Abstract

This systematic literature review analyzes the complexity of illegal gold mining (ASGM) from an environmental policy perspective through a review of 53 selected scientific publications (2000-2025). The results reveal that ASGM is the largest source of global mercury pollution, contributing 37% of anthropogenic emissions, which triggers environmental and health crises through bioaccumulation and biomagnification mechanisms in the food chain. Regulatory frameworks exist in Indonesia, such as the Minerba Law, the PPLH Law, the RAN PPM, and the ratification of the Minamata Convention. However, the main findings of this study identify a significant implementation gap between policy and practice in the field, caused by weak law enforcement, structural corruption, suboptimal inter-agency coordination, and the lack of viable technological and economic alternatives for communities. The root of the problem lies in a governance deficit, where a command-and-control approach fails to address the reality of ASGM as an economic lifeline for marginalized communities. Therefore, a sustainable solution requires a paradigm shift towards inclusive governance that integrates guided formalization, alternative economic empowerment, and a supply-chain approach to disrupt the distribution of illegal mercury.

Abstract

This study aims to determine the effect of polyethylene (HDPE) adhesive percentage on the physical and mechanical properties of Wood Plastic Composite (WPC) made from Dipterocarpus spp. (keruing) sawdust. The research is driven by the decreasing availability of natural wood and the increasing volume of plastic waste, highlighting the need for innovative, environmentally friendly, and sustainable material alternatives. The method used was a Completely Randomized Design (CRD) with five treatment compositions of keruing sawdust and polyethylene: A (80:20), B (75:25), C (70:30), D (65:35), and E (60:40), each with three replications. The observed parameters included physical properties (density, moisture content, water absorption, and thickness swelling) and mechanical properties (Modulus of Rupture/MOR and Modulus of Elasticity/MOE). Data were analyzed using ANOVA followed by Duncan’s Multiple Range Test (DMRT) at a 5% significance level. The results showed that increasing the proportion of polyethylene significantly affected most physical and mechanical properties of WPC. The highest density (1.1 g/cm³) was observed in treatments D and E, although not significantly different statistically. Moisture content, water absorption, and thickness swelling decreased significantly with increased adhesive. The best performance was found in treatment E (60% wood, 40% polyethylene) with moisture content at 1.54%, water absorption at 197.82%, and thickness swelling at 9.19%, meeting the JIS A 5908-2003 standard. Mechanically, MOR and MOE values also increased, with the highest values recorded at 99.47 kgf/cm² and 30 kgf/cm², respectively, although still below JIS standards. In conclusion, increasing the proportion of polyethylene adhesive improves both physical and mechanical properties of keruing-based WPC. A formulation of 60% keruing sawdust and 40% polyethylene is recommended as the optimal composition for producing high-quality WPC from wood and plastic waste. Keyword: Wood Plastic Composite, polyethylene, keruing sawdust, physical properties, mechanical properties, HDPE.

Abstract

Job Safety Analysis (JSA) is a comprehensive risk evaluation and hazard identification system. Its implementation emphasizes the identification of hazards that arise at each stage of the work process. The objective of this study is to identify potential hazards in each work activity so that workers are expected to be able to recognize them. This qualitative study uses a descriptive approach to describe the phenomenon. Respondents were 20 welding workshops in Bukittinggi City. Technical data collection was conducted using Job Safety Analysis (JSA) tables and observations. The study shows that in the Identification of Potential Hazards in Welding Workshops, risk control at the welding workshop stage still presents many potentially hazardous work stages, the most dangerous of which are material cutting, product refining, and painting. The risk assessor obtained still found that stages with high-risk categories were 23%, medium risk categories were 100%, and low risk categories were 76%. The risk control results showed changes in risk levels, with low risk increasing to 100%, medium risk decreasing to 23%, and high risk decreasing to 0%. Welding workshop owners are advised to provide PPE appropriate to the type of work, such as eye protection meeting SNI 3545:2009 standards and heat-resistant gloves. Furthermore, occupational health and safety training should focus on safe welding procedures, handling flammable materials, and evacuation procedures in the event of a fire.

Abstract

The Harau Valley Nature Tourism Park (TWA) faces complex sustainability challenges, with an increase in tourist visits reaching 270,790 visitors in 2022. This has led to ecological pressure, multi-stakeholder conflicts, and ambiguity regarding the destination's identity between conservation and commercial functions. This Systematic Literature Review (SLR) analyzes the multidimensional sustainability status (ecological, socio-cultural, economic, infrastructure), identifies gaps between formal public policy frameworks and field implementation practices, and formulates evidence-based, integrative policy recommendations. The study analyzes five peer-reviewed articles (2017-2024) using a multidimensional framework with MDS (Multidimensional Scaling), TALC (Tourist Area Life Cycle), and GRADE evidence synthesis. Inclusion criteria: publications in Indonesian/English, quantitative/qualitative/mixed-methods methodologies, field-based empirical research. The multidimensional sustainability index reached 59.45 (moderately sustainable) with dimension heterogeneity: ecology 66.52, infrastructure 65.66, economy 54.14, socio-culture 51.48. The optimal carrying capacity is 315,169 people/year, but temporal distribution is uneven, creating seasonal pressure. A significant gap was identified between formal regulations (Ministerial Decree, Regional Regulation) and implementation practices. The local leadership model of Tungku Tigo Sajarangan offers potential conflict resolution mechanisms for stakeholders. The Harau Valley Nature Tourism Park requires an integrative policy framework that balances conservation objectives, local livelihoods, and visitor satisfaction through community-centered governance, evidence-based quota systems, and the revitalization of traditional local leadership. A phased implementation is recommended, focusing on critical infrastructure (0-1 year), governance restructuring (1-3 years), and long-term ecological conservation (3-5 years).

Abstract

Mining activities constitute a high-risk industry that requires the implementation of a structured, measurable safety management system in compliance with regulatory requirements. The Mining Safety Management System (SMKP) is mandatory for all mining companies and mining service companies as a primary instrument for protecting occupational safety and the environment. However, research findings at PT Adaro Tirta Sarana indicate that the level of SMKP implementation has only reached 57.08%, which remains below the minimum standard of 75% required by the PKP2B holder, PT Adaro Indonesia. This condition reflects a gap between policy formulation and implementation across various SMKP elements. This study employed a qualitative approach using open coding, axial coding, and selective coding techniques to identify the root causes of non-compliance in SMKP implementation. Data were collected through document reviews, interviews, field observations, and focus group discussions (FGDs) conducted in three operational areas involving eight key informants. The open coding results reveal that the main obstacles include policies that remain merely as documents without being translated into actionable programs, unmeasurable planning, mismatches in personnel competencies, operational implementation that does not comply with procedures, and weak evaluation and follow-up mechanisms. Through axial coding, these obstacles were categorized into four main groups: policy weaknesses, ineffective planning, inconsistent implementation, and low evaluation accountability. The core theme identified through selective coding indicates that the lack of integration of a safety culture within organizational governance is the primary factor contributing to the gap between policy and SMKP implementation. This study emphasizes the need to reformulate SMKP implementation, strengthen organizational safety structures, and optimize monitoring and evaluation systems to enhance compliance of mining service companies with applicable safety standards and regulations.
