Abstract

This research refers to violations during the campaign period, specifically this settlement is regulated in Bawaslu Regulation Number 8 of 2018 concerning settlement of election administrative violations. The problem in implementing the campaign in this study is violations during the campaign. Violations of these rules will be considered criminal offenses and are subject to imprisonment for a maximum of 2 years. The research method used in this research is to use a qualitative descriptive approach with primary and secondary data sources as well as using data collection techniques by observation, interviews, and documentation. The theory in this study refers to Ansell and Gash namely, the results of the research show that in the first indicator, face-to-face dialogue is carried out with coordination meetings at a scheduled time, so that when campaigns reduce violations, fraud, violence and threats in the field. The second indicator of building trust is communication between organizers, supervisors and security personnel, and this is the keyword for successful collaboration. The third indicator is commitment to the process, namely the three parties involved carry out their roles, which means that the parties involved are committed to carrying it out. The fourth indicator in the process of mutual understanding is that the organizers, supervisors and security forces understand each other about the handling of violations during the campaign period. The fifth indicator is that the interim results in collaboration are carried out by the parties continuously trying to fulfill them properly, the interim results produce solutions and hopes from all parties by providing what is best for this country, and the creation of elections that are safe, peaceful and reduce fraud. The conclusion of this study is that the handling of campaign violations in the Riau Archipelago province will continue to be improved and improved and tighten supervision so that unwanted things do not occur and quality elections will be achieved.

Abstract

The purpose of this study is to determine the effectiveness and constraints of Village Assistant in increasing empowerment through village-owned enterprises in the Village of pengudang. This research uses a qualitative descriptive type approach using 3 indicators of effectiveness, according to Duncan in Dewi Nurmalasari et al (2021), which are Goal Achievement, Integration and Adaptation. The results of research of achieving goals carried out by village assistants have been running according to their goals targeting people who are still lacking in understanding Bumdes, Integration, it is necessary to increase the training socialization process for each member/administrator, Adaptation, village assistants have approached and adjusted to the community especially the Bumdes management and bringing about changes in the field of administrative reporting. Then the obstacle or inhibiting factor is the lack of community participation and commitment, and changes in regulations which are obstacles in the mentoring process. The conclusion in this study is that the presence of village assistants in assisting the government in Pengudang village to increase empowerment through BUMDES can be said to have been effective according to the directions and mandate given by the central government. In the future, socialization is needed.

Abstract

The aim of the Collaborative Governance research in social protection policy in Karimun Regency is to explore and analyze the process and dynamics of collaboration among various parties in implementing social protection policy in Karimun Regency, as well as to evaluate the effectiveness and efficiency of applying Collaborative Governance in social protection policy. Qualitative research method is employed in studying Collaborative Governance in social protection policy by Karimun Regency, which can be carried out in several stages. The purpose is to understand how the collaboration process between various stakeholders takes place in developing social protection policy. The results show that based on the concept of collaboration in Collaborative Governance, we can imagine that social protection policy in Karimun Regency involves the participation of various related parties, such as government agencies, communities, NGOs, and private sectors. This collaboration aims to achieve better outcomes in social protection in Karimun Regency by applying participatory, inclusive, and transparent principles. Therefore, Collaborative Governance is likely to improve the effectiveness of social protection policy in Karimun Regency through collaborative processes and outcomes between involved parties in the policy. Through this approach, various parties can share information, resources, and responsibilities in formulating and implementing policies. In the context of social protection policy in Karimun Regency, Collaborative Governance can facilitate discussion and cooperation among local government, civil society organizations, and society as the target of the policy.

Abstract

The Regional Government of Bintan Regency is trying to reduce the stunting rate. Based on data from the Health Service, the stunting rate in Bintan Regency has decreased, which initially reached 5.23% in 2021, dropping to 3.41% in 2022. There are still problems in accelerating stunting reduction in Bintan Regency, there are several areas with high stunting rates. This study aims to determine the Collaborative Governance process in accelerating stunting reduction in Bintan Regency. Using a qualitative approach to the type of descriptive research. Data collection techniques used are observation, interviews, and documentation. The results of this study (1) Face to face dialogue have been carried out by the stakeholders; (2) Building Trust has been built by itself and through coordination meetings; (3) Process Commitment has been formed and uniform; (4) Shared understanding, vision, mission and goals have been agreed upon, but there are still differences in perceptions regarding the duties and responsibilities; (5) Joint Results, as a whole have been realized, but there are still several areas with high stunting rates.

Abstract

Penelitian ini membahas mengenai pengaruh dari kualitas pelayanan terhadap kepuasan masyarakat dalam penerbitan STNK di Kantor Samsat Kota Tanjungpinang. Berdasarkan Indeks Kepuasan Masyarakat (IKM) pada kantor Samsat Kota Tanjungpinang tahun 2022 mencapai kepuasan sebesar 89,95%. Problematika penelitian ini menunjukkan adanya rasa ketidakpuasan dan keluhan dari masyarakat dengan layanan penerbitan Surat Tanda Nomor Kendaraan (STNK) seperti proses administrasi yang berbelit-belit, dan beberapa diantara mereka lebih memilih untuk menggunakan jasa calo atau perantara maupun orang dalam agar STNK tersebut dapat diproses dengan cepat. Hal tersebut menunjukkan adanya kesenjangan dalam kaitannya dengan indikator kualitas pelayanan yakni dari segi kehandalan, daya tanggap dan empati. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh kualitas pelayanan terhadap kepuasan masyarakat pada saat penerbitan STNK di Samsat Kota Tanjungpinang. Pengambilan sampel pada penelitian ini dilakukan dengan metode purposive sampling dengan sampel sebanyak 100 responden yang didapat dengan menggunakan rumus Slovin. Adapun teknik analisis data yang digunakan dalam penelitian ini adalah teknik regresi sederhana dengan pengujian hipotesis yang diproses dengan program SPSS versi 26. Hasil dari penelitian ini menunjukkan bahwa terdapat pengaruh antara kualitas pelayanan terhadap kepuasan masyarakat di Kota Tanjungpinang. Dari hasil Koefisien Determinasi (R2) ditemukan bahwa kualitas pelayanan berpengaruh positif terhadap kepuasan masyarakat yakni 0,874 atau 87,4%. Hal ini membuktikan bahwa kualitas pelayanan berpengaruh positif dan signifikan dengan kepuasan masyarakat sesuai dengan interval koefisien 0,80 – 1,000 yang termasuk dalam kategori sangat kuat. Dan sisanya sebesar 12,6% adalah dipengaruhi oleh faktor lain yang tidak diteliti.

Abstract

Era industri 4.0 atau era digital sedang berlangsung saat ini. Salah satunya yang saat ini masih menyesuaikan era digital adalah instansi pemerintah yaitu disdukcapil. Permasalahan mengenai etika dan kerja budaya sampai saat ini masih menjadi persoalan yang belum tuntas diperbincangkan. Dengan adanya teknologi harusnya semakin mempermudah para petugas yang bekerja di Disdukcapil Tanjungpinang. Sehingga peneliti tertarik untuk meneliti terkait dengan budaya kerja dalam penggunaan teknologi yang berada dilingkunan Disdukcapil Tanjungpinang. Penelitian ini bertujuan untuk mengevaluasi budaya kerja dalam penggunaan teknologi di era industri 4.0 di Disdukcapil Kota Tanjungpinang.Penelitian ini menggunakan pendekatan deskriptif berjenis kualitatif dengan sumber data primer dan sekunder. Penelitian ini menggunakan teori kemampuan digital menurut Sumartono & Huda dalam Ieke Wulan Ayu 2022 yang terdiri dari Kecakapan Digital, Keamanan Digital, Etika Digital, Budaya Digital. Mengenai indikator etika dan budaya digital yang saling terkait yaitu dalam memberikan akses informasi kepada masyarakat petugas sudah cukup optimal, namun sikap ramah dan santun masih perlu ditingkatkan, karena masih banyak masyarakat yang merasa terkomunikasikan oleh dinas Disdukcapil. masih kurang bahkan terkesan sombong. Kesimpulannya adalah pemanfaatan teknologi di era industri 4.0 tepat sasaran dan kehadiran teknologi sangat membantu baik bagi para pekerja layanan maupun masyarakat.Untuk keamanan data juga dipastikan aman karena sudah menggunakan ISO 27001. Sehingga program era industri 4.

Abstract

Pengelolaan sampah yang dilakukan secara teratur dan baik tentunya akan menunjukan efek yang bagus dalam pengurangan timbunan sampah khususnya untuk timbunan sampah yang ada di TPA. Penelitian ini bertujuan untuk mengetahui pengawasan dari Dinas Lingkungan Hidup terhadap pengelolaan sampah yang ada di UPTD TPA Ganet. Penelitian ini menggunakan pendekatan deskriptif berjenis kualitatif. Penelitian ini menggunakan teori pengawasan menurut Handoko yakni Standar alat ukur pengawasan, pengukuran kinerja, Perbandingan pelaksanaan kegiatan dengan standar dan analisa penyimpangan dan pengambilan tindakan koreksi. Hasil penelitian pada indikator Standar Alat Ukur Pengawasan standar alat ukur telah ditetapkan dan diterapkan seperti halnya sudah terdapatnya SOP selama proses pengelolaan sampah di UPTD TPA. Berdasarkan pengukuran kinerja pengawasan yang diberikan dilaksanakan secara langsung di lokasi dan secara tidak langsung melalui laporan dari staf pengawas yang ada di UPTD TPA, Berdasarkan perbandingan pelaksanaan kegiatan dengan standar dan analisa penyimpangan pelaksanaan pengelolaan sampah terkendala dikarenakan standar pembuangan sampah masih mengalami kendala dalam hal kegiatan titik bongkar sampah sehingga proses penimbunan sampah terjadi keterlambatan, berdasarkan indikator pengambilan tindakan koreksi pengawas memberikan tindakan terhadap permasalahan-permasalahan yang ada selama pengelolaan sampah di UPTD dengan memberikan beberapa tindakan seperti langkah untuk melakukan perubahan, penambahan lahan dan anggaran dalam pengelolaan sampah di UPTD TPA Ganet. Kesimpulan dalam penelitian ini bahwa pengawasan pengelolaan sampah di UPTD TPA Ganet oleh Dinas Lingkungan Hidup berjalan sesuai dengan standar yang sudah ditetapkan meskipun masih memiliki beberapa kendala di dalamnya dan  terdapat tindakan dari pengawas apabila selama proses pengelolaan sampah memiliki hambatan serta memberikan solusi terhadap permasalahan tersebut.

Abstract

The purpose of this research is to analyze the implementation of Maritime Policy and Management of the Riau Archipelago Province Towards a World Maritime Axis and analyze the implementation of maritime sector management by the Regional Government of the Riau Islands Province after the enactment of Law Number 23 of 2014 concerning Regional Government and explain the process of solving problems in the maritime sector according to regulations set by the central government and the Riau Islands Provincial government. In the governance of the maritime sector, the Government of Indonesia has various roles which can be seen from the enforced policies or regulations. The complexity that occurs at the central government level is one of the reasons this research was taken which shows the urgency of the need for governance of the maritime sector in Indonesia. Furthermore, after the implementation of decentralization in Indonesia, with the enactment of Law Number 23 of 2014 concerning Regional Government, the management of the maritime sector has become increasingly complex. Data analysis through qualitative research methods with descriptive analysis methods. The results of this study found that, in the initiation of integrated maritime governance in the Riau Archipelago Province, the factors that need to be considered are authority, leadership, visioning, institutional capacity, human resource development, empowerment, and financial resource management. In this study, researchers provide recommendations for the establishment of regulations governing the authority and management of the maritime and island areas. The next phase can be analyzed in further research: planning, adoption, implementation, evaluation, and reformulation.

Abstract

In the Riau Islands, especially on Ngenang Island, weaving activities have become part of the life of the Malay community. This initiative to develop and produce woven fabric aims to preserve culture as well as empower women and improve the local economy. This research aims to determine the role of the Batam City Department of Industry and Trade (Disperindag) in empowering the community through groups of woven cloth craftsmen on Ngenang Island. This research uses a qualitative descriptive research method. The data sources for this research come from primary and secondary data. Research results based on (1) support the development of small and medium industries (IKM), including the weaving industry. (2) empowerment efforts carried out through guidance and technical support, which helps in developing technical skills and innovation in woven motifs (3) the government responds quickly to the needs of craftsmen by providing funds, looms and raw materials, increasing production efficiency and quality of woven fabrics resulting from. In conclusion, the role of the government on Ngenang Island is not only as a regulator, but also as a dynamist and facilitator in strengthening the weaving industry as part of an inclusive and sustainable local economic development strategy.

Abstract

This research refers to Regional Regulation No. 8 of 2018 of Tanjungpinang City, Chapter IV concerning Management of Tourism Objects article 7 (seven) paragraph 1 (one) which reads that those responsible for managing Penyengat Island cultural tourism are carried out by the Regional Government. The purpose of this research is to analyze the role of the Tanjungpinang City Culture and Tourism Office in developing tourism objects on Penyengat Island. The research method used is Descriptive Qualitative with a case study approach to determine the results in the study, with data collection techniques by observation, interview and documentation. The results showed that the Tanjungpinang City Culture and Tourism Office in implementing the Penyengat Island management policy was assisted by the Penyengat Island community in the form of a Tourism Awareness Group (POKDARWIS) which helped the Tanjungpinang City Culture and Tourism Office in implementing the Penyengat Island management policy. The conclusion of this research is that the policy evaluation process carried out by the Tanjungpinang City Culture and Tourism Office is to revitalize several parts and develop tourism on Penyengat Island with a religious and Malay cultural base. Thus, Penyengat Island is able to be visited by tourists with the intention and purpose of knowing the historical heritage of the phallus kingdom.
