Abstract

The, purpose, of this, research, is the efforts of the industry and trade cooperative service (Koperindag) of Solok Regency in the economic recovery of microl, small, and, medium, enterprises, (MSMEs), affected, by the, covid-19, pandemic in order to create MSMEs that are able to survive and become economic drivers, especially after, the, economic, crisis. Therefore, the support of all parties related to government policies is needed. This, research, is a descriptive, analysis, using, a qualitative, approach, that uses primary, data and, secondary, data. The, informants, in this study, were determined, by the, purposive sampling, method, where, the selection, of informants, was based on certain characteristics. Data, collection, techniques, in the, form of field research by interviewing, observing and studying documentation with valid and accurate sources. The, technique tests the validity, of the, data by, triangulation, of methods and source triangulation. While this data analysis technique uses analysis through, the stages, of data deception, data analysis, data reduction and, drawing, conclusions. The results, of this, study, indicate that: First, the efforts made consist of indicators, namely; (1) Creating job opportunities; (2) Reduce unemployment; (3) Reduce poverty; and (4) provide products. Second, internal factors that are owned consist of indicators, namely; (1) Lack of business capital; (2) Limited human resources; (3) Weak network and market penetration capabilities. Third, the external factors that are owned consist of indicators, namely; (1) The business climate is not yet fully condusive, (2) Limited facilities and infrastructure; (3) The impact of regional autonomy; (4) The impact of free markets; (5) Limited market access; (6) Financial limitations.

Abstract

Perubahan dalam sistem evaluasi kinerja dosen, seperti Bobot Kinerja Dosen (BKD) yang disesuaikan dengan Merdeka Belajar Kampus Merdeka (MBKM), serta prosedur akumulasi digital, bertujuan untuk mengurangi beban administrasi dosen. Namun, masih terdapat hambatan dalam menjaga proses mencerdaskan kehidupan bangsa dan produktivitas dosen dalam membuat karya akademis. Artikel ini membahas tentang Kemerdekaan Dosen dalam Beban Kerja dan Karir di Perguruan Tinggi, fokus pada konsep tata kelola institusi dan reformasi administrasi. Dalam melakukan penelitian ini, peneliti menggunakan kajian pustaka/ literatur sebagai metode penelitiannya dimana informasi yang diperoleh berasal dari buku – buku terkait, surat kabar, majalah,serta  publikasi dari lembaga–lembaga yang kompeten. Setelah data terkumpul, penulis melakukan analisa terhadap data yang ada, melakukan interprestasi dan terakhir menyimpulkan hasil dari kajian ini. Hasil penelitian ini memperlihatkan bahwa terdapat masalah struktural terkait pendanaan riset di Indonesia, dimana dana riset pemerintah masih tergolong kecil dibandingkan negara-negara tetangga. Perubahan kebijakan dalam beban kerja dosen, seperti BKD Baru yang bertujuan untuk meningkatkan bobot indikator dalam program Kampus Merdeka, serta mendukung pengembangan minat dan potensi dosen. Inovasi dalam tata kelola administrasi institusi diperlukan untuk memecahkan permasalahan yang ada, dengan memanfaatkan teknologi dan memperkenalkan prosedur baru.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan strategi yang dilaksanakan Perumda PSM dalam mengatasi permasalahan keselamatan kunjungan wisatawan ke destinasi wisata Pantai Air Manis beserta kendala dalam pelaksanaannya. Penyebab penelitian ini adalah banyaknya wisatawan yang berkunjung ke Pantai Air Manis, sehingga menyebabkan keputusan pengelola objek wisata untuk meningkatkan aspek keselamatan pariwisata. Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif di Pantai Air Manis Kota Padang, Sumatera Barat. Pemilihan informan dalam penelitian ini didasarkan pada keterlibatannya terhadap permasalahan yang diteliti. Data yang diperoleh melalui wawancara dan dokumen tertulis kemudian diolah dengan menggunakan metode triangulasi sumber. Hasil penelitian menunjukkan bahwa pengelolaan keselamatan wisatawan yang dilaksanakan oleh Perumda PSM masih kurang dalam pelaksanaannya. Kondisi ini terlihat dari kawasan pantai, tidak tersedianya rambu keselamatan sebagai peringatan bagi pengunjung, dan kurangnya pos kesehatan di dekat pantai serta kotak P3K di sekitar pantai menyebabkan beberapa wisatawan yang terluka tidak memiliki perbekalan yang diperlukan.

Abstract

Penelitian ini memiliki tujuan untuk memahami Implementasi Program Kantor Pertanahan Kabupaten Sijunjung (PTSL). Latar belakang penelitian ini adalah terdapat kesenjangan antara pengetahuan yang diinginkan atau diharapkan oleh masyarakat tentang sertifikasi tanah dan pengetahuan yang sebenarnya yang mereka miliki. Ini mungkin disebabkan oleh kurangnya edukasi formal, informasi yang sulit diakses, atau faktor-faktor lainnya. Dalam studi ini, peneliti menerapkan pendekatan kualitatif yang diikuti dengan metode deskriptif kualitatif. Untuk pemilihan informan, penelitian ini menggunakan teknik purposive sampling. Dalam proses pengumpulan data, digunakan instrumen penelitian berupa observasi di lapangan yang kemudian diikuti dengan wawancara kepada informan yaitu Kepala Kantor Pertanahan Kabupaten Sijunjung, Kepala Seksi Penetapan Hak dan Pendaftaran Kantor Pertanahan Kabupaten Sijunjung, Koordinator Kelompok Substansi Pendaftaran Tanah dan Ruang, Tanah Komunal dan Hubungan Kelembagaan, Kepala Seksi Penataan dan Pemberdayaan, Masyarakat yang ikut program ptsl, Masyarakat yang tidak ikut program ptsl. Selanjutnya, Dokumentasi digunakan sebagai alat untuk mengumpulkan dokumen dalam penelitian ini, dan teknik verifikasi data dilakukan melalui metode triangulasi. Analisis data dilakukan dengan cara mereduksi data dan menarik kesimpulan dari penelitian yang telah dilakukan. Hasil penelitian ini mengungkapkan bahwa pengetahuan masyarakat tentang Implementasi Program PTSL masih kurang. Hal ini disebabkan oleh keterbatasan teknologi informasi juga merupakan penghambat signifikan dalam implementasi program PTSL. Sosialisasi yang tidak merata dan belum menyentuh seluruh lapisan masyarakat mengakibatkan adanya kesenjangan pengetahuan dan partisipasi. keterbatasan anggaran yang disediakan oleh pemerintah.

Abstract

This research was motivated by a number of problems faced by the Prevention and Community Empowerment Division (P2M) of The National Narcotics Boards of Solok Regency (BNNK) in carrying out their work programs. Even though there was an increase in the nominal value of the organization's budget (AD/ART), the allocation for P2M activities actually decreased. Likewise, the numbers of both instructors and activity implementers are insufficient.This has an impact on decreasing P2M activities while at the same time the distribution and use of drugs is increasingly widespread in this area. This research aims to find out what organizational capacity the P2M Division of BNNK Solok has in carrying out its work program. This study employs a qualitative method with a descriptive approach. Research informants were selected using purposive sampling techniques. The types of data collected are primary and secondary data. By referring to the Organizational Capacity Theory proposed by Horton, namely: human resources; infrastructure, technology and financial resources; strategic leadership; program and process management; networks of cooperation and relationships with other parties, it is found that only the strategic leadership dimension is adequate. Meanwhile, other dimensions: human resources; infrastructure, technology, and financial resources; process dimensions and process management; and the collaborative networks and relationships with other parties are inadequate to support the P2M Program at BNNK Solok.

Abstract

This research aims to explore the role of technology in creating good governance in the public sector, especially in the digital era which is characterized by the rapid adoption of information and communication technology. The method used in this research is a literature review, which involves analyzing literature related to public administration theory and innovation in public sector organizations. This research identifies various challenges faced, such as gaps in access to technology, public understanding of the use of technology, and bureaucratic readiness to adapt to change. The main issue raised is how technology can be effectively integrated into good governance practices to improve the quality of public services. The research results show that innovation through information technology, such as e-government and big data, has an important role in increasing transparency, accountability and responsiveness of public services. Despite progress in the application of technology, challenges remain, including the need to increase public understanding and skills and the readiness of the bureaucracy to adopt change. The conclusion of this research confirms that to achieve effective good governance, the government needs to encourage innovation in public services by utilizing the latest technology. With these steps, it is hoped that the quality of public services can improve, and the public can be more involved in the decision-making process, thereby creating a more transparent and accountable government.

Abstract

This study aims to look at the implementation of the pick-up program for the Padang Pariaman permit, which is presumed to be a problem in the implementation of the permit pick-up program. This research is a qualitative research. The technique used in determining informants in this study was carried out by purposive sampling. Informants in this study were (1) Head of the Integrated Services and Industry Services Investment Office (2) Head of the Health Office. (3) Head of the Education Office (4) Head of the Office of Environment and Spatial Planning (5). The results showed that (1) the factors that influenced the implementation of the Padang Pariaman Licensing Shuttle Program were quite successful but there were some that were still not maximal from the indicators of implementation factors (a), communication (b) Resources, (c) Disposition, (d) Bureaucratic Structure. (2) Government Efforts to improve shuttle performance in the field of licensing Efforts to Implement Public Services through the Padang Pariaman Licensing Shuttle Program (AJEP PAPA) In Kabupaten Padang Pariaman, we have always sought to maintain coordination with the relevant dinas. And when the recommendations are a problem, we always take the initiative to invite related agencies to coffee mornings and find solutions to make the program effective.

Abstract

The objectives of this study were: 1) to determine the effect of servant leadership on teacher performance in state senior high schools in the city of Padang. 2) to determine the effect of school organizational culture on teacher performance in state senior high schools in the city of Padang . This study used an associative quantitative method, the population of this study were all state senior high school teachers in the city of Padang, with a sample of 292 teachers. Analysis of the data used in this study is a regression analysis technique, in addition, the researchers also used descriptive analysis to obtain a descriptive measurement from each research variables. The results of this study are: 1) servant leadership has a positive and significant effect on teacher performance in State Senior High Schools in the City of Padang. 2) school organizational culture has a positive and significant effect on teacher performance in State Senior High Schools in the city of Padang

Abstract

Penelitian ini mengkaji penerapan New Public Management (NPM) dalam organisasi publik di Indonesia. NPM merupakan pendekatan yang menekankan prinsip-prinsip manajemen sektor swasta dalam pengelolaan organisasi publik untuk meningkatkan efisiensi, efektivitas, dan kualitas pelayanan publik. Melalui studi kasus, penelitian ini bertujuan untuk menganalisis sejauh mana prinsip-prinsip NPM telah diterapkan, mengidentifikasi faktor-faktor yang mempengaruhi keberhasilan atau kegagalan penerapan NPM, serta mengeksplorasi dampaknya terhadap kinerja organisasi publik dan kualitas pelayanan publik di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, melibatkan wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa penerapan NPM dalam organisasi publik di Indonesia telah membawa perubahan positif, namun masih menghadapi berbagai tantangan, seperti resistensi birokrasi, keterbatasan sumber daya, dan kurangnya dukungan politik. Penelitian ini menyimpulkan bahwa keberhasilan penerapan NPM di Indonesia memerlukan komitmen yang kuat dari pemerintah, peningkatan kapasitas sumber daya manusia, dan penyesuaian dengan konteks lokal. Hasil penelitian ini diharapkan dapat memberikan kontribusi akademik dalam pengembangan ilmu administrasi publik dan rekomendasi kebijakan bagi pemerintah dalam meningkatkan efektivitas penerapan NPM di Indonesia.

Abstract

This study aims to explore the driving, inhibiting and regulatory factors regarding green campuse implementation at universities in Indonesia. This study used a systematic literature review with PRISMA and VosViewer.  The results of this study show that there are various driving and inhibiting factors that influence the success of the green campus program in higher education institutions in Indonesia. The main driving factors include the existence of supportive regulations as well as the commitment from management and the academic community to implement environmentally friendly practices. Initiatives such as campaigns to reduce plastic use, recycling programs, and restrictions on the use of motor vehicles also contribute positively to achieving the goals of a green campus. However, challenges such as a lack of supportive leadership, resistance to change, and insufficient knowledge and understanding of sustainability pose significant obstacles. Therefore, to achieve effective implementation of the green campus, collaborative efforts from all parties are needed, including strengthening regulations, raising awareness, and better management support.
