Abstract

Sexual violence against children in the family environment is a complex issue influenced by cultural norms, social stigma, and low public awareness in reporting cases. In West Sumatra, especially Padang City, the Minangkabau culture that upholds family honor is one of the main challenges in handling sexual violence. Many victims are reluctant to report due to fear of stigma and social pressure, resulting in suboptimal case handling. In this context, the role of the Women's Empowerment and Child Protection Office (DP3A) of Padang City is very important in protecting victims, providing assistance services, and initiating prevention and public education. This research uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews with DP3A of Padang City, document analysis, and relevant literature studies. To analyze the role of DP3A, four sociological indicators of role according to Rohidi (2013) were used, namely: role as a pattern of expected behavior, as a social obligation, as part of social identity, and as social interaction. The research focuses on how DP3A carries out these roles in handling cases of sexual violence against children in the family environment, as well as the challenges faced in its implementation. The results showed that DP3A of Padang City has actively carried out its role through policy formulation, cross-sector coordination, provision of psychosocial services, and community education. DP3A also facilitates P2TP2A and PATBM units in 104 urban villages to expand protection coverage. However, the main challenges remain social stigma, limited resources, and suboptimal reporting systems and legal protection. Therefore, synergy is needed between government agencies, law enforcement officials, NGOs, and the community in creating a comprehensive protection system that favors victims

Abstract

This study aims to analyze the implementation of the Polri Super App Presisi application in the service process of issuing Police Record Certificates (SKCK) in the jurisdiction of Polres Solok Selatan. The background of this research is based on ongoing complaints from the public regarding the less than optimal effectiveness of the application’s implementation in the online SKCK issuance process introduced by the Indonesian National Police. This study uses a qualitative approach, with data collection techniques through interviews, observations, and documentation. Informants were selected using purposive sampling, totaling 10 people. Data were analyzed using Sugiyono’s method through the stages of data reduction, data presentation, and conclusion drawing. The research results indicate that the implementation of the Polri Super App has been carried out appropriately and effectively. Additionally, the application provides significant benefits to the community of Solok Selatan Regency. In the program’s implementation, socialization of the Polri Super App was also conducted across various layers of society.

Abstract

This study aims to analyze the implementation of the Regional Regulation of Bukittinggi City on Public Order and Peace in the enforcement of street vendors (PKL) in the Jam Gadang area. The research method used is qualitative with a descriptive approach. The presence of street vendors in the Jam Gadang area of Bukittinggi City has caused various problems, such as disorder, reduced pedestrian access, and disruption of the area's aesthetic appeal as a tourist destination. However, the implementation of this policy still faces challenges, particularly the non-compliance of some vendors who continue to sell in prohibited areas. The penalties imposed so far have been administrative, such as warnings and evictions, without strict sanctions that effectively deter violations. As a result, street vendors often return to selling once the authorities leave the location. This situation indicates that the effectiveness of enforcement policies needs to be improved. A more integrated strategy is required, combining law enforcement with alternative solutions for the vendors, ensuring that the policy is implemented optimally and sustainably.

Abstract

Islamic economics is a scientific discipline that integrates economic principles with Islamic teachings. In the Islamic economic framework, business activities are not only viewed from a profit perspective, but also from an ethical and social responsibility perspective. The Islamic economic approach to business rejects the practices of riba (interest), gharar (uncertainty), and maysir (speculation), and requires the implementation of a system based on profit sharing such as mudharabah and musyarakah. In addition, in carrying out business, it must always be ensured that the goods and services traded are halal and good, in accordance with the principles of halal and thayyib. The principles of economic growth in Islam include tawhid, rubiyyah, caliphate, and tazkiyah. It is hoped that by complying with sharia business ethics, a Muslim entrepreneur can maintain his business because he will always receive the blessings of Allah SWT both in this world and in the hereafter.

Abstract

Penelitian ini mengkaji gaya kepemimpinan Puan Maharani sebagai Ketua DPR RI dengan fokus pada pendekatan transformasional yang diterapkannya dalam konteks politik Indonesia. Menggunakan metodologi analisis kualitatif terhadap kebijakan, pernyataan publik, dan inisiatif legislatif selama masa kepemimpinannya, studi ini mengidentifikasi empat elemen kunci: komitmen terhadap transparansi kelembagaan, penguatan peran perempuan dalam politik, pendekatan inklusif dalam pengambilan keputusan, dan kemampuan membangun konsensus lintas fraksi. Hasil analisis menunjukkan bahwa kepemimpinannya mencerminkan kombinasi nilai-nilai tradisional dengan pendekatan modern dalam tata kelola legislatif. Penelitian ini berkontribusi pada literatur kepemimpinan politik di negara berkembang dengan menyoroti bagaimana figur politik perempuan berpengaruh menciptakan ruang dialog dan kolaborasi dalam sistem demokrasi yang terus berkembang. Implikasi temuan ini relevan untuk pemahaman tentang evolusi kepemimpinan politik di Indonesia dan memberikan perspektif berharga tentang dinamika gender dalam struktur kekuasaan politik nasional.

Abstract

The tuberculosis control program at Beringin Sakti Health Center represents a national public health strategy aimed at reducing the incidence and impact of one of the world’s deadliest infectious diseases. However, the effectiveness of this program is significantly hindered by deep-rooted cultural beliefs in communities such as Nagari Taratak Tinggi, West Sumatra. This qualitative descriptive study explores how cultural values, traditional healing practices, and local authority figures affect the implementation of the program. Using in-depth interviews, observation, and document analysis involving 12 informants—including health workers, TB patients, traditional healers, and community leaders—the study finds that tuberculosis is often perceived as a mystical illness caused by supernatural forces, leading people to seek help from shamans rather than medical professionals.The study employs Grindle’s implementation model to analyze the mismatch between policy content and local context. Top-down approaches, lack of cultural sensitivity, and exclusion of local leaders from the planning process contribute to low public engagement and trust. The findings suggest that TB programs must adopt a participatory, culture-based approach by involving traditional and religious figures, using locally meaningful narratives, and promoting respectful, persuasive health communication to bridge the gap between biomedical interventions and local belief systems.

Abstract

This study investigates the efficiency of Building Permit Services (PBG) through the Digital Platform for Building Permit Services (SIMBG), addressing increasing building regulation violations and a decline in PBG applications since the dare system's introduction. Public complaints further emphasize the need for improvement. Using a descriptive qualitative approach, data were gathered through field observations, interviews, and documentation with purposive sampling. Data analysis included reduction, visualization, and inference with source triangulation for validity. The findings show that SIMBG has not fully optimized service efficiency, especially in service time, due to technical issues and limited human resources. To improve efficiency, active coordination between central and regional governments, staff competency enhancements, dare consultation features, and regular evaluations of operating procedures are essential. The implications for educational management highlight the importance of digital transformation in streamlining administrative processes. Improving service delivery through digital platforms like SIMBG offers lessons for educational institutions to enhance efficiency. The study encourages educational leaders to focus on resource management, staff training, and continuous evaluation, ensuring efficient systems that benefit both staff and stakeholders.

Abstract

This study examines the impact of various leadership styles on work motivation within a government organization. The researcher used a quantitative method with an associative approach. Leadership style (X) acts as the independent variable, while work motivation (Y) is the dependent variable. The population consists of all employees, with 37 respondents selected as the sample. Information was collected using a Likert scale survey and analyzed using basic linear regression in SPSS version 25. The findings indicate that leadership style has a significant effect on employee work motivation, as indicated by a p-value of 0.000, which is below 0.05 (0.000 < 0.05), and a t-statistic of 8.421, which exceeds the t-table value of 2.030 (8.421 > 2.030). These findings confirm that leadership style has a significant impact on individual work motivation. These results also suggest that effective leadership practices can be strategically adopted in educational institutions to improve staff motivation and institutional performance.

Abstract

This study aims to examine the compliance of individual taxpayers in filing their Annual Tax Return (SPT) within a self-assessment taxation system. The research employs a qualitative method with a descriptive approach, utilizing in-depth interviews and observations involving tax officers, tax consultants, and registered taxpayers. The findings reveal that most taxpayer compliance in the area is instrumental, driven by concerns over administrative sanctions, institutional oversight, and pressure near the reporting deadline. Meanwhile, only a small portion of taxpayers exhibit normative compliance based on personal awareness and responsibility. The limitation of this study lies in its geographic scope, which is confined to a specific region, and the use of purposive sampling, which restricts the generalizability of the findings. This research provides valuable insights into the dynamics of compliance within a self-assessment taxation system and underscores the need for educational and interpersonal approaches to foster long-term compliance.

Abstract

Customer arrears remain a significant challenge for the Regional Water Company (Perumda) of Padang City, impacting the sustainability of clean water public services. This issue is compounded by the public’s low awareness of timely bill payments and the perception of water as a fundamental right with no financial obligations. Additionally, the inclusion of waste retribution in water bills has led to customer resistance. This study aims to evaluate the effectiveness of Perumda’s policies in managing water bill arrears using a qualitative descriptive approach. Data were collected through in-depth interviews, direct observations, and document analysis, and analyzed using Miles and Huberman’s interactive model. The findings indicate that initiatives such as penalty waivers, installment payment programs, digital payment services, and persuasive field interventions have not substantially reduced arrears. Evaluation against five policy criteria reveals that current policies fail to adequately address all customer segments, particularly those facing economic hardship and low digital literacy. Insufficient outreach and limited human resources further hinder policy success. In conclusion, Perumda’s policies require improved communication strategies, enhanced public education efforts, and optimized digital systems to achieve more inclusive and effective outcomes in promoting customer payment compliance.
