Abstract

Semarang City Government through Perda No. 8 of 2008 on the medium -term Development Plan (RPJMD ) Semarang for years 2010-2015 regulates the provision of Bus Rapid Transit Trans Semarang number 4 corridor . Bus Rapid Transit service availability Trans Semarang as the responsibility for the fulfillment of the infrastructure by the Government of Semarang in terms of mass transportation in the city of Semarang . Trans Semarang BRT corridor I Mangkang majors - Penggaron already underway in October 2010.Tujuan of BRT Trans Semarang itself which is to parse the numbers congestion and reduce the number of accidents in the city of Semarang . Evaluation is needed in this policy to determine the extent of implementation of the Bus Rapid Transit policy is to provide benefits for the citizens in the city of Semarang by using the criteria of evaluation criteria William M Dunn . Namely : effectiveness , efficiency , adequacy , grading , responsiveness , accuracy . Policy implementation Bus Rapid Transit corridor Trans Semarang I where in the evaluation criteria , 5 of them are still considered not good and the result is not in accordance with the original plan that is based on effectiveness , efficiency , adequacy , grading , responsiveness and accuracy of the activity . There are various obstacles in its implementation such as the quality and quantity of the main means BRT bus fleet itself , then the main means lack of care and support and also the lack of cooperation of compact between parties related too. Overall the number of assessments have not been good in the evaluation criteria , the implementation of the Trans Semarang BRT corridor which I have been running since October 2010 has yet to be declared successful . The recommendation for this program such as increasing the number of bus fleet to improve the quality and quantity of the implementation of the BRT itself , , BLU UPTD Terminal Mangkang and PT Trans Semarang.

Abstract

Subscription parking retribution are payments for parking fees that must be paid by the owner of a motorized vehicle registered at the SAMSAT Office in Mojokerto City for a period of 1 (one) year in which payment is made in conjunction with the tax payment of the vehicle concerned. The purpose of the subscription parking retribution policy is contained in the Mojokerto Mayor Regulation No. 7 of 2010 is to increase PAD from the regional retribution sector and to improve parking services to the public. However, in its implementation despite being able to increase PAD in Mojokerto City significantly the parking fee retribution policy has not been able to provide maximum parking services. The purpose of this study was to determine the process of implementing a subscription parking retribution policy and to find the factor of implementing a subscription parking retribution policy did not run optimally. This type of research is descriptive research using qualitative methods. The results showed that the input indicators, process indicators and supervisory indicators that were evaluated were factors for the implementation of the subscription parking retribution policy not running optimally. Among them are aspects of human resources, retribution collection methods, effectiveness and efficiency, supervisory resources, intensity of supervision, and aspects of the method of taking corrective actions. Recommendations that can be given are increasing the standard of recruitment of parking officers, giving freedom to the public to choose whether to use retribution or not, increasing the number of supervisory resources, increasing the intensity of supervision, and improving supervision methods by increasing coordination with parking officers in the field.

Abstract

“GERDU KEMPLING” is one of poverty reduction programs which is undertaken by the municipal government of Semarang. The program is led by Regional Development Planning Agency (BAPPEDA) of Semarang which based on five fields namely health, economic, education, infrastructure and environment field. In this study, the writer focused on the field of economic. The research methodology used in the study was qualitative descriptive approach while the data collecting technique used purposive sampling, interview and document study. The informants in the research were Subdivision Head of Development Planning on Governance, Social, Cultural BAPPEDA Semarang, Section Head of Welfare and Social Pedurungan, Section Head of Welfare and Social Plamongansari and Tlogosari Kulon, as well as Pedurungan sub-district society. The research result shows that the implementation of “Gerdu Kempling” program on the economic field in Pedurungan sub-district is not optimal. It is proven by the number of poor people in Pedurungan sub-district which is increased every year. It also does not reach the target of 2% per year. However, there is a village that is successfully empowered, namely Gemah village. While other villages said to be failed. From the result of the research, it can be seen that many poor people in Pedurungan sub-district do not receive any help. A recommendation that can be carried out to increase the implementation of poverty alleviation program in Pedurungan sub-district is the commitment and concern from the whole parties as well as high willingness to create continuity, both on the attention, supervision, and evaluation so that the assistance can be realized and is on target.

Abstract

Inclusion education is an educational service concept that is held for children with special needs with the process of teaching and learning activities in regular schools along with other regular children. The goal is to eliminate discrimination between children with special needs and regular children. In the legislation it is explained that every child who is in the age of study is entitled to get the right to education, including here the child with special needs. The purpose of this research is to see how the learning process that takes place in inclusion school, SMP 10 Kota Pekalongan using 3 main indicators according to Bridgman and Davis are input indicators, process indicators and output indicators. The method used in this research is descriptive qualitative type method using informants from the manager of inclusive education, staff of Education Office of Pekalongan City; the organizers of inclusive education, SMP 10 Kota Pekalongan; the beneficiary (target group) of the parents of the child with special needs. The result of the research shows that in the process of teaching and learning activities that take place in inclusion school, SMP 10 Kota Pekalongan, there are problems related to the absence of modification curriculum, GPK with special education base, at least teachers who have followed technical guidance and upgrading, which is limited and limited by the children with special needs received at the inclusive school of SMP 10 Kota Pekalongan, that is only from one kind of disability that is mentally disabled only. This research will look at the impact of the policy by looking at individual impacts, organizational impacts and impacts on society

Abstract

The success of a government can be seen from the quality of service that the government give to the people. The level of quality of service depends on the performance of the bureaucracy as public service providers. In order to improve services and to develop Boyolali District, the government of Boyolali District create Land Office services that obliged to carry out registration of land in Boyolali. Only 68,05% land in Boyolali District has registered in the Land Office. Many people has complained because the lack of service that the Land Office give. The purpose of this research is to find out the quality and the factors that affect the services in Boyolali District Land Office. The assesment of quality service is measured by three (3) components, interpersonal environment, procedure and technical environment, and then using five (5) dimensions: tangible, reliability, responsiviness, assurance and empathy. This research used qualitative descriptive approach, Boyolali District Land Office employee as the informan and the people who makes the land certificate. The results of this research showed the three components (officers, procedures and techniques) were measured by using five dimensions namely tangible, reliability, responsivness, assurance and empathy still require some improvement and some of the dimensions that must be maintained. The factors that affect the quality of service is awareness, regulations / standards, organization, personnel skills and infrastructure. Advice can be given to improved officer quality is increase the number of field officers and provide training. Land Office have to socialize all the programs so the users can understand the procedures, and then optimize the use of cars Larasita, a clear schedule, supervise the officers and provide queue number machine.

Abstract

This paper aims to analyze the management of land conflicts that occurred in the assets of the Serang Regency Government as a form of securing their assets. The problem is focused on efforts to solve land disputes or conflicts and the asset security strategies that were carried out. To approach this problem, Fisher's theory of conflict management and Siregar's asset management theory were used. Data were collected through interviews, observation, and literature study and analyzed descriptively qualitatively. This study shows that land asset conflicts occur predominantly between individuals and the Serang Regency Government regarding land grants given for the use of public facilities such as education and health, however without being accompanied by official documents. Settlement of land disputes was carried out through a compromise approach and reaches the court level if no common solution was found. Dispute resolution aims to administratively complete land ownership documents. Physically avoiding illegal land use and legal security related to dispute resolution through the courts to determine the legal ownership of disputed land assets. It can be concluded that Serang Regency Government must fix all land disputes that occur so that the land assets owned can be maximized and do not disturb the socio-political stability in the society.

Abstract

The role of green public space in our urban environment isas an important provider of ecological functions such as preventing flood, reducing air pollution, and reducing the temperature of the air. The Government of Semarang city publish the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space as one effort to resolve arrengement green open sapce in Semarang. There is still a lack of green open space in Kecamatan Candisari which is the background of this research. The research is aimed to evaluate impact the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space in district Candisari, Semarang. The implementer in this policy is the Bappeda, Department of Spatial Planning, Department of Housing and Settlements, and Department of Enviroment of Semarang City. The research uses the principal of policy implementation according to Riant Nugroho like, right policy, proper executor, right target, right environment, and proper process and impact evaluation according to Samudra Wibawa of authority like, individual impact, organization and group impact, society impact and social impact culture. The research method is qualitative and the data collection techniques are interviews, observation, and documentation. The results of the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space in Candisari district is not maximum with the goals. This is due to the lack of green open space and lack of public participation in increasing green open space on social life in Candisari District.

Abstract

Tourism is a very strategic sector in implementing the sustainable development goals. In addition, tourism is also the main contributor to foreign exchange income in developing countries. Tourism in the international scope has experienced various development trends, one of which is halal tourism which is known as Muslim-friendly tourism. Muslim-friendly tourism is a stage of tourism by providing basic necessities needed by a Muslim tourist in accordance with applicable Islamic law. In Indonesia, Muslim-friendly tourism has begun to develop, one of which is in the city of Palembang which is a leading tourist destination in South Sumatra Province which can be used as an opportunity to develop Muslim-friendly tourism.  This research focuses on the development of Muslim-friendly tourism in Palembang City.  In order to approach this problem, a reference to the theory of supporting factors in tourism development is used. The data were collected through interviews, documentation, FGDs and analyzed qualitatively.  This study concluded that the factors that influence the development of Muslim tourism in Palembang City are the values underlying cooperation between actors, the patterns and communication media used to communicate between actors, the level of trust of actors in cooperation, the implementation of cooperation policies between actors, and other factors.

Abstract

This article aims to show the results of innovation program Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) which has implemented Tanda Tangan Elektronik (TTE) on Birth Certificates and Family Cards. The problem is devoted to the usefulness of the ANAK LANTIP program because in this program it will increase the accountability of implementing agents as an obligation to manage resources, report and publish all activities and activities related to the use of public resources. To approach this problem, the theory of reference from Edy Sutrisno (2007) is used, namely the theory of program effectiveness. This theory contains understanding of the program, right on target, on time, achieving goals, and real change. The data were collected through questionnaires, observation, interviews, and  document review and were analyzed qualitatively through interactive analysis, critical analysis, and comparative analysis. This study concludes that the effevtiveness of Program Inovasi Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) in  Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil), Wonogiri Regency has not been achieved. The implication of this research is that the community must be proven by indicators of socialization that have not been achieved, in implementing Program Inovasi Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) carried out by Disdukcapil still using manual methods, and not yey utilizing technological sophistication and social media so that innovation in this service have not been able to convey to the whole community.
