Abstract

The development of Indonesia’s palm oil plantation sector faces complex sustainability challenges, including low smallholder productivity, limited land legality, and weak compliance with the Indonesian Sustainable Palm Oil (ISPO) standards. In Jambi Province, these issues have prompted the local government to establish the Regional Action Plan for Sustainable Palm Oil (RAD-KSB) as a governance instrument to strengthen institutional capacity, improve farmer performance, and enhance supply chain management. This study aims to analyze the implementation of the RAD-KSB policy and its contribution to strengthening the sustainability of palm oil farming at the subnational level. A descriptive qualitative design with an intrinsic case study approach was applied, using key informant interviews, questionnaires, and document reviews. Data were analyzed using George C. Edward III’s policy implementation model, which assesses communication, resources, disposition, and bureaucratic structure through a Likert scale. The results indicate that resources (3.8) and bureaucratic structure (3.5) are categorized as good, supported by extension services and multi-stakeholder forums, while communication (2.7) and implementer disposition (2.6) remain moderate due to limited regulatory literacy and misaligned staff competencies. Significant land legality gaps also hinder ISPO certification. It is concluded that improving the effectiveness of RAD-KSB requires spatial data integration, digital communication systems, bureaucratic simplification, and enhanced implementer capacity and incentives to achieve sustainable palm oil governance at the regional level

Abstract

The Indonesian Sustainable Palm Oil (ISPO) program was established in 2011 in response to the adverse environmental impacts caused by the expansion of palm oil production in Indonesia. To date, the ISPO implementation in Jambi Province is still relatively low. This is because there are many weaknesses and challenges in implementing the ISPO. This study aimed to identify implementation strategies for sustainable palm oil certification in Jambi Province. This analysis uses the A'WOT approach, which integrates the Analytical Hierarchy Process (AHP) and SWOT analysis. Based on the A'WOT analysis, 23 external and internal factors were obtained, which are strengths, weaknesses, opportunities, and threats. In addition, the A’WOT analysis results show that the priority strategy that can be implemented is to involve MBKM (Merdeka Belajar-Kampus Merdeka, Freedom of Learning-Independent Campus) students in helping farmers. This strategy is because independent smallholders' understanding of ISPO is low and the number of ISPO extension workers or assistants is also limited. Therefore, the choice of strategy that can improve understanding of ISPO implementation is to involve MBKM students to help provide counseling and understanding related to ISPO. Abstract

Introduction: Flooding is one of the major environmental challenges in Jambi City, particularly within the Kambang Watershed. High sedimentation rates, land-use changes, reduced drainage capacity, and rapid urban development have increased flood vulnerability in the area. Objective: This study aimed to identify the internal and external factors affecting flood control in the Kambang Watershed and to determine priority strategies for effective and sustainable flood management. Methods: The study employed an integrated Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis and Analytical Hierarchy Process (AHP) approach. SWOT analysis was used to identify strategic factors influencing flood control, while AHP was applied to prioritize alternative strategies based on their relative importance. Results and Discussion: The results indicated that flood management in the Kambang Watershed is positioned in Quadrant II (Strength–Threat), suggesting that strong internal capacities can be utilized to address significant external threats. The proposed strategies include research and technology collaboration, implementation of sediment-control technology, enhancement of river normalization and rehabilitation programs, and integrated sediment management combined with river widening. The AHP results revealed that the implementation of sediment-control technology was the highest-priority strategy, with a weight of 0.46. Conclusion: Sediment control is the most critical strategy for reducing flood risk in the Kambang Watershed and should be supported by river rehabilitation programs, technological innovation, and stakeholder collaboration to achieve sustainable flood management while enhancing environmental health and public safety

Abstract

This study aims to analyze the performance of swamp rice farming using the Direct Seeding Method (Tabela), identify factors influencing farmers’ decisions to increase cropping intensity from IP200 to IP300, and examine income differences between the two farmer groups in Simpang Datuk Village, Nipah Panjang District, Tanjung Jabung Timur Regency. The main issue addressed in this study is the suboptimal productivity and income of farmers, while most farmers still maintain two planting seasons per year despite the opportunity to increase to three planting seasons. The study employed a quantitative approach with a survey method. A total of 60 farmers were selected through simple random sampling, consisting of 30 IP200 farmers and 30 IP300 farmers. Data were analyzed using descriptive statistics, farm income analysis, binary logistic regression, and independent sample t-test. The results indicate that the Tabela method improves farming efficiency by reducing labor requirements and shortening planting time. Significant factors affecting farmers’ decisions to adopt IP300 include land size, farming capital, farming experience, water management access, and extension intensity. Furthermore, there is a significant income difference between IP200 and IP300 farmers, where IP300 farmers earn higher annual income. This study concludes that increasing cropping intensity through Tabela implementation is a promising strategy to improve rice production, farmers’ income, and food security in swamp land areas.

Abstract

Food is a strategic issue that is directly related to human survival, including for the Suku Anak Dalam (SAD). Indonesia has 2,449 indigenous communities with more than 40 million people, most of whom depend on natural resources to meet their livelihoods. Studies show that indigenous peoples in various parts of the world face great pressures due to the impact of climate change on the environment, livelihoods, and biodiversity. This study aims to analyze SAD's perception of climate change and the transformation of their food systems in the context of Climate Change Impacts. The research uses a mixed method design  with a dominant qualitative approach and quantitative data support. The results showed that 94% of respondents were aware of climate change, with the main causes being deforestation, the expansion of the palm oil industry, and intensive agriculture. The most felt impacts include rising temperatures, droughts, decreased water availability, and ecosystem disruptions. SAD food systems have undergone a shift from forest-based subsistence patterns to a mixed (hybrid) food model that is increasingly market-dependent. Despite this, they still retain ecological knowledge and customary law as the basis for adaptation. The integration of local wisdom with environmentally friendly agricultural innovations and policy support is needed to strengthen indigenous peoples' food adaptation and self-sufficiency amid the threat of climate change
