Abstract

In a marriage, the presence of a child is something that is desired. The Indonesian government, in particular, the National Population and Family Planning Agency (BKKBN) advises husband and wife couples to have a maximum of 2 children. One way to plan the number and timing of pregnancies is to use contraception. This research implements the SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) Method in the selection of contraceptives for couples of reproductive age at the Kota Datar Health Center. The results obtained from the research conducted show that the SMART method used in this system has been proven to be effective in helping select contraceptives for couples of childbearing age in the Datar City Community Health Center case study, because it can select alternatives and carry out rankings in determining the right contraceptive for couples of childbearing age. according to needs based on predetermined criteria, where the injection alternative (A04) with a final score of 83 is a suitable contraceptive for couples of childbearing age according to their needs.

Abstract

Aplikasi Pelaporan kerusakan jalan dan fasilitas umum di Kota Binjai berbasis android, di Indonesia mulai di terapkan seiring berkembang nya teknologi sehingga dapat memudahkan dalam penyampaian kerusakan jalan yang berada di Kota Binjai kepada Pemerintahan agar segera dilakukan perbaikan, dapat memberikan informasi kepada masyarakat di Kota Binjaitentang informasi perbaikan pekerjaan jalan dan juga dapat menghasilkan laporan berbentuk foto jalan yang rusak , dengan menentukan lokasi pelaporan kerusakan jalan, tingkat kerusakan jalan di setiap kecamatan di Kota Binjai dan status tingkat kerusakan jalan. Untuk memudahkan pengguna dalam melaporkan suatu kerusakan baik itu jalan maupun fasilitas umum maka dibangun sistem pelaporan kerusakan jalan dan fasilitas umum menggunakan Android dan dengan menerapkan suatu metode Based Filtering sebagai system rekomendasi, sehingga dapat mempermudah pengguna dalam melaporkan suatu kerusakan pada jalan maupun fasilitas umum. Berdasarkan hasil pengujian bahwasannya Aplikasi Pelaporan ini dapat berjalan dengan lancar dan sesuai dengan diharapkan oleh pengguna dalam melaporkan suatu kerusakan pada jalan maupun fasilitas umum.

Abstract

Telah dirancang sebuah alat deteksi ketinggian air untuk jaringan irigasi pada dinas pekerjaan umum dan penataan ruang kab. Langkat dengan menggunakan metode fuzzy logic. Sistem alat ini menggunakan mikrokontroller arduino nano yang dimana arduino nano ini berfungsi sebagai pengolah data, dan pengontrol output berdasarkan input yang diberikan oleh sensor. Pada alat juga menggunkan sensor ultrasonic HC-SR04 yang dimana sensor ini berfungsi untuk membaca input dari nilai ketinggian air pada irigasi sawah, output dari alat ini berupa pompa air yang berfungsi untuk mengisi air pada irigasi sawah yang dimana pompa air pada sistem alat ini dapat mengisi air scara otomatis dan apabila air pada irigasi sawah sudah penuh maka scara otomatis juga pompa air akan berhenti mengisi. Diharapkan dari hasil penelitian ini dapat menjadi salah satu teknologi tepat guna yang dapat membantu kinerja manusia dalam kehidupan sehari-hari khususnya dalam bidang pertanian.

Abstract

Penggunaan kamera Closed Circuit Television (CCTV) di perusahaan, pertokoan, sekolah, jalan, dan lain-lain digunakan untuk keamanan atau sebagai kamera pemantau. Pemanfaatan CCTV di lingkungan kantor Dinas Komunikasi dan Informatika (Diskominfo) Binjai sebagai pemantau keadaan lingkungan dari tindakan kejahatan atau kriminalisasi, serta tindakan kewenangan lainnya. Kualitas citra hasil capture video CCTV masih banyak yang memiliki resolusi terlalu rendah pencahayaan yang tidak merata mengakibatkan intensitas tidak seragam dan perlu ditajamkan, saat ini telah banyak terdapat metode yang dapat memperbaiki kualitas citra CCTV diantaranya adalah metode Arithmetic Mean Filter. Karena bintik-bintik yang disebabkan oleh proses capture yang tidak sempurna, pencahayaan yang tidak merata atau gangguan yang disebabkan oleh kotoran kotoran yang menempel pada citra. Dengan pemafaatan metode Arithmetic Mean Filter dapat menghasilkan citra dengan informasi yang lebih jelas dengan berkurangnya noise pada citra semula. Sistem dirancang dengan aplikasi pemrograman MATLAB R2014a, setelah melakukan proses pengujian pada beberapa citra CCTV, didapatkan hasil bahwa rata-rata persentasi proses perbaikan citra diatas 50% dan citra CCTV hasil perbaikan sistem menjadi lebih baik dari citra yang diinputkan pada sistem.

Abstract

Dinas Sosial mempunyai tugas melaksanakan sebagian urusan pemerintahan daerah berdasarkan asas otonomi dan tugas pembatuan di bidang sosial. Untuk melaksanakan tugas tersebut, Dinas Sosial menyelenggarakan fungsi penyelenggaraan urusan pemerintahan dan pelayanan umum di bidang sosial. Salah satu tugas dalam pelayanan umum di bidang sosial adalah pendataan penerima bantuan sosial. Program Bantuan Sembako merupakan bantuan sosial pangan senilai Rp150.000/KPM/bulan yang disalurkan dalam bentuk nontunai dari Pemerintah kepada Keluarga Penerima Manfaat (KPM) setiap bulannya melalui mekanisme uang elektronik. Pendataan penerima bantuan sembako sangat penting untuk memastikan penerima bantuan sudah tepat sasaran. Dalam pendataan untuk penerima bantuan sembako, Dinas Sosial mengalami beberapa kesulitan, diantaranya dalam penyesuaian penerima bantuan dengan data penerima. Data yang sudah disediakan belum memenuhi target penerima dengan jumlah penerima bantuan yang selalu berbeda setiap bulannya dari pemerintah. Berdasarkan masalah tersebut, perlu dibuat sistem untuk memprediksi jumlah penerima bantuan sembako dari pemerintah, sehingga pendataan yang dilakukan oleh Dinas Sosial untuk calon penerima bantuan sembako dapat disesuaikan, sehingga pendataan tidak dilakukan secara berlebihan. Proses dalam memprediksi jumlah penerima bantuan sembako dapat dilakukan dengan sistem terkomputerisasi, salah satu proses yang dapat dilakukan adalah penerapan Jaringan Syaraf Tiruan (JST) dengan pemanfaatan metode Backpropagation. Sistem dirancang dengan aplikasi pemrograman MATLAB R2014a, setelah melakukan proses latih data dan uji data pada data tahun 2016 sampai dengan 2020, learning rate sebesar 0,2; maximun epoch sebesar 10000 dan target error sebesai 0,001, didapatkan hasil pada tahun 2021 jumlah penerima bantuan sembako sebanyak 112.498 Kepala Keluarga yang berada di Kota Binjai.

Abstract

Coffee is one of the most popular drinks for many people. Out of every three people, one is a coffee drinker. Coffee is really delicious if you drink it either in the morning or at night when work is piling up. PT. Mulya Sari Mandiri is a coffee factory that produces coffee, both dry coffee beans and coffee powder. The coffee obtained by this company comes from various regions such as Sumatra and Java. The coffee beans that enter from the sending area are then selected to get the best coffee. Many techniques and methods are applied in the forecasting process. In solving a problem in research, of course the researcher must have a way or a method that will be applied in solving the problem so that the research carried out can be completed properly and in accordance with the expected results. The research method is carried out to look for something systematically by using the scientific method and applicable sources. In the process of this research aimed at the PT. Mulya Sari Mandiri, especially in the area of predicting the number of coffee export needs by providing more meaningful results. The result description is an illustration of what the artificial neural network system looks like in predicting a data number of export requirements using the Backpropagation method. An overview of the results is usually made in the form of user interface design or interface design, a good design is directly proportional to the quality of the program, when the interface design is good, the quality of the program will also be good. From the results of research conducted at PT. Mulya Sari Mandiri greatly adds knowledge and insight, by collecting data related to the prediction of the amount of need for export coffee, From the input learning rate and maximum epoch, the Backpropagation method can be carried out with training or training with convergent results, namely with or target error achieved with iteration 3160 the training process (time) is 0.00.25 seconds, with a permomance value of 0.0999 for Arabica coffee and for the robusta type with iteration 4957 the training process (time) is 0.00.07 seconds, with a permomance value of 0.2. From the data on the number of export coffees used as training, training targets and test data, the Backpropagtion method can be recognized and produces predictions that the number of Arabica coffee will experience a total decrease from 2021 data of 1481 with predicted results of 1410 tons.

Abstract

In the current era of technological advancement, rapid developments are occurring in Artificial Intelligence (AI), including the concept of Expert Systems. Expert Systems allow knowledge from experts in a field to be integrated into a computer programme to make intelligent decisions. The use of this technology, particularly in healthcare such as common kidney diseases, has great potential in diagnosis and treatment. As a vital organ, the kidney plays an important role in the body, but if it malfunctions, it can cause a number of problems. One method used to address uncertainty in expert thinking is Certainty Factor, which tests the certainty of data or facts. With AI and Expert Systems, it is hoped that healthcare services can be improved, supporting the treatment of kidney disease and other health problems.

Abstract

In English, contains the main issues, problems, research objectives, methods / approaches and research Leukocytes are the largest blood cells, consisting of granulocytes and agranulocytes. Granulocytes (have granules) include neutrophils, eosinophils, and basophils. There are several problems that occur if there are abnormalities in blood cells that can cause problems for eosinophils, basophils, neutrophils, lymphocytes and monocytes. To find out the symptoms, the patient must see or have himself checked by a specialist in internal medicine. RSU Al Fuadi Binjai is one of the institutions that handles problems in patients with leukocyte disease. Internal medicine specialists are only able to make a diagnosis based on experience or the results of studies in the past that have occurred, but there are several obstacles in meeting a specialist doctor who treats leukocyte disease, including: long distance from the hospital, minimal costs, and lack of free time and others. Therefore, it is very necessary to have a system that can become information and alternative media for experts in diagnosing leukocyte disease, so that patients who have previous symptoms can get information and consultation more quickly through a system that has been created using the Dempster Shaper method, and get early action in knowing leukocyte disease through the symptoms experienced by the patient. The purpose of this study is to design and build a leukocyte disease diagnostic system using the Dempster Shafer method. Based on research conducted on selected symptoms, the most accurate diagnosis is monocyte disease with a confidence level of 0.9078 or 90.78% if used as a presentation.

Abstract

During the COVID-19 pandemic, many companies experienced a decline or went bankrupt, so they had to reduce the number of workers and even close the company. BPJS Ketenagakerjaan is a public legal entity that is responsible to the president and functions to administer four programs, namely Work Accident Insurance (JKK), Death Insurance (JKM), Old Age Security (JHT), with the addition of the Pension Guarantee program ( JP). One of them is the submission of claims from too many participants of the Old Age Security program from various regions, especially the Langkat sub-district, so that it becomes a big problem to provide good service or information for the participants. For this reason, the author tries to create a system to support a computerized grouping process that can help automatically classify JHT claims by region, so there is an opportunity to design a grouping data mining system in it. Data mining is a process of mining data in very large amounts of data using statistical, mathematical methods, to utilize the latest artificial intelligence technology. Clustering is a method that is applied in creating a grouping data mining system to make it easier for employees to group JHT by region. Based on the analysis that has been done in the grouping of old-age insurance data using the clustering method, it is necessary to do the cluster process several times to get the same results according to the process that was first carried out, namely in cluster 1 : 2 3 2 cluster 2 : 2 8 2, cluster 3: 2 13 2 with 545 data in cluster 1, 308 data in cluster 2 and 421 data in cluster 3.

Abstract

Employee evaluations within an organization are efforts to measure and motivate employees to enhance their skills and abilities. These evaluations are expected to help the organization assess and identify improvements or developments in employee capabilities to support the organization in achieving its goals. The evaluations are anticipated to produce fair and transparent results that are acceptable to all parties involved. The rapid advancement of information technology has brought changes to the employee evaluation process. Specifically, the Population Control and Family Planning Office of Binjai City requires a system that can assist in evaluating the performance of its non-permanent employees. There are various methods that can be used in designing a system to produce the best decisions. Among them is the MOOSRA (Multi-Objective Optimization on the Basis of Simple Ratio Analysis) method, which is one of the multi-objective optimization techniques used in decision support systems. The MOOSRA method is similar to the MOORA method but differs in performance score determination: MOORA uses a reduction operator, while MOOSRA relies on calculations based on criteria and alternative division operators. MOOSRA performs calculations based on the provided criteria and alternatives. To determine the weight of each criterion, the ROC (Rank Order Centroid) method is employed, which assigns weights to each criterion based on their ranking and priority levels. This ensures that the evaluation of non-permanent employees at the Population Control and Family Planning Office of Binjai City produces the best results. The MOOSRA and ROC methods can be used to build a decision support system that delivers optimal evaluations of non-permanent employees. Awarding the title of "best employee" can enhance morale and motivation among employees in achieving the organization's previously established goals. The selection of the best non-permanent employee must be conducted fairly and transparently so that the results are accepted by all non-permanent employees of the Population Control and Family Planning Office of Binjai City. A decision support system performs calculations based on established criteria for each alternative and provides recommendations that can help leadership make the best decisions. The MOOSRA method is a decision support system technique that uses multi-criteria analysis in its calculations, while the ROC method aids in determining the weight of criteria based on their priority.
