Abstract

Background: According to data from the 2021 Indonesian Nutritional Status Survey (SSGI), approximately 48% of infants under 6 months of age do not receive exclusive breastfeeding. Nationally, the coverage of 6-month-old infants receiving exclusive breastfeeding in 2023 was 63.9%. This achievement has exceeded the 2023 program target of 50%. Objective: This study aimed to determine the relationship between maternal occupation, education level, and knowledge with exclusive breastfeeding in the Buranga Community Health Center (Puskesmas) work area, Kaledupa District, Wakatobi Regency. Method: This study used a quantitative method with an observational design. This method aims to explore how and why a health phenomenon occurs, as well as analyze the dynamics of the relationship between the phenomenon or risk factors and the effect factors. Results: This study aimed to determine the distribution of maternal occupation, education level, and knowledge with exclusive breastfeeding in the Buranga Community Health Center (Puskesmas) work area, Kaledupa District, Wakatobi Regency. Wakatobi in 2025. It is known that of the 35 mothers, more than half (51.4%) are working mothers, some (57.1%) have low education, the majority (54.3%) have poor knowledge, and more than half of the mothers (54.3%) do not provide exclusive breastfeeding. Conclusion: There is a relationship between maternal employment and exclusive breastfeeding with a p-value of 0.000 <0.05, there is a relationship between education level and exclusive breastfeeding with a p-value of 0.005 <0.05, there is a relationship between knowledge and exclusive breastfeeding with a p-value of 0.000 <0.05.

Abstract

Purpose: This research examines the legal regulation of judges’ authority in deciding sentencing cases through the lens of proportionality and the principle of justice, with a focus on the implementation, obstacles, and judicial efforts in the Batam District Court Class 1A. It aims to explore how judicial authority aligns with statutory provisions and societal expectations of fairness. Methodology/Approach: The study adopts a normative juridical method through literature review, complemented by an empirical juridical (sociological juridical) approach using field study. This combination provides both theoretical perspectives and empirical insights into judicial practices, creating a holistic understanding of the topic. Results/Findings: The findings indicate that the authority of judges to impose sentences is regulated under Law No. 48 of 2009 on Judicial Power and specifically Article 183 of the Criminal Procedure Code. In practice, judges at the Batam District Court Class 1A encounter several obstacles, including incomplete or absent witness testimonies and occasional internal conflicts among judicial panels. Such challenges often affect the decision-making process. However, judges continue to adhere to Article 183 as a guiding legal foundation in delivering verdicts. Conclusions: Although judicial authority in sentencing is legally well-established, its practical implementation faces obstacles. Ensuring proportionality and justice requires judges not only to apply statutory provisions but also to incorporate evolving societal values in their reasoning. Limitations: The study is limited to one court and specific cases, restricting generalizability across all Indonesian courts. Contribution: This research enriches discourse on judicial authority by integrating normative and empirical perspectives and offering practical recommendations for reinforcing proportionality and justice in judicial decision-making.

Abstract

Wilayah pesisir dan kampung tua seringkali menjadi kantong aktivitas ekonomi informal yang rentan terhadap minimnya perlindungan hukum ketenagakerjaan. Penelitian ini berfokus pada implementasi Perjanjian Kerja Waktu Tertentu (PKWT) dan Perjanjian Kerja Waktu Tidak Tertentu (PKWTT), serta pemenuhan hak-hak pekerja yang mengalami Pemutusan Hubungan kerja (PHK) di Kampung Tua Nelayan, Nongsa, Batam. Rumusan masalah yang diangkat meliputi: bagaimana praktik PKWT dan PKWTT dilakukan di lapangan, sejauh mana hak pekerja yang di-PHK dilindungi sesuai ketentuan Undang-Undang Ketenagakerjaan, serta apa tantangan implementasi hukum yang dihadapi di kawasan ini. Penelitian ini menggunakan pendekatan kualitatif-deskriptif, dengan teknik pengumpulan data berupa wawancara semi-terstruktur, observasi lapangan, dan studi pustaka. Hasil penelitian menunjukkan bahwa praktik hubungan kerja di kawasan ini masih banyak yang tidak dilakukan secara tertulis, minimnya literasi hukum di kalangan pekerja, serta ketidaksiapan pelaku usaha kecil untuk menerapkan prosedur hukum secara formal. Selain itu, perlindungan terhadap hak pekerja yang di-PHK, seperti pesangon dan jaminan sosial, belum sepenuhnya terealisasi di tingkat praktik. Hal ini menunjukkan perlunya intervensi kebijakan dan penguatan pengawasan dari pemerintah.
