Abstract

This study aims to determine the legal regulations regarding catcalling, to determine the influence of student responses to catcalling and to obtain a Strategy for Preventing and Overcoming Catcalling (Sexual Harassment) in Addressing Forms of Gender Inequality for Students in North Sumatra. The analysis carried out in this study uses qualitative descriptive, namely by obtaining information related to student responses in efforts to prevent catcalling. The data analysis model used in this study is to use the deremination coefficient (R2) and the multiple linear regression equation as an indicator score using the Likert scale. The results of the study suggest that: (1). There are no legal regulations regarding catcalling yet, but there are several articles used in resolving criminal cases, including those regulated in Law Number 44 of 2008 concerning Pornography; (2). Based on the results of the calculation of the multiple linear regression equation obtained: Y = 0.229 + 0.487X1. This is indicated by the coefficient value of b1 which is positive at 0.229. Furthermore, for the independent variable X1, it shows that the value of t count = 9.147. From the t table with a significance level of α = 0.05, with the number of respondents = 20 and the number of independent variables = 1, the t table value is read = t (α, n-(k + 1)) = 1.729. Thus, for variable X 9.147> 1.729 or t count> t table which means that the independent variable X (catcalling problem) partially has a significant effect on the dependent variable Y (student perception)  and (3). Strategies Implemented in the Prevention and Overcoming of Catcalling Sexual Harassment) reducing Gender Inequality is through the formation of a Law that specifically regulates Catcalling and coordination between the government, society and campus, including by forming catcalling prevention; social campaigns both through social media and slogans in society and campus.

Abstract

Abstrak: Konflik sosial di Desa Hessa Air Genting masih sering terjadi dan berpotensi mengganggu keharmonisan masyarakat. Kegiatan pengabdian ini bertujuan untuk meningkatkan efektivitas peran paralegal desa dalam menyelesaikan konflik berbasis prinsip restorative justice. Metode yang digunakan meliputi pelatihan, pendampingan, dan studi kasus terhadap 5 konflik yang pernah terjadi. Kegiatan melibatkan 15 paralegal desa dan dilakukan melalui sesi workshop dan simulasi mediasi. Evaluasi dilakukan dengan pre-test dan post-test serta observasi keterlibatan peserta. Hasil menunjukkan peningkatan keterampilan mediasi sebesar 7058% dan pemahaman tentang restorative justice sebesar 605%. Selain itu, 4 dari 5 konflik yang dianalisis berhasil diselesaikan melalui pendekatan non-litigasi. Kegiatan ini berkontribusi dalam memperkuat kapasitas hukum berbasis komunitas serta meningkatkan kesadaran hukum masyarakat desa.Abstract: Social conflicts in Hessa Air Genting Village frequently occur and threaten community harmony. This community engagement aims to enhance the effectiveness of village paralegals in resolving conflicts through restorative justice principles. The methods used include training, mentoring, and case studies of five past conflicts. The activity involved 15 village paralegals through workshops and mediation simulations. Evaluation was conducted using pre-tests, post-tests, and participant observation. Results showed a 7058% increase in mediation skills and a 650% improvement in understanding restorative justice. Additionally, four out of five conflicts were successfully resolved through non-litigation approaches. This program contributes to strengthening community-based legal capacity and raising legal awareness in the village.

Abstract

This study aims to analyze the authority of the Regional Indonesian Broadcasting Commission (KPID) of Central Java in supervising television broadcasts of campaign advertisements for the 2024 General Election. The urgency of this research lies in the ongoing violations of broadcast neutrality, which have the potential to influence public opinion and undermine the quality of democracy. The method employed is normative juridical with a statutory approach, supported by interview data from KPID Central Java. The findings indicate that KPID’s authority complies with the eight principles of legality and has proven to be fairly effective through the fulfillment of five factors in broadcast law enforcement. This study differs from previous research as it specifically evaluates the role of KPID in the context of the 2024 Election and the challenges posed by contemporary broadcasting regulations. In conclusion, KPID’s supervision contributes to the creation of democratic and high-quality broadcasts, although institutional strengthening and regulatory support are still required. This research contributes to the development of broadcasting law studies while also providing recommendations for the government and KPI to reinforce both the authority and effectiveness of election broadcast supervision in the future. Penelitian ini bertujuan menganalisis kewenangan Komisi Penyiaran Indonesia Daerah (KPID) Jawa Tengah dalam pengawasan siaran iklan kampanye Pemilu 2024 di televisi. Urgensi penelitian didasarkan pada masih ditemukannya pelanggaran netralitas siaran yang berpotensi menggiring opini publik dan mengancam kualitas demokrasi. Metode yang digunakan adalah yuridis normatif dengan pendekatan perundang-undangan yang didukung data wawancara dengan KPID Jawa Tengah. Hasil penelitian menunjukkan bahwa kewenangan KPID telah memenuhi delapan prinsip legalitas hukum dan terbukti cukup efektif melalui pemenuhan lima faktor penegakan hukum penyiaran. Penelitian ini berbeda dari studi sebelumnya karena secara khusus mengevaluasi peran KPID dalam konteks Pemilu 2024 serta tantangan regulasi penyiaran kontemporer. Kesimpulannya, pengawasan KPID mendukung terciptanya siaran demokratis dan berkualitas, namun masih memerlukan penguatan kelembagaan dan dukungan regulasi. Penelitian ini berkontribusi pada pengembangan kajian hukum penyiaran sekaligus memberikan rekomendasi bagi pemerintah dan KPI untuk memperkuat kewenangan serta efektivitas pengawasan penyiaran Pemilu di masa mendatang.
