Abstract

This research aims to explore the administration and management strategies implemented by MSMEs in Pandeglang Regency in facing competition in the local market. The approach used is qualitative with a case study design, where data is collected through interviews, participant observation and documentation. Research findings show that many MSMEs in Pandeglang face challenges in administrative management, such as dependence on manual systems and lack of technological literacy. Human resource (HR) management is also limited to basic skills without further training. Apart from that, although several MSME players have used social media for marketing, the use of technology for operational management is still minimal. Recommendations from this research include the need for continuous training, mentoring, and access to technology that can increase the efficiency and competitiveness of MSMEs. This research provides important insights for developing policies that support MSMEs at the local level, especially in facing increasingly competitive market dynamics.

Abstract

The Tourism Village Around the Cultural Heritage of the Lama Dam and Kalimati Pamarayan has been established through a Decree of the Regent of Serang Year 2022. This research aims to look at the perceptions and readiness of stakeholders in the development of a tourism village. This research is descriptive in nature by conducting a survey of stakeholders around the Cultural Heritage of Bendungan Lama and Kalimati Pamarayan, Serang Regency, using quantitative descriptive analysis. The results of the research show that the people around the tourist village around the Bendungan Lama Cultural Heritage and Kali Mati Pamarayan have a high level of confidence that the area is very capable of being developed, with an average score of 8.97 out of 10. The results of an assessment conducted on nine aspects of the tourism village shows that the old dam area and Pamarayan dead river are in the category of fulfilling tourism feasibility. This research recommends the establishment of a joint institution and submitting a licensing process to BBWS C3 and BPCB so that the community can develop a Tourism Village

Abstract

The Banten Provincial Government, through the Public Works and Spatial Planning Agency (PUPR), has provided irrigation network services for the community in Banten Province. This study evaluates and assesses community satisfaction with irrigation services in Lebak Regency, organized by the PUPR Agency. The research method used is quantitative descriptive with a saturated sampling technique, involving all Water User Farmer Associations (P3A) or farmer groups that receive irrigation services in Lebak Regency, with 83 respondents from 10 irrigation areas. The study was conducted for 45 days, from November to December 2023. Data were analyzed using Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI). The IPA results showed an overall positive gap, with four questions in quadrant I (high importance and low satisfaction), ten questions in quadrant II (high importance and high satisfaction), nine questions in quadrant III (low importance and low satisfaction), and three questions in quadrant IV (low importance and high satisfaction). The CSI results show a level of public satisfaction of 78.00%, which is included in the "Good" category, according to Permenpan RB. This study provides strategic recommendations to improve the quality of irrigation services and maximize public satisfaction.

Abstract

This research aims to measure the Serang Regency Regional Development Planning Index. In order to realize the ideals and goals of the nation as stated in the Preamble to the 1945 Constitution, namely achieving a just and prosperous society, both the central and regional governments need to develop strategies to create development both regionally and in terms of human resources within it. As a concrete step to ensure that development activities are effective, efficient and targeted, a national development plan is needed that is formed in a system. Regional Development Planning Index Measurement Components which include: a) Synergy, b) Quality of Planning, c) Linkage of Development Planning with Performance Planning, which consists of 6 aspects, 22 indicators and 40 sub-indicators. In calculating the IKP for Serang Regency, the measurement method carried out by Bappenas is used by assessing the results of planning documents that have been prepared by the Regional Government within a period of one year before the measurement year. The results of the measurements carried out became a reference for improving the quality of regional government planning documents. Based on the results of a documentation study examination of Serang Regency regional planning documents, it was found that the results of the Synergy dimension had an assessment score of 25.75 from a maximum weight value of 32. The value obtained from the Planning Quality dimension was 56 from a maximum weighted score of 58. Abstract

This study aims to analyze the effectiveness of the implementation of the Information System for Educators and Education Personnel (SIMPATIKA) in the management of madrasahs under the Ministry of Religious Affairs in Pandeglang Regency. A qualitative approach was used, with data collected through observations, in-depth interviews, and documentation. The analysis is based on the organizational systems theory by Ivancevich, Konopaske, and Matteson, encompassing four elements: input, process, output, and feedback relationships. The results reveal that while SIMPATIKA holds strategic potential as an educational data management tool, its implementation in Pandeglang has not been effective. There is a 47.3% data gap between the central and local databases, with 62.9% of madrasahs experiencing significant data inconsistencies. Key contributing factors include technological infrastructure limitations, inadequate human resource capacity, and the absence of continuous data validation mechanisms. The study concludes that SIMPATIKA has yet to fully support good governance principles in madrasah management. Strengthening digital capacity, improving validation systems, and enhancing cross-unit collaboration are necessary to achieve effective, transparent, and accountable educational governance.

Abstract

Berdasarkan hasil pemeriksaan (BPK RI) Tahun 2023 ditemukan sejumlah permasalahan mendasar dalam pengelolaan retribusi daerah pada beberapa perangkat daerah di Kabupaten Lebak, salah satunya belum optimalnya penyetoran hasil retribusi ke kas daerah, baik dalam jumlah maupun waktu penyetoran, seperti kekurangan penerimaan retribusi pelayanan tempat rekreasi dan kurang setor retribusi tempat rekreasi dan olahraga. Tujuan penelitian ini untuk Menggambarkan Tinjauan Yuridis terhadap 3 (tiga) Objek Wisata eksisting (Pantai Bagedur, Pantai Sawarna dan Pemandian Air Panas Tirta Lebak Buana untuk penetapan retribusi daerah Kabupaten Lebak. Penelitian ini menggunakan sumber data primer dan sekunder. Metode yang digunakan Analisis deskriptif kualitatif yang dianalisis dengan pendekatan yuridis dengan mengacu pada UU retribusi daerah secara eksisting. Berdasarkan hasil analisis dari ketiga destinasi wisata yaitu perlunya instrumen Perda atau Perbup yang diinisiasi kepala daerah atau DPRD Lebak terkait kerja sama pemungutan retribusi daerah, Status aset, khususnya tanah di kawasan wisata yang masih belum lengkap dokumen formalnya, dan wacana mengubah mekanisme perolehan PAD dari retribusi daerah dengan pajak daerah.

Abstract

This research aims to determine the level of public satisfaction with the implementation of public services in the infrastructure sector provided by the Regional Government of Serang Regency, as well as the efforts of the local government to improve infrastructure services in Serang Regency. This study was conducted on the local government of Serang Regency. The research period lasted for two months, from July to September 2024. The variables to be examined are related to Physical Availability, Physical Quality, Appropriateness, Utility, and Contribution. The data used is primary data in the form of questionnaires distributed to the residents of Serang Regency aged over 17 years, spread across 29 districts, with a sample size of 205. The sampling technique used is multistage random sampling. The analysis technique employed is quantitative descriptive with the Infrastructure Service Satisfaction Index (IKLI) model. The results of the study indicate that the Infrastructure Service Satisfaction Index value for Serang Regency in 2024 is 2.62, equivalent to 65.62, which falls under the criteria of being fairly satisfied. This result shows that the residents of Serang Regency feel that the performance of the Serang Regency local government in priority infrastructure services is quite good and satisfactory. However, there is still a need for improvements in priority infrastructure services, particularly in bridge services, clean water, housing/settlements, and land transportation.
