Abstract

The problems that will be discussed in this final project are; 1. What is the form of the HR improvement program for the Apparatus at the Tanjungpinang City Satpol PP. 2. Has the program been effective in achieving the expected goals and objectives? Objectives, namely; 1. To find out the form of the HR improvement program at the Tanjungpinang City Satpol PP. 2. To find out how effective the human resource improvement program of the Tanjungpinang City Satpol PP is and to determine the success rate of the program in achieving its goals and objectives. HR development is very important to increase the effectiveness of the Tanjungpinang City Satpol PP program. This program is implemented to improve the ability and skills of Satpol PP personnel in carrying out their duties and functions. This HR improvement program consists of education and training for state defense cadres, disaster task force training, music corps guidance, PPNS and Intel training and martial arts training. This research uses a qualitative approach with descriptive methods. Data were collected through in-depth interviews and observations. The results of this study indicate that the skills, knowledge, and professionalism of Satpol PP members have been improved through these programs, which directly improve performance in maintaining public order and security. The human resource improvement program at Satpol PP Tanjungpinang City has been running effectively although there are constraints related to budget limitations.

Abstract

The tourist village is a regional development concept that makes the village a tourist destination. Proper management of all tourist attractions is expected to empower the village community. However, in Bintan Regency, in developing tourism by empowering village communities that show good quality, one of them is Ekang Tourism in Ekang Anculai Village. This study aimed to identify management strategies for managing Ekang Tourism in Ekang Anculai Village by looking at environmental factors, formulation, implementation, evaluation, and control using Wheelen and Hunger's theory (2012). The research method uses a qualitative method by using secondary data and some informant data that researchers can get from the field and then analyze in depth. Data analysis techniques were carried out using triangulation techniques relevant to research case studies following the phenomena in the factual evidence that occurred. The study results show that in analyzing management strategies for managing Ekang tourism in Ekang Anculai Village there is an ongoing collaboration process on Wheelen and Hunger's theory (2012). In addition, researchers also found that community empowerment was carried out in the early stages until now, so the tourism concept was built to take advantage of the potential of Natural Resources and Human Resources in Ekang Anculai Village. But strategic management innovation must be implemented to develop a sustainable strategic management concept. This means that this alternative is needed to anticipate some small mistakes and can be corrected as quickly as possible in future strategic innovations in the management of Ekang tourism in Ekang Anculai Village.

Abstract

This research aims to explain the management control of public street lighting (PJU) in Tanjungpinang City. PJU is an important element in creating safety and comfort for the community in economic, social and traffic activities. However, not all areas in Tanjungpinang have been covered by PJU facilities, and many PJUs are damaged. This research uses the control theory by T. Hani Handoko (2010) which consists of 1) Feedforward control, 2) Concurrent control, and 3) Feedback control. The research method used is qualitative with data collection techniques of observation, interview, and documentation. The results showed that PJU management control in Tanjungpinang City was not optimal. In feedforward control, there are obstacles such as the lack of community participation in PJU development planning. In concurrent control, coordination between the community, the Housing, Settlement Areas, Cleanliness and Parks Office, consultants, PLN, and contractors has not been optimal. While in feedback control, the lack of community participation in reporting damage and maintenance of PJU is only done based on reports or surveys with priority on protocol roads. Routine supervision is limited due to limited human resources, and response to public complaints is slow. This study concludes that the improvement of PJU management requires good planning and active community participation.

Abstract

This research refers to the Decree of the Minister of Environment and Forestry of the Republic of Indonesia Number 19 of 2012 concerning the Implementation of the Climate Village Program as an alleviation of environmental problems and aligning the Tanjungpinang Mayor Regulation Number 84 of 2020 concerning the Tanjungpinang Smart City Master Plan (Tanjungpinang Master Plan Smart City). The theory in this study refers to Cohen's Theory namely Smart Buildings, Resource Management, and Sustainable Urban Planning. The conclusion of this study is that the Tanjung Unggat Village is capable of carrying out the Implementation of the Climate Village Program in accordance with the dimensions smart environment and designs that have been compiled through theory and the Tanjungpinang City Masterplan.

Abstract

Artikel ini membahas program Kelas Politik Cerdas Berintegritas yang dirancang untuk meningkatkan kesadaran politik dan integritas generasi milenial di Kabupaten Bintan menjelang Pemilu 2024. Program ini, hasil kolaborasi antara Universitas Maritim Raja Ali Haji dan Bawaslu Kabupaten Bintan, bertujuan untuk membekali generasi muda dengan pengetahuan dan keterampilan dalam berpolitik secara cerdas, etis, dan transparan. Melalui pendekatan pendidikan politik yang mencakup seminar, diskusi, pelatihan keterampilan, serta aksi sosial, program ini diharapkan mampu menghasilkan pemimpin muda yang berkarakter, anti-korupsi, dan berorientasi pada kesejahteraan publik. Artikel ini juga mengeksplorasi dampak positif dari program ini terhadap peran aktif generasi milenial dalam mengawasi dan berpartisipasi dalam proses demokrasi, serta upaya menciptakan budaya politik yang sehat di Kabupaten Bintan. Dengan demikian, program ini berfungsi sebagai langkah strategis dalam membentuk pemimpin masa depan yang berintegritas di Indonesia.

Abstract

The phenomenon of this research is to see the financial assistance channeled to political parties, especially in the Riau Islands Province towards the implementation of Political Education for their respective Political Party Cadres. According to the Indonesian Democracy Index (IDI), in 2022-2023 Riau Islands Province in the 22nd indicator, namely "Political Education for Political Party Cadres" has decreased, with a score of 40.00 in 2022 and 22.00 in 2023. Thus, the purpose of this study is to identify whether the effectiveness of financial assistance provided to political parties has a significant impact or not. The theory used in this research is according to Richard M. Steers in Sutrisno (2007), which has 3 indicators in programme effectiveness, namely Task Achievement, Integration, and Adaptation. The method in this research uses descriptive qualitative research, with data analysis techniques in the form of data reduction, data presentation, and conclusion drawing. The results of this study indicate Task Achievement, financial assistance provided by the Riau Islands Provincial Government to political parties will be funded after BPK RI approves the funding provided. Integration, Kesbangpol Riau Islands Province as a channel in receiving proposals and accountability reports for political parties, has conducted socialisation related to examples and uses of financial assistance received by political parties. And, Adaptation, Kesbangpol has collaborated with various related parties in verifying the results of the accountability reports provided by political parties. The conclusion in this study is that the political education provided by political parties, namely PDI Perjuangan, PKS, Democrat, Golkar, and PPP, states that they have carried it out properly and have been reported through accountability reports to Kesbangpol.

Abstract

Penyengat Island is a developing tourist destination in Indonesia, known for its rich historical and cultural heritage. In order to further boost tourism on the island, an Information and Technology-Based Tourism Development Policy has been implemented. This policy aims to leverage the power of technology to enhance the visitor experience, promote sustainable tourism practices, and increase tourism revenue. In this study, we utilized a qualitative research method grounded in Edward III's grounded theory approach to understand the impact of the Information and Technology-Based Tourism Development Policy on Penyengat Island. Data was collected through interviews with key stakeholders involved in implementing the policy, including government officials, local businesses, and tourists. The results of our study show that the implementation of the Information and Technology-Based Tourism Development Policy has had a positive impact on Penyengat Island. The use of technology, such as online booking systems and virtual tours, has made it easier for tourists to plan their trips and explore the island's attractions. Additionally, the policy has helped to raise awareness of the island's cultural heritage and promote sustainable tourism practices, such as waste management and conservation efforts. In conclusion, the Information and Technology-Based Tourism Development Policy has been successful in driving tourism development on Penyengat Island. Moving forward, continued investment in technology and sustainable tourism practices will be key to further enhancing the visitor experience and maximizing the economic benefits of tourism for the local community.

Abstract

In the Riau Islands, especially on Ngenang Island, weaving activities have become part of the life of the Malay community. This initiative to develop and produce woven fabric aims to preserve culture as well as empower women and improve the local economy. This research aims to determine the role of the Batam City Department of Industry and Trade (Disperindag) in empowering the community through groups of woven cloth craftsmen on Ngenang Island. This research uses a qualitative descriptive research method. The data sources for this research come from primary and secondary data. Research results based on (1) support the development of small and medium industries (IKM), including the weaving industry. (2) empowerment efforts carried out through guidance and technical support, which helps in developing technical skills and innovation in woven motifs (3) the government responds quickly to the needs of craftsmen by providing funds, looms and raw materials, increasing production efficiency and quality of woven fabrics resulting from. In conclusion, the role of the government on Ngenang Island is not only as a regulator, but also as a dynamist and facilitator in strengthening the weaving industry as part of an inclusive and sustainable local economic development strategy.

Abstract

The Special Economic Zone (SEZ) in Galang Batang, Bintan Regency, Indonesia, plays a crucial role in regional economic development by leveraging the area’s strategic location and natural resources. The purpose of this study is to examine the collaborative governance model employed in managing the Galang Batang SEZ, focusing on the challenges and factors influencing the collaboration between various stakeholders, including government bodies and business entities. This study used a qualitative descriptive research approach; both secondary and primary data were gathered to analyze the existing conditions within the SEZ. Data analysis involved pattern matching, explanation development, and the construction of logical models to provide a comprehensive understanding of the governance processes. The results indicate that while there is an effort to coordinate between stakeholders, challenges remain in integrating services and ensuring effective collaboration due to overlapping functions within the One Stop Investment and Integrated Services Office. Despite these challenges, the study highlights the importance of cooperative leadership and the role of the local government in supporting the SEZ’s operations. The findings suggest that addressing institutional fragmentation and enhancing human resource development are critical to improving the efficiency and success of the governance model. In conclusion, while the current collaborative governance structure in the Galang Batang SEZ faces operational hurdles, improvements in service delivery and inter-institutional coordination are essential to realize the full potential of this economic initiative.

Abstract

Abstrack Poverty is a global phenomenon that is very proud for developing countries, especially Indonesian. One of the efforts to accelerate poverty reduction is to implement the Family Hope Program. The Family Hope Program is a conditional social assistance program given to poor families who are struggling to make ends meet. This study aims to identify the economic impact and inhibiting factors of the Family Hope Program in Ungar District, Karimun Regency. This study uses a descriptive qualitative approach using primary and secondary data sources, and data collection using observation, interviews, and documentation. The results of this study indicate that the Economic Impact of the Hopeful Family Program in Ungar Sub-district has not yet seen a maximum change, although the Hopeful Family Program has a positive impact on PKH recipients in helping to ease the necessities of life and reduce the burden. However, the PKH program was able to make economic changes that were slightly advanced as evidenced by the data that there were 17 PKH recipients who experienced changes before and after receiving assistance, while 154 other recipients were still in a condition of economic improvement. On the other hand, the PKH program has a negative impact, namely that there are still people who are dependent on government assistance. The inhibiting factor of the Family Hope Program is that there is data that is not accurate/not right on target because there are still poor people who have not received government assistance.
