian. Konstruksi sistem restocking teripang berbasis ekosistem lamun telah menjadi salah satu obyek wisata baru terintegrasi dengan fasilitas wisata Taman Nasional Kepulauan Seribu, yang sangat menarik bagi pengunjung. Abstract

Nizam Zachman Fishing Port (PPS Nizam Zachman) is one of fishing ports in Indonesia that implemented traceability and has export-destination to the United States and the European Union. However, previous study showed that documents recording and fish handling activities in the fishing port were poorly managed. Objectives of this study were to identify structure of supply chain, formulate obstacle factors of traceability, and recommend implementation actions of traceability. Data were collected through observation and interviews with longline tuna fishermen and tuna processing entrepreneurs. Subsequently, data were analyzed by applying descriptive and GAP analysis. The results showed that supply chain of tuna fisheries at PPS Nizam Zachman was started from fishermen, fish landing center, and ended at tuna processing industries. Regarding traceability implementation, 83% of activities at the Nizam Zachman fishing port met the standard. However, improvement was still required for documentation process at fishermen and processing phase, in addition to tuna handling procedures. Factors that impede traceability include e-logbooks filling, tuna handling at unloading process; 1) No regular checking on temperature at every 2 hours; 2) slow loading and unloading speed; 3) Fish are exposed to the floor during transportation process, no refrigerated vehicles were used during transportation process, and no electronics documentation. Some actions to overcome traceability implementation problems are: 1) evaluating and monitoring the fishermen activities; 2) doing periodic quality control in the field; 3) managing collaborations between the government and NGOs and tuna fisheries industry associations.Keywords: GAP analysis, supply chain, traceability, tuna export, tuna handling

Abstract

The utilization of glass eel (eel seeds) in the Cimandiri River Palabuhanratu has a very important role to support the supply chain for the eel culture industry. The purpose of this study was to estimate the amount of glass eel catch, describe the glass eel eel supply chain system, and measure the performance of the supply chain in eel culture. The research method uses quantitative methods through direct observation and interviews, as well as case studies of supply chain actors. The results showed that the highest catch of glass eel in 2019 was in June at an average of 14,859 grams (14.9 kg). The highest catch of glass eel occurred in the dry season (June - August), with a total catch of 21,884 grams (21.8 kg). The glass eel supply chain mechanism consists of supply chain flow pattern on the product flow, a good and transparent flow of information on each link, and the distribution of two payment systems, namely cash and credit payments. The supply chain performance in the eel culture industry obtained a performance value of 82.63 which indicates that the achievement of the company's supply chain performance is in the good category, and improvements need to be made especially on the deliver process performance indicators with a value of 2.70. Abstract

Pemerintah Indonesia telah mengeluarkan Inpres No.7/2016 yang ditujukan untuk percepatan pembangunan sektor perikanan. Natuna merupakan salah satu lokasi yang ditetapkan sebagai Sentra Kelautan Perikanan Terpadu (SKPT). Tujuan penelitian adalah menyusun strategi bagi percepatan fungsionalisasi SKPT Natuna. Kajian diawali melalui analisis situasi terhadap keberadaaan SKPT Natuna untuk dapat mengidentifikasi peluang dan tantangan, dilanjutkan dengan memberikan rekomendasi langkah-langkah strategis bagi percepatan fungsionalisasi SKPT Natuna. Hasil penelitian dapat diidentifikasi peluang dan permasalahan untuk percepatan fungsionalisi SKPT Natuna, yaitu potensi sumberdaya ikan pelagis dan demersal memiliki peluang besar untuk dimanfaatkan dan adanya peluang ekspor produk segar untuk ikan demersal. Permasalahan yang dihadapi diantaranya yaitu, usaha penangkapan ikan merupakan usaha skala kecil dengan pengetahuan dan keterampilan nelayan rendah, tempat pendaratan ikan tersebar di beberapa lokasi, terbatasnya ketersediaan es untuk melaut, usaha pengolahan ikan masih skala rumah tangga dan terbatas pada olahan tradisional, terbatasnya kapasitas tenaga kerja, mahalnya biaya pengemasan, dan terbatasnya aksesibilitas untuk pemasaran. Langkah-langkah strategis yang dapat dilakukan yaitu optimalisasi pemanfaatan sumberdaya ikan pelagis dan demersal melalui peningkatan keterampilan nelayan, peningkatan armada penangkapan yang dikendalikan dengan perizinan dan pendataan, serta perlunya perencanaan secara terintegrasi pengembangan industri penangkapan, pengolahan dan pemasaran. Abstract

Fresh  sh product is one food that is offered in Giant Hypermarket. Supply system and quality control of products is important to ful l consumer’s need and satisfaction. The study was aimed to examine the supplysystem and quality control of fresh  sh products at Giant. The analysis method used were the ABC analysis, singleexponential smoothing method, p control charts, and diagrams of causation. The results of this study indicatethat fresh  sh products must be controlled properly by the Giant, these include banana prawn and shrimp small pancet which were categorized as product A. The budget available for product A reached is Rp1,158,979,112 or 73.7% of the total inventory cost and reached 2,394.24 kg or 8% of the total supply of seafood per year. The single exponential smoothing method with parameter smoothing (α) 0.9; was considered as the best parameter to be used for estimate supply of banana prawn, in the year 2010. The proportion of banana prawn that is not ful lled quality standard is still under control. Such condition is expected can be maintained and improved fresh  sh quality by the Division of Seafood Giant by considering the factors in uencing the product quality control system which include human, technology, materials, and handling methods aspects.Keywords: fresh  sh products, Giant Hypermarket, quality control, supply system, single exponential smoothing,

Abstract

Many numbers of rejected tuna product of Indonesia in export market, request fish handling which can qual-ity assurance and security of the product. Fish handling on board is one of the production chain which playing a port of important to quality of tuna product. HACCP quality management system have been obliged to be applied in fish processing unit, while in fishing vessel the traceability. Appling SSOP and GMP/GHP represent a basic requirement (pre requisite) as measuring rod of the readiness of applying HACCP. The purpose of this study was to determine the feasibility of the basic requirements of HACCP implementation in the tuna longline vessels.  Research done in the fishing port of Palabuhanratu and Nizam Zachman Jakarta. Abstract

The concept of resource based focus on modifying organizational capabilities into company's competitive advantage, which is the achievements of the unique, rare, cannot be duplicated and cannot be replaced combination between company's resources and assets. The purpose of this research is to identify the resources, capabilities, and core competencies owned by the SMEs of fish and shrimp crackers in the Indramayu processing center, and their development strategies. The competitive advantage of the SMEs of fish and shrimp crackers in the Indramayu processing center was analyzed using network analysis, while its dynamic capabilities was analyzed using Soft Systems Methodology (SSM). After the core competencies were identified, the next step was formulating the strategic routing for the SMEs of fish and shrimp crackers in Indramayu processing center. The research shows the time required to produce 3.550 kgs of fish crackers with 100 labour are 2.070 minutes, so the level of efficiency was 33.5 kgs/20,7 minutes/person. Some alternative development strategies required for the SMEs of fish and shrimp crackers in the Indramayu processing center to realize the strategic routing are (1) organizational restructuring, (2) business reengineering, and (3) business revitalizing.   Key words: competitive advantage; SMEs processing center; fish and shrimp crackers; resource based

Abstract

The decrease layur fish export in Pelabuhanratu. The roof of the problems are human resources or human capital, performance and supply chain problems. The purpose of this study is formulating the strategy of increasing fisherman performance strategy in ribbon fish supply chain through develop human capital. The increase of fisherman performance is got from the observe activity depth interview with the people who are related to and fishbone chart analized to identify problems which happened in fisherman that cause decreasing fish export and analytical hierarchy process (AHP) is used for the strategy to get a strategy which is suitanable with the fisherman. From the analyze result that we have done with strategy wisdom we are got is increasing training strategy which is adapted with the requirements we hope that it can increase fisherman performance, we hope that the welfare of fisherman will increase.

Abstract

Karimunjawa National Park (KNP) inhabited mostly by fisherman. Its area surrounds by 111.625 ha as waters. Fishing zone is dedicated for traditional fisheries. Therefore the capture fisheries in KNP should be adjusted to ccommodate conservancy and utilization objectives. The objective of the research is to design management model of reef fisheries in KNP. Selection of leading fish product was conducted by implementing comparative performance index. Potency of reef fish resources was performed by using bio-economic model. Optimization number of fishing gear is performed by using LGP. Feasibility study for fishery business was conducted with R/C, ROI, PP, NPV, B/C, and IRR criteria. Policy and institutional for capture  fisheries was conducted by using institutional analysis. The result shows the leading fish from reef fish is jack trevallies and yellow tail; reef fish potency is 174.225,68 kg/year; the fishing technology for reef fish are hand line  (1.412 units) and traps  (102 units);  hand line, fish trap, and muroami  are  competent to develop  continuously in KNP area; the policy of reef fisheries need to coordinate between stakeholders and institutions  to gain optimal management; the institutional that involve in management are fishermen group, BTNKJ, DKP, NGO, fisherman’s business group, and educational institutions.

Abstract

Southeast Maluku District waters has abundance fisheries resources, especially small pelagic fisheries, but its poorly managed.  That is identified from inadequate infrastructure with traditional fishing effort.  Furthermore, the quality of human resources (fishermen) is still relatively low, characterized by weak management and skills so that adopting technology is time-consuming.  The objectives of this study were to analyze the alternative policies and steps or actions priorities on the small pelagic fisheries development in Southeast Maluku District waters.  One of the approaches can be used for solving the development of small pelagic fisheries problems is analytical hierarchy process (AHP) method.  Study result showed alternative development priority on increasing the number of catches (0.316), improving the quality of human resources (0.309), sustainable development of fishing gear (0.225), and improvement of infrastructure facilities and fishing (0.150) in consitency ratio of 0.04. Appropriate policy measures in the form of short-term program is the improvement of fishing technology (0.237), motorization of fishing units (0.189), the economic empowerment of fishing communities (0.187), entered into a building where fish autions (0.137), conduct training and coaching (0.130) and strengthening institutional institutional management and operations (0.120) in consistency ratio of 0,05.  Conclusion is alternative development policy priority on increasing the amount of catch with the important aspects to be considered that biological aspects improving the efficiency of fishing gear, the economic aspect in improving labor income, the marketing aspect in strengthening the domestic market, the technical aspect of overcoming the influence of the physical environment of the selectivity tools and social aspects in improving the wages received by fishermen.  Actions taken to increase the catch is with the development of fishing technology.  Such measures are also useful for improving the quality of human resources (fishermen) in order to exploit fish resources responsibly and sustainably.   Key words: analitycal hierarchy process (AHP), small pelagic, Southeast Maluku District, strategy development
