Abstract

This research aims to explain how the Cattle/Buffalo Livestock Business Insurance Program (AUTS/K) is implemented in Tanah Datar Regency. The method used in this research is a qualitative descriptive method with technical data analysis in the form of data reduction, data presentation, and drawing conclusions by selecting informants using purposive sampling techniques. The results of the research show that the implementation of the Cattle/Buffalo Livestock Business Insurance Program (AUTS/K) in Tanah Datar Regency has been implemented where the implementation of this program has provided benefits in the form of financial protection for farmers who experience losses due to death or loss of livestock. However, its implementation still requires further efforts to reach more breeders evenly. The AUTS/K program is a collaboration between the Ministry of Agriculture and the Tanah Datar Regency Government where 80% of the premium budget is given by the central government to Insurance Companies and 20% is covered by the Tanah Datar Regency APBD starting in 2022. Therefore, breeders who take part in the program no longer pay premiums to insurance companies, here the insurance company appointed is PT. Indonesian Insurance Services (Jasindo) which is also responsible for implementing the AUTS/K program. Furthermore, the implementation of this program also faces several significant challenges, especially in social and cultural aspects, such as the negative perception of breeders regarding the installation of ear tags which are considered to reduce the selling value of cattle. Abstract

This study aims to analyze the role of local governments in protecting and providing educational support to female workers in the informal sector, with a focus on those engaged in nighttime economic activities. As the number of women in the informal sector rises, they face various risks without sufficient protection, highlighting the need for government intervention. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation from government agencies and female workers in the sector. The findings reveal that the local government's role is not fully optimized. As a regulator, there are no specific local regulations to protect female workers. As a facilitator, efforts to coordinate and provide mentoring remain fragmented. In its protective role, the government's actions are limited to general socialization and security patrols without direct protection programs. As a service provider, public services fail to address the real needs of these workers. The study concludes that the local government's role needs strengthening across all areas—regulation, facilitation, protection, and service provision—through the establishment of targeted policies, improved coordination, and the creation of sustainable, needs-based protection programs to ensure the welfare and safety of women in the informal sector.

Abstract

This study aims to evaluate the strategies implemented by the Cooperative and Small-Medium Enterprise (SME) Department in organizing effective members' meetings, with a focus on educational aspects. The research seeks to assess how these strategies impact members' engagement, understanding, and participation, as well as their alignment with academic goals for cooperative development. The research employs a qualitative approach, utilizing interviews and document analysis to gather data from key stakeholders involved in the planning and execution of members' meetings. The data are then analyzed through thematic analysis to identify key patterns and insights. The findings indicate that while the strategies are generally effective in fostering engagement, there are significant gaps in the educational elements of the meetings. Members often lack a sufficient understanding of the cooperative's educational objectives, hindering the cooperative's long-term development. Furthermore, there is a need for more structured educational interventions during meetings. The implications of this study suggest that enhancing the educational content and delivery of members' meetings can improve cooperative members' skills and knowledge, fostering better decision-making and sustainable growth. Abstract

This study aims to analyze the implementation of collaborative governance in supporting the continuation of strategic road infrastructure development, particularly in addressing land acquisition challenges involving multiple stakeholders. A qualitative descriptive approach was employed. Data were collected through interviews, observations, and document analysis, and were analyzed using the Miles and Huberman interactive model. Data validity was ensured through source triangulation. The findings indicate that the collaborative governance process has been implemented through stakeholder dialogue, coordination, trust building, commitment, shared understanding, and intermediate collaborative outcomes. However, its implementation remains suboptimal due to limited public participation in decision-making, insufficient integration of inter-organizational coordination, the absence of formal agreements among stakeholders, and persistent administrative and land ownership issues affecting the land acquisition process. The study implies that strengthening institutional coordination, expanding meaningful public participation, and establishing formal collaborative mechanisms are essential to improving the effectiveness of collaborative governance and ensuring the successful implementation of strategic infrastructure development projects.

Abstract

This study aims to analyze the sustainability of return migrant empowerment programs and identify the factors that hinder their long-term implementation. The research employed a qualitative descriptive approach, with data collected through in-depth interviews, observation, and document analysis. The data were analyzed using the interactive model of Miles and Huberman, consisting of data condensation, data display, and verification of findings. The results indicate that the empowerment program has achieved partial sustainability but has not yet developed into a fully integrated and systematic reintegration mechanism. Institutional sustainability remains constrained by dependence on individual actors, limited organizational continuity, and weak cross-sector collaboration. Human resource development has improved participants’ skills; however, the impact remains uneven due to limited post-training mentoring and differences in entrepreneurial capacity. Policy support is relatively strong at the regulatory level but remains limited in operational implementation, particularly regarding sustainable funding and coordinated support systems. The main barriers identified include the absence of continuous programs, weak monitoring mechanisms, unstable participant commitment, and limited private-sector involvement. The study implies that strengthening sustainable reintegration requires institutionalized post-training assistance, formal multi-stakeholder partnerships, and more stable funding mechanisms to ensure that empowerment outcomes become systemic rather than dependent on individual success.

Abstract

This research examines Sri Mulyani Indrawati's adaptive leadership style in managing economic crises in Indonesia. Given the importance of effective responses to complex economic challenges, this study aims to analyze the characteristics of adaptive leadership applied in addressing the 2008-2009 global economic crisis, the COVID- 19 pandemic, and post-pandemic challenges. The research method employed is qualitative with a literature study approach. The analysis process involves collecting various literature sources, with scholarly journals and articles as primary references for obtaining information. The findings indicate that Sri Mulyani's adaptive leadership style is characterized by strong analytical skills, policy flexibility, data-driven decision-making, transparent communication, and the courage to implement structural reforms. The implication of this research is to provide an in-depth understanding of adaptive leadership in the context of national economic crisis management, which can serve as a reference for developing leadership models in the public sector to address dynamic economic challenges

Abstract

This study aims to analyze the effectiveness of the Integrated Waste Management Program by the Waste Management Institution in Balai Gadang Village as an effort to reduce waste from its source. Although this program has been implemented, there are still obstacles in its implementation that hinder the effectiveness of the program. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation of the Waste Management Institution of Balai Gadang Village and the Padang City Environmental Agency. The data analysis process is carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the Integrated Waste Management Program has not been running effectively, because several problems are still found such as a lack of public interest in joining the LPS service, socialization has not reached all areas of Balai Gadang Village, operational funds, facilities, and infrastructure are still limited, supervision is still reactive to public complaints, and delays in waste transportation, therefore important steps are needed for improvement and sustainability of the program.

Abstract

This study aims to determine the implementation of the Rasailah Daku program from the perspective of street children as beneficiaries, particularly in improving their psychosocial well-being and independence. The research method used was qualitative with a descriptive approach. Data were obtained through in-depth interviews, participant observation, and documentation of street children participating in the program and field facilitators. The results show that the Rasailah Daku program has a positive impact on increasing street children's self-confidence, self-awareness, and social skills. However, limited resources and continuity of support remain major challenges in achieving optimal results. The implications of this study highlight the importance of strengthening the capacity of facilitators, cross-sectoral support, and developing sustainable policies to ensure similar programs can provide long-term benefits for street children.

Abstract

Village governance still faces several challenges, including suboptimal public service delivery, difficulties in participatory policy formulation and implementation, and demands for transparent and accountable village financial management, particularly in villages that strongly adhere to Minangkabau customary values such as Nagari Pinaga Aua Kuniang, Pasaman Barat Regency. This study aims to describe and analyze the role of the village government at the Wali Nagari Office of Pinaga Aua Kuniang in the implementation of public services, policy formulation and implementation, village financial management, management of government apparatus, as well as the role of community institutions and the influence of customary values on village governance. This research employs a qualitative descriptive approach, with data collected through observation, interviews with village officials and community institutions, and documentation study. Data were analyzed qualitatively through data reduction, data display, and conclusion drawing. The findings indicate that the village government has performed its governmental functions relatively effectively, as reflected in administrative and social public services, participatory policy-making through village deliberation forums, and transparent and accountable financial management. Community institutions such as Bamus, LPM, PKK, Karang Taruna, and the Nagari Customary Council play an active role in supporting and supervising governance processes. Furthermore, Minangkabau customary values, particularly the principle of Adat Basandi Syarak, Syarak Basandi Kitabullah, serve as an important moral foundation in decision-making and problem-solving at the village level.

Abstract

Pengelolaan arsip digital menjadi salah satu komponen penting dalam mendukung transformasi digital administrasi pemerintahan daerah, khususnya pada pengelolaan dokumen batas daerah yang tergolong sebagai arsip vital. Penelitian ini bertujuan untuk menganalisis pengelolaan arsip digital terkait dokumen batas daerah dalam mendukung transformasi digital di lingkungan Pemerintah Provinsi Sumatera Barat. Penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Pengumpulan data dilakukan melalui observasi langsung, wawancara, dan dokumentasi selama pelaksanaan magang profesi selama 40 hari kerja di Biro Pemerintahan dan Otonomi Daerah Sekretariat Daerah Provinsi Sumatera Barat sejak 05 Januari hingga 05 Maret 2026. Partisipan penelitian terdiri dari pegawai yang terlibat dalam kegiatan pengelolaan arsip dan administrasi dokumen. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi pengelolaan arsip digital memberikan kontribusi positif terhadap peningkatan efisiensi administrasi, kemudahan temu kembali dokumen, penguatan keamanan arsip, serta mendukung penerapan tata kelola pemerintahan berbasis digital. Digitalisasi dokumen batas daerah mampu mengurangi risiko kehilangan dan kerusakan dokumen serta meningkatkan aksesibilitas bagi pihak yang berwenang. Namun demikian, masih ditemukan beberapa kendala, seperti keterbatasan kompetensi sumber daya manusia di bidang kearsipan digital, sistem arsip yang belum sepenuhnya terintegrasi, serta perlunya penguatan prosedur operasional dan infrastruktur teknologi. Kesimpulan penelitian menunjukkan bahwa pengelolaan arsip digital terkait dokumen batas daerah di Pemerintah Provinsi Sumatera Barat telah berjalan cukup baik dan memiliki peran strategis dalam mendukung transformasi digital pemerintahan daerah. Penelitian ini memberikan kontribusi terhadap pengembangan kajian manajemen kearsipan sektor publik serta merekomendasikan penguatan sumber daya manusia, infrastruktur, dan sistem arsip digital terintegrasi guna mendukung tata kelola pemerintahan digital yang berkelanjutan.
