Abstract

One of the recognized stages in addressing population growth is the Family Planning Program. In essence, the results of the Family Planning Program are beneficial for the growth and development of Indonesian society. Community participation is very influential in the family planning program, especially in improving the quality of life of the community at the village level or equivalent to the family planning program and other development programs that have been adjusted by each region. The evaluation of the family planning program in Kampung Bulang sub-district aims to obtain comprehensive information on the implementation and implementation of family planning programs in increasing family resilience and welfare. In this study, researchers used descriptive research using a qualitative approach, with primary and secondary data sources. This study uses the Program Evaluation Theory according to Wirawan, where in this theory there are five indicators consisting of (1) Input Evaluation, which aims to assess the adequacy of the Quantity and Quality of the Family Planning Program. (2) Process Evaluation, which aims to see or monitor how far the activities have been carried out. (3) Output Evaluation, which aims to see whether the Family Planning Program is running well or vice versa. (4) Outcome Evaluation which aims to see the results of whether the community understands the importance of the Family Planning Program. (5) Impact Evaluation, which aims to assess changes that occur in society. The conclusion of the program researchers is that it is running well, but it must continue to raise public awareness for the family planning program. The government also needs to reaffirm family planning not only in certain circumstances but for national needs.

Abstract

Penelitian ini mengkaji Model Kemitraan Dalam Program Pembinaan Kemandirian Narapidana di Lembaga Pemasyarakatan Kelas IIA Tanjungpinang. Problematika penelitian ini menunjukkan terdapat ketidaksesuaian pelaksanaan pembinaan pada Peraturan Pemerintah Nomor 57 Tahun 1999 terkait kerjasama penyelenggaraan pembinaan sehingga masih minim kemitraan yang terjalin yang kemudian berdampak pada stagnasi produk sebagai hasil karya warga binaan. Adapun tujuan penelitian ini adalah untuk mengetahui bagaimana model kemitraan dalam program pembinaan kemandirian narapidana di Lembaga Pemasyarakatan Kelas IIA Tanjungpinang yang efektif dan optimal dalam memberdayakan warga binaan. Metode penelitian yang digunakan peneliti adalah metode kualitatif deskriptif dengan teknik dan alat pengumpulan data berupa dokumentasi, observasi, dan wawancara. Dalam hasil penelitian ditemukan ketidakjelasan dalam kemitraan yang sudah terjalin dikarenakan belum ada dokumen tertulis yang menyatukan dan mengikat pihak yang bermitra. Pada pelaksanaannya program pembinaan sudah dijalankan sesuai Standar Operasional Prosedur, akan tetapi minimnya faktor pendukung program menjadi hambatan pelaksanaan pembinaan kemandirian, namun masing-masing pihak yang bermitra saling melengkapi dan berkontribusi sehingga nilai manfaat dan tujuan pembinaan dapat dirasakan oleh warga binaan menjadi individu yang mandiri dalam memenuhi kelangsungan hidupnya dengan menghasilkan beberapa karya yang memiliki nilai ekonomis, namun memang hasil karya tersebut belum dapat di produksi secara kontinyu. Dapat disimpulkan dari model kemitraan yang sudah terjalin belum menunjukkan hasil yang efektif dan optimal. Untuk itu perlu adanya perbaikan kedepan dengan membuat landasan yang mengikat kedua pihak agar dapat dibuat program pembinaan keterampilan secara simulatif dan berkelanjutan.Kata Kunci: Model Kemitraan, Pembinaan Kemandirian, Warga Binaan Pemasyarakatan

Abstract

This research refers to the decision of presidential regulation number 80 of 2017 concerning the Food and Drug Supervisory Agency and based on the approval letter of the Minister of Administrative Reform and Bureaucratic Reform Number B/411/M.KT.01 2018 dated June 8, 2018 concerning the Arrangement of Technical Implementation Units of the Food and Drug Supervisory Agency. /In this study, the problem for researchers is to find out how the socialization of the POM Workshop in Tanjungpinang is to help the consumer community to choose products that already have a distribution permit in order to protect consumers from dangerous cosmetics by introducing the Bpom Mobile application as a very useful application to help the public in purchasing cosmetics that are safe and have a distribution permit. the research used in this research is to use a descriptive qualitative approach with primary and secondary data sources and use data collection techniques by observation, interview, and documentation. The theory in this study refers to Budiani's theory (2007: 53), namely the accuracy of program targets, program socialization, program objectives, program monitoring. The results showed that the first indicator, namely the accuracy of program targets, still had to set age limits to be able to use the Bpom Mobile application so that people could find out the rules for using the Bpom Mobile application. The second indicator is the socialization of the program, the Pom Workshop in Tanjungpinang makes a lot of socialization both for the community, students of school children who make Bpom Mobile material an important material in every socialization / counseling and even open a stand to explain the Bpom Mobile application. The third indicator is the purpose of the program, has the aim that the public knows that there is an application that is very helpful for buying a product to ascertain whether the product used has a distribution permit and is safe for use in everyday life. The fourth indicator is monitoring program results, the POM Workshop in Tanjungpinang sees that the results of the Bpom Mobile application program are beneficial to the community even though it is difficult for people who cannot use cellphones to use the Bpom Mobile application. The conclusion of this study is that the socialization of Bpom has not been effective because there are still many people who do not know that the Bpom Mobile application exists.

Abstract

Stunting is a lack of nutritional intake with a long duration, starting from pregnancy to 24 months. The prevalence of stunted children recorded at the Tanjungpinang City Health, Population Control, and Family Planning Office increased by 1.3% in 2020 to 3.49% in 2021 and 3.91% in 2022. Based on these data, it can be seen that there has been an increase in stunting cases in Tanjungpinang City. The problem that will be the focus of discussion in this study is how to implement stunting prevention programs in the Tanjungpinang City Health, Population Control and Family Planning Office. This study aims to analyze the implementation of stunting prevention programs in the Tanjungpinang City Health, Population Control and Family Planning Office.The research approach used in this study is explained using a qualitative approach. The theory used by researchers in implementation uses Soren C. Winter's theory which includes indicators: the behavior of relationships between organizations, the behavior of lower-level implementors (apparatus / bureaucrats) and the behavior of target groups. The implementation of the stunting alleviation program at the Tanjungpinang City Health, Population Control and Family Planning Office has been going well, but it is still not optimal. This is because there are still people who do not know about stunting, socialization carried out by puskesmas officers and posyandu cadres has not been thoroughly carried out. However, the response from the community itself is very good or positive, this is because puskesmas officers continue to provide assistance and check regularly. The commitment made by the health Office in collaboration with the Ministry of Religious Affairs made an MOU so that these brides-to-be get IEC (Educational Information Communication) and with the formation of the Stunting Reduction Acceleration Team at the Tanjungpinang City level, this is nothing but an effort to reduce stunting rates in Tanjungpinang City.

Abstract

This research refers to violations during the campaign period, specifically this settlement is regulated in Bawaslu Regulation Number 8 of 2018 concerning settlement of election administrative violations. The problem in implementing the campaign in this study is violations during the campaign. Violations of these rules will be considered criminal offenses and are subject to imprisonment for a maximum of 2 years. The research method used in this research is to use a qualitative descriptive approach with primary and secondary data sources as well as using data collection techniques by observation, interviews, and documentation. The theory in this study refers to Ansell and Gash namely, the results of the research show that in the first indicator, face-to-face dialogue is carried out with coordination meetings at a scheduled time, so that when campaigns reduce violations, fraud, violence and threats in the field. The second indicator of building trust is communication between organizers, supervisors and security personnel, and this is the keyword for successful collaboration. The third indicator is commitment to the process, namely the three parties involved carry out their roles, which means that the parties involved are committed to carrying it out. The fourth indicator in the process of mutual understanding is that the organizers, supervisors and security forces understand each other about the handling of violations during the campaign period. The fifth indicator is that the interim results in collaboration are carried out by the parties continuously trying to fulfill them properly, the interim results produce solutions and hopes from all parties by providing what is best for this country, and the creation of elections that are safe, peaceful and reduce fraud. The conclusion of this study is that the handling of campaign violations in the Riau Archipelago province will continue to be improved and improved and tighten supervision so that unwanted things do not occur and quality elections will be achieved.

Abstract

Penyengat Island is a developing tourist destination in Indonesia, known for its rich historical and cultural heritage. In order to further boost tourism on the island, an Information and Technology-Based Tourism Development Policy has been implemented. This policy aims to leverage the power of technology to enhance the visitor experience, promote sustainable tourism practices, and increase tourism revenue. In this study, we utilized a qualitative research method grounded in Edward III’s grounded theory approach to understand the impact of the Information and Technology-Based Tourism Development Policy on Penyengat Island. Data was collected through interviews with key stakeholders involved in implementing the policy, including government officials, local businesses, and tourists. The results of our study show that the implementation of the Information and Technology-Based Tourism Development Policy has had a positive impact on Penyengat Island. The use of technology, such as online booking systems and virtual tours, has made it easier for tourists to plan their trips and explore the island’s attractions. Additionally, the policy has helped to raise awareness of the island’s cultural heritage and promote sustainable tourism practices, such as waste management and conservation efforts. In conclusion, the Information and Technology-Based Tourism Development Policy has been successful in driving tourism development on Penyengat Island. Moving forward, continued investment in technology and sustainable tourism practices will be key to further enhancing the visitor experience and maximizing the economic benefits of tourism for the local community.

Abstract

The implementation of both private and public organizations requires innovation to operate. Because the innovation of motor vehicle tax payment services based on signal applications at the Tanjungpinang city samsat office is a necessity for government organizations, along with increasing public pressure to improve the performance of government agencies in order to solve problems in people's lives through programs and services at the Tanjungpinang city samsat office. The quality of public services is determined by the service provider so that it can be understood that public services serve the community and must be provided adequately in order to meet the factors and indicators that determine the quality of public services. Innovation in government agencies is needed to provide public services through the development of new methods and new resources. Innovation of motor vehicle tax payment services based on signal applications at the samsat office as an E-Government-based public service strategy for vehicle tax payments. E-Government provides public services that can be accessed 24 hours a day, from anywhere, and at any time. E-Government also allows public services to be completed in a non-face-to-face manner, making it a more efficient service. The Indonesian government has realized the tremendous benefits of e- Government since 2003 has issued a policy of implementing e- Government in the form of Presidential Instruction No. 3 Year 2003. Recently, a technology based on the SIGNAL application has emerged that can run on Android and IOS. SIGNAL is a national digital Samsat application that allows Indonesian citizens to certify Annual STNK, Pay Motor Vehicle Tax (PKB), and pay Road Traffic Accident Fund (SWDKLLJ) online by issuing digital documents in the form of electronic certificates and can easily make mandatory contributions to, POLRI, E-TBPKP (Provincial Bapenda), and E-KD, (PT. Jasa Raharja). The implementation of the online system allows people to save more money and time by paying taxes online.

Abstract

The implementation of national integration policies in a region related to nation-building and politics is a complex and relevant issue that requires an effective and efficient political and administrative process. This study aims to analyze the Grindle theory on the case study of the guidelines for implementing national renewal in the province of KEPRI. The research method used is a descriptive-qualitative approach to study the political and administrative process by collecting and analyzing relevant data according to the phenomenon. The results and discussion show that the process of politics and administration based on the Grindle theory includes implementing policies divided into two aspects, namely the content of policy and the context of implementation, each having a role for actors. The findings of the Forum for National Awakening (FPK) in KEPRI play a crucial role in promoting national unity and cohesion among various ethnic groups, tribes, and communities. In the implementation of policies and administration, FPK has shown its commitment to maintaining national unity and increasing public awareness and harmony. The forum also plays a role as a mediator in resolving conflicts that arise and helps the provincial government to maintain national unity. However, there are several challenges and obstacles that will be faced in the implementation of this policy in the future. One of the challenges is the difference in opinions and visions among stakeholders involved in national integration activities. Another challenge is how to increase public awareness and harmony regarding national values. Therefore, the implementation of National Integration Policy in KEPRI still requires special attention and commitment from all relevant parties.

Abstract

Tanjungpinang City in the Riau Islands has tourism potential, but the number of tourists has decreased due to the COVID-19 outbreak and has not fully recovered. The revitalization of Kota Lama Tanjungpinang is one of the efforts to increase tourist attractiveness by involving the active role of the community through network governance. This research aims to understand Network Governance in the development of community-based tourist destinations in Kota Lama Tanjungpinang, as well as its obstacles and success factors. Using a qualitative approach with observation, interviews, and documentation. In conclusion, this study found that coordination between the government, NGOs (Non-Governmental Organization), and the community was effective but not optimal. This research suggests increasing cooperation and coordination between the government and related parties in the development of community-based tourist destinations in Kota Lama Tanjungpinang.

Abstract

This research aims to find out how the implementation of the Smart Indonesia Program (PIP) in Tanjungpinang city in 2023 stueis at SMAN 4 Tanjungpinang, using descriptive method of qualitative approach, data collection is done by observation, interviews, documentation, and recording secondary data related to research problems, then qualitative alaysis is carried out. The results showed that implementation of the Smart Indonesia Program (PIP) in Tanjungpinang city in 2023 study at SMAN 4 Tanjungpinang has been well implemented although there are several variabels that must be improved in the implementation of PIP in the future. Such as the lack of dissemination on information about PIP, there is no additional quita given, and the lack of use of funds obtained by recipitiens so that yhis can result in misuseof funds. Therefore, it is hoped that in the future the government can overcome the shortcomings in the implementation of PIP so that the implementationcan be more effective and efficient.
