Abstract

The dengue hemorrhagic fever control program (DBD) in Tembalang District, Semarang City is constrained by the lack of public awareness in conducting dengue fever control programs (DHF) such as eradicating mosquito nests (PSN) and routine larvae checks (PJR). This study aims to determine the impact of dengue hemorrhagic fever control programs (DHF) and the obstacles faced. The method used is a qualitative method with data collection techniques of observation, interviews, and documentation. Determination of the subject using purposive sampling technique, the validity of the data using data triangulation techniques. The results showed that RW 2, Rowosari and RW 7, Sendangguwo, in 2019, were the highest cases of dengue hemorrhagic fever (DBD). However, RW 7 in Sendangguwo Urban Village is faster in handling dengue hemorrhagic fever (DHF) cases, shown by the community who are diligent in conducting PSN, routine larvae checks (PJR) are carried out every week at each homestead (Dawis), increase in larval free rate (ABJ). The problem is the lack of health surveillance personnel (gasurkes), the community does not yet have the awareness to conduct PSN, there is no routine schedule of routine larvae inspection (PJR) activities in the community, the low rate of larval free (ABJ). Suggestions to increase the number of health surveillance personnel (gasurkes), increase public awareness to carry out dengue fever control programs (DHF), increase the routine of the community doing routine larvae (PJR) activities once a week.

Abstract

Public services in Indonesia continue to strive to realize the concept of good governance, one of which is by implementing the digitization of the PBB program in electronic form (e-PBB). The Gunungpati District Government of Semarang City is one of the government agencies that intensifies this program to make it easier for its people to pay PBB, given that Gunungpati District is the sub-district with the lowest PBB income in 2019 in Semarang City. The purpose of this research is to describe and analyze how the implementation of tax payments using e-PBB, and to find out strategies that make it easier for people to make tax payments via e-PBB in Gunungpati District, so that there is no tax arrears. The study used a qualitative descriptive approach with primary and secondary data types obtained by literature review, observation, and field studies. The object of the research consisted of 2 government sources and 1 community resource, with the research location being Gunungpati District, Semarang City. The analytical method used is descriptive analytical. The results showed that the implementation of e-PBB in Gunungpati District used a management pattern of Organizing, Actuating, and Controlling. In addition, Gunungpati District has implemented several programs to provide convenience to the community in paying PBB-P2 and to pursue the target for PBB-P2 payments. This effort has partially fulfilled the application of the New Public Service paradigm.

Abstract

Korupsi dalam implementasi dana desa masih menjadi isu yang tidak pernah habis. Dana desa yang tujuan utamanya untuk mensejahterakan masyarakat desa dalam kenyataannya juga rawan untuk dikorupsi. Hal ini tidak lepas dari banyaknya jumlah desa berbanding dengan system pengawadan yang selama ini dilakukan. Permasalahan yang dalam penelitian ini adalah apakah kewenangan dan otonomi desa dengan meletakkan kepala desa sebagai puncak pimpinan memberikan pengaruh dalam implementasi dana desa. Penelitian ini menggunakan studi pustaka melihat berbagai informasi mengenai isu-isu korupsi yang berkembang terkait dengan implementasi dana desa. Kesimpulan dari penelitian ini adalah urgensitas peran unit pengawas yang melakukan monev implementasi dana desa.

Abstract

PNPM Mandiri is a national program run by all citizens to reduce poverty and expanding employment opportunities through efforts to improve community empowerment and independency in the purpose of enhancing the quality of life and the level of public welfare. The community itself is the main player. This evaluation is needed to see the results of this policy, as well as the supporting and inhibiting factors of the implementation by using William Dunn’s policy evaluation indicators and community empowerment according to mardikanto, it is the effectiveness of, sufficiency , the accuracy of , participatory , transparency and accountability . Evaluation of PNPM in Sub Rowosari that in the evaluation indicators, three of which are still considered not a maximum that is based on the effectiveness, adequacy and participatory.Meanwhile, the assessment of the evaluation indicators which is considered as good are in the accuracy, transparency and accountability. However, the obstacle of this program is the lack of participation and knowledge of the community to the PNPM Mandiri which make the unsatisfying outcomes of the program itself. Modernization and the existence of self-inteest are also the inhibiting factors of this program. The results of these studies indicate that the program has been successful in Sub Roworasi but not maximal. The recommendation for this program like socializing more evenly, programs do not always on physical development, attempt to follow the development, sanction for community groups who have certain interests, the need for monitoring and assisting in community groups routinely.

Abstract

The back ground of this electronic KTP program cause administrative management ofpopulatio is overlape and the high total population in Indonesia, many cases of double identity card so the government made on UU number 23 2006 about administration inhabitant to apply the parent population number for residents of Indonesia This research was conducted using descriptive qualitative research method. The location was focused in Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pati. The selection of informants using purposive sampling. Triangulation techniques used to test the quality of the obtained data. The implementation of this program observed through the implementation stages, goals accuracy, and program performance. Based on thesynthesis of Implementation Models of Mazmanian and Sabatier, as well Edward III the chosen decisive factors in the program implementation were a communication, resourses, dispotition,and bierocr structure.So far, the study implementation of enrollment electronic KTP program in Pati was not running well because there are still many shortcomings in the implementation stages, goals accuracy, and program performance. Determinantfactors in this program implementation can be motivating factor, but also has a potential to be a limiting factor. Recommendations are: (1) Need to increase the number of procurement of equipment in order to complete the recording (2) Enhance program enroolment mobile e-KTP in the villages in order to help complete the recording e- KTP (3) Provision of access to information and education program of electronic KTP card (4) Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pati shall supervise the implementation of the electronic KTP and equipment procurement program (5) the purpose of the e-ID card needs to be disseminated to the entire apparatus supporting this program.

Abstract

Based on the Act No. 24 of 2013, Population Administration is a series of structuring and controlling activities in publishing Document and Population Data through Population Registration, Civil Registration, Population Administration Information Management and the empowerment of the result for public service and the development of other sectors.In this population administration, there are several population administration structuring programs. One of the programs is the death certificate. This study aimed to see the performance of death certificate registration program as well as explain how the regulation runs and the obstacle encountered in the implementation process of death certificate registration program in the Department of Population and Civil Registration Semarang.The analysis techniques used to obtain the data were interview, observation, and supporting documents. The theory used in this study was a theory from Merilee S. Grindle. The theory has two variables in carrying out the policy implementation, namely policy content and policy environment. Based on the two variables, it was taken three indicators which were used to assess the implementation of the program, namely the performance level,the change degree, as well as the compliance and responsiveness. Socialization The result of the study indicates that the performance level of death certificate registration program in Semarang is still low compared to the other programs, amounted to 20,60 %. Other obstacles found in the implementation were socialization effort which was not maximum, inadequate resources, a low level of compliance, as well as the miss communication from the implementers of the policy. Recommendations that can be given are improving the quality of resources, maximizing the efforts to improve performance, doing direct review, cooperating with relevant parties, and improving physical quality that is already available.

Abstract

Street vendors are one of business activities that perform an important role in the economy sector. The number of street vendors is increasing each day and those street vendors occupy the land that is not owned by the government (illegal). Based on the existence of these problems, the government seeks to arrange and determine the location for street vendors. The Government issued Mayor Decree Number 511.3 / 1112/2016 concerning Determination of Land or Location of Street Vendors in Semarang. This study aims to determine the implementation of the Mayor Decree of Semarang Number 511.3 / 1112/2016 concerning Determination of Land Location of Street Vendors in Semarang, especially in the area of Tlogosari Kulon Village and Muktiharjo Kidul Village and the factors that can influence the implementation process. This research is a research that used the qualitative descriptive method. The implementation process is carried out based on the objectives of the implementation, the ability of the program to reduce the problems of the existence of street vendors, community participation, government data collection, and the implementation of relocation which includes supervision and development. The results of the study shows that the policy set by the government are considered not running well because of the lack of routine communication between the government and street vendors. The government has provided a place to sell at Suryokusumo Shelter, but it does not implement the policy because of some perceived by the street vendors themselves, to carry out this policy is needed cooperation, good communication between the government and street vendors, by socialization or formation of organizations to facilitate coordination through the management representatives.

Abstract

Tourism Sector is a sector that assessed the potential to be developed in an effort to increase revenue for the region through tourist attraction. Kedungsepur region has a percentage of the number of tourists both from domestic and international amounted to 19.31% in 2013 and 20.34% in 2014, but its range is not evenly distributed. So that the tourism sector included in the priority scale Inter-regional Cooperation Kedungsepur area approved by the respective Regional Head in 2011. Research method uses descriptively qualitative research design with observation, interview, and literary review as the data collecting technique. The information source are Culture Division Head of Culture and Tourism Department of Semarang, Chief of Local Government and International relation of Semarang Municipality, and Destinations Section Staf Culture and Tourism Department of Central Java Province. The research result that implementation of Inter-regional Cooperation in tourism Kedungsepur region not fully accomplished, proven by the implementation of Inter-regional Cooperationin tourism Kedungsepur have found problems at every stage. When on interpretations phase, there are some issues because each area is not tourism as a major sector for each region, as well as at the application phase there are problems regarding the implementation is not accordance with the planning. Recommendation can be done to improve implemention for Inter-regional Cooperation of Kedungsepur region in tourism is need to increase the commitment of each parties that involved in cooperation, unify the understanding of each region on cooperation in tourism, also need some in-depth review of strategy to promote single destination.

Abstract

Child protection is one of the policies that are passed by government as an attempt to protect children from sets of problems. In the city of Semarang, most of the problems arise within children are psychological and physical violence. Over the year, the number of child violence cases that happen in Semarang keep on increasing and was the highest in Central Java. Children have important roles and positions for the future of the Semarang. Therefore, children have the rights to grow and develop optimally. Child protection policy in Semarang was passed in 2016 after facing many obstacles previously. This research will further elaborate the process of child protection formulation policy in Semarang.The results of this research show that the formulation of child protection policy Semarang had problems that were related to miss-coordination between legislative with executive, which resulted in the delay of the policy being finalized. The other factor that obstructed the policy making was the fact that people do not care about child protection in Semarang. Recommendations earned from this research are; to increase the coordination between legislative and executive so that there will not be mistakes in the distribution of tasks—so that maximum outcome can be reached, and to increase the work quality of Pusat Pelayanan Terpadu. It is also very important to build a good, solid teamwork between the government and citizens to decrease the child violence level in Semarang.

Abstract

Each policy have purpose to solve existing problems that exist in society. The implementation of a policy, there are several factors as a determinant of the success of policy, one factor of them is available resources. The resources have an important role because a policy can’t be effective if the resources that they are not available. Another factor that may affect the implementation of a policy is communication. Good communication can support the successful implementation of policy. The purpose of this research is to know how great the correlation between resources and communication for Program Keluarga Harapan (PKH) implementation. The kind of this research was a quantitative and the respondents are associated to PKH implementation in Watukumpul sub-district. The method of collecting data in this research are questionnaires. Data analysis technique that used to answer the puspose of this research is multiple correlation coefficient. Based on the results of research, known that the available resources include in good categories. Correlation test showed that the resources have positive correlation with PKH implementation. The resources and communication together have significant correlation with PKH implementation.
