Abstract

LSP Lemdiklat Polri has a very strategic role in structuring the management of human resources of the apparatus, especially in ensuring and maintaining the competence of Polri's human resources and other police functions. However, the current organizational structure and work procedures of the National Police Institute of Education and Training are still not in accordance with the workload that must be carried out. Organizational structures are generally an integral part of carrying out their functions and tasks in a structured manner in order to play a role in realizing the vision and mission of the organization itself. Focus and research locus on the analysis of the organizational structure design of the Professional Certification Institute for Education and Training of the Indonesian National Police (LSP LEMDIKLAT POLRI), As for the research method used using literature study based on existing secondary data. The results show that the ideal design of the organizational structure consisting of complexity and centralization and formalization in general, the respondents have a concern for the activities of the LSP LEMDIKLAT POLRI in their environment. The researcher also gives the first conclusion that the LSP LEMDIKLAT POLRI requires improvement in terms of departmentalization and specialization to improve the quality of POLRI personnel, secondly to strengthen regulations and rules as a form of control to ensure and maintain competence in certification services for non-INP police function bearers.

Abstract

Permasalahan pengelolaan sampah di Kota Tanjungpinang menjadi tantangan serius bagi upaya mewujudkan lingkungan yang bersih dan berkelanjutan. Kegiatan Pengabdian kepada Masyarakat ini bertujuan meningkatkan kesadaran, keterampilan, dan partisipasi warga dalam pengelolaan sampah berbasis komunitas melalui penerapan prinsip ekonomi sirkular. Metode yang digunakan meliputi penyuluhan, Focus Group Discussion (FGD), dan pendampingan teknis kepada pengurus serta masyarakat di Bank Sampah Berkah, Kelurahan Sei Jang. FGD berfungsi untuk mengidentifikasi permasalahan utama, seperti keterbatasan fasilitas, rendahnya keterampilan teknis, dan lemahnya jaringan pemasaran produk daur ulang. Hasil kegiatan menunjukkan adanya peningkatan signifikan dalam perilaku pemilahan sampah rumah tangga, penguatan kapasitas pengurus, dan munculnya inovasi produk berbasis daur ulang, seperti kompos dan kerajinan plastik. Kegiatan ini juga berhasil memperluas jejaring kemitraan antara masyarakat, pemerintah, akademisi, dan pelaku usaha, yang menjadi kunci dalam mewujudkan sistem pengelolaan sampah berkelanjutan. Kesimpulannya, pendekatan partisipatif melalui FGD dan pendampingan berkelanjutan terbukti efektif dalam memperkuat pengelolaan sampah berbasis komunitas dan mendukung penerapan ekonomi sirkular di tingkat lokal. Model Bank Sampah Berkah Sei Jang diharapkan menjadi praktik baik yang dapat direplikasi di wilayah perkotaan lainnya di Indonesia.

Abstract

This research refers to Regional Regulation No. 8 of 2018 of Tanjungpinang City, Chapter IV concerning Management of Tourism Objects article 7 (seven) paragraph 1 (one) which reads that those responsible for managing Penyengat Island cultural tourism are carried out by the Regional Government. The purpose of this research is to analyze the role of the Tanjungpinang City Culture and Tourism Office in developing tourism objects on Penyengat Island. The research method used is Descriptive Qualitative with a case study approach to determine the results in the study, with data collection techniques by observation, interview and documentation. The results showed that the Tanjungpinang City Culture and Tourism Office in implementing the Penyengat Island management policy was assisted by the Penyengat Island community in the form of a Tourism Awareness Group (POKDARWIS) which helped the Tanjungpinang City Culture and Tourism Office in implementing the Penyengat Island management policy. The conclusion of this research is that the policy evaluation process carried out by the Tanjungpinang City Culture and Tourism Office is to revitalize several parts and develop tourism on Penyengat Island with a religious and Malay cultural base. Thus, Penyengat Island is able to be visited by tourists with the intention and purpose of knowing the historical heritage of the phallus kingdom.

Abstract

The importance of managing staff performance in an organization or company, including aspects of discipline and compensation. Staff performance plays an important role in achieving the organization's goals. Work discipline and compensation relationships are very important factors in improving the quality of staff performance. Thus, the problem of non-discipline in the environment of an agency does not continue and can be solved. This study aims to determine the relationship of work discipline on employee performance of Badan Pengelolaan Pajak dan Retribusi Daerah Kota Tanjungpinang, the relationship of compensation on employee performance of Badan Pengelolaan Pajak dan Retribusi Daerah Kota Tanjungpinang, the relationship of work discipline and compensation on employee performance of Badan Pengelolaan Pajak dan Retribusi Kota Tanjungpinang. The research is a associate causality using quantitative methods. The sample of this study is 42 employee of Badan Pengelolaan Pajak dan Retribusi Daerah Kota Tanjungpinang. Data collection uses questionnaires while data analysis techniques use correlation analysis. Based on data analysis, it was concluded that there was no significant relationship between work discipline and staff performance, there was a significant link between staff performance compensation, and there was an important link between employment discipline, and staff performances compensation.

Abstract

The purpose of this study is to determine the effectiveness and constraints of Village Assistant in increasing empowerment through village-owned enterprises in the Village of pengudang. This research uses a qualitative descriptive type approach using 3 indicators of effectiveness, according to Duncan in Dewi Nurmalasari et al (2021), which are Goal Achievement, Integration and Adaptation. The results of research of achieving goals carried out by village assistants have been running according to their goals targeting people who are still lacking in understanding Bumdes, Integration, it is necessary to increase the training socialization process for each member/administrator, Adaptation, village assistants have approached and adjusted to the community especially the Bumdes management and bringing about changes in the field of administrative reporting. Then the obstacle or inhibiting factor is the lack of community participation and commitment, and changes in regulations which are obstacles in the mentoring process. The conclusion in this study is that the presence of village assistants in assisting the government in Pengudang village to increase empowerment through BUMDES can be said to have been effective according to the directions and mandate given by the central government. In the future, socialization is needed.

Abstract

The discussion on the Travel Corridor Arrangement (TCA) between the Indonesian and Singaporean governments will continue in the future, but technically and practically, there are still certain issues that the Indonesian government has not addressed effectively. This demonstrates that we are technically still waiting for the correct judgement while the COVID-19 pandemic's case count declines. The goal of this article is to examine different research hypotheses on the elements that impact Indonesia's readiness for TCA with the Singapore government. The technique employed is a qualitative literature review. To bolster the literature review with secondary data, the researchers enhanced the examination of research hypotheses using the NVivo program, which was then thoroughly assessed. The findings indicate that researchers will also identify that Indonesia will be more sensitive to TCA than Singapore, resulting in the decision being rejected, while the next hypothesis is that TCA is also focused on tourists, as opposed to business activities between the two countries, and that the Indonesian government has also proposed implementing RGL, but RGL is not a priority, implying that TCA is more effective. if RGL is emphasized, the hypothesis may be accepted. This suggests that based on some of the results of these hypotheses, the rejection of the first hypothesis is due to a lack of expertise in Human Resource Management in implementing TCA with the Singapore government

Abstract

Pengembangan ekowisata berbasis mangrove di Desa Kelumu, Kabupaten Lingga, menjadi perhatian utama dalam program pengabdian masyarakat ini. Desa ini memiliki potensi ekowisata yang besar, namun pengelolaannya masih belum optimal akibat keterbatasan sumber daya manusia, pemahaman yang kurang tentang ekowisata, serta keterbatasan akses teknologi. Tujuan dari program ini adalah untuk meningkatkan kapasitas SDM lokal dalam mengelola ekowisata mangrove secara berkelanjutan melalui pendekatan holistik dan terstruktur. Metode yang diterapkan adalah pendekatan partisipatif yang melibatkan masyarakat secara aktif dalam pemetaan potensi ekowisata mangrove, pelatihan, dan implementasi lapangan. Pemetaan ini melibatkan identifikasi kawasan strategis untuk pengembangan ekowisata, sementara pelatihan meliputi manajemen ekowisata, konservasi lingkungan, dan pengembangan produk lokal. Tahap implementasi melibatkan kegiatan langsung di lapangan, termasuk pembukaan jalur wisata, jasa pemandu wisata, dan konservasi mangrove. Hasil dari kegiatan ini menunjukkan peningkatan keterlibatan masyarakat dan pengetahuan teknis dalam pengelolaan ekowisata mangrove dianalisa dengan pendekatan PESTEL. Kesimpulan dari kegiatan ini menekankan pentingnya kerjasama lintas sektoral yang erat untuk mengatasi tantangan yang ada dan memastikan keberlanjutan ekowisata mangrove di Desa Kelumu.

Abstract

Persoalan timbulan sampah dan lemahnya tata kelola komunitas menyebabkan Bank Sampah Berkah di Kelurahan Sei Jang, Kota Tanjungpinang, belum efektif, ditandai ketidakrapian administrasi, pembagian peran yang belum jelas, keterampilan produksi terbatas, sarana pengolahan minim, serta pemasaran yang sempit. Pengabdian kepada masyarakat ini bertujuan meningkatkan efektivitas pengelolaan bank sampah sekaligus memperkuat ekonomi sirkular lokal melalui penerapan teknologi tepat guna inovatif dan penguatan kapasitas warga. Metode dilaksanakan secara partisipatif melalui lima tahapan: koordinasi-sosialisasi, pelatihan kelembagaan dan manajemen (struktur, SOP, buku kas), pelatihan teknis produksi (pemilahan, kompos, kerajinan), penerapan teknologi tepat guna dan penguatan pemasaran (mesin pencacah plastik, komposter, alat cetak paving, katalog dan media sosial), serta monitoring-evaluasi (pre/post-test, evaluasi produksi, dan penguatan jejaring). Hasil menunjukkan produksi total meningkat dari 100 kg/bulan menjadi 200 kg/bulan; kompos naik 40 menjadi 80 kg/bulan, paving block daur ulang 30 menjadi 70 kg/bulan, dan kerajinan plastik/kertas 30 menjadi 50 kg/bulan, serta muncul produk baru pot tanaman ±20 kg/bulan. Jumlah anggota aktif bertambah dari 8 menjadi 16 orang, dan mesin pencacah mampu menurunkan volume plastik lebih dari 50%. Capaian ini melampaui target peningkatan 30% dan diikuti perbaikan transparansi pencatatan digital, serta rencana keberlanjutan melalui MoU dengan pemda, sekolah, UMKM, dan dukungan CSR untuk memperluas pasar dan kemandirian. Program ini menegaskan bahwa integrasi pelatihan, teknologi, dan pemasaran digital memperkuat layanan, nilai tambah, serta keberlanjutan pengelolaan sampah berbasis komunitas

Abstract

Marine pollution is one of the most pressing environmental challenges in coastal areas, particularly in areas with intensive shipping and tourism activities such as Bintan Regency, Indonesia. Recurrent oil spills, accumulation of marine debris and microplastics, and degradation of mangrove and coral reef ecosystems highlight the need for an integrated governance model capable of ensuring both ecological sustainability and the socio-economic resilience of coastal communities. This study aims to assess the performance of public management in controlling marine pollution in Bintan and propose a governance model that emphasizes strengthening institutional coordination, preventive measures, and accountability mechanisms. The method used is a case study with a qualitative-descriptive approach, based on secondary data obtained from government documents, environmental regulations, media reports, and international scientific articles. Data were analyzed using thematic content analysis techniques to identify key issues, institutional roles, and the effectiveness of policy instruments. The results show that although regulatory frameworks such as PP No. 19/1999, DIKPLHD Bintan, and MARPOL obligations are in place, implementation in the field remains fragmentary and reactive, reflected in the recurrence of black oil pollution and limited ship waste reception facilities. This study emphasizes the importance of a polycentric governance model that integrates Integrated Coastal Zone Management (ICZM), collaborative governance between state and non-state actors, and economic instruments such as indirect fee schemes for wastewater treatment facilities. In conclusion, strengthening monitoring capacity, participatory evaluation, and multi-level actor integration are key to reducing the rate of recurrent pollution while protecting Bintan's coastal ecosystems and communities.

The train is one of the modes of transportation that are still popular and in the future will be increasingly popular to meet the public transport needs. This study aims to present a portrait of public transporation, especially the railway with objects and setting studies on service of Lempuyangan Train Station Yogyakarta and Train Progo economy class in 2010. The economy -class trains are a mainstay of mobility of the lower class and synony mous with low fares. But as a public service -which in delivery by PT. KAI-state-owned enterprises- the community remains entitled to the quality of service is good and decent. In fact, the principle has not been fully realized. This study presents the results of the quality of service PT. KAI is still low shown by the results of the analysis of user community services percetion captured in this survey.
