Abstract

Public policy serves as a framework to address public needs and interests, including the regulation of community services. Recognizing the critical importance of public services, governments are motivated to improve service quality through effective public policy implementation. This study aims to analyze the role of public policies in enhancing specific aspects of service quality, such as transparency, accountability, and professionalism. Using qualitative research methods, this study employs a literature study approach with a systematic selection of relevant sources, including peer-reviewed journals, government reports, and policy documents. Data analysis follows three stages: data reduction, data presentation, and conclusion drawing, ensuring a comprehensive understanding of the subject.  The findings indicate that public policies are instrumental in setting minimum service standards, promoting accountability and transparency, empowering communities, enhancing the professionalism of service apparatus, integrating technology into services, and enforcing compliance through penalties for providers failing to meet standards. These measures collectively contribute to significant improvements in service delivery. This research highlights the importance of policy design and implementation in fostering a responsive and efficient public service system. The findings provide actionable insights for policymakers to optimize public service frameworks and ensure community satisfaction.

Abstract

The concept of the present and the sense of comfort offered by the coffee shop bring in various visitors in terms of age, children, teenagers, adults, and even the elderly. Visitors in terms of work, both from junior high school, high school/vocational school students, university students, private employees, civil servants, and from various other types of work are happy to visit. The purpose of this study was to conduct a social network analysis of coffee shop visitors in Indonesia. The postmodern concept of consumption is related to the realization that consumption appears more significant at sign value or symbolic qualities than use value. The research method used is qualitative netnography. The data is obtained from uploads on the Twitter application with the help of Atlas. ti application. Because it uses network analysis, tweets that are not related to other tweets will be excluded from the study. The results showed that Twitter users went to a coffee shop to do work while drinking coffee; conduct watching events together, either football, moto GP, or other similar matches; perform social activities with the closest people, and want to eat their favorite food. The results of the word cloud analysis obtained several words that appear and are often used by coffee shop visitors on Twitter applications such as warkop, nongkrong, ngopi, kopi, ngobrol, kerja, makan, teh, lagu, nongki, and many other words. The novelty of this study lies in the approach used, namely netnography so that the data obtained reaches a wider range of data.

Abstract

Penelitian bertujuan untuk mengevaluasi komprehensif terhadap sistem pelayanan tenaga kerja di Dinas Tenaga Kerja Kota Baubau, dengan fokus pada identifikasi faktor-faktor penghambat dan tingkat pemenuhan standar kualitas pelayanan. Metode penelitian kualitatif deskriptif diterapkan melalui teknik pengumpulan data triangulasi, mencakup wawancara mendalam dengan delapan informan (pejabat struktural, staf pelayanan, dan masyarakat), observasi langsung di lokasi layanan, serta analisis dokumen kebijakan. Temuan penelitian mengungkapkan bahwa implementasi pelayanan telah memenuhi lima dimensi kualitas utama (Tangibles, Reliability, Responsiveness, Assurance, Empathy) dengan dukungan inovasi digital seperti Sistem Informasi Ketenagakerjaan (SINAKER) dan absensi daring yang meningkatkan efisiensi administratif. Namun, teridentifikasi empat kendala struktural: (1) defisit sumber daya manusia permanen, (2) koordinasi antarinstansi yang belum optimal, (3) keterlambatan pemrosesan dokumen akibat kendala teknis dan administratif, serta (4) rendahnya literasi masyarakat tentang kepatuhan waktu pengurusan administrasi. Rekomendasi strategis mencakup penguatan kapasitas aparatur melalui rekrutmen pegawai tetap, integrasi sistem informasi lintas sektor, sosialisasi prosedur berbasis media digital-konvensional, dan peningkatan anggaran infrastruktur pendukung. Implikasi penelitian menegaskan perlunya pendekatan holistik dalam transformasi pelayanan publik yang menggabungkan aspek kelembagaan, teknologi, dan pemberdayaan masyarakat. This study conducts a comprehensive evaluation of the labor service system at the Department of Manpower in Baubau City, focusing on identifying inhibiting factors and compliance with service quality standards. A descriptive qualitative method was employed using triangulated data collection techniques, including in-depth interviews with eight informants (structural officials, service staff, and community members), direct observation at service locations, and analysis of policy documents. Findings reveal that service implementation fulfills five core quality dimensions (Tangibles, Reliability, Responsiveness, Assurance, Empathy), supported by digital innovations such as the Labor Information System (SINAKER) and online attendance, which enhance administrative efficiency. However, four structural constraints were identified: (1) shortage of permanent human resources, (2) suboptimal inter-agency coordination, (3) document processing delays due to technical and administrative obstacles, and (4) low public awareness regarding timely administrative compliance. Strategic recommendations include strengthening staff capacity through permanent recruitment, cross-sectoral information system integration, digital-traditional media-based procedure socialization, and increased infrastructure funding. The research implications underscore the necessity for a holistic approach to public service transformation, combining institutional, technological, and community empowerment aspects.

Abstract

Penelitian ini bertujuan untuk menganalisis tingkat disiplin kerja Aparatur Sipil Negara (ASN) di Dinas Pekerjaan Umum Kota Makassar dengan fokus pada tiga indikator utama: Disiplin Waktu, Disiplin Peraturan, dan Disiplin Tanggung Jawab. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Sumber data meliputi informan struktural, operator kepegawaian, dan PPPK. Hasil penelitian menunjukkan bahwa disiplin kerja ASN secara umum cukup baik, namun masih terdapat tantangan dalam Disiplin Waktu, seperti ketidaktepatan kedatangan, penyelesaian tugas, dan pemanfaatan waktu istirahat. Disiplin Peraturan menunjukkan kepatuhan terhadap SOP dan aturan pakaian dinas, tetapi terhambat oleh pembaruan regulasi dan pengawasan. Disiplin Tanggung Jawab relatif baik, meskipun terdapat masalah distribusi tugas dan pemeliharaan inventaris. Rekomendasi yang diajukan meliputi penguatan pengawasan berbasis teknologi, pembaruan regulasi, pelatihan ASN, dan manajemen beban kerja yang lebih efektif. This study aims to analyze the level of work discipline among Civil Servants (ASN) at the Makassar City Public Works Office, focusing on three main indicators: Time Discipline, Regulatory Discipline, and Responsibility Discipline. The research employs a descriptive qualitative method, with data collected through observation, interviews, and documentation. Data sources include structural officials, personnel operators, and PPPK employees. The findings indicate that overall work discipline is relatively good, but challenges remain in Time Discipline, such as punctuality, task completion, and rest time utilization. Regulatory Discipline shows compliance with SOPs and uniform regulations, yet faces obstacles due to regulatory updates and supervision. Responsibility Discipline is relatively strong, though issues like uneven task distribution and inventory maintenance persist. Recommendations include strengthening technology-based supervision, updating regulations, providing employee training, and improving workload management.

Abstract

Penelitian bertujuan untuk menganalisis Kinerja Organisasi pada Kantor Dinas Ketahanan Pangan Kabupaten Sorong Selatan, Provinsi Papua Barat Daya, dengan fokus pada Aksesibilitas Pangan, Distribusi Pangan, Peningkatan Infrastruktur Pangan, dan Peningkatan Kualitas Sumber Daya Manusia (SDM). Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa Aksesibilitas Pangan telah dilaksanakan meskipun belum optimal, sementara Distribusi Pangan dilakukan melalui kerja sama dengan BULOG namun masih menghadapi kendala geografis dan infrastruktur. Peningkatan Infrastruktur Pangan telah direncanakan sesuai visi-misi dinas, sedangkan Peningkatan Kualitas SDM melalui pelatihan belum berkelanjutan. Faktor Internal seperti SDM, Budaya Organisasi, dan Prosedur Kerja, serta Faktor Eksternal seperti Kebijakan Pemerintah dan Kondisi Alam, secara signifikan memengaruhi kinerja organisasi. Studi ini merekomendasikan penguatan sistem distribusi, peningkatan kapasitas SDM, dan adaptasi teknologi untuk memperkuat Ketahanan Pangan di wilayah tersebut. This study examines Organizational Performance at the Food Security Office of South Sorong Regency, Southwest Papua Province, focusing on Food Accessibility, Food Distribution, Food Infrastructure Development, and Human Resource (HR) Quality Improvement. A descriptive qualitative method was employed, with data collected through observation, in-depth interviews, and documentation studies. The findings indicate that Food Accessibility has been implemented but remains suboptimal, while Food Distribution is conducted in collaboration with BULOG yet faces geographical and infrastructural challenges. Food Infrastructure Development aligns with the office’s vision and mission, whereas HR Quality Improvement through training lacks sustainability. Internal factors such as HR, Organizational Culture, and Work Procedures, alongside External factors like Government Policies and Natural Conditions, significantly influence organizational performance. The study recommends strengthening distribution systems, enhancing HR capacity, and adopting technology to improve Food Security in the region.

Abstract

Penelitian bertujuan untuk menganalisis peran birokrasi pemerintah dalam penyelenggaraan pelayanan administrasi kependudukan di Kabupaten Ende, Nusa Tenggara Timur, dengan fokus pada penerbitan dokumen kependudukan seperti Kartu Tanda Penduduk (KTP), Kartu Keluarga (KK), dan Akta Kelahiran (AK). Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah Kabupaten Ende berperan sebagai regulator, penyedia layanan, dan fasilitator melalui inovasi berbasis digital seperti Sistem Informasi Kependudukan (SIK) dan Kelimutu Box. Namun, tantangan utama meliputi keterbatasan sarana prasarana, kompetensi SDM, dan kompleksitas birokrasi yang berdampak pada kualitas pelayanan. Temuan ini memberikan implikasi penting bagi perbaikan sistem administrasi kependudukan dengan menekankan pada peningkatan kapasitas SDM, modernisasi infrastruktur, dan penyederhanaan prosedur. This study examines the role of government bureaucracy in administering population administration services in Ende Regency, East Nusa Tenggara, focusing on the issuance of population documents such as Identity Cards (KTP), Family Cards (KK), and Birth Certificates (AK). The research employs a qualitative approach with data collection techniques through observation, in-depth interviews, and document studies. The findings reveal that the Ende Regency government acts as a regulator, service provider, and facilitator through digital innovations like the Population Information System (SIK) and Kelimutu Box. However, major challenges include inadequate infrastructure, human resource competencies, and bureaucratic complexity, which affect service quality. These findings highlight the need for improvements in population administration systems by emphasizing capacity building, infrastructure modernization, and procedural simplification.

Abstract

Penelitian bertujuan untuk menganalisis implementasi Sistem Informasi Pemerintahan Daerah (SIPD) dalam penyusunan perencanaan pembangunan di Badan Penelitian, Pengembangan, dan Perencanaan (Balitbangren) Kabupaten Polewali Mandar. Menggunakan pendekatan kualitatif deskriptif, studi ini mengevaluasi empat aspek implementasi berdasarkan teori George C. Edward III: Komunikasi, Sumber Daya, Disposisi, dan Struktur Birokrasi. Hasil penelitian menunjukkan bahwa implementasi SIPD berjalan optimal pada aspek komunikasi (transmisi informasi efektif melalui platform digital), sumber daya (ketersediaan SDM dan fasilitas), serta struktur birokrasi (kepatuhan terhadap SOP dan pendelegasian wewenang). Namun, dimensi insentif dalam disposisi menjadi kendala utama. Kualitas perencanaan dinilai melalui tiga indikator—Keselarasan Antar Dokumen, Konsistensi Perencanaan-Penganggaran, dan Ketepatan Waktu—yang seluruhnya mencapai hasil positif. Tantangan teknis meliputi gangguan server dan keterbatasan fitur aplikasi, seperti ketiadaan opsi impor data. Temuan merekomendasikan penyempurnaan fitur teknis SIPD, pemberian insentif bagi pelaksana, serta peningkatan kapasitas infrastruktur untuk memperkuat tata kelola pembangunan berbasis teknologi. This study examines the implementation of the Regional Government Information System (SIPD) in development planning at the Research, Development, and Planning Agency (Balitbangren) of Polewali Mandar Regency. Employing a qualitative descriptive approach, the research evaluates four implementation aspects based on George C. Edward III's theory: Communication, Resources, Disposition, and Bureaucratic Structure. Findings indicate optimal SIPD implementation in communication (effective information transmission via digital platforms), resources (availability of human resources and facilities), and bureaucratic structure (compliance with SOPs and delegation of authority). However, the incentive dimension within disposition emerged as a primary constraint. Planning quality was assessed through three indicators—Document Alignment, Planning-Budgeting Consistency, and Timeliness Compliance—all demonstrating positive outcomes. Technical challenges include server disruptions and limited application features, such as the absence of data import functions. The study recommends enhancing SIPD's technical features, providing implementer incentives, and upgrading infrastructure capacity to strengthen technology-based development governance.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Core Values Aparatur Sipil Negara (ASN), yaitu Berorientasi Pelayanan, Akuntabel, Kompeten, dan Harmonis, dalam rangka meningkatkan kualitas pelayanan publik di lingkup Sekretariat Daerah Kabupaten Sinjai. Core Values ASN yang dirumuskan melalui nilai BerAKHLAK merupakan landasan fundamental dalam membentuk karakter, etos kerja, dan integritas ASN sebagai pelayan publik yang profesional dan responsif. Penelitian ini menggunakan pendekatan Mix Method, yaitu kombinasi antara metode kualitatif dan kuantitatif. Data dikumpulkan melalui wawancara mendalam dengan pejabat struktural dan pegawai ASN, observasi langsung terhadap aktivitas pelayanan, serta telaah dokumen kebijakan dan laporan kinerja yang relevan. Hasil penelitian menunjukkan bahwa penerapan nilai-nilai ASN telah berjalan secara progresif dan berdampak positif terhadap penyelenggaraan pelayanan publik. Nilai Berorientasi Pelayanan meningkatkan kecepatan dan ketepatan layanan kepada masyarakat. Nilai Akuntabel memperkuat tanggung jawab dan transparansi dalam pelaksanaan tugas. Nilai Kompeten dikembangkan melalui pelatihan yang terstruktur, sementara nilai Harmonis mendukung terciptanya sinergi antar ASN. Keberhasilan implementasi Core Values ini tidak terlepas dari peran kepemimpinan yang visioner, dukungan budaya organisasi, infrastruktur memadai, dan sistem evaluasi yang konsisten. Secara keseluruhan, Core Values ASN terbukti memberikan kontribusi nyata terhadap peningkatan efektivitas dan kualitas pelayanan publik di Kabupaten Sinjai. This study aims to analyze the implementation of the Core Values of the State Civil Apparatus (ASN), namely Service Orientation, Accountability, Competence, and Harmony, in enhancing the quality of public services within the Regional Secretariat of Sinjai Regency. The ASN Core Values, formulated under the BerAKHLAK framework, serve as a foundational guideline for shaping the character, work ethic, and integrity of civil servants to ensure professional and responsive governance. The study adopts a Mixed Methods approach, combining qualitative and quantitative methodologies to obtain a comprehensive perspective. Data were collected through in-depth interviews with structural officials and civil servants, direct observation of service activities, and document analysis of relevant policies and performance reports. The findings indicate that the implementation of ASN values has progressed positively and contributes significantly to public service delivery. The Service Orientation value enhances the speed and accuracy of responses to public needs. Accountability strengthens transparency and responsibility in task execution. Competence is developed through structured training programs, while Harmony promotes collaboration among civil servants. The successful implementation is supported by visionary leadership, a conducive organizational culture, adequate infrastructure, and consistent evaluation mechanisms. Overall, the ASN Core Values significantly contribute to improving the effectiveness and quality of public service in Sinjai Regency.

Abstract

Tujuan penelitian untuk menganalisis peran pemerintah terkait pemberian izin, penyediaan lahan, pemberian subsidi. Penelitian ini menggunakan pendekatan kualitatif, Sumber data yaitu sumber data primer dan sekunder. Metode pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Peran pemerintah dalam pemberian izin dalam pembangunan rumah ibadah di Kabupaten Mimika, terkait regulasi/kebijakan Perizinan mengacu pada aturan/regulasi pemerintah yang memang sudah ada; terkait Persyaratan Administratif, pemerintah daerah dalam pengurusan pembangunan rumah ibadah, syarat administrasi harus terpenuhi; terkait Penegakan Kebijakan Zonasi dan Tata Ruang, semua dokumen dan prosedur harus dipenuhi, barulah izin pembangunan rumah ibadah dapat diberikan. Peran pemerintah terkait Penyediaan lahan dalam pembangunan rumah ibadah; terkait Regulasi dan Kebijakan. cukup baik dijalankan oleh pemerintah setempat, Terkait Penyediaan lahan, walaupun agak sulit, tetapi diupayakan tersedia; terkait proses izin dan persetujuan dijalankan berdasarkan peraturan pemerintah daerah yang sudah berjalan. Peran pemerintah terkait pemberian subsidi dalam pembangunan rumah ibadah; Kebijakan yang mendukung dengan adanya kebijakan pemberian subsidi. Alokasi Anggaran sudah dilakukan, program bantuan subsidi sudah dilakukan, akan tetapi masih sangat minim. Masalah yang dihadapi antara lain: masalah tanah dan lokasi, persoalan perizinan dan regulasi, isu sosial dan keagamaan, keterbatasan anggaran daerah, keamanan dan ketertiban, dan konflik kepentingan. The purpose of the study is to analyze the role of the government in granting permits, land provision, and subsidies. This study uses a qualitative approach. Data sources are primary and secondary data sources. Data collection methods through observation, interviews, and documentation. The results of the study indicate that the role of the government in granting permits for the construction of houses of worship in Mimika Regency, related to licensing regulations/policies refers to existing government rules/regulations; related to Administrative Requirements, the local government in managing the construction of houses of worship, administrative requirements must be met; related to Enforcement of Zoning and Spatial Planning Policies, all documents and procedures must be met, only then can a permit for the construction of a house of worship be granted. The role of the government in the provision of land in the construction of houses of worship; related to Regulations and Policies. is quite well carried out by the local government, related to Land Provision, although it is rather difficult, it is attempted to be available; related to the permit and approval process is carried out based on existing local government regulations. The role of the government in the provision of subsidies in the construction of houses of worship; Policies that support the existence of subsidy policies. Budget allocation has been carried out, subsidy assistance programs have been carried out, but are still very minimal. The problems faced include: land and location issues, licensing and regulatory issues, social and religious issues, regional budget limitations, security and order, and conflicts of interest.

Abstract

This research aims to improve the performance of public services through digital-based archiving. Providing convenience in providing access to information more quickly and measurably with the support of facilities and infrastructure. The research uses qualitative by descriptively describing the phenomenon at the Makassar High Court accurately and systematically, actually and accurately according to the facts then starting with the data collection process, explaining and objectively analysing the research results. Data collection methods through observation, interviews and documentation then data analysis techniques are carried out through data coding to sort and select data according to the type of research and also the characteristics of the research variables then the data is given an explanation in accordance with the meaning and finally drawing conclusions. The results showed that the digital-based archive management system has improved the performance of the Makassar City District Court, reduced administrative complexity, and provided easier access to the parties involved in the legal process. The implication of this research is that investment in digital archive technology is an important step in improving the effectiveness of the Makassar City District Court and public services of the Makassar City District Court.
