Abstract

This study investigates the implementation of preventive functions by election supervisory bodies in tackling money politics during legislative elections in Indonesia. Money politics, involving the distribution of goods, cash, or services to influence voter choice, remains a persistent issue that undermines democratic integrity. The research adopts a descriptive qualitative approach with data collected through in-depth interviews, document reviews, and direct observations involving election supervisors, candidates, and the public. Findings reveal that institutions like Bawaslu have implemented various strategies—public education campaigns, anti-money politics villages, social media utilization, and monitoring operations. However, these efforts face numerous challenges, including limited resources, weak legal frameworks, low public participation, and entrenched political transactional culture. Despite these obstacles, strengthening political literacy, enhancing campaign finance transparency, and fostering community involvement are recognized as crucial elements for future improvements. The study concludes that effective money politics prevention requires cross-sector collaboration and institutional reforms to ensure clean, fair, and dignified elections.

Abstract

This study aims to develop a socio-economic reintegration model for returnee migrant workers in Indonesia based on the Sustainable Livelihood framework and socio-cultural approaches. Although numerous studies have highlighted the importance of these two approaches separately, their integration within the context of migrant reintegration in Indonesia remains limited. Employing a qualitative method through a Systematic Literature Review (SLR), this research identifies, evaluates, and synthesizes relevant studies published over the past six years (2019–2025) using the Dimensions and Scopus databases. The findings reveal that reintegration is a complex process influenced by structural, socio-cultural, as well as local and global dynamics. Social capital and adaptive capacity emerge as key elements in addressing reintegration challenges, particularly during crises such as the COVID-19 pandemic. Therefore, an effective reintegration model must be holistic, community-based, and supported by cross-sector collaboration and institutional transformation. This study contributes both conceptually and practically to the design of inclusive and adaptive reintegration policies that are responsive to the dynamics of global labor mobility.

Abstract

Konflik antar Ormas di Kabupaten Lombok Timur masih banyak terjadi. Pembinaan terhadap Ormas harus dilakukan secara bertahap sesuai dengan tugas dan fungsi Kesbangpol. Dalam enanganan konflik ini masih membuat masyarakat dari Ormas kurang paham terkait maksud dan tujuan pembinaan yang dilakukan Kesbangpol. Hal ini membuat peneliti ingin meneliti peran Kesbangpol dalam menangani Konflik antar Ormas di Kabupaten Lombok Timur. Metode yang digunakan yaitu pendekatan kualitatif dan mengumpulkan data dengan wawancara. Penelitian ini memberikan hasil dimana masih terdapat banyak konflik antar Ormas yang terjadi, kemudian penanganan dari pemerintah sangat diperluhkan. Kesbangpol dalam hal ini merupakan bagian dari pemerintah berperan penting dalam mengatasi konflik dengan cara yang sesuai dengan aturan seperti melakukan Observasi, Deteksi Dini, dan Mediasi. Sehingga peran Kesbangpol dalam menangani konflik antar Ormas dinilai sudah cukup baik dengan berbagai proses dan tahapan yang sesuai dengan peraturan dan regulasi yang berlaku. Maka dari itu dapat disimpulkan bahwa peran Kesbangpol dalam menangani Konflik antar Ormas di Kabupaten Lombok Timur yaitu Observasi, Deteksi Dini, dan Mediasi.

Abstract

This study examines strategies to enhance political participation among young voters by integrating social media and civic education. This is done in response to the lack of political understanding and high levels of disinformation experienced by the younger generation. Using the Systematic Literature Review (SLR) method, this study examines 184 documents from various scientific sources published between 2019 and 2024 to identify effective strategies for encouraging political participation among young voters. The findings indicate that social media plays a significant role in disseminating political information quickly and engagingly. At the same time, civics education serves to shape character and foster critical and responsible political awareness. The collaboration between social media, civics education, and contributions from families, schools, and youth organizations is considered effective in increasing active, rational, and sustainable political participation. This study proposes enhancing digital political understanding, developing innovative political campaigns, and systematically engaging various parties to cultivate a generation of intelligent and integrity-driven young voters for the future of Indonesian democracy.

Abstract

This study analyzes the role of constitutional instruments on human rights and minority politics in ensuring equity and producing inclusive democratic outcomes. Using a qualitative method with a Systematic Literature Review (SLR) approach, this study reviews publications from 2016 to 2025 obtained from the Dimensions and Scopus databases. Literature was selected based on criteria of academic quality, substantive relevance, and availability of full-text articles. The findings indicate that while constitutions provide a normative foundation for minority protection, their effectiveness is largely determined by the design of public policies and by institutions' capacity to eliminate structural barriers. The research findings confirm that the deficit in minority political rights is not only caused by discriminatory regulations but also by an exclusive concept of citizenship and institutional practices that perpetuate social hierarchies. Furthermore, the gap between anti-discrimination legal frameworks and the implementation of public services highlights the weakness of state mechanisms in ensuring equal access for vulnerable groups. Abstract

This research aims to formulate policy recommendations for the Provincial DPRD and Local Government in realizing systematic, adaptive, and inclusive ideological political education within political parties. Using a qualitative approach with the Systematic Literature Review (SLR) method, this research analyzes scientific findings from reputable national and international journals published within the last six years (2020-2025), obtained through the Dimensions and Scopus databases. Selection criteria included thematic relevance, publication quality, full-text access, and use of Indonesian or English. The study results indicate that ideological polarization has become a significant structural challenge to strengthening political education within political parties, hindering the regeneration process and weakening commitment to democratic values. The findings also highlight the lack of a structured political education curriculum and the low digital literacy of young cadres. Therefore, synergy between DPRDs, local governments, and political parties is necessary to establish a democratic and sustainable political education ecosystem. This research recommends the need for evidence-based policies to design a cross-disciplinary ideological curriculum, as well as strengthening digital media literacy capacity in political education cadres at the regional level.

Abstract

Kegiatan pengabdian ini bertujuan untuk meningkatkan kapasitas aparatur Desa Bagik Polak dalam menerapkan prinsip Good Village Governance melalui internalisasi nilai integritas dan anti-korupsi. Metode yang digunakan adalah Participatory Action Research (PAR) yang dipadukan dengan pendekatan capacity building. Tahapan kegiatan meliputi analisis kebutuhan, penyusunan modul, pelatihan, pendampingan, serta monitoring dan evaluasi. Hasil kegiatan menunjukkan adanya peningkatan pemahaman aparatur desa terhadap prinsip tata kelola yang baik, yang diukur melalui perbandingan nilai pre-test dan post-test dengan peningkatan rata-rata sebesar lebih dari 30%. Selain itu, kegiatan ini menghasilkan luaran berupa dokumen kode etik aparatur desa, matriks risiko korupsi, serta dashboard monitoring integritas melalui inovasi Sistem Integritas Desa Terpadu (SIDeT). Implementasi program ini berkontribusi terhadap penguatan transparansi, akuntabilitas, dan partisipasi masyarakat dalam tata kelola desa. Dengan demikian, kegiatan ini tidak hanya meningkatkan kapasitas individu aparatur desa, tetapi juga memperkuat sistem kelembagaan dalam pencegahan korupsi berbasis lokal.

Abstract

The purpose of this study is to determine the West Nusa Tenggara (NTB) Provincial Government's policy in implementing strategic policies in workforce development. The main focus of this policy includes reducing unemployment, creating harmonious industrial relations, and developing productive transmigration areas. This study uses a comparative descriptive method with a qualitative approach and uses library research to obtain secondary data. The results of the study indicate that in 2022, the number of workers in NTB will reach 2.79 million people, with 2.71 million of them already employed, so that the unemployment rate will decrease to 2.98 percent, exceeding the RPJMD target of 3.17 percent. However, with the addition of more than 50 thousand new workers each year, a special strategy is needed to create more jobs. The NTB Manpower and Transmigration Office has established six strategic steps to overcome unemployment, including workforce planning, improving human resource competency through vocational training, workforce placement and empowerment, social protection for workers, workforce development and supervision, and implementation of presidential regulations regarding the Integrated Plus Workforce Training and Empowerment Program (PePaDu Plus).

Abstract

The study in this study wanted to know about the leadership role of the Quadruple Helix in Covid-19 non-natural Disaster Management in Mataram City, West Nusa Tenggara Province. Quadruple Helix leadership is a form of leader capacity who is an actor who has successfully collaborated in disaster response. The Quadruple Helix leadership model in the Unitary State of Regional Autonomy can be implemented with the Government acting as a regulator and implementing socialization, then Academics are tasked with making research and issuing their latest innovation products, while Business or Private plays a role as fund support, and the Community participates in supporting policies. The form of active collaboration between the Government, the private sector, universities and the community is the basis of the Covid-19 non-natural disaster management system as an effort to handle and mitigate. The method used in this study is qualitative research with interview data collection techniques to related stakeholders. The results in this study were the management of non-natural Covid-19 disasters in Mataram City using the Quadruple Helix model running well. The cooperation of the four (Government, Academics, Business/Private and Community) was able to suppress the spread of Covid-19 in Mataram City. Collaboration from all existing Helix is ??needed to continue to encourage the birth of innovations in the field of knowledge, formulation of ideal and targeted policies, support for assistance and donations in the form of logistics and medical devices, and mutual understanding from the community that is able to have a positive impact in suppressing the spread of Covid -19 in Mataram City.

Abstract

Human resources (apparatus) are the basis of the bureaucratic reform movement. Human resources are one aspect of achieving the goals of government organizations, namely providing optimal public services. Therefore, it is necessary to implement a merit system to obtain human resources, in this case specifically the best State Civil Apparatus (ASN) who do not consider male or female gender, including in the process of filling pratama high leadership positions (JPT) in scope of the Mataram City Government. This research aims to describe the implementation of the merit system in the Mataram City government from a gender aspect. This research uses a qualitative approach with data collection methods consisting of in-depth interviews and document review. Data analysis uses qualitative data analysis techniques. The validity of the data was tested using triangulation techniques. Research provides an illustration that the Mataram City government has basically implemented a merit system in ASN management. When filling out the JPT, preparation, implementation and evaluation stages have been carried out in accordance with the provisions. Basically, the number of female ASNs in the city of Mataram is more than male. Likewise, the educational level of female ASN is better than that of men. However, if we look at it in terms of rank and class, the number of men is increasing, this will make the opportunity for men to occupy top positions in the bureaucracy greater. The Mataram city government consistently provides opportunities for women at the rate of 10 percent and hopes that in the future this will be further increased.
